Rental stock is in such high de- mand that properties are snatched up immediately when advertised. According to Payprop, a national rental service provider that com- piles a monthly rental index com- paring prices across South Africa, the Helderberg has a shortage of rental stock – and this is pushing up prices. Payprop’s data shows Septem- ber’s national average across all housing categories was just over R6 000. Gordon’s Bay’s average was on the national average at R6 000; Somerset West’s was R5 500; and Strand’s was R4 500. Louw Liebenberg, CEO of Pay- prop, says a shortage of rental stock has made it an owner’s mar- ket nationally. Lessees therefore need to pay what owners dictate. According to Rode & Associates, property economists, the following median rentals are charged in the different towns of the Helderberg, ranging from middle-market to up- market: . Bachelor’s flat: R1 933 (middle- market) to R2 667 (upmarket) in Somerset West; R1 933 to R2 733 in Gordon’s Bay; and R2 150 to R2 667 in Strand. . Two-bedroom flat: R3 000 (mid- dle-market) to R4 833 (upmarket) in Somerset West; R3 133 to R4 500 in Gordon’s Bay; and R3 325 to R4 667 in Strand. . Jacques le Roux, rental manager at Seeff in Strand, says traditional- ly, rental prices in the Helderberg have been cheaper than in the rest of South Africa, but adds that this is now starting to change. He says that in the past six months, rental prices on their books have in- creased by a whopping 25%. He says people are flooding into the Helderberg, which results in very few rental options being available. This in turn is pushing up the prices. “We barely get a chance to adver- tise a rental before it gets snatched up.” He says free-standing homes are especially popular in Strand and people pay premium rental prices for them. Le Roux says the increase in rental prices is great news for prop- erty investors who previously struggled to gain a profit, but adds that it is bad news for many of the salary earning residents. Howard Love, estate agent for Somerset West Rentals, says rental prices in Somerset West are rea- sonable considering the location and the demand. But Love also adds that rental stock, especially in the range of R3 000 per month, is extremely scarce. Kevin Wearing, principal of Leapfrog in Gordon’s Bay, says he recently had to help his daughter find a home to rent – and this was no easy task. He says rentals in Somerset West are very high, while some of the older homes in Strand were priced a bit too high for his liking. He feels that Gordon’s Bay’s prices are on target, but concedes that rentals are hard to find and there is usual- ly a waiting list. Brian Duffield, managing direct- or of Rental Recipe, says that more developments are needed to ad- dress the rental stock shortage, and adds that this will only happen when property investors turn a profit by pushing up rent. Liebenberg predicts that Helder- berg locals will see a drop in rental prices over the next three years, due to the large number of new housing developments planned for the area. He says this will replen- ish the rental stock and put the ne- gotiating power back into the hands of the consumer. Gordon’s Bay Police arrested two sus-pectswhomaybe linked to the house rob-bers and the notorious balaclava gang onMonday, following a four-hour longstakeout.

The suspects were traced to theMountain-side area after an attempted house robberyinBlushingBrideAvenueonSundayat 20:30.

According topolice spokespersonWONicoBeukes, the area has recently been plaguedby house robberies.

Two armed robberies occurred on 19 and23SeptemberinWaboomStreetandBlushingBride Avenue, where the homeowners weretied up. In both incidents,four balaclava-cladmen tied up the homeowners and ransackedtheir homes at about 20:30.

After Sunday’s attempted house robbery,police, Gordon’s Bay Security and the neigh-bourhood watch activated an operationalplan, put in place after the previous robber-ies. They monitored the area and identifiedthe escape route the suspects are believed tohave used.

At 23:20, after the four suspects had notmade their appearance, the officers with-drew from the area.

An hour later, the suspects were spottedin the area again and the officers returnedthe area.

Four hours after the attempted robbery,the four suspects made their way to a densebushy area in Strelitzia Street. They werecaught off-guard as the police arrested them.

One of the suspects (32) lashed out andswungapangaat thepoliceandwas thenshotin the upper right leg.The three other sus-pects escaped.

The teams combed the area and found an-other suspect (24) two hours later as he wasrunning along Sir Lowry’s Pass Road in thedirection of the N2, where he was arrested.The wounded suspect was hospitalised andwas discharged into police custody later thatday.

Beukes said the men are suspected to bepart of the notorious balaclava gang whohave been terrorising Gordon’s Bay, Klap-muts and Stellenbosch.

Police are investigating cases of attemptedmurder and an attempted house robbery.

