    Licence increaseof5,3%

    NIKITA SYLVESTER

    This yearmotorists can expect

to pay more for motor vehicle

    licences.

    Until now, tariffs have re-

    mained unchanged since 2006.

    Minister for transportandpub-

    lic works, Robin Carlisle an-

    nounced recently that the pro-

posed increase fee of 5,3% for the

    WesternCapehasbeenpublished

    in the provincial government ga-

zette together with the draft regulations re-

lating to motor vehicle licence (MVL) fee in-

    creases. Because this increase affects

    1 706 663 vehicle owners, I have decided that,

whilst it is not yet required by law, the pro-

posed increase shouldbesubject toa full pub-

    lic participation process, said Carlisle.

He explained that during the period 2001

2006, the Western Cape increased its licence

fees by an average of 10% over five years.

By 2007 the provinces motor vehicle regis-

tration and licence feeswere on average 50%

higher than that of other provinces.

    The Western Cape provincial government

relies on vehicle licence fees to:

    Build, upgrade andmaintain the provin-

    cially-owned road network.

    Assist municipalities in funding the

maintenance of their more strategic roads.

    To continue reducing the maintenance

    backlog.

According to Carlisle, motorists get good

value for their licence fees 93% of all kilo-

metres travelled by all vehicles in the prov-

ince are on surfaced roads rated as good to

very good. This far exceeds the standards

in the other eight provinces, many of whose

surfaced roads are now virtually unusable.

    AsperSection8(4)of theWesternCapePro-

    vincial Road Traffic Administration Act,

    2012 (Act 6 of 2012), thedraft regulationshave

been published in the Provincial Gazette Ex-

    traordinary 7091 dated 18 February 2013 for

public comment for a period of four weeks.

Closing date for comment is 18 March 2013.

motor vehicle registration and license fees,

aswell as other information are available on

    NEWS SUMMARY

    Bookshopowner: suspectarrested

    ILLANA FRANTZ

    A28-year-oldmanwasarrested intheear-

ly hours of Saturday morning in connec-

tion with the robbery and assault of a

bookshop owner almost two weeks ago.

    Last week theDistrictMail reported onAn-

ton Grick (64), owner of Bikini Beach Books

in Beach Road, Gordons Bay, who was at-

tacked with a spade in his back yard. Grick,

originally from Austria, has been living on

    thepremisesbehindthebookshopforthepast

    20 years.

The DistrictMail viewed the video footage

of the incident which happened on Saturday

9 February. The footage shows a young man

pushing a bicycle while walking past the

white gates leading to Gricks home at 17:42.

He stops and looks, but keeps on walking.

He then goes around the block and returns

to the gate again at 17:47. He managed to get

Gricks attention who walked towards the

gate to speak to the man.

I was on the inside of the gate and he was

on the outside. I couldnt hear what he was

saying because I was working with a grinder

in the back yard and thus removed my hear-

ing aid. After awhile I stepped back and then

turned my back on him to continue what I

    was doing, recalls Grick.

The footage further shows how the perpe-

trator pretends to walk away from the gate,

    butreturns16seconds laterandslips through

the gate, which was slightly open.

The next thing I knew I felt something

coming down on me, all of a sudden like a

ton of bricks. Only when I stumbled back-

    wardsdid I realize therewas someonebehind

me hitting me with an object, says Grick.

The cameras angle did not capture the ac-

tual assault, but it did indeed capture the

struggle that ensued between Grick and his

attacker. After grabbing R300 from Gricks

pocket, his attacker stopped resisting and

made a run for it, in the opposite direction

    of Beach Road.

A blood-stained Grick then ran to the shop

where his assistant called the paramedics.

Gricks nose and lip was badly bruised and

he was rushed to Mediclinic Vergelegen for

re-constructive surgery on his face. He also

sustained injuries to his head and right arm.

After two nights in hospital and a two-hour

    surgery, hewas discharged fromhospital the

    following Monday.

Looking back at the footage, everything

happened within 5 minutes, but it definitely

    didnt feel thatway. Itwasactuallyquite seri-

ous, you can kill someone with a spade. My

whole upper lip was hanging out and there

    was blood everywhere, said Grick.

Despite this, Grick does not consider him-

self to be a victim. I need to find out for my-

self what I did to attract this man, and if I

might have done anything to upset or make

    him angry.

A suspect, Thurswill Scholtz, was arrested

in connection with this assault. He appeared

in the Strand Magistrates Court this past

Monday, 18 February, on charges of robbery

and assault with the intent to cause serious

bodily harm. According a police spokesper-

son, the suspect has been positively linked

to other robbery cases in the Strand. He re-

mained in custody andwill reappear in court

on Monday 25 February for a formal bail ap-

    plication.

    1. Video footage shows the suspect walking

past the gate for the second time at 17:47.

    2. Anton Grick (64), in the white shirt with

his back to the camera, talking to the intrud

    er at the gate.

    3. Anton Grick runs into the direction of

Beach Road to his bookshop to call for

help after his attack. The suspect can be

seen sliding through the space at the gate

before running in the opposite direction.

