The boy opted not to report the matter to the police, with the hope of putting the un- pleasant encounter behind him. Confident that false claims had been made by the teenager, Somerset Mall management allowed DistrictMail to view the camera foot- age of this controversial occurrence. Upon viewing the footage it is clear that the group of boys were not approached by stran- gers. It appears that the group, including girls, were all familiar with one another as they stood outside the mall entrance for nearly 10 minutes talking. A scuffle ensued, but security guards, who were monitoring the situation, in- tervened. The group then dispersed. Somerset Mall general manager, Mandy Bel- lamy, confirms the incident and said that the CCTV footage reveals a group of boys having a discussion in the car park, not at the ramp. Despite the boy’s claims, “the footage does not show any ‘attack’ and there is no proof of a knife,” said Bellamy. She confirmed that security guards are al- ways positioned at mall entrances and patrol outside after trading hours. Armed response vehicles patrol the area and the control room monitors the external and internal premises of the mall via CCTV, said Bellamy. Somerset Mall operations manager, Chris le Roux, said the camera systems were upgraded from an analog system to IP system (Internet Protocol). “We have 130 CCTV cameras throughout the mall and the 33 PTZ (movable) cameras are high-definition quality. With the upgrade we not only improved the coverage throughout the mall, but also the quality of footage in- creased significantly,” said Le Roux. According to Somerset West police spokes- person, constable Suzan Jantjies, if the boy were to report the incident to the police and if it was proven to be incorrect, he could face charges of perjury, even if he is a minor. “He would be brought to the police station and questioned by a probation officer and would be placed in the custody of the parents or legal guardian until a court date has been set,” said Jantjies. In a separate incident in June last year, Som- erset West resident, Allan Mayne (47) was ar- rested after claiming that he was attacked and stabbed at the mall. The security footage re- vealed that there were no other parties in- volved and it appears that he had stabbed him- self. He was charged with defeating the ends of justice and will make his next court appear- ance on 29 March. A group of teenagers is seen fighting in the car park of Entrance 4 at Somerset Mall. The security guards step closer to intervene.

    Street PeopleCentres leasenot tobe renewed

    JAMEY THOMAS

    TheleaseoftheHelderbergStreetPeoples

Centre in Somerset West will not be re-

    newed.

This decision was reached after the City of

    Cape Towns Property Management Depart-

    mentadvertisedaproposal foritsrenewaland

    received considerable opposition to the

    present location of the centre.

    According tocouncillorSuzetteLittle,May-

co member for social and early childhood de-

    velopment, local businesses and business

owners have strongly objected to the renewal

    of the lease.Theyarguedthatsince the facility

is situated in the central business district of

    SomersetWestandincloseproximitytothem,

it has negatively impacted on business.

    Residentshavealsoonnumerousoccasions

voiced their concerns to DistrictMail regard-

ing the issue at hand. Some of the complaints

were that the centre draws people from other

    areas to theCBDdaily,who thenhangaround

and contribute towards the general untidi-

ness of the area, and that it should not be

allowed to operate in Busy Corner where the

    police regularly arrest drug dealers.

    Although theCity recognises thegoodwork

done by the soup kitchen programme, what

worries them is that about 400 homeless peo-

    ple arebeing fedon the

    streets, saidcouncillor

    Little

    In turn, this results

    inthe failureofre-inte-

    gration of the home-

    less into formal social

    structures, and there-

    fore alternative meas-

    ures will have be ex-

    plored to place these

    people in a develop-

    mental programme

    that will support such

    re-integration and im-

    proving the lives of

    those individuals,

    said Little.

    Thesocio-economicrealitiesofSouthAfri-

ca requires that social and economic develop-

ment be dealt with in a holisticmanner. Soup

kitchens themselves do not encompass the

    sustainable solution for poverty-related so-

    cial ills.

She added that they are in the process of

    looking at alternative arrangements that

    wouldbestsuit theserviceof thecentre.Possi-

bilities for an alternative location is being in-

    vestigated in collaborationwith theSubcoun-

cil 08 chairperson, councillor Stuart Pringle,

and the Citys Properties Department. The

initiative to start a social development hub

in Somerset West remains a possibility, and

    negotiationswith affected and interested par-

    ties are continuing.

On the other hand, Ian Greer, chairperson

of theHelderberg Street Peoples Centre, feels

that the centres current site is the ideal one

from which to run it. It is also no secret that

they do not wish to bemoved out of the centre

townand out of sight, where theywill be inac-

cessible to those in need of help.

