Volgens Bonakele Diniso (47) wat by Rainbow Civils werk, het hy om- streeks 09:30 in die verbygaan ’n knuppel op die brug sien lê en gestop om dit op te tel. Diniso het die tou wat aan die brug vasgemaak was gesien en by nadere ondersoek het hy die liggaam daar sien hang. Die polisie en Gordonsbaai Seku- riteit se ambulansdienste was gou op die toneel. Metro Nooddienste is later ontbied om die lyk teen die rotsagtige helling na bo te bring. Volgens Gordonsbaai-polisie- woordvoerder AO Nico Beukes, is die man na raming in sy laat veer- tigs en was hy geklee in ’n swart de- nimbroek, swart reënbaadjie en swart tekkies. Beukes het gesê werkers van die Kaapse Natuurbewaring het die Colt-bakkie wat vermoedelik aan die oorledene behoort het, reeds teen 06:00 ’n entjie van die toneel in die rigting van Rooiels sien staan. In ’n ander voorval is die polisie ook op soek na inligting wat met hul ondersoek kan help na ’n lyk van ’n vrou wat Maandagoggend om- streeks 07:30 op ’n oop stuk grond in Gordonsbaai gevind is. Volgens Beukes het ’n man wat met sy honde gestap het, op die lyk van ’n vrou afgekom. Beukes sê die stapper het onder- soek ingestel toe die vier honde in ’n afgeleë gebied in Kirstenstraat stil gaan staan het en onophoudelik begin blaf het. Die man het die lyk van ’n half- naakte vrou wat met haar gesig in die grond gelê het, ontdek. Volgens Beukes het die lyk nie te- kens van ontbinding getoon nie, en vermoed hulle dat die vrou in die nag gesterf het. Die vrou, vermoede- lik in haar vroeë vyftigs, het ’n ligte gelaatskleur en het kort, rooi, krul- lerige hare. Sy het enkelstewels en ’n swart- en-wit trui aangehad. Sy het geen klere aan haar onderlyf gehad nie, en ’n donkerkleurige broek het naby haar gelê. Daar was kneusplekke aan haar nek. ’n Sakkie met brood is ook langs haar gevind. ’n Nadoodse ondersoek is inge- stel.Persone met inligting of wat die vrou kan identifiseer, kan speur- konst.     gelaatskleur en het kort, rooi, krul-

    lerige hare.

    en-wit trui aangehad. Sy het geen

    klere aan haar onderlyf gehad nie,

    chased after the assailant,

    leapt through the air and

    landed on top of him.

    This act of bravery was per-

    formed last Thursday by Mas-

    ter Suliman Sampson (53), a

    well-known Kung fu master in

    theStrand, inanattempttostop

    a thief who had just stolen a

    womans handbag.

    Sampson recalls that he had

    just completedhis training that

    morning at around 11:00. He

    was unpacking his weaponry

    whenheheard awoman cry for

    help outside.

    I looked out of the window

    and saw a guy running down

    Van Ryneveld Street in the di-

    rection of the parking area.

    The woman was shouting

    hestolemypurseandafewcar

    guardsattendingto theparking

    area tried to bring him to a

    halt, explains Sampson.

    The robber turned around

    and ran back towards Samp-

    sons Kung Fu and Tai Chi

    School in Michau Street.

    Hewasrunningvery fast, but

    just after turning thecorner,he

    met his match.

    I dived on top of him andwe

    landed on the pavement. I

    grabbed him around the neck

    and put him in a neck hold, but

    hewasquiteresistant,remem-

    bersSampson,whoaddsthathe

    had to dish out a few punches

    to subdue the criminal.

    Employees at a nearby law-

    yers firm saw what was hap-

    pening and phoned the police.

    Sampsons wife came run-

    ning from his martial arts

    school, carrying nunchucku,

    which he used to restrain the

    robber until the police arrived

    a few minutes later.

    One of the bystanders hand-

    ed the woman her purse. Em-

    ployees of the lawyers firm

    were very sympathetic and

    gave thevictimsugarwater for

    the shock.

    She was stunned by what

    had happened and couldnt re-

    ally speak,but shewasgrateful

    that we had assisted her, said

    one.

    According to Sampson, the

    womanbelieves the robber fol-

    lowed her from Clicks, which

    is situated lower down the

    street.

    When she noticed him, she

    attempted to walk faster. As

    she turned the corner on her

    way to the parking area, he

    grabbed her handbag and

    made a run for it.

    Sampson has been doing

    Kung fu for the past 38 years.

    When asked why he inter-

    vened, he explained that he

    was bullied at a young age and

    does not tolerate crime.