    Rivalrybetweenschools turn sour

    NIKITA SYLVESTER

What started out as innocent sporting ri-

valry between schools appears to have

turned sour, displaying very poor school

    spirit.

On Wednesday morning 13 February the

staff and pupils of Hottentots-Holland High

    Schoolweregreetedbyanunwelcomingmes-

sage spray-painted on the front wall of their

    school.

The following day Strand High School was

    alsoexposed toanunpleasant surpriseon the

    front wall of their school.

Both HHH and Strand High School princi-

    pals,Geoff vanderVoort andChristianKlop-

per, agreed that over the years the summer

    interschools athletics between their schools

and Parel Vallei High had usually sparked

healthy competition among the pupils and

has also been a highlight on the Helderberg

    social calendar.

However, this year the pupils have taken

    things a little too far.

    An incident tookplacewhere the grounds

of HHHwere trespassed and damage done to

the school grounds. Fortunately, the persons

involved in the incident came forward and

admitted to the transgression, for which

HHH has the utmost respect, said Van der

    Voort.

Klopper confirmed that some of his

schools athletes have owned up to trespass-

    ingonto thegroundsofHHHandvandalising

    the wall.

    Their behaviour was unacceptable. The

pupils offered to apologise to the neighbour-

ing school out of their own free will and the

staff of HHH witnessed this apology on Fri-

    day 15 February, said Klopper.

However, the perpetrators who have dam-

aged the school wall of Strand High remain

    unknown.

Van der Voort expresses frustration that

nobody was identified in committing the of-

fence against StrandHighSchool and that no

one has come forward to acknowledge in-

    volvement in the incident.

    Headded thatwordsrelated toracismwere

spray-painted at HHH, which had a negative

effect on the pupils and staff.

Despite the above, it is heart-warming to

    report thaton thedayof the InterschoolsAth-

letics at Coetzenburg the participants from

all three schools displayed true sportsman-

ship on the track, field as well as the pavil-

    JAMEY THOMAS

    Strand-inwoner Willie Snyman (47) staan

    elke dag bakhand inAndries Pretoriusstraat,

    standvereisdatsynooituitdieoog

is nie. Slegs twee maande gelede

    moeseknogmethaarhospitaal toe

    jaagweens n suurstoftekort, ver-

tel die werklose pa, wat enige los

    werkies aangryp vir n inkomste

om kop bo water te hou.

Volgens Willie het hy 28 jaar

    lankas sjef gewerk,maarmoeson-

gaan, en ek wil h symoet so normaal moont-

lik voel.

my kindmoet uitgejouword oor haar vingers

    nie.

    duidelik.

    Vergelegen Kwikspar het onlangs bekend

    gemaak dat hulle n geldinsamelingsveldtog

in hul winkel vir Willie sal begin.

Volgens Davey Rainier, eienaar van Verge-

legen Kwikspar, beplan hulle om n plakkaat

en blikwaarinmense kleingeld kan gooi voor

in hul winkel wat in Schapenbergstraat, So-

    merset-Wes, gele is te plaas.

    Ons gaan selfs fondsinsamelingsprojekte

    begin, soosomboereworsrolletjies teverkoop

    rus by 074 917 2448 bel.

beth, moet so normaal moontlik voel.

    JAMEY THOMAS

Motorists travelling along the R44 be-

experience delays for the next three

    weeks, or more.

    According toHein Jacobs, site agent/

manager for Rainbow Civils the con-

tractors, roadworks on this stretch of

    road will commence next week.

    Temporary lane closures on this

road can be expected from Tuesday 26

February to Wednesday 26 March for

    routine maintenance, said Jacobs.

    The road maintenance works entails

repairs to the road surface and sealing

all the cracks to increase its lifespan.

Stop-and-go controls will be put in

    place while maintenance work com-

mences on one lane at a time, between

09:00 and 15:00 on Mondays to Fridays.

On weekends the road will be opened

for full utilisation by motorists and for

    free-flowing traffic, explained Jacobs.

routes to get to their destinations, but

implore motorists who will utilise this

road during the maintenance period to

    do so cautiously.

    Motorists are advised and requested

to drive safely and adhere to the stop-

and-go controls in place, said Kafaar.

    Policebuildinga crimenest

    NIKITA SYLVESTER

About seven years have passed and still

the old police station in Strand remains

    of high public concern.

Located on the corner of Wesley and

Church Streets, this building is believed to

be inhabited by vagrants on a regular basis.

Reports of illegal substance abuse and disor-

derly behaviour have also surfaced continu-

    ously.

AStrand resident living in close proximity

    to thebuildingsaidhehaswitnessed thisnev-

    er-ending trend for several years.

The irony of this situation is that the old

police station shouldbe anexample of protec-

tion for us, yet this protection place is now

being used by thieves to further their own

needs, said the resident who wishes to re-

    main anonymous.

On behalf of all of the other residents of

the Strandwhopay ourmonthly rent on time

each month and who work honestly for that,

I would like to see this house being cleaned

    up for us, he said.

According to ward 83 councillor Dave Ven-

ter, the old police station was allocated to a

beneficiary in a land claims matter.

