Marian Shinn, the DA’s Parlia- mentary member for the Helder- berg, will be raising the matter in Parliament as soon as a petition cur- rently doing the rounds is finalised. The DA told the DistrictMail this week that they are requesting a sat- ellite police station for the Somerset West CBD as the existing police sta- tion “clearly does not have suffi- cient resources available to deal with the increase in armed robber- ies in the CBD”. The Somerset West Police Station is situated a mere 1,3 km from where the most recent armed rob- bery occurred at Truworths in the Circle Centre in Main Road. DistrictMail asked the DA wheth- er a second police station is necessa- ry, with the existing police station situated within two kilometres of the CBD. Local ward councillor Stu- art Pringle replied that “the commu- nity appears to feel that a satellite station in the CBD would provide a localised presence, given that the Somerset West police station serves a vast area, far greater than the 2 km radius from the CBD to the station”. In a statement sent to the District- Mail on Monday, the DA stated that the increase in armed robberies and burglaries in the Somerset West CBD requires immediate and dras- tic action by the National Depart- ment of Police, in particular the fill- ing of vacancies in the ranks of offi- cers at the Somerset West Police Station, but also an increase in the vehicles and equipment available to deal with the vast area covered by this single station. When pressed for details, Pringle was unable to confirm just how many vacancies they are aware of, or what the particular resource shortfalls are, but reiterated that “there are clearly not sufficient re- sources available to deal with the in- crease in armed robberies in the CBD or else they would have been dealt with”. Asked whether a satellite station would still be deemed necessary if the resource gaps are closed, Prin- gle responded that “the public ap- pears to believe that a localised pre- sence of police, supported by a satel- lite station, would assist in reducing the incidences which have given rise to this call”. Sergeant Suzan Jantjies, spokes- person for the Somerset West Police Station, however said the station is not experiencing any staff, vehicle or equipment shortfalls and that the police have a working strategy in place to curb armed robberies in the CBD. The strategy will not be re- vealed to the public, she says, to en- sure its success. “Like many other organisations, resources are stretched from time to time. For example, the vehicles be- come mechanically faulty or staff take leave. But it does not affect us when fighting crime and ensuring that it is addressed,” says Jantjies. John Kleyn, vice-chairperson of the Somerset West Neighbourhood Watch, says the idea of a satellite sta- tion is not a bad one, but he is con- cerned whether a satellite police sta- tion in the CBD would not deplete the already insufficient resources. “What will the aim of the satellite police station be? To be a service provider or provide a patrolling function?     ) Five people were arrested for drunken driv-

    ing over the past weekend. The suspects were

    arrested at a vehicle patrol point on the M7,

    Victoria Street and the N2.

    Another five people were also arrested for

    the possession of drugs over the past weekend

    duringastopandsearchoperationinSomerset

    West.

    ) A man was arrested by members of the

    Somerset West Police onMonday 8 September

    for having surgical gloves in his possession.

    The incident occurred at 04:45 on Old Sir

    LowrysPassRoad.Themanwas searchedand

    could not provide a logical reason for having

    the gloves on him.

    ) The Lwandle Police requires the publics

    assistance in locating Thobela Ncali (26) and

    is offering a reward for anyone with informa-

    tion.

    Ncali was arrested for perjury on 20 May.

    Ncali reported a case of housebreaking and

    theft at his house, and alleged that it took place

    while he was in Khayelitsha. However, it was

    a lie.

    There is currently a warrant out for his ar-

    rest. Anyone with information can phone De-

    A cashier at the Crazy Store at Moun-

    tainside Mall in Gordons Bay was ar-

    rested for fraud after allegedly cloning

    a sales transaction on Friday 5 Septem-

    ber.

    The cashier was confronted shortly

    after she assisted a customer,who com-

    plained that the sales transaction went

    through twice after a purchase. Accor-

    ding to Warrant Officer Nico Beukes,

    spokesperson for the Gordons Bay Po-

    lice, the cashier admitted to cloning

    transactions and that allegedly more

    than 15 transactions were cloned by

    her.

    A case of fraud is being investigated

    by the Bellville commercial branch.

    The cashier remains in custody.

