    Two abalone busts in two daysABALONE worth a combined value ofR700 000 was confiscated in the Helderbergregion within two days.

    SAPS members from the Western CapeDog Unit (K9 Unit) tracked down the sus-pects.

    The first abalone bust happened on Tues-day 25 October at 06:15 when police officialssaw a suspicious looking black Mazda.

    The vehicle was stopped in the vicinityof the N2 / R44 crossing. On investigation19 boxes containing 1 502 shelled abalonewere found on the back seat. The value isestimated to be around R400 000.

    A 55 - year-old man from Bettys Bay wasarrested in connection with the abalone. Itis believed that the abalone was being trans-ported from Hawston to Cape Town.

    Shortly after his arrest, the suspect fellill and was admitted to hospital. SomersetWest police spokesperson, constable SuzanJantjies said he will appear in the SomersetWest magistrates court once he has beendischarged from hospital.

    The second incident happened on

    Wednesday shortly before 06:00. Police offi-cials noticed a suspicious looking whiteToyotaAvanzaand followed it fromthe traf-fic light at the N2 /R44 crossing near Somer-set Mall. They eventually pulled the vehicleover near Jamestown.

    On searching the vehicle the police found11 black bags containing 1 120 shelled abalo-ne on the back seat. There was also 86 un-shelled abalone among them. The value ofthe abalone is estimated to be aroundR300 000.

    Two men in their early 20s, believed tobe from Khayelitsha, were arrested and arescheduled to appear in the Somerset Westmagistrates court today (Thursday).

    Toll-road projectnow on iceNIKITA SYLVESTER

    HELDERBERG residents will be happyto know that the proposed toll-roadproject has been called to a halt.

    NationalTransportministerSbuNde-bele has put the brakes on the tollingprojectproposedbySouthAfricanRoadsAgencyLimited(Sanral)until furtherin-vestigations have been completed.

    The toll project, which would havecost Sanral an estimated R10 billion toimplement, was expected to cost toll us-ers even more if it went ahead.

    In recent years Sanral proposed con-structing six toll plazason twoof theCityof Cape Towns main highways, the N1and N2.

    Up until last week these plans werewell on their way despite an inter-gov-ernmental dispute and an applicationlaunchedforacourt interdictbytheCity.

    Sanral continued to proceed and ap-pointed a preferred bidder for the con-struction of the toll plazas.

    The Citys mayco member for trans-port, roads and stormwater, Brett Her-ron, says the City welcomes the news ofthe halt in operations.

    The City has been very concernedthat the full impact of the N1 / N2 tollingproject on the economy and on the resi-dents of Cape Town were not fully inves-tigated nor considered. We welcome thedepartments intervention on this im-portant issue and look forward to work-ing with the transport department on

    finding appropriate funding mecha-nisms for road infrastructure construc-tion and maintenance that does nothinder economic activity nor unfairlytoll and discriminate against residents.

    President of the Chamber of Com-merce, Michael Bagraim, said it wasclear that Sanral had failed to build cost-effective roads and felt that the approachto road construction and tolling neededto be reconsidered. Tolls could be an ef-fective way to finance major projectssuch as the Huguenot Tunnel, but it wasnow clear that their use had to be limitedto projects where they offered value tobusiness and the public.

    Communications manager for Sanral,Priya Pillay, says they have accepted thestatement issued by the transport minis-ter.

    Thechallenge is to ensure that thear-teries of the economy are well main-tained and adequately funded. We aresurethatundertheleadershipof themin-ister a sustainable solution will be foundwhich will ensure that the appropriatefinancial instrument will be appropri-ately applied.

    Sanral will continue to serve the in-terest of the economy and focus on thecreation of quality jobs and the develop-ment of our communities. We look for-ward, togetherwithourminister, to find-ing an appropriate solution in respect tothe challenges of adequate funding forSouth Africas road infrastructure.

    Ons was toe so naby aan dieklippe en rotse, ons was bangdie wind druk ons plat teen dierotse.

    Ivan vertel hulle kon dit reg-kry om weg van die rotse te be-weeg, maar die moegheid hethulle s oorval dat hulle eerderbesluit het om anker te gooi ennet daar te sit en wag.

    Pierre het sy koplig aangesitin die hoop dat iemand dit souraaksien en hulle te hulp sousnel.

    Terwyl ons daar gesit enwag het, het ons n huis in dieverte opgemerk. Die huis se lig-

    te was nog aan, wat beteken hetdaar was mense.

    Ons het die huis dopgehouen toe die ligte afgaan, het onsbesef die mense gaan nou slaap.Dis toe dat ek my vingers in mymond sit en fluit vir al wat ekwerd is, in n poging dat hulleons moet hoor.

    During peak hours in the morn-ing the vehicles streaming intoStellenbosch on the R44 from theHelderberg start piling up beforeJamestown already.

    In the afternoon its the samething again, only vice versa.

    With thousands of Helderbergresidents working in Stellen-bosch, it has become crucial thatpublic transport services are es-tablished between these two com-munities.

    Variousmembersof theHelder-berg community have been fight-ing tirelessly for more than fouryears forabusservicebetweenthetwo areas.

