Ontwikkelaars hoop om binnekort skouer aan die wiel te sit met een so ontwikkeling wat vir meer as ses jaar stilgestaan het en dit te omskep in ’n vyfverdieping luukse woonstelblok. Dit sal die eerste keer wees sedert die resessie in 2008 getref het, dat daar ’n nuwe ontwikkeling in Strand Noord beplan word, sê Pieter du Toit, eienaar van Re-Am Real Estate, wat die bemarking vir die R135 miljoen ontwikkeling doen. Die ontwikkeling in Millsstraat (ook sigbaar van die Hoofweg), is ses jaar gelede begin en was oorspronk- lik bedoel om ’n aftreeoord te wees. Die omgewingsgoedkeuring en stads- beplanning is ses jaar terug voltooi, maar met die aanbreek van die reses- sie moes ontwikkelaars, Perthpark Group, ’n keuse tussen twee ontwik- kelings maak. Du Toit verduidelik dat Perthpark destyds toestemming gekry het om voort te gaan met ’n pri- vaathospitaal in Rondebosch. Du Toit sê Perthpark het onlangs marknavorsing gedoen en gevind dat aanvraag vir woonstelle in die Strand bestaan. Perthpark het ’n aansoek aan die Stad Kaapstad gestuur om die aftreeoord te omskep in woonstelle. Du Toit verwag die Stad sal voor die einde van die maand ’n besluit neem. Die ontwikkeling, waar die struk- ture van die oorspronklike konstruk- sie steeds sigbaar is, sal bestaan uit twee woonstelblokke met 71 woon- stelle elk en ’n ondergrondse parkeer- terrein met spasie vir 220 motors. Verder word daar ’n tuin van 1 000 m², ’n speelpark en ’n swembad beplan. Nog ’n beoogde ontwikkeling vir die Strand is ’n aftreeoord van byna 200 eenhede naby die Strand se sen- trale sakekern. Wouter Joubert, aan- deelhouer by Rawson Properties in Strand, sê bestaande geboue in Wes- leystraat sal platgeslaan word om plek te maak vir dié ontwikkeling. Joubert verduidelik dat die ont- wikkeling reeds drie jaar gelede van stapel gestuur is, maar ’n tekort aan belangstelling het die projek op ys ge- plaas. Die mark is onlangs weer ge- toets en volgens Joubert is daar nou drie keer meer belangstelling as drie jaar gelede. Hy sê die gebou is ’n paar jaar gelede begin, maar ontwikke- laars het bankrot gespeel en die gebou is aan die begin van 2013 verkoop en teen die einde van die jaar voltooi. Joubert sê uit die 32 woonstelle is daar slegs vier woonstelle tans be- skikbaar.     Amotherandresident ofBridgewater onMondaynight shared her frustration at criminals whohideamonghard-workingpeople that traveldailythrough the suburb from the Van der Stel trainstation to the CBD.

    The mother was questioning the police and lo-cal authorities during a public meeting aboutcrime on Monday in the Somerset West town hall.

    She described how young children threw rocksat her two-year-old and her frustration at not be-ing able to do anything. If I were to chase andpunish them, I would get into trouble.

    Shesaidbigcrowdsofmostlyhardworkingpeo-ple move through Bridgewater on a daily basis,butaddedthat therearecriminalelementsamongthem who threaten the safety of Bridgewater resi-dents.

    The woman described how the major portionof the railway line along Voortrekker Road is notfenced and how this provides easy access toBridgewater.

    In response, Stephen Leppan, organiser of themeeting, encouraged residents of Bridgewater tomeet on a regular basis and discuss these prob-lems to try and find solutions.

    StuartPringle,wardcouncillor of thearea, saidresidents near Southeys Vines in Somerset Westhad similar problems, as the park was used bycriminals.

    He said the City of Cape Town made the parkavailable to the Wannabees Cycling Club who,along with the Mountain Biking Club of South Af-rica, constructed a popular mountain bikingroute in the park. Pringle said that since the parkisnowbeingusedby residents, criminalsno long-er use the park, because hundreds of people vis-it and enjoy the park daily.