    )On the sameday, a combined oper-

    ation conducted by Bellville commer-

    cial branch and local police led to the

    arrest of the supplier of a device used

    to clone transactions.

    This follows after a WhatsApp-mes-

    sage was sent from a womans cell-

    phone to purchase another skimming

    Fish (28) from Gordons Bay.

    Cloning

    crooks caught

    VISIT FROM CLUSTER COMMANDER: General Johan Brand, the new command

    er for the Khayelitsha/Helderberg Cluster, attended the Gordons Bay Community

    Policing Forums meeting on Tuesday this week. Brand, who was a member of the

    detective branch for many years, said crime statistics are not only important for

    crime intelligence, but are also used in evaluating resources at stations. Brand

    complimented the Gordons Bay community for their involvement in solving crime

    and also emphasised the importance of reporting crime to the police. He said police

    operations can only be successful through community, and with the support of effec

    tive neighbourhood watches. The new station commander for Gordons Bay police

    station, Captain Marco Mbangu, who will take up his post from 1 October, was al

    A matriculant caught in the middle of a

    media storm about Parel Vallei High

    Schools 40-days celebration opted to

    leave the school on Tuesday evening just

    before a disciplinary hearing was set to

    take place.

    The school had charged him with serious

    misconduct after comments he allegedly

    made to theCapeTimes resulted in an article

    on the front page on 1 September headlined

    Pupil cries foul after principal rules out

    cross-dressing for matric event. The issue

    wasalso reportedonlinebyat least five other

    media houses, with The Telegraphs online

    version headlined South African school

    principal bans students from dressing in

    drag.

    The headmaster of Parel Vallei High

    School, David Schenck, claims that his com-

    munication on the dress code for 40-days had

    been misconstrued.

    Thematric pupil had faced possible expul-

    sion if found guilty at the disciplinary hear-

    ing. Moments before the hearing was to take

    place, thepupils attorney informed thepros-

    ecutor that he had opted to leave the school.

    The pupil retains his registration for the

    National Senior Certificate exams and the

    school has said he is welcome to write his

    exams there should the Department of Edu-

    cation confirm thatParelVallei is his official

    exam venue.

    The saga started in early August, accor-

    ding to Schenck, when he was made aware

    of amessage thatwasbeingcirculatedbyma-

    triculants via WhatsApp and BBM.

    Themessage encouraged learners to bring

    lots of cling wrap, duct tape, black bags,

    heavy duty cable ties, shaving cream, water

    balloons and opposite genders uniform to be

    changed into at first break. Themessage al-

    so stipulated that learners should keep this

    away from the matric committee and the

    Learner Council as well as anyone else that

    would tell.

    Schencksaid thathecalled thematriccom-

    mittee into his office to address themessage.

    The committee told him that they knew

    nothingabouttheseplansandthattheywant-

    ed a controlled 40-days.

    The committee proposed to him that the

    learners be allowed to either dress in drag

    or as super-heroes.

    Schenck says he told the committee that

    he would not approve of cross-dressing, be-

    cause to dress up in a certainway that could

    offend others in the school, to me doesnt

    work and Im not prepared to create a situa-

    tion where I can cause offence to anyone.

    Thats my job as a headmaster; to make sure

    everyones rights are protected.

    He said that the committee walked away

    very happy with my explanation.

    Schenck said that the committee took that

    message back to the matric body and on the

    same day Schenck called a meeting with the

    matrics about the 40-days celebration. In

    that meeting, the young man that has now

    gone to the press raised a question around

    immorality. Schenck says the learner had

    received information from the committee

    that he had used the word immoral in his

    meeting with them.

    Schenck said he told the learner that he

    would not address the matter with him pub-

    licly, as theres no privacy in that.

    Then thearticle appearedon the frontpage

    of the Cape Times, stating that, according to

    apupil, theprincipal ofParelValleiHighhad

    said cross-dressing was immoral and

    against Christianity.

    Schenck says that he had used the words

    immoral and against Christianity when

    he explained to the committee that by cross-

    dressing, youll be offending someone else

    and thats against Christian values.

