    Informal tradingnowformalised inCBD

    DALEEN FOUCH

In a bid to create more small scale trading

    opportunities in the Helderberg, City

Council recently approved a new informal

trading plan for the SomersetWest central

    business district (CBD).

The plan aims to develop the informal trad-

ing sector and simultaneously regulates the

sector. It allows for 92 informal trading stalls

in the Somerset West CBD, located in Church

    Street and Lourens Road.

Stuart Pringle, councillor of ward 84, says

the informal trading plan for the Somerset

    WestCBD,whichwasapprovedbyfullCouncil

    on29May,seekstoencourageinformaltrading

    in a sustainablewaywhich promotes econom-

ic activity in the CBD and also protects the

    rights of formal businesses.

Last year, the City of Cape Town adopted a

new informal trading policy which paved the

way for the Somerset West trading plan.

The policy reflects the City of Cape Towns

changing view of the sector. Previously infor-

mal tradingwas seen as a stepping stone to the

formal trading or job sector. The new policy,

however, acknowledges informal trading as a

recognised means to earn a living.

According to Pringle, informal trading con-

tributes between 1618% of both employment

and economic activity in the City of Cape

Town, and Somerset West is no exception.

    Informal tradersmust registerwith theCity

of Cape Town in order to trade in these demar-

cated trading areas. Traders pay amonthly fee

of R45 for their stall. Pringle says traders will

    havetoputuptheirowntemporarystructures.

The long term plan, however, is that an infor-

    mal trading committee is establishedwhowill

regulate the kind of structures used, as well

as the kind of products sold by informal trad-

    ers.

The informal trading plan for the Somerset

West CBD forms part of a greater vision for

the area. This vision was formulated during

    several public participation sessions with

stakeholders and a document to give guide-

lines for further development of the CBD was

published in November 2012. During the for-

mulation of the document, several projects for

the CBD were identified, including the long

    awaitedupgradetothepublic transport facili-

ties, which is currently in the project design

phase. Pringle says the City is currently ac-

    quiring land for this project.

Fate of the Lwandle evictees remains uncertain

    JAMEY GORDON

The relocation of AsandaVillage evictees is still uncer-

    (SouthAfricanNationalRoadsAgencyLimited),which

is earmarked for the rerouting of the N2/T2 as part of

    the proposed Winelands Tolling Project.

The residents were to be relocated to Sanral-owned

land in Blackheath on Monday (9 June).

The residents were transported by taxi to the parcel

of land where their new homes were to be erected.

However, their glimmer of hope of new homes soon

faded when they were met by disgruntled members of

the Blackheath community not in favour of the reloca-

tion. A media statement released by the City of Cape

TownonMonday stated that re-zoning approval and an

    environmental assessmentneeds tobe complied before

the evictees are moved to the Sanral land.

The residents returned to Lwandle where they are

still temporarily accommodated in community halls.

According to Ward 85 Councillor Mbuyiselo Matha,

Sanral presented a few parcels of land for the possible

relocation of the evictees last week, of which the land

stretching from Blackheath to Mfuleni was selected.

Matha says that this land, in comparisonwith theother

    proposedland,wasthenearesttothetownshipandlarge

enough to accommodate the evictees. Matha said that

on Monday they were awaiting 849 housing kits to be

supplied by Sanral. The structures were to be erected

    for the residents.

    Sithembiso Weduwedu, chairperson of Seskhona

Helderberg, said they are hoping formeetings with the

MEC for Human Settlements and the Mayor this week

would give some directive with regards to the reloca-

tion. Weduwedu says that the morale of the residents

is low after they had to return to the halls. A pensioner,

Sello Mokoatle (62), says he will be happy when he at

    lasthasaplaceofhis own,nomatterwhere it is located.

Gloria Faro, amother of six, says she cannot stand see-

ing her children sleep in chairs anymore. She says she

will take them anywhere as long as they have a home.

followed when the eviction order was enforced

and whether the eviction was lawful remain.