    The authorities claim thatthere are no funds. However, dueto the massive need for the busservice between these regions, itssure to be a profitable enterprise.

    The time has come for Stellen-bosch and Helderberg communi-ties to unite, and together demandthat local government listen to usandprovide this longandurgentlyneeded and essential service.

    In the long run it will be a win-win situation for everyone.

    There will be less pressure onthe R44 and valuable time as wellas petrol will be saved.

    Tolling community ignoredBEING a retired director of theNational Department of PublicWorks, Iamfullyawareof thewaypublic information is handledby the authorities and enforcedon their consultants.

    In other words the public mustbe informedaccording to the legal(mostly scarce) provisions,mean-ing dont overdo it in order toavoid trouble!

    Sanral, according to their clear(and clever) above-mentionedcommunication, seems to havefollowed that directive.

    But, inreality, onemustnoton-ly handle according to legal pro-visions but take the human reac-tions and daily realities into con-sideration!

    Was this done?The final question is very sim-

    ple: how much did Sanral care forthe local community concerned?This community doesnt go tohigh level meetings (where they

    are mostly turned down by cleverevasive answers).

    The points being:1. When did Sanral (apart from

    their legal obligations) clearly(and repeatedly) communicate(in the local newspapers) to the lo-cal communities its intention tomake these roads toll roads (with-out an obvious and easy possibili-ty to use an alternative road capa-ble to support such traffic) andhowdid theypromotepublic reac-tions?

    Nil?2. Why did Sanral avoid any

    contact with the City authoritiesconcerned when they were calledupon? (Perhaps the state body be-hind themhasgiven themthis au-dacity?)

    3. Why suddenly make tollroads of those portions of high-ways that are especially made forand submitted to high traffic (un-less the hidden intention is clear-

    ly to generate as much and asquickly as possible the highest re-turn)?

    Coming forward now with theargumentationasprovidedin lastweeks DistrictMail, seems to bewater under the bridge and clear-ly is proof of a hidden agenda tosuck the local communities,based on a clearly shown superi-ority complex, thereby hidingbehind alleged (un-proven) jobprovisions.

    Sanral must prove its clear,open and repeated community-based communications/submis-sions.

    Moreover, why must this go onfor 30 years? (Renewable?)

    Thereby taxing the communi-ties twice (once via the toll andonce via the City for the ensuingupgrading of their roads?

    The escalating cost of middleeast oil and future instability couldput the cost of driving beyond theindividual person.

    Public bus services will lessentraffic congestion, motorist, cyclistand pedestrian accident rates aswell as the wear and tear on roadsurfaces. In the possible implemen-tation of toll roads the use of buses

    will decrease toll costs for the trav-eller. The use of public transportwilldecreasedrivingstress ina fastpace city and life style. The hugestudent population in Stellenboschuses the Helderberg as a dormitorytown and they could be accommo-dated by a public bus service.

    This route should include Gor-dons Bay / Strand / SomersetWest / Stellenbosch / Paarl andWellington. Lastly such a servicewould result in the lowering of car-bon emissions which are causing

    climatechange.Onegets thefeelingthat Cape Town municipality arereneging on their plans to improveservice, as we have waited fouryears without any action.

    How long must we wait in Hel-derberg basin, until we become aseparate city? Or does Cape Townregard us as Siberia in relation tomother Moscow. Looking forwardto a written response from bigmum.

    According to a police report,Strand Beach has been declared anon-designated area for membersof the public who wish to partici-

    Mayco notes all concernsTHEJointRatepayersForum(JRF)have met with another MayoralCommittee (Mayco) member on 6October, councillor Shehaam Sims.

    The JRF consists of representa-tivesof six local ratepayers associa-tions, convened by the HelderbergResidents Action Association(HRAA). Its part of the JRFs strate-gy of engaging with the City of CapeTown to ensure that the Helderbergis recognised as important.

    Sims is the Mayco member forutilityservices,aportfoliowhichin-cludes water, sanitation and elec-tricity. Several senior local munici-pal officials and local councillorswere also present.

    Theconcernsof theJRFmembers

    revolved mainly around the uncer-tainties of available water in the fu-ture, and the consequences of inade-quate and deteriorating service in-frastructure such as waterreticulation and sewerage treat-ment plants.

    Edwina Hadfield reported thatGordons Bay experiences continu-al problems with stormwater andsewagedisposal.BarbaraLouwcon-firmed that Bikini Beach in Gor-dons Bay is at risk of sea water con-taminated by effluent from sewagetreatment plants in Macassar.

    In Strand, it is feared that theBlue Flag status of the beach maybe under threat for the same reason.

    The treatment plants, said JoeBarends of Macassar, are operatingat capacityandcannot copewith thevolumes, so polluted water reachesthe sea and local beaches.

    It iswell-known that thewater re-ticulation systems are mostly morethan 55 years old, and in some partsasoldas 80years.Consequently, fre-quent leaks and pressure bursts oc-cur, particularly where there arehigher-lying suburbs.