    On the day of the articles publication, the

    learner received notice that hewould be fac-

    ing disciplinary actionwith a recommenda-

    tionofexpulsion.Under thechargeof serious

    misconduct, the pupil was accused of gross

    insubordination, an unwarranted personal

    attack on the principles, values, dignity, con-

    duct and the ability of [the headmaster], an

    attempt to embarrass Parel Vallei High, an

    attempt to embarrass [the headmaster] and

    an attempt to embarrass the governing body

    of Parel Vallei High.

    The chairperson of the schools disciplina-

    ry committee, Paul du Toit, says that when

    he reviewed the matter, he decided to draft

    a letter to the schools Governing Body for

    adisciplinaryhearing, due to the extreme se-

    riousness of this transgression.

    Presently the matriculant is continuing

    with his exams as an individual pupil who

    is simply taking his exams on the schools

    premises, says Du Toit.

    DistrictMail attempted to gain comment

    from the pupil, but his family declined to

    comment.

    Parel Vallei headmaster David Schenck has

    Small businesses shockedbysurge in costs

    Small businesses are still coming to terms

    with a new daily charge on their electricity

    bill that kicked in with the City of Cape

    Towns new budget on 1 July.

    Small business owners using more than

    1 000kwh per month now have to pay for pre-

    paid electricity meters to be installed or pay

    an additional R22,25 per day. The total number

    of small businesses affected across the city is

    6 500.

    On hermost recent account, Arleen Seyfried,

    owner of thePaperbackBookExchange inSom-

    erset West, was charged a R712 service fee to-

    talledacross 32days whileheractual electrici-

    ty usage totalled R177,64.

    Questionshavebeenraisedabout theadequa-

    cy of theCitys communicationwithbusinesses

    on this matter, as many business owners claim

    they were not properly informed of the new

    charges.

    The first comment the Citymade in response

    to questions from DistrictMail this week was

    that residents have a responsibility to ensure

    that they are aware of proposed policy changes

    which await their comment / influence.

    The questions below were answered by Ern-

    est Sonnenberg, Mayoral Committee Member

    for Utility Services.

    ) The City has repeatedly said that it

    includedanoticeof the changeon theac-

    counts of users inMayandJune.But the

    notices dont really warn users about a

    cost change. They merely warn users

    that they will be moved to small power

    user 1 tariff and a domestic tariff on

    1 July if they dont have a prepaidmeter

    in place. Nowhere is there a mention of

    thecost implications.Theuserisalsonot

    told where they can gain this informa-

    tion.

    Does the City think it fairly and ade-

    quately communicated the detail in-

    volved so that users were properly in-

    formed?

    A cost implication is implied when the

    City states that the user will be moved to

    adifferent tariff. Further to this,noticesgiv-

    ing details of the availability of documents

    providing this information (the pending

    changes to theIntegratedDevelopmentPlan

    and budget documents) were published in

    the daily and community papers at the end

    of February and May this year. Customers

    were encouraged therein to read the docu-

    ments to familiarise themselves with the

    changes. The notices placed in the accounts

    are limited to 140 characters, so there isnt

    space there to provide a comprehensive im-

    pact analysis. [These notices were not pub-

    lished in theDistrictMail orHelderberg Ga-

    zette newspapers- Ed]

    )The City has said that the notifica-

    tionwasincludedinaccountsinMayand

    June.

    When would the user have received

    theseaccounts,andwhatwouldthemax-

    imum notice period therefore have

    been?

    Approximately six weeks. This provides

    sufficient time to make an application for

    a prepayment meter if required.

    ) Users first need to apply to the City for

    aprepaidmeter tobe installed, and theCity

    thenneeds to provide themwith a cost quo-

    tation to be agreed to. The City gives itself

    10working days to do this (or two calendar

    weeks). The user then has to pay the City

    for themeter to be installed and has to also

    pay an electrician to do the preparation

    work so that a Certificate of Compliance

    can be submitted to the city. Only then

    will the city install a prepaidmeter, and

    it gives itself 15 days in which to do so.

    DoestheCitythinkthatusersweregiv-

    en enough time for this lengthy process

    when they were given notification on

    their accounts in May and June?

    Because of the time frames involved, any

    customerwho applied for a prepaymentme-

    ter would have been considered as already

    having one installed.