FirgroveWatchmembers on themarch to keep streets cleanTheWestern Cape’s MEC for Safety and Secu-rity, Dan Plato, accompanied the FirgroveNeighbourhoodWatch (NHW) on a nightly pa-trol on Monday.

CharlesFortuin,coordinatorof theFirgroveNeighbourhood Watch, said Plato’s visit was“very fruitful” and they felt satisfied that theyhad expressed theirmain concerns to themin-ister.

“Drugs are our biggest problem in Fir-grove,”saidFortuin.Hesaidthat theftandoth-er crimes in theareaarealmost always relatedto drugs.

The neighbourhood watch was establishedin November last year as a result of the highlevels of drug-related crimes in Firgrove.

The team now has 25 members who patrolthe area every night, either on foot or in theirown vehicles.

“We have been very successful so far,” saidFortuin.

“We have caught guys stealing and prevent-ed other crimes.”

Fortuin believes, like many other FirgroveNeighbourhoodWatchmembers, that the lackof a dedicated police station for Firgrove is themain reason why crime levels are so high inthat area.

Plato’s visit to Firgrove was to demonstratehis solidarity with the Neighbourhood Watchandtohighlight therole thatcommunitymem-bers can play in crime prevention.

Flush toilets for someLwandleevicteesJAMEY GORDON

The installationof flush toilets forLwan-dle evictees who have settled into theirnewly erected homes on the SA NationalRoads Agency Limited (Sanral)-ownedland they were evicted from, commencedthis week.

This is according to Ward 85 CouncillorMbuyiselo Matha.

Matha says theprocess of replacing the ex-isting 45 chemical toilets that are separateto the housing structures with 45 flush toi-lets, started on Monday.

Quetzal Trading 116c has been contractedby the City of Cape Town to do the installa-tions, which should be complete within thenext week or two.

“Furthermore, the Housing DevelopmentAgency(HDA) isnegotiating theavailabilityof electricitywithEskomandwater and san-itation with the City of Cape Town.”

The residents directly affected by the San-ral’s forced evictions in Asanda Village on2 and 3 June, have since been living in theNomzamo Community Hall.

To date, 480 emergency houses have beenerected on the piece of land in AsandaVillage and 475 evictees have been relocatedfrom the hall into their new homes, saysMatha. However, 287 evictees still remain in

the hall and their hope of being settled is yetto be realised.

Matha says these residents will be movedinto homes once it has been determinedwhether a total of 234 or 849 homes will beerected for the evictees.

This, he says, will be confirmed as part ofthe inquiry into the Lwandle evictions.

Another issue to form part of the inquiryis the fact that most residents do not haveany furniture.

Matha says some of the evictees’ belong-ings were destroyed or wentmissing duringthe eviction, and belongings which could besaved, were stored at a storage facility.

The ministerial inquiry’s report into theLwandle evictions was handed over to Hu-man Settlements Minister Lindiwe Sisululast Wednesday.

The commission of inquiry, lead by advo-cateDenzilPotgieter, completed their reportafter hearing testimonies from Sanral, theCity of Cape Town, provincial government,the police, various NGOs and the Sheriff ofthe High Court. Public hearings were alsoheld in the Lwandle community hall.

Ndivhuwo Mabaya, Sisulu’s spokesper-son, says the minister is still analysing thecontents of the report.

He says once she has finished with it, thereport will be shared with Parliament’s hu-man settlements portfolio committee.

It’s been nearly twomonths since the lastarmed robbery was committed in the So-merset West CBD, and businesses arekeeping a beady eye on the town throughtheir own neighbourhood watch.

More than 80 business people joined theCBD Watch, started by the Somerset WestNeighbourhood Watch in response to the re-cent crime wave about two months ago.Tony Cross, member and technical advisor

for theSomersetWestNeighbourhoodWatch,explains that the CBDWatch aims to connectdifferent business people and update mem-bers on crime developments andwhat to lookout for through SMSes sent via WhatsApp.Since January this year, a total of 30 armed

robberies have occurred at businesses in theHelderberg,accordingtotheDistrictMail’sre-ports. Fourteen occurred in Somerset West,with eight at businesses in Main Road – Mar-kham, Mr Price, American Swiss (twice),Telkom,Legit,Mojo’sandTruworths.Thelastarmed robbery was on 28 August – and thenit went quiet.American Swiss left town after it was hit

twice – the first on Valentine’s Day, whenR300 000incashwastakenduringalunchtimeheist, and the second at closing time on Tues-day 29 July, when two armed robbers clearedthe shelves.The store remains vacant, with a “To Let”

sign in the window.Carol Hattingh, the owner of Anton Hat-

tingh Jewellers, says they have jacked uptheir security and are working closely withother businesses to keep a watchful eye.The jewellery store was targeted by four

armed robbers in March and robbed of jewel-leryworth R500 000, as well as an undisclosedamount of cash.