    He encouraged residents of Bridgewater to findacreativeuse for thepublicopenspaces inBridge-water so that the community can claim back thespace.

    Police resourcesunder scrutinyDALEEN FOUCH

    The limitations of Somerset West Po-lice Stations resources formed one ofthe main talking points at a publicmeeting on crime in the town on Mon-day evening.

    About 350 people attended the meetingin the town hall.

    ThemeetingwasorganisedbyStephenLeppan, founder of the Somerset 1 Face-book group and organiser of the MarchAgainst Crime, held in the SomersetWest CBD in August.

    Colonel Mary-Anne Williams, stationcommander of the Somerset West PoliceStation, revealed that only one vehicleis on patrol in each of the towns threesectors at any point in time. The Somer-set West police precinct spans over276 km and is divided into three sectors.The first sector includes the SomersetWest CBD, Garden Village, Land en Zee-zicht, Erinvale Estate, World View, LaSandra, and Stuarts Hill.

    Sector 2 includes Helderzicht, Paarde-vlei, Somerset Mall, Waterstone Village,Victoria Park, Westridge, Pearl Rise,Spanish Farm, Helderberg Estate, BelAire, Helderberg Village and Heldervue.

    Sector 3 includes the top section of Vander Stel, Somerset West Business Park,Somerset Country Estate, Dennegeur,Schapenberg Estate, Somerset Park, SirLowrys Pass and all farms in the area,Chris Nissen Park, Bizweni and areasaround Mediclinic Vergelegen.

    Williams said the station has a staffcountof 174,which includes support staffand court orderlies.

    After a resident asked Williams to stip-ulate how many police officers actively

    patrol Somerset West, Williams ex-plained that there are 16 police membersdoing patrols, with two per vehicle.

    Four members are assigned to the SirLowrys Pass satellite station. She saidthat if a crime hotspot is identified, moreresources are dedicated to this area. Upto ten police members are involved in in-telligence-driven operations.

    The meeting was addressed by severalroleplayers in the fight against crimeand included Williams, John Kleyn, dep-uty chairperson of the Somerset WestNeighbourhoodWatch,HughRoe, opera-tional manager of Helderberg CrimeWatch (HCW), Stuart Pringle, the localward councillor and Marian Shinn, theDAs parliamentary member for the Hel-derberg.

    Williams acknowledged the communi-

    tys frustration with crime, but empha-sised that the entire community needsto step up and do their bit in the fightagainst crime.

    StephenLeppan, organiserof themeet-ing, said he was happy with the turnoutof about 350 people, but was disappointedin the lack of questions focussing oncrime in Somerset West. He furtherhoped that more business owners fromthe CBD would have attended. Leppan,however, said that despite the lack of fo-cus on local crime, themeetingwasa suc-cess and a good starting point to get thecommunity to debate important matters.

    He said the next event in the WarAgainst Crime series will be focused onthe local judicial system. He added thata similar public debate about people liv-ing on the streets is also needed.

    The SesKhona Peoples Rights Move-ment chairperson, Andile Lili, has con-firmed that the protesters who have beencausinghavocontheN2sinceMondayareindeed members of SesKhona.

    Lili says that the protest action is in re-sponse to the very bad living conditions andhigh levels of poverty in Grabouw.

    The protest action by more than 1 000 peo-ple has been taking place since Monday thisweekon theN2nearSirLowrysPass.Trafficcame to a grinding halt when the road wasclosed off by the Grabouw police.

    The protesters have caused serious da-mage to municipal property, including set-ting the Grabouw fire department alight,Colonel Tembinkosi Kinana, spokespersonfor the provincial police, said on Wednesday.

    Kinana confirmed that protesters threwstones at vehicles travelling on the N2 andplaced rocks, wood and burning tyres in the

    road after they were dissatisfied with theresponse from the authorities about poorservice delivery.