    )Howis theCitydealingwithqueries,

    complaintsandissuesonthismatter?We

    have heard talk of a call centre. How

    must users engage the city if they have

    queries?

    Residents can contact the call centre on

    0860 103 089, or they can visit theCitysweb-

    site for information on the tariff schedule:

    per day, calculated against 24 days a

    month,onbusinessusers. Is thisapplica-

    ble to residential consumers too?

    Thistariffonlyappliestothosebusinesses

    whose consumption exceeds 1 000 kWh a

    month, and businesses that use less than

    this but do not have a prepaid meter in-

    stalled. Installation of a prepaid meter will

    void this charge in these cases.

    Itdoesnotapply toresidentialconsumers.

    The service charge is calculated bymulti-

    plying the daily charge by the number of

    days in the billing period.

    )Why exactly did the City decide to

    implement this tariff?

    Neither tariff to which customers were

    movedarenewtariffs, i.e. both theDomestic

    and the Small Power User 1 tariff are exist-

    ing tariffs. The City simply took a policy de-

    cision to limit the credit risk inherently at-

    tached to subsidised tariffs throughmaking

    those tariffs only available via prepayment

    meter.

    Urbangrowthbringsnewshopping centre

    The transformation of Old Sir Lowrys

    Pass Road from rural to an urban setting

    is gaining momentum with the construc-

    tionofanewshoppingcentreby theShop-

    rite Group.

    Thenewretail centre isexpected tobecom-

    pleted in March 2015. Construction work

    started in May this year after a site develop-

    ment plan was approved by the City of Cape

    Town in April.

    Thenewretail centre,next toTheSomerset

    Lifestyle and Retirement Village, will in-

    clude a Checkers supermarket and Checkers

    Liquor outlet, as well as a pharmacy. Wool-

    worths has also confirmed that a stand alone

    shop is planned for the new centre.

    A spokesperson for Shoprite and Checkers

    says that about 20 line shops in addition to

    the Checkers Supermarket are planned for

    the shopping centre of some 6 000 m.

    Checkers purchased the land that was al-

    ready zoned for commercial purposes and an

    environmental assessmentwas thereforenot

    required, says the

    spokesperson.

    He says that not all de-

    velopments require environmental authori-

    sation only those developments that plan

    exceptional activities, adding that if there

    are no irregularities, an environmental as-

    sessment plan is not needed.

    Several housing developments are in vari-

    ous stages of construction along the Old Sir

    Lowrys Pass Road, including Fairhaven,

    The Somerset, Sea View Lake and Somerset

    Lakes.

    The City of Cape Town previously con-

    firmed to theDistrictMail that there is a plan

    toupgradeOldSirLowrysPassRoad, though

    a time frame has not yet been finalised.

    The construction site of the new Checkers on Sir Lowrys Pass

    The Somerset 1 War on Crime

    Initiative was launched with

    the War on Crime March on 16

    August in the Somerset West

    Main Road. The purpose of the

    march was to raise awareness

    and to get the community be-

    hind crimeprevention.Accord-

    ing to StephenLeppan, organis-

    er, the march was a great suc-

    cess and has lead to increased

    membership of the Somerset

    West Neighbourhood Watch

    and Helderberg Crime Watch.

    Thenext step isapublicmeet-

    ing in the Somerset West Town

    Hall on 15 September from19:00

    to 21:00. The community will be

    hearing from all themajor role-

    players, top officials from the

    police, chairperson of the Com-

    munity Police Forum (CPF),

    NeighbourhoodWatch, Helder-

    bergCrimeWatch, amember of

    Parliament and Stuart Pringle,

    Ward Councillor of Somerset

    West. We would like to see at

    least 1 000 concerned residents

    attending this very important

    meeting.

    What do you do for a living

    and for how long have you

    lived in Somerset West?

    I was born in Zimbabwe and

    immigrated to South Africa in

    the early 80s. I havebeena res-

    ident of the Helderberg since

    1989. I am a financial adviser,

    an author, and a financial re-

    porter that has exposed many

    investment schemes and

    worked with Carte Blanche. I

    was instrumental in exposing

    property syndicates in theHel-

    derberg. I was also on radio, talking

    about financial topics, for about

    three years. I am a passionate com-

    munity builder.