Hattingh says the increased visibility ofthe police and the establishment of the CBDWatch has been welcome progress for theCBD.Fernando and Neves Gatinho, owners of

Central Mini Market, advise businesses tonot relax simply because of the decrease inarmedrobberies in theCBD.Theykeeptheirfinger on the pulse through regular SMSup-dates sent by the SomersetWest Neighbour-hood Watch.Fernando does surmise, though, that the

recent spate of armed robberies at mallscould indicate a shift in crime and that thiscould also be a reason for the decrease inarmed robberies in the SomersetWest CBD.“They nowhave their eye on the big fish,”

ellery, and Ilona de Wit, owner of EventaFlower Boutique, echo this sentiment.

“It was something I did rather thangoing crazy.”

These are the words of self-taughtlocal artist Arie Vogelsang (80), whohasusedart asameansof copingafterhiswife’s suddendeath fiveyearsago.

However, thiswas not the first timeVogelsang has picked up a paint-brush.

In his late twenties, Vogelsang wasan accomplished artist who had heldover five successful exhibitions.

“But I had a wife and four childrento support and I couldn’t afford it.”

Afterrealisingthatcreatingartwas“not profitable”, Vogelsang enteredthe pharmaceutical field for 18 yearsasaninspectorensuringthatpharma-ceutical companies adhered to goodpractices.

Not long after having relocated toStrand in 2007, Vogelsang’s wifepassed away and he was prompted tostart making art again.

He said it was a slow start at first,adding that most of his first works“landed in the waste paper basket”.Now Vogelsang creates water colour,chalk pastel and oil semi-abstractmasterpieces. His first exhibitionsince making his comeback as an art-ist can be seen at its now permanentresidence at the Rialto Coffee Shop inMills Street, Strand.

surfacing of the intersection of Broad-lands Road with Faure Marine Drive, itwasdecidedtoresurface theentire inter-section. Included in this work was alsotheupgradingof the traffic signals at theintersection,” explains Herron.Herronaddedthat theconstructionin-

side theGreenwaysEstate also had to becompleted.He explained that the construction of

thestormwaterisunderwayandanaddi-

tional 200 m length of stormwater pipestill had tobeconstructed to linkupwiththe outlet structure at the highwatermark.Herron says they were currently

awaiting the required environmentalauthorisation before they could proceedwith the aforementioned work (whichfalls outside the internal road networkof the estate).“All of the above-mentioned work

forms part of the construction of theBroadway Boulevard Project, which isalso nearing completion. Travel in timewith the ‘MailSixty years ago, in its third edi-tion for themonthofOctober, theStellenboschDistrictMail’s (nowthe DistrictMail), main frontpage story was entitled “Stellen-bosch Valuations Too High, saysMayor”.

The story details how Mr JB Col-lins, mayor of Stellenbosch at thetime, presented a case to the Valua-tion Court in Stellenbosch, com-plaining that the value of propertiesin Stellenbosch was too high.

In a second front page story, it wasreportedthatamannamedChristof-fel Prinsloo, managing secretary ofthe Van Riebeeck Trust Company inStrand, was standing trial at theStrand Magistrate’s Court for theft,fraud and contraventions of theCompanies Act. It was argued thatPrinsloo had stolen £1 650 from thecompany during his service there.

The front page also carried a

warningtoGordon’sBaypicnickersabout the fast-approaching fire sea-son. “The Village ManagementBoard has forbidden the making offires on the beach or under the fineold melkbosch and wild olive treeswhich boarder the road,” wrote thereporter.

Vee says he did not intentionally grow his beard to raise mon­ey, but came across so many people in the six months that he grew it,who preferred him clean shaven. They encouraged him to shave off hisbeard which he agreed to do on condition that he was paid to do so.Helderberg Scrap Metal, Slayley farm and the Melfi family eagerly con­tributed to this, each donating R1 000. Vee decided to donate the mon­ey to the Childhood Cancer Foundation of South Africa (Choc), forwhich he also did a concert last year. Vanessa Vermaak, manager ofChoc Western Cape (right) and Somerset West resident, handed over acertificate of appreciation to Vee, saying the funds are much needed asmany young patients from the Helderberg visit the paediatric oncologyunit in Cape Town. DeBeers renames terraceinmemoryofWallyThe De Beers Associated Football Club(AFC)was a hive of activity on Saturday11Octoberwhen they successfully host-ed the 21st Cape Town Tygerberg Foot-ball Association’s Senior Cup Finals.