    Greerhasalsomade it clear that theywould

gladly relocate, provided that a premises

could be found that is accessible and amena-

ble to both the poor and their volunteers. He,

    however, saidhehadnotbeen informedabout

the latest developments regarding the cen-

    tres fate.

As part of the renewal process, all com-

ments and objections, along with the centres

responses to them, have to be considered be-

fore a decision is made. Hopefully I will be

presented with a proposition, said Greer.

In the interim the lease, which expired Au-

gust last year, is being kept alive on a

    monthly basis.

    NEWS SUMMARY

    JAMEY THOMAS

Motorists travelling along the N2 be-

tween Somerset West and Grabouw will

have to exercise extreme patience since

    constructionontheroadissettocontinue

    until mid June.

The delay follows a rock fall which oc-

curred at a lookout point on the road in July

last year, causing minor injuries to several

people. Two of the four lanes were immedi-

ately closed and the two-way traffic was ac-

commodated on the two remaining open

lanes so that construction to prevent further

    rock falls could commence.

    Thetendercontractsconditions,however,

stipulated that all four lanes be open by the

beginning of the December holidays, bring-

ing construction to a halt and resulting in

the full utilisation of the road by motorists

    during this period.

According to Gerhard Fourie, South Afri-

can National Roads Agency (Sanral) project

manager, rock bolting for the most critical

    section was completed successfully before

the December holiday period. Rock bolting

is amethod of anchoring large rocks into the

parent rock, in order to reduce the chance

of any further rock falls, he said.

    Construction activities and associated

    lanesrestrictionscameintoeffect inmidJan-

uary, and current works entail the

    continuation of installing rock

    boltswhereneeded; theinstallation

of mesh on steep rock faces; manu-

ally barring down loose rocks to

create safer slopes; and setting out

catch fences that will be installed

on the upper slopes of the moun-

    tain, said Fourie.

    According to Sanral operations

    manager Randall Cable, bidirec-

    tional trafficwill beaccommodated

on the two remaining open lanes

    through the Easter weekend and

    concrete barriers will also remain

in place for the duration of the con-

    struction period to protect the

works and the road users. Higher

    than normal traffic volumes over

    Easter are anticipated which may

    cause some delays. However, con-

tingencymeasureswill be put in place to tow

vehicle breakdowns off the roadway as

quickly as possible, and Traffic Services

have already agreed to be on stand-by.

Cable added that it hadbeennoted thatmo-

torists fail to adhere to the posted speed lim-

its in the vicinity of the construction works.

Therefore, motorists are advised to drive re-

    sponsibly and cautiously when travelling

along this road. Motorists are also encour-

aged to make use of alternative routes if at

all possible or to allocate extra travelling

time to their journeys, especially over the

    Easter weekend period.

Sanral admits the construction process is

time-consuming, but asks the public to bear

with them and apologises for any inconven-

ience caused. We have embarked on a com-

prehensive investigation into the cause and

    conditionof theslopesandhaveprocured the

services of experts to address the slopes, all

of which takes time, said Cable.

    NICOLE MCCAIN AND

    NIKITA SYLVESTER

    After Strand residents raised concerns

about the old police station in Wesley

Street, it appears that crime in the area

may not be linked to vagrants alleged to

    be living in the building.

    However,GetruidaHendricks,managerat

the Oasis Assessment Centre for Homeless

People, says they have fieldworkers in the

areawho can confirm that no one is current-

ly living in the building, and that the illegal

    behaviour can insteadbe linked toprostitu-

    tion in thearea,which the fieldworkershave

    witnessed.

    AccordingtoWard83councillorDaveVen-

ter, the old police station was allocated to a

beneficiary in a land claim with the Depart-

    mentofPublicWorks.ThamiMchunu,direc-

tor of media relations for the Department of

Public Works, responded that the depart-

ment is not familiar with the beneficiaries

of any regional land claims, as this informa-

tion is kept by the Regional Land Claims

Commission under the Department of Rural

    Development and Land Reform.

Mchunu says Public Works does not deal

directlywith the protperty transfer and can-

not say when the transfer will be complete.

    However, the Commissions Michael

Worsnip says the delay lies with Public

Works, who rejected a valuation report on

    the property.

    The matter remains something which

    needs tobedealtwithbytheNationalDepart-

ment of Public Works. It is their land we are

talking about here. Transfer of the property

to the claimants depends entirely on the Na-

    tional Department of Public Works.

Mchunu says the department has appoint-

    ed 24-hour security,whichwas confirmedby

Hendricks. However, Venter says this was

only done after his enquiries. Strand police

    spokesperson, Constable Mbulelo Mafuna,

says no reports of crime have come from the

old police station in the last year.