    )Whydid you decide to step in-

    to the public life and take a stance

    against crime?

    I didnot decide tomove intopublic

    life at all. I have always had a high

    level of involvement in the commu-

    nity through journalism. I got tired

    of belonging to many other commu-

    nity Facebook groups where people

    were constantly downing the police

    and government and blaming every-

    thingaroundthemforthestateofour

    town. So I started a Facebook group

    one night for the friendly people of

    SomersetWest; by thenext Saturday

    wehad 1 000members in Somerset 1.

    After serving in political circles and

    churches and discussing problems

    but not doing anything, I decided we

    could do something as a community

    without red tape.

    We have done so many projects

    since December 2013 andmade huge

    differences in peoples lives. Somer-

    set 1 has made a huge impact and

    showedpeoplewhat is possiblewith-

    out being organised. That is why we

    are controversial.

    ) What is your view on the re-

    cent increase in crime in Somer-

    set West?

    My personal view is that we have

    a slack community. We are con-

    cerned about walling ourselves in

    andnotgetting involved inanyof the

    rate initiatives to curbcrime inSom-

    erset West. For example, I am told

    there are about 70 000 residents in

    Somerset West, of which I believe

    about 2 300 belong to Helderberg

    Crime Watch (HCW), and about 300

    active patrollers are in the Somerset

    West Neighbourhood Watch (NW),

    which is totally unacceptable.

    We cannot rely on SAPS as they

    have limited resources, which is a

    national budget problem. Somerset

    West is not the only town being tar-

    geted by criminals. This problem is

    in the whole Western Cape and

    comes from highly organised crime

    syndicates with excellent intelli-

    gence.

    ) In the recent past you have

    made several bold statements on

    Facebook, and you are a self-con-

    fessed stirrer. You may be seen

    as a controversial figure. Do

    you agree with this view?

    I believe in speaking out and

    notremainingsilent.Oneshould

    freely and without fear be able

    to comment on and question is-

    sues in the community or in the

    world at large. If that makes me

    controversial, it was never in-

    tended to be. However, there is

    asaying: the truthhurtsandpeo-

    ple get angry when they see the

    truth and go into denial. Denial

    provokes anger. However, when

    this phase is over, acceptance

    comes. Others on social media

    are brave behind fake profiles

    making chirps and attacks.

    When one speaks out, it makes

    one vulnerable to be attacked by

    people doing nothing.

    ) You previously stated on

    the record that the current

    Somerset West Community

    Policing Forum (CPF) is not

    functioningasitshould.What

    do you believe needs to be done in

    orderfortheCPFtobecomeafully

    functioning body?

    Mymain problem with the CPF is

    the flow of information to the public.

    One should have the right to know

    who the suspects are in our area.

    Informationshouldbe freelyavail-

    able to the public and I am actively

    pursuing the freedomof information

    that affects our community. I have

    met huge resistance from persona-

    lities with regard to sharing infor-

    mation. I do believe that this needs

    to be done in a responsible way and

    IampleasedtoannouncethatSomer-

    set 1 will be a member of the CPF

    shortly. I want the Somerset 1 com-

    munity to work within the guide-

    linesof theCPFandbeanactivepart-

    ner with accountability in reporting

    crime and suspicious behaviour.

    ) Do you plan on getting in-

    volvedwith theCPFand if so,how

    do you plan to address crime in

    Somerset West?

    As mentioned, Somerset 1 applied

    to be a member on the CPF. I plan

    on assisting the Somerset West

    Neighbourhood Watch and HCW in

    doubling its membership.

    Short-term measures to allevi-

    ate flooding in Somerset West

    andStrandareprogressing,and

    now attention is being paid to

    long-term measures that could

    help prevent future flooding.

    This emerged during a public

    meeting held last week by the City

    ofCapeTowntoupdatethecommu-

    nity on the flood alleviation meas-

    ures along the Lourens River that

    were implemented after this area

    was flooded in November 2013.