A total of 19 Cup Finals were played atthe club throughout the day ranging fromover-45 teams through to the PremierLeague as well as a Ladies Cup Final.De Beers AFC has been a member of the

CTTFA since the establishment of the asso-ciation in 1993 and the club chairman, AlanWinter said it was an honour to have suc-cessfully hosted the CTTFA Senior Cup Fi-nals on their 21st anniversary.Wally Knott the president of De Beers

AFC sadly passed away during the 2014 sea-

son.In appreciation of Wally Knott’s 88 years

of loyal service and dedication to the club,De Beers AFC decided to honour Wally bynaming the club’s terrace the Wally KnottTerrace.Wally’s daughter Cathy Gush travelled

all theway fromPortElizabethwithWally’sgrandchildren to unveil the terrace.Many club members, as well as past and

Helderberg striving to be the bestThe Helderberg is striving to be the bestcricketing area in the province – from pri-mary school cricket through to club cricket,and it looks as though we’re on the rightpath.This past week saw many of our local

teams put in some fantastic performances.Atprimaryschool level theSomersetWest

Cricket Club’s u.11 and u.13 teams did ex-tremely well at the Worcester tournament,with the u.11s finishing as the top u.11 team– a fantastic performance.TheHelderberg also had anumber of play-

ers representing WP u.11 andWestern Capeu.13at the tournamentwhoalsodidextreme-ly well.All our primary and high school cricket

teams that went away during the holidayshad very successful tours and are lookingforward to continuing their form in thefourth term.On the senior front most of the clubs got

off to a great start in the WPCAAma20 com-petition. SomersetWest in particular got offto a winning start winning all three of theirgames.Talking about striving to be the best, the

u.11andu.13district programmegetsunder-way next week and once again Helderbergwill look to do well in this programme. Wehave a very good record against the otherdistricts in theWesternProvince in thispro-

SPURHIGHSCHOOL LEAGUE:GAUTENGOVERALLWINNERS,WESTERNCAPE 3RD

Parel Vallei’s High School mountainbikersmade theWesternCape teamproudwithout-standing performances at the national finalsof the Spur High School Mountain BikeLeague hosted at Bekker School inMagalies-burg during the past school holidays.

A record number of 355 cyclists representingthe cream of high school mountainbike ridersfrom more than 69 schools across South Africa,Namibia and Zimbabwe competed in the two-dayevent.

Competition was fierce between Gauteng andNorth West Provinces with eachlogging a number of wins, but it wasdefending champion Gauteng thatagain took home the coveted SpurMountain Bike League Interpro-vincial Trophy. Western Cape tookthe third place.

Riders from DF Malan, Parel Val-lei, Montana, Reddam House andPaul Roos represented the WesternCape team.

Joshua de Freitas of Parel Valleifinished in a very credible sixthplace overall in the Youth Sectionwhile fellow PV rider Matthew Key-ser secured 11th place in the samedivision.

PV also excelled in the teamevents finishing third among theTop 20 boys teams and 9th amongthe Top 10 girls teams and were alsorated fifth among the Top 10 mixedschools in the country.

The team from Menlopark HighSchool took four podium positionsas well as logging a number of top-ten positions to secure the girls andmixedteamnationalchampionshiptrophies, while Grey CollegeBloemfontein won the boys teamcategory.

The 4.5 km track at BekkerSchool with several single-trackstretches as well as tricky falls andclimbs required stamina and tech-nical skills.

The lap-race format saw variousage categories complete a specificnumber of laps ranging from twolaps for the sub-junior girls to a test-ing five laps for the junior men.

Points were awarded to the top 26finishers in each race with the totalschool scores based on the top-fiveboys in the boys team category, top

three girls in the girls team category, and threeboys and two girls respectively in themixed team category. According toGauteng league coordinator, DeonSteyn, it was the depth of the Men-lopark team that secured themthe top spot proving that all ef-forts count.

The league waslaunched in 2009 as ajoint initiative betweenSpur and AMARIDERto create a fun rac-ing environmentfor kids and hassince also facili-tated the build-ing of moun-tain-biketracks onschool proper-ty and commu-nity grounds.

Earlier thisyear theleague cement-ed its position asoneoftheleadingsportde-velopment programmes inthe country when it was short-listed as a finalist for the 2014Discovery Sport IndustryAwards.

The Spur School Moun-tain Bike League final is al-so considered an interpro-vincial derby with the topriders from each provinceselected to compete fortheir respective provin-ces.