    Kinana confirmed that police are investi-gating charges of housebreaking, theft, mali-cious damage to property, public violenceand intimidation against several protesters.

    Kinana said that 11 of the protesters thatwere arrested are now in police custody.

    The provincial police also said that theyare currently working on clearing the rubbleon the N2, whilst they are negotiating withthe protesters to refrain from blockading theroad and damaging property, said Kinana.

    Police are currently at the scene and thesituation is being monitored closely to pre-vent a further spread and flaring up of theviolent protest, Kinana confirmed yester-day (17 September).

    On Tuesday, the Western Cape Minister ofEducation, Debbie Schfer, condemned theANC Western Cape, SesKhona PeoplesMovement, the South African CommunistParty, the Grabouw Civic Organisation and

    individuals in their leadership for beingcompletely irresponsible and underminingour learners constitutional right to educa-tion.

    Schfer confirmed that on Tuesday over6 000 Grabouw learners were affected by theprotests.

    Lili said that learners in Grabouw are af-fectedonamuch larger scale onadailybasis,compared to the protests.

    Learners cannot perform in the poor con-ditions that theyare surroundedbyandnoneof them can get university exemptions, saidLili.

    Lili said that he urges the Western Capegovernment to use their resources to addressthe poor living conditions in Grabouw withimmediate effect.

    Thedeadline for thevoteis on 25 September, withthe application being sub-mitted to the City of CapeTown on 30 September.

    If approved, the SRAwill be implemented from1 July 2015. Commercialproperty owners in the de-marcated SRA area willpay additional rates and acommittee will adminis-ter the budget to addresssecurity, marketing andcleaning services in theSomerset West CBD.

    Magel Grov, a memberof the SRA steering com-

    mittee, said on Wednesdaythat they already have 69votes in favour of the pro-posed SRA. She said thesteering committee is hop-ing to get 150 positivevotes, which is more thanthe 50% plus one votesneeded to get the applica-tion considered.

    Grov said there are 235commercial properties inthe demarcated CBD area.Municipal and residentialproperties, however, donot qualify for the vote asthey will not be paying ad-ditional rates if the SRA isapproved.

    FIRST AID TRAINING: A group of Helderberg residents have been trained as Emergency First AidResponders (EFAR). The course, developed by Stanford University, aims to enable the layperson to assist andstabilise patients immediately until an ambulance arrives. The oneday course was initiated by the Sir LowrysPass Community Police subforum, in conjunction with Metro Ambulance Services. CPF member Sue Bucklandsays the longterm plan is that fully trained EFARs train the rest of their communities.     A Strand resident was hi-jacked outside her Strandhome on Thursday last week.

    AccordingtoConstableMbule-lo Mafuna, spokesperson for theStrand Police, the woman wasfollowed into her driveway inVan Niekerk Street by a silverVolvo at around 19:25.

    Three men exited the car andproceededtoattempttobreakthewindows and force open thedoors of the womans car.

    It is alleged that all three men

    were armed with guns, said Ma-funa.

    When the womans husbandwent to investigate, he wasforced to the ground.

    The suspects fled the scene inthe couples silver Ford Focusand the Volvo, with the womanshandbag, drivers license, housekeys and her cellphone.

    He was stoned and beaten with knobkier-ries and sjamboks, surrounded by 250 re-sidents baying for his blood. If police hadnot intervened, the 20-year-old theft sus-pect would probably have died.

    OnTuesday,MasibongweBhenya faced thecourt as the accused leader of the crowd onthe day. Bhenya (33), a resident of the Masa-khane informal settlement in Lwandle, is atraditional healer and was dressed in the yel-low T-shirt of community activist organisa-tion, SesKhona.

    A huge crowd at-tended his bail appli-cation at the StrandMagistrates Court.He has been chargedwith the attemptedmurder of Luxolo Si-sulu (30) on Monday8 September in theinformal settlementof New Village. He isalso charged withthree counts of mali-cious damage toproperty.

