The incident took place just after 14:00 in Reitz Street, Somerset West on Friday. According to Sibel, she and her eldest daughter, Myriam (17), had just fetched Melanie from school. The Abadays say they have been walking home that way ever since Melanie started attending Somerset West Primary school almost two years ago. They never imagined something so devastating could happen to them. According to Marilyn Durr, who lives in the street where the acci- dent occurred, trees in the area have been uprooted and branches broken off due to severe winds on numerous occasions, but nobody has ever sus- tained serious injuries. According to constable Suzan Jantjies, spokesperson for the Som- erset West police station, an ambu- lance took Melanie to Red Cross War Memorial Children’s Hospital in Cape Town. Melanie could not be airlifted by helicopter, since the windy condi- tions made it impossible for the heli- copter to land at Mediclinic Vergele- gen. “She later died due to the severity of her injuries,” said Jantjies. The police has opened an in- quest docket. No foul play is suspected. Sibel and Myriam describe Melanie as their little prin- cess, who was very passionate about art. “She was very artistic. In August, she was awarded a cum laude at the Helderberg Eisteddfod for the her art- work,” says Sibel proudly. According to Karlien van der Merwe, Melanie’s Grade 2 teacher, Melanie truly touched many hearts. “She was the dearest little girl, who always wanted everyone to be happy. NIKITA SYLVESTER

    The alleged repeat fraud offend-

er, Colin Rall, is believed to have

    madeoffwith thousandsof rands

    after swindling numerous Hel-

    derberg businesses.

    The Helderberg Wheels and Out-

door Expo (HWO) 2012, which was

expected to take place this past

weekend, appears to have been a

front for the event organiser Rall to

    con people out of money.

    Numerous attempts by District-

    Mail journalists and expo exhibi-

tors to contact Rall have all drawn

    a blank.

On Thursday 29 November - the

day before the expo - a number of

    exhibitors arrived at Charles Mor-

kel Stadium in Strand to start set-

ting up their stalls and displays.

They found an empty field, locked

gates and absolutely no sign of the

    organiser.

The expo was advertised as a

    weekend of fun and entertainment

for the whole family, as well as a

    charity outreach. The programme

included items such as a car sound

    show, braai champs competition,

remote control car races and a bik-

    ers toy run. Mississippi Disco,

Akkedis, Jurie van Zyl and Tommy

Dell were some of the artists who

    were scheduled to perform.

    Riaan Botha from Speedy in

Strand said they paid the organiser

    R2 000 for a stand.

    We were looking for marketing

ideas for the year and subsequently

    came across the HWO advertise-

    ment in the newspaper, ex-

    plains Botha.

We saw this as an excel-

    lent opportunity to get some

    exposure as we recently

    took over the company and

    business was not doing too

well. You want to trust peo-

    ple, but things like this

make it very difficult. I am

    truly disappointed and

    heartbroken.

    Raymond van der West-

huizen, new car sales manager at

    Philwest Volkswagen, said they too

decided to participate in the expo.

Not only did they pay for a stall, but

they also sponsored some of the en-

    tertainers who were scheduled to

    perform. I became very concerned

when he (Colin Rall) phoned nearly

every day, insisting that the money

be paid. When running a big event

like that you need to use

    some of your own fund-

    ing, says Van der West-

    huizen.

    He estimates that the

    motoring companies in-

    volved spent between

    R250 000 and R300 000 on

    this non-event.

    Other businesses were

    alsoconnedoutofmoney.

    Among them are Somer-

    set Beverages, Helder-

    bergSuzuki,Kelfords,WestvaalMo-

    tors and Rola Toyota.

    Mississippi Disco posted the fol-

lowing on their Facebook page on

    Thursday 29 November:

Die man wat hierdie ding gerel het

was n groot fraud! As enige iemand

hom sien of van hom hoor, kontak

    dadelik die polisie.

    Charn Prins (19) was employed

by Rall to do the marketing for the

event, and says she too was de-

    ceived.

    According to Prins, she liaised

personally with most of the clients

while Rall only dealt with them via

    telephone. She explains that she

    was completely unaware of Ralls

fraud history and only realised it

    when the businesses involved start-

ed calling her and asking why the

    expo was not taking place.

    I received hundreds of phone

    calls from people threatening to

make a case against me if I did not

    pay their money back.

    One company in particular

phoned to tell me who Colin really

is and where I could read up about

him. I googled his name and was

    completely shocked atwhat I found.

Colin left me to deal with all of

    thisonmyown. I justwanteveryone

to know I only worked for him and

    Iwascompletelyunawareofhishid-

    den agenda, said Prins.

    Strand police confirmed that so

far three cases were opened regard-

    ing the expo.

Prins has also laid a charge

    against her former employer.

drama on page 7 and 8.

    told a reporter from DistrictMail.

    She explained that when Rall

    was released from Drakenstein

    prison inMarch thisyearoncharg-

es of fraud he started his own busi-

    ness, Big Box events.

When he came out of jail he

wanted to start over with a clean

slate and decided to host this

    wheels and outdoor expo.

I cant think that people would

say its a scam. He was so excited

about it and made so much effort

    for this event.

This can all have been sorted if

he just explained to the businesses

what the problem was, and then

    maybe just postpone it.

According to Ralls wife all the

    money he received from business-

es and sponsors which she said

was just over R100 000 was put

    backintotheexpotocoverthecosts

    of flyers, Radio Helderberg, para-

    medics, petrol, Helderberg Rugby

Club etc. I just wish he would

come back so that I can talk some

    sense into him.