    Unhappywith treatmentatMediclinic afterallergic reaction

To whom it may concern, I would

like to report on the terrible serv-

    OnFridaynight1February2013,

I went into the emergency unit af-

ter having an allergic reaction to

    seafood.

I was placed on status orange as

it is a deadly reaction butwas only

the start of it. It was more than 30

minutes before I could get into the

    emergencyunit to receivemedical

    care.

By this time I was red all over

and itchy, my blood pressure was

150 over 91 and I was throwing up.

Only once I almost passed out did

they take me into the emergency

room to receive treatment. I think

    that the community should know

what the service is like at the hos-

    pital before they consider going

there for treatment as they might

    wait too longandcoulddie. Iwould

expect more from a private hospi-

tal. I paid over R800 and first got

very sick before they would help.

    This is absolutely appalling.

    Response from Mediclinic

    Ms Combrinck has raised her

    concerns directly with the hospital

recently and we can comment that

    shewasseenwithintherecommend-

ed time guidelines as prescribed by

    the South African Triage Scale.

    Onthedayofhervisit toouremer-

within 25 to 30 minutes after being

triaged yellow. The purpose of the

triage system is to determine the se-

    verityof theemergencyandpatients

    are treated accordingly, based on

    the guidelines.

    A comprehensive discussionwith

    Ms Combrinck took place provid-

    propriate personal medication in

    the sheer volumes seen, ourpatients

have to be prioritised so as to treat

    However, we cannot completely

    Sjef spogmetdroomstem

    ILLANA FRANTZ

GarthDelport (28)

    van Raithby is egter

    nieeenvandimense

    nie.

    Nie net sal Garth jou

    laat smeul aan fyn-

    proewerkos van die

    beste gehalte nie,maar

    sykragtigebasbariton-

stem sal jou na aan tra-

    ne kry.

    Nadat Garth in 2002

    aan dieHorskool Gor-

    don matriek behaal

    het, het hy by Boland

    Kollege in Stellen-

    bosch gaan studeer en

    sy diploma in gasvry-

    heids- en spysenie-

    ringsdienste verwerf.

    Daarna kon gaste by

    bekende restaurante

    soos Avontuur op die

    R44, Vergelegen in So-

    merset-Wes en Die

    Volkskombuis in Stel-

    lenbosch sy skeppings

    proe.

altyd vir jou jy is so goed, toe waag ek n

Ek was net bang ek kyk terug op my lewe

    neemaan n operagala byvanjaar seSuidoos-

    terfees.

    Garth is gekies om as

    een van vyf ander solis-

te n aria van die Itali-

    aanse komponis Gui-

    seppe Verdi te sing by

    die vertoning wat op 31

    Januarie indie stadsaal

    in Kaapstad gehou is.

    Garth onthou dat se-

    nuwees en die opwin-

    ding van die konsert

    homdrieaandevoordie

    konsert uit die slaap ge-

    hou het.

    Elkeenvanonsmoes

    n kwartet en n solo-

    item lewer. Dit was my

    eerste keer op so n

    groot verhoog endefini-

    tief een van my drome

    wat waar geword het.

    Hul sangitem is ook

    regstreeks op Radio

    Sonder Grense uitge-

    saai en die luisteraars

    het dit so baie geniet,

dat n heruitsending daarvan verlede Don-

derdag 21 Februarie weer uitgesaai is.

    Ditwas ngreat ervaring enmosmaar iets

wat enige sanger wil h: ondervinding. My

    Garth Delport

    BIBLIOTEEKWEEK GEVIER: Strand Biblio-

teek nooi alle liefdadigheids- en niewinsge-

wende organisasies uit om deel te neem

aan n uitstalling volgende maand. Die uit-

stalling vorm deel van Nasionale Biblioteek-

week wat van 18 23 Maart gevier word.

Vanjaar se tema is @ Jou Biblioteek. Alle

inligting, brosjures en plakkate moet A4- of

A3-grootte wees, maar nie groter nie.

Daar gebeur soveel wonderlike dinge in

By haar

Belangstellende

organisasies of verenigings moet hul inligting by die biblioteek inhandig. Bel die biblio-

    teek by 0 021 850 4188 vir meer inligting.

    According to Colin

    BayLibrary, in the recent

    years, the Gordons Bay

    community has grown

    Colin added that the li-

    fundedmandate and does

    not have the capital fund-

    ing available to support

    theextensions, thus theFriendshave

stepped in to assist the community.

The required plans for the expan-

sionwas prepared and donated by lo-

cal architect Marcus Smit and was

submitted to the City of Cape Town

    inMarch 2011. InNovember last year

the plans were finally approved and

    fundraising to raise the needed

    R400 000 could start.