A Helderberg resident, who preferred to re-

    main anonymous, presented the DistrictMail

with images of thedocumentusedby the sheriff

of the court. The images show the words draft

order on the document, and the word draft

scratched out with a signature next to it.

The resident also presented a letter dated 22

January which he believes put the eviction in

motion. The letter informs Sanral that the

structures and occupants pose a danger to

themselves and the public in terms of health

and safety. It cites the Prevention of Illegal

Eviction from and Unlawful Occupation of

Land Act, giving Sanral 14 days to rectify the

    situation.

This was the first church service, almost

This is a huge miracle, says resident

The restoration process is, however, not

    completely finished.

Murcott says the roof that has aged over

    JAMEY GORDON

    Hi, please call me David.

This greeting by David Schenck (46), the

newly appointed principal at Parel Vallei

(PV)High School, is an indication of the kind

of person he is humble, passionate about

people, approachable and onewho sets an ex-

    ample.

Schenck was born as the middle child of

three boys in Mowbray in 1967. He recalls a

    happy, wonderful childhoodwith his fond-

est memories being of regular trips to the

Newlands stadium with his brothers, Grant

andMark, and dad, Ivan, where they enjoyed

some thrilling rugby moments in the old

standing room in front of the grand stand.

Schenck started his school career at the

    very respected Bergvliet Primary School

in 1974, and matriculated from Wynberg

Boys High in 1985, where he earned many

accolades such as being prefect, vice captain

of the Cravenweek rugby teamand receiving

    thehonoursaward forrugby inhis finalyear.

    Schencksays thathe excelled inacademics

and rugby in primary school and although

rugby took centre stage in high school, he re-

    mained academically strong.

    Theavid rugbyplayermovedon to theUni-

versity of Cape Town (UCT) in 1987 to study

teaching, where he was also part of UCTs

    first XV rugby team.

Schenck is particularly proud of the fact

    thathehadAfrikaansandNetherlandsasone

    of his teaching subjects.

Id like to think its something special, es-

pecially since I have been inherentlyEnglish

for the most part of my life, says Schenck,

who reckons hes a bit rusty, but can still

    speak the language fluently.

    Aftergraduating,Schenckwasconscripted

and suffered the loss of his 21-year-old broth-

er, Mark, before taking on his first teaching

post at Queens College Boys High School in

    Queenstown in 1993.

Losing my brother was awful. He was go-

ing to be bestman atmywedding. I miss him

and wish that he couldve seen my boys, he

would have loved them, says an emotional

    Schenck.

Schenck married Lynn at the end of 1993

    and returned toCapeTownwhere they resid-

    ed in Rondebosch.

The happy couple have a closely-knit fami-

ly consisting of four boys Jonathan (20), a

first year Rhodes University student, Nicho-

las (17), a Gr 11 learner at KingswoodCollege

    and 12-year-old twinsMatthew andTimothy,

who are Grade 6 learners at Beaumont Pri-

    mary School.

Schenck returned to his almamater, Wyn-

berg Boys High, in 1995, were he spent 14

    years teachingavarietyof subjects, coaching

rugby and waterpolo and running the

    schools disciplinary programme. He left

Wynberg Boys High asHOD (head of depart-

ment) in 2007 andmoved into co-ed education

at Pinelands High School as a deputy princi-

pal. InApril 2010 hewas appointed vice-prin-

cipal and head of student affairs at Kings-

    wood College in Grahamstown.

Schenck took up the position as headmas-

ter at PV inMay this year. He has had aspira-

tions of becoming a headmaster and reckons

that at the age of 46, he is ready for it.

Schenck says that being a headmaster can

be challenging since the buck stops at his

desk and he has to account for the school to

the education department. However, he con-

siders PV to be a fantastic school with sup-

    portive staff.