    Councillor Victor Isaacs notedthat erratic electricity distributionis problematic for residents of Fir-groveandpartsofMacassar wherelocal residents are exceptionallyvulnerable.

    However, a far greater threatfrom the potential strains on theoverloaded infrastructure looms, asdevelopment increases inthe23 km

    of terrain newly-incorporated with-in the urban edge. There is a realdanger that the development of thisurban area will outstrip infrastruc-ture capacity.

    Sims understanding of technicalissues and of her departments ca-pacities was evident as she outlinedplans to deal with many of the is-sues.

    She explained that various meth-ods of increasing water supply suchas clearingalien trees in catch-ment areas, raising dam walls andthe feasibility of a dis-alienationplant on the west coast are underconsideration. Preliminary designsfor addressing the sewage probleminGordonsBayarecomplete. Itwasconfirmed thatnountreated sewagereaches the rivers or sea, and thatoutfall sewers do not simply mashsewage and dump it in the ocean assome may believe.

    An important City initiative con-cerns discussions with Eskom andNersa for the City to take over elec-tricity distribution in Firgrove andMacassar.

    Four different models for collect-ing recyclable waste are being test-edindifferentareas,andanewdrop-off site will come on stream in Vaal-fontein in 2014 / 2015.

    Festival a successTHE first Gordons Bay Festival of Musicwas hosted by 5th Principle on Saturday 8October at Amigos Tavern.

    More people =more opportunitiesWITH the national cen-sus on the roll, thetrends inherent in thelatest population estimates re-leased by StatsSA already spellgood opportunities that someclever property developers andinvestors have started to scent.

    According to these figures,SA now has a population of justover 50 million, about a third of

    which is under 15, and 7% ofwhich is over 60, says BerryEveritt, MD of the Chas EverittInternational property group.

    This means that there arearound30millionpeopleagedbe-tween 16 and 60.

    If only5%of themwere tobuyor rent a new home in the next10 years, we would need 1,5 mil-lion new housing units - or some

    150 000 units a year!This explains, he says, why

    some developers are getting ex-cited about the housing marketagain, especially given that thebanks have several special initi-atives running to make it easierfor first-time and lower incomebuyers to obtain home loans.

    In the Property Signpostsnewsletter, Everitt wrote that

    during the first five months ofthisyear, thenumberofbuildingplanspassedbythemajormunic-ipalities increased by 7% com-pared to the same period in 2010.

    Propertymarkets showmild improvementTHE South African resi-dential property marketshowed a mild improve-ment and slight increase in de-mandinAugust,accordingtotheFNB Estate Agent Survey.

    The percentage of sellers hav-ing to drop their asking price tomake the sale rose still furtherfrom 87% in the second to 91%in the third quarter of 2011.

    The average percentage dropincreased from 11% in the previ-ous quarter to 13% in the thirdquarter.

    The third quarter report re-vealed that estate agents pointedto a slightly better residentialproperty demand. However, theagents did not indicate an im-provement in the balance of de-mand relative to supply, whichwould suggest that house pricegrowth is set to remain under

    property strategist, says agentsdo not appear strongly optimis-tic in the near future. At least23% of estate agents cited eco-nomic burden and general pessi-mism as key factors influencingtheir near term expectations.

    We believe that while the es-tate agent survey demand ismildly encouraging, not toomuch should be read into it yet.

    Loos explains that the reportalso indicates a decline in thepercentage of sellers sellingtheir homes in order to scaledown due to financial pressure.

    This declined to 19% from 25%in the second quarter of the sur-vey.

    Estate agents did not indicateany further improvement inpricing realism or the balance

    between demand and supply.Loos says the average time

    that a house remains on the mar-ket before being sold, rose from15 weeks and 1 day in the secondquarter and 17 weeks and 1 dayin the third quarter.

    The report also indicates thatanother reason for selling is sell-ing in order to upgrade.

    The percentage of sellers inthis category declined from 16%in the second quarter to 15% inthe third quarter. The percent-age of sellers selling in order torelocateelsewhere inSouthAfri-ca remained unchanged at 7%,lower than the 8%from mid-2010to early-2011.

    Loos explains that one of themost concerning trends contin-ues to be the estimated averagetime that a property is on themarket prior to being sold.

    THEthirdannualHelderbergWineRoute Amazing Race took place onSaturday24Septemberandwas,yetagain, a big success.

    The concept, based on the TVprogramme of the same name,where 40 teams consisting of fourpeople in four different coloured-coded routes, set-off from the LordCharles Hotel for a day of fun andexploration through the scenic Hel-derberg wine route.

    By solving a clue given to themat the start, the teams had to findtheirway tooneof the 20participat-ing wineries, where they were re-quired to perform a timed task. Oncompletion of the task they weregivenanothercluewhichtookthemto the next winery on their specificroute.

    Tasks ranged from counting bar-rels, rowing a small boat while tow-ing a barrel across a dam, countingrunner ducks, cooking and eating

    boerewors rolls, rolling barrelsarounda course andpicking straw-berries.Once all the taskshadbeencompleted the teams made theirway back to the hotel, where thewinning teams from each routecompeted against each other to es-tablish the ultimate winners of therace.