    He added that the area has

    become crime-ridden and that

    prostitutes and drug dealers

    are an everyday sight.

    Its easy for the skollies to

    seewho they can prey upon, so

    people should be more aware

    of whats going on around

    them.

    Teacher passes away

    Well-known educator

    Everette Poole passed

    away on Thursday 15

    August after a long ill-

    ness faced with great

    fortitude and grace.

    Everette qualified as

    an educator at re-

    nowned Wesley Teach-

    er Training College in

    Salt River after com-

    pleting her secondary

    education at Athlone

    High School.

    Her first teaching appointment

    was at Jakkalsvlei Primary

    School. In the absence of public

    transport,Everettewould cycle or

    hike from Somerset

    West to Athlone.

    Abrahams took pity on

    Everette and offered

    her a teaching post at

    St Georges Primary

    School in Van der Stel,

    TheGordonsBayResidentsAsso-

    ciation (GBRA) succeeded on 13

    August in overturningwith costs,

    the authorisation for the pro-

    posed Suikerbossie Estate above

    Gordons Bay.

    This victory comes after six years

    of public participation and four

    years of litigation, the spokesperson

    for theGordonsBayResidentsAsso-

    ciation (GBRA) Rowan Dent said.

    He added that this was not only a

    victory for the environment but also

    for the community.

    This is the third time the GBRA

    havehad to oppose anapplication for

    development on the mountainside,

    and they are determined to preserve

    the natural heritage.

    The Gordons Bay residents

    raised funds to finance a High Court

    action with the Save OurMountain

    Campaign, said Dent.

    The DistrictMail previously re-

    ported that the development was for

    80 houses on 600 m on the thin strip

    of landknownasSuikerbossieEstate

    onthemountainslopesabove the last

    row of residential erven on the sea-

    facing side of Gordons Bay. A sub-

    stantial portion of the development

    would have taken place on steep

    slopes.

    The tussle between the ratepayers

    and the developer - Gordonia Mount

    Properties -hasbeenragingsince the

    first attempts to launch the construc-

    tion in the late 1980s.

    Dent explained that to start devel-

    oping the developer required: (a) en-

    vironmental authorisation from the

    provincial environmental authori-

    ties in terms of the then applicable

    Environment Conservation Act

    (ECA); and (b) land-useplanningper-

    mission from the municipality in

    terms of the Cape LandUse Planning

    Ordinance (LUPO).

    He said that litigation ensued

    when the former MEC for local gov-

    ernment, environmental affairs and

    development planning, Pierre Uys,

    inexplicably granted environmental

    authorisation in February 2009 and

    upheld an administrative appeal by

    thedeveloper inMay2009. Thiseffec-

    tively granted planning approval to

    rezone the development area and

    subdivide it into80residentialerven.

    TheGBRAapproached the court to

    have both decisions set aside as they

    believed they were not rationally

    based on the information before the

    then minister Uys.

    InNovember 2009, the City of Cape

    Townbrought a separate application

    to have the planning approval set

    aside and since both the GBRA and

    the Citys application sought the

    same relief, thematterswere eventu-

    ally consolidated. Shortly before the

    date of the hearing, the incumbent

    minister filed an affidavit conceding

    that section 44 of LUPO (the appeal

    section) was unconstitutional in his

    legal advisors opinions.

    On 13 August this year, the battle

    was won when Judge Denis Davis

    confirmed an order which was

    reached by agreement between the

    parties that section 44 of LUPO was

    unconstitutional, and set aside the

    planning approval.

    officers, hemadea run for it, butwas soon

    caught by the officers.

    investigation it was established that the

    len in Alphen Street, Strand during a

    housebreaking.

    Teenager arrested

    ) A teenager (14) was arrested on Tues-

    day and charged with common robbery

    after he allegedly robbed a schoolgirl of

    her cell phone in Sarel Cilliers Street,

    Strand, and ran into the DamPark (oppo-

    site Strand High School). A Vetus Schola

    security dog tracked him down.

    The boy was released into his parents

    custody and appear in the Strand Magis-

    trates Court on 22 August.

    ander, bevorderingsposte was ter sprake, en

    besighede wou hulle nie finansieel onder-

    steun om hul projek te voltooi nie.

    bakstene afgewas en skool toe gebring om

    met die aanbouings te help. Selfs n konsert

    is gehouomfondse in te samel endievloerbe-

    Maar toe hoor oorlede Wilfred Baard ty-

    dens n treinrit dat die All Blacks in Somer-

    set-Wes besoek sou afl.