    Constable AlfredGiyama, the arrest-ing and investigat-ing officer, testifiedhow Sisulu was as-saulted by a mob ofabout 250 people af-ter he was identifiedas the suspect whohad broken into the house of a woman in NewVillage. The woman had not laid a charge atthe police station.

    Giyama testified how police arrived on thescene of the assault at about 10:00 but wereprevented from saving the young man.

    Throughout the hearing, Bhenya had hishands foldedacrosshis chest andsmiledandshook his head as Giyama relayed the inci-dents to court that led to his arrest.

    Giyama was one of several police officerscalled to the scene on the day. He testifiedhow Bhenya approached them on arrival,asking who had called them, and saying thattheywerenotneededas they (thecrowd)washandling the situation.

    Giyama testified how Bhenya pulled Sisu-lu out of sewage water he had fallen into andhit him with a sjambok and a knobkierriein front of the police.

    Whenpolice tried to intervene,Bhenya in-cited the crowd toprevent the policefrom rescuing Sisu-lu. Three more po-lice officers werethen called to thescene, where twovehicles were al-ready standing.Warning shotswerefired too. Policeeventually man-aged to get Sisulufrom the clutches ofthe angry crowdand loaded him intoa police van.

    Bhenyathentriedto pull Sisulu fromthe van and repeat-edlyhit thevanwitha knobkierrie, Gi-yama testified. Healso pulled open the

    passenger door of the police van and hit thedashboard with a stone.

    Sisulu, who had wounds all over his body,wasadmitted to theHelderbergHospital andlater transferred to the Tygerberg Hospitalbecause of the serious nature of his injuries.

    Giyama testified that, later that day, a crowdbroke down the shack of the woman who hadcalled the police out to the scene. He testifiedthat Bhenya had allegedly been the first personto take a hammer to break the womans housedown. She had re-erected it the following day,only to have it broken down again by a neigh-bour. The womans clothes were later also al-legedly thrown in Onverwacht Street and setalight.GiyamasaidBhenyawasalso the leaderof the crowd in this incident. The woman wasordered to leave the area and is now stayingwith family in Lwandle.

    ther occupation following evictions in May.On Tuesday, Giyama testified how Bhenya

    had resisted arrest by pushing him. Six policeofficerseventuallymanagedtoarresthimandhe was taken to Pollsmoor Prison.

    In granting bail of R1 000, Magistrate KarenScheepers said that Lwandle had been in thenews frequently since the evictions in Maythis year. She said tensions between suppor-ters of political parties were rife, and that re-fusingbailwouldperhapsaggravatethesitua-tion.

    She warned Bhenya that he would be arres-ted if it was found that he had interfered withthe police investigation or intimidated wit-nesses. Bhenya will appear in court again on28 October.

At break a lot of the kids at-temptedtoridethepoordonkey.An-other guy smeared his whole bodywith black shoe polish and came asa Zulu warrior.

    That morning they were paradedone by one onto the stage in frontof the whole school amidst loudcheering.

    Apparently the principal becameteary eyed while shaking each oftheir hands.

    OnFridayIwastravellingfromthe Strand in Main Road to-wards the Broadway inter-sec-tion. There are two lanes at therobot. I was in the right laneand about two cars from the ro-bots. There was also a string ofcars in the left lane.

    The robotswere red. Sudden-ly this taxi (seephoto) squeezedits way past the cars in the leftlane and stopped in front of thefirst carat therobots.While therobots were still red, the taxislowly moved forward andcrossed Broadway. Unfortu-nately I couldnt getmycameraout quick enough to snap this

    idiot. Only later when hestopped to drop off passengersoppositeMidas,did Imanage totake a photo of his taxi.

    What really gave me shiversdown my spine was that he hadillegally crossedoverabusy in-ter-section while the robotswere red at that very same spotwhere a school girl was killeda couple of years ago.

    I dont know if there is muchwe can do to stop drivers likethis from doing as they please,but maybe we can expose themin somewayoranother.Maybehe should be blacklisted.

She has themost amazing empathy and under-standing and hence my Labradorshind leg was amputated.