Their current financial stance is at

R25 500 and their goal is to have their

total completed by July this year in

order for the construction to com-

    mence, which should take about

    three months to be completed.

    The biggest fundraising event they

currently have is the buy-a-brick do-

    nation, which works as follows:

Half a brickwill costR50, one brick

will cost R100, three bricks will cost

    Uittredingsannuteite, duurofgoedkoop?

Daar is n algemene mening onder beleg-

gers dat n uittredingsannuteit een van

    die swakste beleggings iswat gemaakkan

    word.

    maatskappy.

Die grootste probleemmet hierdie ou gene-

rasie annuteite was die koste, wat geweldig

hoog was. In meeste gevalle was dit so hoog

    as 5 6% per jaar.

Die grootste bydraende faktor tot hierdie

ho koste is die aanvanklike kommissie, so

    by n beleggingsmaatskappy

    oorgeplaas word waar die kos-

te nie meer as 1 2% sal wees

    nie

    Die voordeel van hierdie nu-

    we annuteite by beleggings-

huise is dat jy kan kies tussen

    verskillende beleggingsfond-

    se.

Dit versprei jou risiko en be-

    hoort jou opbrengste te verbe-

    ter.Vragerus joumakelaarom

    Waterandervoordelehouuittredingsannu-

iteite in? Wel, die grootste vir

baie is seker die besparing in

belasting. Jy kan tot 15% van

    jou belasbare inkomste, waar-

    op jou werkgewer geen pensi-

    oen-aftrekkings maak nie, by-

    dra tot n annuteit.

    Hierdie bydra word dan afge-

    trek van jou belasbare inkom-

    ste voordat belasting bereken

word. As jy dus gemiddeld 30%

belasting betaal, sal jy in effek

30% van jou premie terug ont-

    vangindievormvanminderbe-

lasting. Kyk so daarna: Vir elke

R1 000 wat jy bel, ontvang jy

R300 terug in die vorm van n

    belastingbesparing. Ja, jy be-

taal wel eendag belasting op die onttrekking,

maar jou gemiddelde koers sal in daardie sta-

    diumbaieminderwees aswat jynoubespaar.

eisers. As jy dus finansieel in diemoeilikheid

    Moeniedinkomdat jy nnuweannuteituit-

    geneemhet, jywel in nnuwegenerasieannu-

teit bel nie. Ou-generasie annuteit is steeds

    beskikbaar, pasop. Dieminimummaandelik-

se premie by n beleggingshuis is R500.

    Your personal balance sheet

We worry about the noise in

the market place so much we

often neglect to focus on the

    basics of financial planning.

This week we will watch our

    minister of finance,

    Pravin Gordhan, as

    he tries to upstage

    David Copperfield

    bymagically balanc-

    ing the needs of 52

    million people using

    the taxes of 3,5 mil-

    lion taxpayers.

    Should be interest-

    ing, but enough of

    the noise.

    What is important

    is that Mr Gordhan

    hasprepared abudg-

    et in writing of his

    planned income and

    expenses for the

    year. Howmany readers can say

the same? Those in business un-

derstand that you cannot run a

    business without proper finan-

cials, yet when it comes to our

personal finances very few of us

    can produce financial state-

    ments.

    Startwith a very basic balance

sheet listing your assets and lia-

bilities. A balance sheet is a snap

shot of your finances as at a spe-

cific date i.e. for the year ending

28 February 2013. This could be

the first eye opener for you.

    Ideally your assets should ex-

ceed your liabilities with the dif-

ference reflecting as your net eq-

    uity. If your liabilities exceed

your assets then you are techni-

    cally insolvent. Your focus

should be on reducing debt and

    growing equity as you approach

    retirement. This is achieved

    through your income statement.

An income statement is just a

    fancy name for a

    budget of all your ex-

    penses and income.

    The best way to draft

    an income statement

    or budget is to use

    your bank statement.

    Unlike Mr Gordhan

    who has access to a

    printing press your

    income should exceed

    expenses, with sur-

    plus income added to

    the balance sheet by

    either reducing debt

    or accruing as sav-

    ings. Listing your ex-

    penses against your

income will provide you with a

    veryclearpictureofwhetheryou

    are financially going forward,

    backwardor simply treadingwa-

ter. The real value of an income

    statementwill comefromanalys-

    ing your expenses and eliminat-

    ing unnecessary expenses,

    whichcreepintothebudgetwith-

    out you even noticing.

    Makeanannualhabitofupdat-

    ing your personal financials

each year when you watch our

    minister of finance perform his

    balancing act.