    Thursdays meeting in the Som-

    erset West Subcouncil Chambers

    was attended by representatives

    from various home owner associa-

    tions and affected parties.

    Professor Gerrit Basson, civil

    engineer at the Institute for Water

    and Environmental Engineering

    at Stellenbosch University, com-

    piled a proposal of short- and long-

    term flood alleviationmeasures at

    the request of the City of Cape

    Town after the November flood.

    Hisproposalwas submittedinFeb-

    ruarythisyearandtheCityofCape

    Townagreed to implement the sug-

    gested short-term measures.

    The short-term measures in-

    cludethebermatRadloffPark that

    has been completed and can with-

    standaonein50-yearflood. Inaddi-

    tion, the owner of Hathersage has

    agreed to the proposed wall on the

    southern border of the farm. The

    CityofCapeTownwillnowbuythe

    small piece of land where the wall

    will be built and register it as a ser-

    vitude. The wall will be able to

    withstand a one in 10-year flood.

    There are currently two long-

    termproposals to prevent flooding

    in the urban areas of Somerset

    WestandStrandalongtheLourens

    River. The first option is to build

    a2 500 mbypasscanal thatwill run

    the length of the Lourens River

    with a width of 8 m and a depth of

    5 m. The cost of an open canal is

    R330 million, while the preferred

    option, a closed canal, will cost

    about R400 million. The alterna-

    tive is to build three dams: one at

    Hathersage at R608 mil-

    lion; another at Radloff

    Park at R628 million, and

    a third in the mountains

    behindLourensfordWine

    Estate for R625 million.

    For the second option to

    be viable, all three dams

    will have to be construct-

    ed.

    Councillor Stuart Prin-

    glesaidbothlong-termop-

    tions are being consid-

    eredandfundingmethods

    are being investigated.

    The retention pond in Bizweni is nearing

    completion and will help prevent flooding

    in the areas south of Main Road.

    The berm at Radloff Park is complete and protects neighbouring houses

    from a one in 50year flood. Additional parking with access for disa

    bled people will be built for people who would like to reach the river

    Business owners and all South Af-

    ricans have the God-given right to

    protection against crimes by

    SAPS! It is the SA governments

    large corporates supplying jobs.

    Its the local small businesses of

    moms and pops average resi-

    also in failing to support the local

    As businesses close due to

    crime, more and more people will

    become unemployed which will

    Interesting couple of apologies in

    District Mail on 4 September. I

    thought that both were over the

    top.

    Advocate Andrew Kitshoff [let-

    ter, Apologise properly for da-

    maging news article, District-

    Mail, 4 September 2014] must real-

    ise that as a community, we are all

    very jittery about the levels, na-

    ture and trends in crime which

    have hit the Helderberg and the

    District Mail article, whilst per-

    haps factually incorrect, reflected

    the impression most of us have at

    the moment.

    If the excuse by the District

    Mail was vague, meaningless,

    platitudinous and lame, then the

    Strand Neighbourhood Watch re-

    ply was emotional, vitriolic and

    plainly written by a jolly good ad-

    vocate!

    On the other hand, District

    Mails responsewas correct to cas-

    tigate the journalist, butvergedon

    cringing bywayof an apology.But

    perhaps it was done on legal ad-

    vice.

    We all realise the proven impor-

    tance of neighbourhood watches

    and they are to be congratulated

    andencouraged,buthavingvolun-

    teered for the task they should ac-

    cept that they will have limita-

    tions to the extent that they help

    crime prevention but are not the

    panacea.

    Be all of that as it may, hard hit-

    ting, shocking journalism from

    theDistrictMail is bothrefreshing

    and necessary during these troub-

    ledtimesandIforonewouldprefer

    that our community newspaper

    does not try to be all things to all

    men.

    businesses

    deservebetter

    Certain small businesses in Cape

    Town that had not yet switched to

    a prepaid electricity metre had a

    rude awakening in July when the

    City of Cape Town withdrew its

    small business subsidies for elec-

    tricity users.

    This resulted in a R22 service

    charge per day an amount that

    quickly adds up in a month.

    The City claims that this move

    aims to remove the credit risk asso-

    ciated with this tariff as the City is

    notrecoveringthe full costof theser-

    vice.