    Baard het voorgestel dat hulle die rugby-

    sterre met die Haka welkom heet. Volgens

    Leibrandt het sy di geleentheid raakgesien

    en ingestem. Die o. 10-rugbyspan het toemet

    n dawerendeweergawe van dieHaka dieAll

    Blacksbydie lughaweverwelkom, en is deur

    plaaslike sowel as Nieu-Seelandse media af-

    geneem. Danksy n huisvrou van Nieu-See-

    land wat di besondere verwelkoming in die

    media gesien het, is relings getref vir die

    rugbyspan om na hul land te toer sodat ook

    hulle n warme verwelkoming kon ervaar.

    Hulnuutgevonde roemhetplaaslikebesig-

    hede en die gemeenskap geinspireer om on-

    dersteuning te verleen en die toer te reali-

    seer, en selfs die Independent Development

    Trust (IDT) het aan boord gekomomdie aan-

    bouings te voltooi.

    Leibrandt ag dit as n bewys dat niemand

    te eenvoudig is om groot hoogtes te bereik

    nie.

    In 2005 het sy die moeilike besluit geneem

    om n 38 jaar uit die onderwys te tree omdat

    sy reeds van n vroe ouderdom begin werk

    het. In Januarie 2006 het sy egter by die Imi-

    bala Trust aangesluit, waar sy met verskeie

    Helderberg skole gewerk het. Sy het ook in

    2007 vir sesmaande as skoolhoof vanTempe-

    rance Town Primr waargeneem en in No-

    vember 2012 by Danie Ackermann Primr

    aangesluit. Leibrandt sal,wanneer nperma-

    nente skoolhoof byDanieAckermannaange-

    stel is, weer na Imibala terugkeer.

    Volgens Leibrandt is en bly sy bowenal n

    onderwyser. Daar is geen groter beloning

    as wanneer jy kinders wat nie eers hul neu-

    sies kan snuit, n potlood kan vashou of lees

    nie, opvoed en sien dat hulle dit op die ou

    einde self kan doen. As ek weer n beroep

    moet kies, sal dit beslis onderwys wees.

    Mall- sekuriteit is om hul kame-

    rastelsel te alle tye in n goeie

    werkende toestand te kry voor-

    dat daar nog ander groter verlie-

    se is. Laastens aan Pick n Pay-

    personel, baie dankie vir julle

    flinke hulpvaardigheid.

    Die kamerastelsel by Somerset

    Mall is die beste kwaliteitwat tans

    beskikbaar is. Ons het ho-defini-

    sie kameras wat alle beweegpunte

    in die sentrum kan opneem.

    Op die betrokke dag was ons be-

    sig om die stelsel te diens wat tot

    gevolg gehad het dat sekere tye nie

    opgeneem was nie. Ongelukkig

    was die gevolg daarvan dat ons

    nie kon sien hoe die voertuig ons

    perseel verlaat nie.

    Die redewaaromonsnie n seku-

    riteitswag in die onmiddellike om-

    gewing gehad het nie, was omdat

    die voertuig binne in Pick n Pay

    se afleweringsgebied geparkeer

    was. Die aantyging dat ons hom

    nie aangeraai het om die polisie

    te skakel nie, is vals.

    Ons het self die polisie geskakel

    omdie voertuigbesonderhededeur

    te gee sodat hulle op die uitkyk

    moetweesdaarvoor, asookmenige

    kere aangebied om mnr. Februa-

    rie se seun te help om self n saak

    nommer te kry. Hy het ons egter

    meegedeel dat sy pa reeds by die

    polisie is en ons hulle nie hoef te

    skakel nie. Ons is baie trots op die

    CCTV stelsel by Somerset Mall en

    het deur die skitterende beeld al

    baie sukses behaal.

    Ons is so gewoond aan swak en

    selfs trae diens, dat ek graag vir

    Galactic Kitchens & Cupboards in

    Gants Centre wil gelukwens en

    bedank vir hulle uitnemende

    diens.

    Alle firmas neem graag werk

    aan, van duisende rande, maar

    wanneer n klint n klein werkie

    wil laat doen, is niemand gewoon-

    lik genteresseerd nie. My inge-

    boude dubbeloondkas het na baie

    jare se gebruik byna deurgebrand

    aan die onderkant, a.g.v. te min

    ventilasie.

    Op n Vrydagmiddag, n ons die

    ontdekking gemaak het, het ek na

    Galactic se perseel gery en my lot

    daar beklae aan mnr. Gerrie van

    Dyk. Hy was dadelik bereid om te

    help deur saam met my huis toe

    te ry en na die probleem te kom

    kyk. N n paar afmetings wou hy

    weet of ons die volgende dag, wat

    Saterdag was, tuis sou wees.