    Severalyearsagowewereinformedbythe

department of public works that the land

claim was successful and that the property

    wouldbetransferredintothenameof theben-

eficiary. To date and to my knowledge this

    processwasnevercompleted, statedVenter.

He added that the department refuses to

name the beneficiary, they cannot and will

not give any indication of the reasons for de-

    layorwhythepropertyisnot transferredinto

    thenameof thisbeneficiarynorare theywill-

ing to commit to any time period in which

they envisage it to be finalised.

According to Venter the department has

done nothing to secure this asset which re-

sides in a prime location. They have allowed

vandals to invade the property and demolish

    it slowly but surely.

There is obviously no water and electrici-

ty. Thus the vagrants who live there use it

as a wall-to-wall toilet. It is not only a danger

to members of the public but also a health

    risk, said Venter.

In an effort to resolve the matter, Venter

has requested the City of Cape Town to de-

clare the old police station an unsafe build-

ing. He confirmed that they have also started

the process to declare an intergovernmental

    dispute regarding this matter.

    Barry Jackson, a well-known Somerset

West resident, died onMonday 11 Febru-

    ary after a short illness.

Barry arrived with his family in South Af-

rica from the United Kingdom in January

1952. He attended Somerset House Private

School and completed his schooling at Hot-

    tentots-Holland High School.

He was a second Somerset West Scout for

many years and as such helped to clear the

Helderberg Nature Reserve and the Lourens

River of alien vegetation. He was especially

proud to have been associated with these

    projects.

Barry joined Leyland as an apprenticemo-

joining BMW, from which he retired at the

    CityofCapeTownresponds to rubble dispute

I wish to respond to the articles No landfill

sites cripple rubble remover (7 February)

and Citys response to lack of landfill sites

    is unsatisfactory (14 February).

The City of Cape Town takes cognisance

of the concerns raised by the residents and

empathises with their situation. The solid

    waste management department does not

want to hamper employment or create diffi-

culties, but is restricted by funding, legisla-

tion and suitable land in this regard.

However, the Department is in the process

of formulating a tender for a feasibility study

to be conducted for a possible Transfer Sta-

tion in the Helderberg area. The site identi-

fied for the study is the Vaalfontein site. The

study will take place during this year.

Planning is underway to establish similar

drop-off sites at the Swartklip Transfer Sta-

tion on Swartklip Road and the closed Faure

    landfill.

There are no short term plans to create a

landfill facility in the Helderberg area.

    Construction companies and rubble re-

moval companies are advised to bill their cli-

    entsproportionately, taking intoaccount the

tariff at landfill sites for loads bigger than

    1,3 tons.

In some cases these costs are passed on to

the end-user, but unfortunately in certain

cases the service provider dumps the waste

    and pockets the money.

Companies dealing in builders rubble, in

quantities exceeding the 1,3 tons which are

accepted at the citys drop-off sites, are en-

couraged to make use of the citys landfills

in this case the nearest ones are in Sacks

Circle, Bellville or at Coastal Park on Baden

    Powell Drive near Muizenberg.

Smaller loads of waste, not exceeding 1,3

tons, can be taken to the drop-off free of

    charge.

Drop-off sites in the broader Helderberg

area are Gordons Bay (Sir Lowrys Road)

and Macassar (Kramat Road). We request

that you do not dump rubble illegally.

There are so many negative influ-

    cangardeners share their passionwith

    those around them?

    Love the planet

    Whatbetterwaytoshowloveforourplanet

    than to practise water-wise gardening?

    There aremany effectiveways to savewater,

but a rain garden is surely one of the most

    beautiful ways to conserve water.

Rain gardens require some initial digging

and then some important observation of

    where runoff anddownpipewater pools dur-

ing the wet season, or where runoff water

could easily be trapped and collected. The

idea is that a large shallow hollow is dug and

landscaped where storm water collects. The

bowl-type area which is then planted up

with flowers and shrubs will catch and hold

this excess flow of rain water for a day or

twoas it gently soaks away into

    the slightly sunken garden.

    Plant the rain garden with

plants like arum lilies in the

    middle (the wettest part)and

    more drought resistant plants

    like day lilies and alstroemeria

    outwards towards the higher

and dryer edges of the bowl.

The dug out soil can be placed

to ridge along one side of the

rain garden, and planted as a

    rockery or with succulent

    plants that need particularly

good drainage. If the rain gar-

den is in a shady area, you

    could fill itwithavarietyofplec-

    tranthus plants.

    Love the neighbourhood

    Create a gardenoutside your

    property to share some beauty

    withneighboursandotherpas-

easy to grow, and are easily

    maintained. Fast-growing

    Cape honeysuckle planted

    against the boundary wall or

fence will soon form a screen

and serve as the backdrop to

    your pavement garden.

Include one or two insect at-

    tracting plumbago shrubs into

the backdrop for white or blue

    flowers that the insect eating

birds also love. For the foreground, and for

year-round colour, plant a selection of pro-

    teas, brunias, agapanthus, dietes, succu-

    lents and aloes.