    Schenck says he wholeheartedly believes

in his philosophy of an education with fami-

ly-based ethos and caring discipline at its

core, together with excellence in academics,

sport, culture. We dont coach formatric re-

sults, but independent thought beyond the

parameters of the school syllabus, says

Schenck, highlighting the schools recent ac-

complishments of being placed fourth in the

2014Mathsolympiadand the fact that in 2013,

    151 graduates from Stellenbosch University

    were former PV learners.

Schenck attributes his teaching success to

the sincerity with which he builds relation-

ships with staff, constant friendliness and

necessary firmness, and the fact that, despite

possible criticism, he wont budge from his

    beliefs, morals and values.

The keen hunter and passionate angler us-

es the words, passionate, committed and fair

    to best describe himself.

I lovewhat I do, Ill stickwithyou through

whatever and I treat everyone as equals,

    concludes Schenck.

David Schenck (46), is the newly appointed

principal at Parel Vallei (PV) High School

and took up this position in May this year.

    Sherpa tragedy

    CASSY VAN EEDEN

He faced the raw cold of sub-zero tem-

    peratures, endless steep climbs and

even an upper chest infection all to

make it toMount Everests Base Camp.

    Somerset West resident and business

owner, Andries Basson, embarked on his

latest adventure on 5 April and returned

to South Africa 25 days later, after having

    climbed5550metresabovesee level to fulfil

    one of his biggest dreams.

    Although he faced several obstacles

along the way, including having to leave

    almostallhis luggagebehind inSouthAfri-

ca and an uncomfortable and dangerous 13

hourbus trip tohis first lodge,Andries em-

braced every minute of his journey.

A day before he left his lodge to begin his

climb, he heard about a tragedy that soon

    became international news, 16 localNepali

Sherpa men had been killed in an icefall,

about halfway between theBase Camp and

    Camp One.

When asked if the news made him more

nervous about the adventure he was about

to tackle, Andries said I was eager to get

to the base camp and see what happened.

    Andries witnessed a large emergency

helicopter pulling a body out from the ice

it was eerie, you see the boots first, and

then the mask over his face.

He describes the Himalayas as entirely

another world, one cant really put it into

    words.

Holding tightly onto his if you can

dream it, you can do it mantra, Andries

beganhis climb. He took the road less trav-

elled and chose to hike on a quieter, less

visited route, which includes the Cho La

Pass and the Gokyo lakes. The same route

that Sir Edmund Hillary took, said An-

    dries, beaming with pride.

    Hehikedtheroutealoneotherthanbeing

    accompaniedbyhisguide,whooftenfibbed

about how much more ground they had to

cover. Locals call anything up to 3 000 me-

tres above sea level hills, he said laugh-

ing, they only start calling it a mountain

    at about 6 000 metres.

    The first twodayswere thehardest, he

    said,itwasstillquitewarmthenandthere

was a lot of ups and downs, it was quite ex-

    hausting.

Most people who attempt the expedition

toBaseCamp start their route at Lukla air-

port. However, Andries opted to start from

    theverybottomandhike for aweek toLuk-

la, where he met many people, all with the

samegoal as him. Imet lots of people from

    all over, itwasvery interesting.Andevery-

one that I spoke to knew about South Afri-

ca, I was so surprised, he said.

After 20 days of hiking, Andries left Ne-

pal feeling disappointed that his journey

was over but was also beaming with suc-

    cess.

    Andries says

    his biggest les-

    son from it all

    was that noth-

    ingisimpossible,

    if you put your

    head and your

    heart into it.

Somerset West resident and business owner Andries Basson hiked

up the Himalayas to the Everest Base Camp in April.