    Fraud history

    Over thepast fewyearsPaarlPost

    has reported on numerous fraud

    cases related to former Welling

    ton resident, Colin Rall.

In 2006 Rall and his wife were

    arrested on various fraud charg

    es ranging from Wellington to

    Cape Town and even Gauteng.

    Rall had already had previous

    convictions for fraud and theft,

and at that time he was being in

    vestigated

    for fraud of

    R200 000,

    regarding

    an invest

    His wife

    was re

    leased on

    R3 000 bail

    while Rall

    remained

    behind

    bars.

In 2007after his release, it ap

pears that Rall was once again

    up to his old tricks.

Later that year he returned to

    prison after defraudingmore un

    suspecting victims shortly after

    his release.

    According to Ralls wife, the

last time he was released from

prison was in March this year.

    Childrens party held despite scam

Although it appears that the organiser of the

Helderberg Wheels and Outdoor Expo has

made off with a large amount of sponsorsmon-

ey, he has not dampened the Christmas spirit.

Colin Rall has apparently conned several lo-

    cal businesses into partic-

    ipating in a wheels and

    outdoor expo. The event

    was scheduled for last

    weekend.Aspartof theex-

    of theACVVBrightLights

    was also planned . Howev-

    er, according to the busi-

    nesses involved every-

thing turned out to be a

    scam.

    Charn Prins who

    worked for Rall says she

    was also mislead by him

    and that a Christmas par-

    ty for 25 childrenwasorig-

    inally planned. She said

all the sponsors who were also exhibitors

were approached tomake the party a reality

and either donated gifts or sponsored between

R100 and R200 towards gifts for each child.

The exhibitors who donated money were

Westvaal (R2 000), Rola Toyota (R500) and Bat-

tery Clinic (R200). Unfortunately, this money

was also paid into Ralls bank account and in-

cludes the amount with which he is believed

    to have disappeared, said Charn.

Luckily, all was not lost, as exhibitors such

as, Alpha Dive Centre, 4x4 Mega World, WC

Wheels, Incredible Fun, AccessAuto, Fiat Hel-

    derberg,Winelands4x4,Toyota,Honda,Merce-

    dez Benz, Speedy and Pierre

    Volschenk, donated gifts.

    Charn said Sheyenne and

    Reynhard Vos from Incredi-

    bleFunensured that thechil-

    dren from ACVV Bright

Lights could still have a par-

ty at the Charles Morkel Sta-

    dium on Saturday. A festive

    atmospherepersistedasSan-

    ta Clause presented them

    with gifts, and eats and

    drinks were supplied by Hel-

    derberg Rugby Club.

    Their day was further

    brightened up when well-

    known TV personality Diet-

    er Voigt and his family

    showed up for the party.

Dieter would have been the Master of Cere-

monies at the expo. He says his manager in-

formed him about the expo being cancelled.

For the childrens sake he still attended the

    Christmas party.

It saddens me that people, like Colin Rall,

can take advantage of good hearted people, he

    said.

TV presenter, Dieter Voigt, was the

guest of honour at a Christmas

party hosted for the children of

    the ACVV Bright Lights.

    Switchon to the

    Festival of Lights

    NICOLE MCCAIN

    Over December, the Christmas lights

in Somerset West transform the town

into a magical land with giant angels

    and reindeers pulling Santas sleigh

    across the sky.

For 22 years, Jan Pieters was the man

    behind this Christmas magic.

    With30 000 lightbulbsimport-

ed and painted in hundreds of

    shades and almost 100 motifs,

each a unique design, he and

    his teamat themunicipalitys

    electricity department spread

    Christmas cheer through the

    streets. The Christmas lights

    in Somerset West were first

put up fifty years ago, but Pie-

ters took over the job in 1982.

    We used to start preparing

    for Christmas just after East-

    er, says Pieters.

Each light was designed and made by

Pieters team and each motif had to be at

    least 2,5 metres high.

    Eachyearwehadsomethingdifferent.

He remembers one year they created a gi-

ant golfer hitting a ball, to celebrate the

World Cup of Golf at Erinvale.

Every motif holds a story for Pieters,

such as the whale and dolphin lights

which were designed by his daughter,

Tania. And the mother goose motif only

has one leg, because she is based on the

    goose that came to theHelderbergNature

Reserve every year to breed, and her leg

was bitten off by a jackal.

Pieters had to give up his lights in 2004

as shortly after his last switch-on, he had

a heart attackwhich forced him to retire.

The City of Cape Town has since cen-

    tralised the electricity depart-

ment, and from 2006 the lights

    havebeen installed byElectricity

    Services based in Ndabeni, near

    Cape Town.

To Pieters, some of the magic

    hasgoneoutofChristmas.When

you look at what they put up

now . . says Pieters sadly. He

used to receive wide acclaim for

    his work. Engineers from all

    over the country visited our

    lights. Even Cape Towns lights

    werent better than Somerset

West. Pieters even received a letter from

an American engineer saying that on the

    small scalehewasworkingon, theChrist-

mas lights in Somerset West were better

    than Disney Land.

You feel like youve achieved some-

thing. But to see the kiddies faces that

night . . .Thatswhoyoumadeit for. Itwas

    the highlight every year.

    Dan het hulle wildsbiltong, wat