    Groot was ons verbasing toe

    twee baie netjiese, goed opgeleide

    skrynwerkers, wel die volgende

    oggend opdaag om die kas te kom

    herstel. Binne 40 minute het hulle

    die taak voltooi, netjies opgeruim

    en vriendelik gegroet!

    The escalation of crime in the Hel-

    derberg is a cause for serious con-

    cern.

    Not even the icy cold, wet winter

    weather seems to deter the crimi-

    nals.

    The criminals are also becoming

    more and more brazen and armed

    robberies duringworking hours are

    becoming all too frequent.

    House-breaking in Somerset

    West, Strand and Gordons Bay as

    well as theft frommotor vehicles are

    also all on the increase.

    All of these crimes are occurring

    despite security companies and the

    South African Police Services in-

    creasing their personnel, vehicles

    and forming specialised units such

    as dog squads and rapid response

    teams.

    Someof thesecrimesmayhavead-

    mittedly occurred because people

    were simply not vigilant enough, or

    did not have adequate security or

    alarms on their properties, houses

    and in their vehicles.

    However, crimes have also been

    reported where residents had

    alarms, security sensor beams,

    lights, fences, etc. andstill theywere

    robbed.

    What arewe supposed to do to pro-

    tect ourselves, our families, homes,

    and hard-earned possessions from

    being taken away from us?

    The SAPS and the various securi-

    tycompaniesaroundtheHelderberg

    have repeatedly urged residents not

    to despair, but to help them fight

    crime.

    They all stress that the best form

    of crime prevention is the immedi-

    ate reporting of all suspicious-look-

    ing people, vehicles or activities in

    your neighbourhood.

    dads house and if he had invested

    R10 000, etc. In 1979 I bought a new

    Mercedes Benz 280S for R14 000, as

    this was the cheapest of the Smod-

    els. Todays cheapest S model cost

    more than a million.

    This shows what R10 000 was

    worthwhenMarksdadboughthis

    house.

    I agreewith his argument about

    the investment value of property,

    but readers are going to see R10

    000 and R122 million in todays

    money instead of R1 million and

    R122 million.

    This shows again that if one has

    money to invest let the experts like

    Mark do it.

    This is just a heartfelt thanks to all

    the staff and doctors at Country Ani-

    mal Clinic for their excellent service

    and concern for my cat, Chai, who

    was hit by a car about a month ago.

    A pin was implanted in a badly

    smashed leg and secured with wire.

    X-rays were shown to explain what

    was done to secure his leg. He was to

    stay in a cage for six weeks to heal.

    After four weeks, he started experi-

    encing excruciating pain and we

    were frantic with worry. The vet im-

    mediately put him on morphine to

    treat thepain.Wewereallowedtovis-

    it over theweekend.Theconcernwas

    that he could lose a leg.

    On Sunday Iwas phoned by the vet

    who explained the procedure that

    wouldtakeplacethenextday.Shedid

    notwant to just amputate the leg, but

    wanted to try and save it. It seemed

    that the pin had migrated with the

    cats movement and had pushed on

    the sciatica nerve.

    We were so impressed with the

    amazing loveandaffection forourcat

    from the staff and the empathy and

    excellentsurgerybothtimes fromthe

    vets.

    I would recommend them to any-

    body with all my heart. It was good

    to be at peace both while he was a pa-

    tient thereandwhilehewasbeingop-

    erated on. Thanks for excellent serv-

    ice, but most of all for the love and

    warmth we experienced from you.

    Camellia celebrationweekendatVergelegen

    Vergelegen Estate in Somerset West boasts

    oneofonly twoInternationalCamelliaGar-

    dens of Excellence in the southern hemi-

    sphere and garden enthusiasts have the

    opportunity tobookforaguidedtourof this

    horticultural treasure in August.

    Thetourswilldepart fromtheestatesStables

    restaurant at 09:00 and 14:30 onSaturday 24 and

    Sunday 25 August.

    Each tour lasts one and a half hours and ac-

    commodates a maximum of 30 people, so book-

    The cost is R90 person and includes entrance

    to the estate, tea/coffee and a selection of cakes

    at the Stables restaurant.

    This is theprime time toviewthesemagnifi-

    cent pink, red andwhite blooms, saidVergele-

    gen horticulturist Richard Arm, who will lead

    the tours. We have over 1 000 camellia bushes

    at the estate, some of which are extremely

    rare.

    Vergelegens camellia garden is one of only

    17 International Camellia Gardens of Excel-

    lence in the world (the other southern hemi-

    sphere camellia garden is in Melbourne, Aus-

    tralia.) The 313-year-old estate received this ac-

    colade in 2010 from the International Camellia

    Society, a non-profit society founded in 1962.