AN END IN SIGHT: Riaan Mans and

    Vasti Geldenhuys, local Helderberg adven

turers, are expected to reach their final

destination on Monday (16 June) after

having rowed over 10 000 kilometres

across the Atlantic Ocean on their Take Me

To New York expedition. The couple start

ed their rowing expedition from the coast

al town of Marrakesh in Morocco on 31

December 2013. They were faced with yet

    another lifethreatening crisis, when they

lost their most valuable piece of equipment

    their water desalinator. Fortunately they

were able to contact a nearby 225 m long

cargo ship that came to their rescue by

dropping off massive canisters of water

for them that will sustain them for the last

leg of their journey. Follow the remainder

    of their journey on facebook.com/Take

The Somerset Mall hosted their sixth an-

    nual charitybookdrive lastweekendwith

    more than 32 charities participating.

The book drive, which saw charity book

stalls set up throughout the mall, started on

Thursday and ended on Sunday. Retha Mull-

er, Marketing Manager for the Somerset

Mall, says the charity book drive that was

started in 2009 shows exceptional growth

every year and this year is no exception.

Muller says the rainy weather, coupled

with the Malls reading nook initiatives,

drew many shoppers to the book drive.

The volunteers for the St. Georges Cathedral

    Nothing fishyaboutnew legislation

    DALEEN FOUCH

A local trout farmer is positive

    about the trout industry inSouth

    Africa despite country-wide con-

cern after changes were made to

    the legislation pertaining to spe-

    cies control

    The draft Alien Species Regula-

    tions of the National Environmen-

    tal Biodiversity Management Act

(NEMBA) that list trout as an inva-

sive alien species, have been met

with strong opposition from the fly

    fishing community and trout indus-

try. But Gerhard Compion, a local

trout farmer, says he is optimistic

about the future of his farming en-

deavour and is busy expanding his

    second trout farminGrabouwto try

and keep up with the growing de-

mand for trout as an alternative to

    sea fish.

    Dean Impson, Cape Nature scien-

tist for freshwater fish, says that the

    Department of Environmental Af-

fairs (DEA) in 2013 listed trout as a

Category 1B species (a species that

    require control bymeansof an inva-

    sive species management pro-

    gramme). This would have serious-

ly affected trout fishing and farm-

    ing. Impson,however, says theDEA

in the new draft regulations have

amended the listing of rainbow and

brown trout to Category 2, which

means that use of the specieswill be

    managedbyareaandpermitswhere

    appropriate. Inareaswhere trout le-

    gallyoccur theymaybestocked into

    dams without permits, but permits

will be still required for trout farm-

ing. Impson said thiswould be a for-

mality in areas where trout legally

occur, such as the Lourens River

    catchment and Compions trout

    farm at Lourensford.

The permit to control the sale and

movement of live trout is currently

    managed by provincial conserva-

    tion authorities like CapeNature,

and will be for two years after the

    Alien Species Regulations are im-

plemented, due to restrictions in ca-

    pacity at the DEA.

Compion says he already has his

permit for the transfer of live trout

    andisconfident that thenewregula-

tions will not hamper his business.

In fact, Compion welcomed the new

regulations, which he believes is a

step in the right direction to create

    norms and standards.

    Compion says trout was intro-

    duced into the Lourens River

around 1886 and has found an equi-

    libriumwith the indigenousspecies

in the river. He says in the first few

years after trout, a predatory fish,

was released in the Lourens River,

    itgrewverybigandpreyedonsmall-

er indigenous fish, but due to pollu-

tion and a drop in the water levels,

trout in the Lourens River do not

    grow very big. Compions trout

    farmonthebankof theLourensRiv-

er on Lourensford Wine Estate pro-

duces 85 ton of trout per year. He al-

    sohasanEnvironmental ImpactAs-

sessment application for a permit to

grow his satellite trout farm in

Grabouw to produce 160 ton of trout

per year. Compions trout is sent to

    a specialist processing facility for

trout in Franchhoek and is sold to

    two major retailers.

Gerhard Compion, a local trout farmer, shows off his produce. Behind him

(from left), are Thulani Ndlovu, Peter Mhembere, Wiseman Tenene and Te

    bello May.

Compions Trout Farm borders the beautiful Lourens River on Lourensford

    Wine Estate.