    It was not an easy decision to

    make, but with the calm and sooth-ing way in which she talked methrough the process and told methat itwasnotadeathsentence,butgiving her new quality of life, thatI could make the decision.

    Iamjustapensionerandwiththehelpofvariousanimalactivistsandfriendson the internet, theaccountwasfullypaidupintwoweeks.Mis-chke is now on chemotherapy. It isa new kind of treatment that is notdetrimental to your dogs well-be-ing. I can see it in the way my Mis-

    chke is happy and not being affect-ed by the treatment.

    I believe, as a Christian, that sheis on her way to complete healing.There is still such a lot of good outthere in human beings.     Timetravellingwith the MailWhat were the newsworthy events inthe Helderberg 60 years ago?

    DistrictMail delved into its archives thisweek and found some really interestingnews items.

    We will be sharing snippets from our ar-chiveswithour readers in thisnew feature,Time-travelling with the Mail.

    This week we looked at the Friday 17 Sep-tember 1954 edition of The Stellenbosch Dis-trict Mail.

    The two major front page stories wereCanning factory for The Strand and Schemefor Control of Rivers.

    The first story announces an applicationby Edward M Gant, from the LourensfordEstate, to build a large fruit canning facto-ry on land situated between the NationalRoad and the Lourens River Road.

    Councillors expressed their strong ap-proval of the project, the lead story states,and council decided to expedite the scheme

    as much as possible.The factory was to give employment to

    200 to 300 people in the five months of theyear in which it was to operate.

    The application was eventually success-ful and the Gants factory was established.

    It was eventually closed, though, and theland redeveloped into what today is knownas the Gants Centre.

    The second front page story proves howhistory can repeat itself. It details howmeasures to control the flooding of the Lou-rens River were discussed at the monthlymeetingof theHottentotsHollandFarmersAssociation.

    After the recent floods and overflowingof the Lourens River at Somerset West,some of the owners of land along the riverbanks were anxious to know further partic-ulars of the scheme to help them, the arti-cle states.

    The meeting was addressed by an officialfrom the Agricultural Department, Stellen-

    bosch.It was explained that the scheme was of

    a temporary nature, and was chiefly to dealwith the course of the river, which hadchanged its course in parts during the re-cent winter floods, or threatened to do so,and to bring it back to its original course,as well as to strengthen the danger pointsalong the banks of the stream.

    Sixty years later, controlling the floodingof the Lourens River remains a challenge although short-term measures are cur-rently being implemented, while long-termmeasures are under consideration.

    The recent prestigious Burger Mountain Bikeevent was held on the trails in the Helderberg. Some of these trails have been developed over the past three years and aremanaged by the local Wannabees CyclingClub. The Wannabees were given the opportunity by the Burger and Dirtopia to helphost the event on the trails through assistingin the preparation and marking of theroutes, marshalling and establishment ofsome of the water points around the course.In return for their efforts and commitmentthe club received a generous cash donationfrom the main organisers.     GOOD HOCKEY SEASON: Somerset House girls 1st hockey team has just completed an excellent season. They played 43 matches, winning 38 and drawing 5. Theteam scored a total of 112 goals and conceded only three. They also enjoyed a tourto KwaZulu Natal where they returned undefeated after participating against tophockey schools such as St Marys, Durban Girls College, Umhlai and Thomas MoreCollege. They also won the Umhlali Hockey Festival while there. Back home their success continued as they won the Hermanus Tournament, the Kenridge Day/Night Tournament and qualified as one of the top two teams in the Helderberg to participate atthe WP Top Schools Tournament. Somerset House played their pool matches againstKenridge, Springfield, Micklefield, Eversdal and Panorma. The team won their poolcomfortably and met Beaumont in the semifinals. After a dingdong battle, this matchended in a draw and went to showdowns. Unfortunately for Somerset House, Beaumonts goalkeeper had an amazing game and ensured they went through to the finals. Somerset House competed against 120 schools in the WP Tournament where theyfinished in third place.