    Vergelegen fans who have not visited the es-

    tate during the past year or two are in for a

    treat, as the estate has new lustre thanks to a

    major upgrading and extension of its hospitali-

    ty facilities and gardens.

    A new wine tasting centre has been con-

    structed, the former visitors centre has been

    converted into the family-friendly, bistro-style

    Stables restaurant, anda signature restaurant,

    Camphors, has opened to much acclaim.

    Gardenadditions includeanewEastGarden,

    which featuressome12000agapanthus,amaze,

    walkways, water features and an innovative

    childrens adventure playground; the herb and

    vegetable garden which have been enlarged

    and replanted; and the establishment of an oak

    arboretum.

    Vergelegen is open daily to the public, from

    09:3017:00 (last entry 16:00) with the exception

    of 25 December, Good Friday andWorkers Day

    was awarded the Rawson Property

    Groups prize for the highest commission

    fees earned in theWestern Cape in the pe-

    riod November 2012 to April 2013.

    This award is somewhat extraordinary be-

    cause in the case ofmany franchises, the fran-

    chisee does not usually sell property and

    therefore cannot earn his own commission.

    Here at Rawson SomersetWest we believe

    that it is good for the franchisee to get out and

    sell because it keeps him in touch with the

    marketandthereforeputshiminabetterposi-

    tion to advise and support his agents, said

    Van der Merwe.

    Working closely with his father, Johann

    vanderMerwe,whoestablished the franchise

    seven years ago, he is able to devote 70% of

    his time to his own sales, leaving the remain-

    der of the time for support to his agents and

    the runningof the office. This regime, he said,

    does call for long hours, but he has never be-

    grudged this.

    The award was based on Van der Merwe

    achieving R42 million worth of sales in the

    periodmentioned. Thehighest priced proper-

    ty sold during this period by him was a five-

    bedroom, mountain-side home in Spanish

    Farm, which sold for R6,5 million.

    The least expensive property sold by Van

    der Merwe was a three-bedroom townhouse

    in Somerset Ridge, which achieved a price of

    R825 000.

    Askedwhat other estate agentsmight learn

    fromhis sales successes, VanderMerwe said

    that itproves,yetagain, thevalueofestablish-

    ing a loyal client base and building a reputa-

    tion based on reliability and trustworthiness.

    Ahighpercentageof todays buyers inSom-

    erset West, added Van der Merwe, are from

    Gauteng. They moved to Somerset West be-

    cause they appreciate the lifestyle, the low

    crime rate and the quality of the local, well

    established schools in the area.

    Also prominent among buyers these days,

    are Germans who currently own 13% of the

    residential properties in Somerset West.

    Advice based on risk profiling is

    fundamentally flawed

    Financial advisors are governed by the Finan-

    cial Advisory Intermediatory Services Act

    (FAIS). In termsof theAct financial advisors are

    accountable for their advice.

    What is of concern is an unattended

    consequence of how this legislation may

    influence the quality of advice being pro-

    vided. In terms of FAIS financial advi-

    sors are required to complete a riskques-

    tionnaire with their clients.

    The basic risk questionnaire attempts

    to classify clients as having a conserva-

    tive,moderate or aggressive risk profile.

    This is determined by asking ques-

    tions related to age,market volatility, in-

    come required, term of investment and

    the clients general awareness and un-

    derstanding of markets and investing.

    There is no link between the clients

    requirements/objectives and their per-

    sonal risk profile.

    The financial advisor completes a risk question-

    naire for the client and if the client is classified as

    conservative (lowrisk), then the recommendedport-

    folio is structured as a low risk investment.

    The advisor has compliedwith theAct by complet-

    ing the risk analysis and matching the investment

    risk with the clients personal risk profile.

    The advisor can then sleep well in the knowledge

    that they have complied with the Act and therefore

    cannot be held liable for advice provided.

    Wrong! An advisors job is to construct

    a portfolio, whichwill provide for the in-

    vestors objectives by taking on optimal

    risk assets.

    A good advisor/wealth manager will

    educate their clients by explaining the

    concept of risk and return, diversifica-

    tion and how asset allocation manages

    risk (volatility), thus ensuring the client

    is capable of taking on the risk required

    to achieve their objectives.

    Advice based on risk profiling is fun-

    damentally flawed and once the regula-

    tors understand this, they will undoubt-

    edly amend the law.Until then, be wary

    of recklessly conservative advice

    based on emotional decision-making.

    They say doctors bury their mistakes

    and pilots get buried with their mistakes. Financial

    advisors will probably get buried by their mis-

    takes!