    Small businesses now need to in-

    stall prepaid meters at their own

    cost or have the service charges

    stack up each day.

    The Citys communication has

    beenpatchy.While it informedbusi-

    nesses through a small-print notice

    at the bottom of electricity bills, and

    also placed advertisements in cer-

    tain newspapers, Julys electricity

    bill shocked numerous small busi-

    ness owners across the City.

    Small businesses have been

    scrambling around for information

    tounderstandthenewsystem.Clari-

    ty is only just starting to emerge.

    As drivers of the South African

    economy, the small business sector

    can do without the vexatious dis-

    traction of clumsily-managed red

    tape not tomention the unplanned

    expenditure of a pre-paid meter just

    to make the charges stop.

    Ourbusinessownersneedtobere-

    spected and nurtured and govern-

    mentneeds to get onboardwith this.

    Fighting crime requiresa littlebit of effort fromall of us

    Id like to thank DistrictMail for

    thearticle, Residents vow toweld

    crime gateway shut (4 Septem-

    ber). The safety of my own family,

    as well as that of our fellow resi-

    dents, is on my mind each day.

    As ordinary residents we stand

    little chance, with an under-re-

    sourced police force and public

    prosecutors who appease politi-

    cians by being light on crime.

    The result is criminals who are

    morebrazen,comfortableandcon-

    fident thanever.Theyhave theup-

    per hand, as they cant be caught,

    nor prosecuted.

    This leaves us ordinary people

    to dowhatwe canand fend for our-

    selves. I believe that if each one of

    usmakesabit of effort,wecanpos-

    sibly prevent our wives and chil-

    dren from becoming victims of

    someof thebrutal crimes that take

    place. I hope Metrorail will make

    an effort to keep the gate locked.

    SINGAPORE TIES: Beaumont and Overberg Primary Schools recently hosted

    the headmaster from Canberra Primary School in Singapore, Sam Wong, two

    of his colleagues and their family members. Both schools have ensured a

    memorable holiday for the family, taking them on a few sightseeing tours of

    the Western Cape. The Wongs also visited the schools, sharing some valuable

    educational principles with teaching staff, focusing on information technology,

    applied learning and lifelong learning as well as the curation of learning.

    cle then I would probably go on to say how

    important it is to forget the past, live in the

    presentand trynotworryabout the future.

    However, it is a financial article so where

    amIgoingwith this topic? Iwant todiscuss

    the schmuck who will clear your in-tray;

    this is me and other independent advisers

    like me.

    The ongoing financial services industry

    reviewofRetailDistribution (RDR),which

    you will be hearing more about in the not

    too distant future, will cover among other

    things, the cost of financial advice versus

    the value add. In preparation of the release

    of the RDR paper, financial advisers have

    beenspending timedocumenting theirval-

    ue proposition in order to justify their val-

    ue add over cost.

    Fortunately with the UK and

    Australia well ahead with their

    own RDR programmes, the val-

    ue of advice has been categori-

    callyconfirmed. IntheUKtheto-

    tal cost of financial products re-

    ducedpostRDR, but the average

    portiongoingtotheindependent

    adviser actually increased by

    0,1% from 0,75% to 0,85%.

    So I havenotwasted toomuch

    time on documenting my value

    proposition, but I have given

    some thought to what I get paid

    for by my clients. It is not about picking

    the best managers, funds or solutions or

    generating the highest returns.

    I get paid for taking responsibility and

    most importantly, for trust. The problem

    is how do you put a price on trust and re-

    sponsibility? I would argue that in this

    worldofskulduggerytruetrustandrespon-

    sibility are priceless commodities, which

    are very scarce. Think about whom you

    trust to take responsibility for clearing

    your in-tray if youwereno longerhereand

    be prepared to pay for that.

    The annual charity Golf Day of CSV

    Construction, with DistrictMail as its

    media partner, was held on Friday 5

    September.

    This years event, in aid of the Paarl

    School for mentally and physically

    disabled children in Brackenfell, was

    held at the Strand Golf Club.

    A total ofR160 168was raised for the

    school, which has a number of lear-

    ners from the Helderberg who are

    transported there by bus every day.
