    Strand-landdroshof borgtog geweier.

Dit volg n die beskuldigde, Anton Thomas,

na beweringGodfrey Cassidy in n wraakaan-

val met n mes doodgesteek het.

    Twee banke vol Broadlands Park-inwoners

het Maandag die hofverrigtinge bygewoon ter

ondersteuning van die oorledene se ma, Fran-

    cis Lukas, n gemeenskapsleier.

n Petisie van 1 000 handtekeninge wat Tho-

mas se vrylating op borgtog teenstaan, is ook

    aan die hof oorhandig.

Die staat het ook borgtog teengestaanweens

die erns van die misdaad. Die hof het gehoor

    datdieoorledenenabewering n familielidvan

    ekhetmosges ekgaan joudoodsteek,waar-

gepleeg is en gevolglik as n skedule-ses-mis-

Frieslaar enMoffitwas in n driftige redena-

sie betrokke omdat Moffit wou weet of enige

    roep.

    Scheepershet inhaaruitspraakgesdatver-

skeie faktore in ag geneemmoetword voordat

    sal ondermyn.

Gevolglik is borgtog aan Thomas geweier.

Sy volgende hofverskyning is op 9 April.

A six-year-old girl from Sercor Park,

after beingmauled by a pitbull on Friday

    28 February.

    NikitaMoseswasviciouslyattackedby the

dog and sustained serious head injuries. The

Grade 1DrG.J. Joubert pupil had to undergo

an emergency operation on Friday evening

    to re-attachher scalp, followedbyaskingraft

    on Monday.

According to Nadia Moses (31), Nikitas

mother, she was playing with five of her

friends four houses away from their home.

Nadia says that she was at home when she

heard children cry for help, and went to see

what was going on. It was just after 14:00.

I noticed a crowd of people gathering out-

side the house where Nikita was playing.

Whilemakingmyway there I saw all of Niki-

    tas friends,excepther. Iaskedourneighbour

whether he had seen Nikita, to which he re-

plied: Its your daughter thats being at-

tacked by a pitbull, explained the trauma-

tised mother, who rushed to her daughters

    aid.

Jerome Moses (34), Nikitas father, added

that according to his daughter, they were

playing outside in the yard when she had to

use the toilet. However, on her way inside

she tripped and thats when she was at-

tacked by one of two pitbulls.

Nikita says that the first dog licked her,

but the second dog attacked. He bit her leg

and then got hold of her head, says Jerome.

    Nikitas grandmother Freda Lawrence

(49), who was summoned for help by Nadia,

says that she will never forget her grand-

daughters cries for help. She kept screa-

ming, Helpme please, the dog is going to kill

    me, says Freda.

    Freda added thatCharlesBester,who lives

    nearby, rescuedNikita.Thiswasafterpeople

stoned and hit the dog, trying to get it to re-

    lease Nikita.

Charles twisted the pitbulls ears and

grabbed it by the throat until it let go of Niki-

    tas head.

Nikita was covered in blood when they

handed her to me. But, she was a real little

fighter and kept telling her mom and I not

    to cry, said Freda.

According to Nikitas parents, the attack

had lasted for almost an hour.

Nikita was transported to Helderberg Hos-

    pital by ambulance.

    AccordingtoNadia, theyarrivedatthehos-

pital around 15:00 and were only attended to

    after 17:00.

According to Mark van der Heever, acting

director of communications for the Western

Cape Department of Health, the Helderberg

    HospitalsEmergencyCentrehas seenahigh

case load in recent weeks. Due to the pres-

sure, the patient experience is not optimal

and patients often have to wait.

The patient arrived at 15:27 and was

triaged [assigned a colour-coded priority sta-

tus] at 15:35. She was attended to by a nurse

    within 10 minutes.

She sustained a laceration on her scalp

    andher vital signswere normal.Herwounds

were cleaned and dressing was applied.

Thereafter, she underwent X-rays and was

put on intravenous fluids and antibiotics.

    Van derHeever says thatNikitawas trans-

ported to Tygerberg Hospital by ambulance,

where she underwent two operations. She is

    in a stable condition.

According to the family, they do not blame

anyone for what happened to Nikita, or bear

    anygrudges. Jeromesayshe is, however, dis-

appointed that a dangerous dog such as a pit-

bull is not prevented from coming into con-

    tactwithotherpeople it couldpossiblyharm.

In an attempt to find out what will be done

about the dog, DistrictMail visited the home

where the incident took place. No-one ap-

peared to be home, but both dogs were roa

    ming freely in the yard.

Jeanette Erasmus, president of the Pitbull

Federation of SA, says that a pitbull will not

simply attack someone. She says a pitbull is

not naturally an aggressive dog, but strives

to please its owner. However, the dog will at-

tack, she says, if it feels threatened or is

    trained to act that way.

Whether the dog is a purebred or cross

breed hugely impacts the dogs tempera-

    ment, explains Jeanette.

According to Julia Evans, manager of the

    Animal Welfare Society Helderberg, pitbull

dogs who attack people should be put down.

These dogs are very dangerous. If it has

attacked someone once, it is likely that itwill

    The incident occurred at about

Kramer says he was enraged at

    the bakkie drivers recklessness as

he had a woman with a toddler on

    her lap as his passengers.

I got so upset that I gave him the

middle finger. But maybe I shoul-

Instead of a reply, Kramer was

    Floodworksaffect river flow

    DELIAH BRINKHUIS

The natural flow of the Lourens

    River has been compromised by

    extensive floodalleviationwork.

    According to Prof Gerrit Basson

of the Department of Civil Enginee-

ring at the University of Stellen-

    bosch, the widening and deepening

of the river to increase its capacity

    has diverted its natural flow.

After the damaging floods in No-

vember last year, Basson was ap-

pointed by the City of Cape Town to

    investigate measures to prevent a

    recurrence.

    According to Basson, the islands

constructed around oak trees in the

    riverhavealsocontributedto thedi-

version of the initial flow, causing

    rapid erosion on the embankment.

As part of the Citys flood allevia-

    tion plan, gabions wire baskets

    filled with stones were construct-

edaround twooak trees in the river.

These will probably have to be re-

    moved.

    According to Councillor Brett

    Herron, Mayoral Committee Mem-

    ber for Transport forCapeTown, all

exotic trees had to be removed in

    areas where flood alleviation was

executed. These two old oaks, how-

ever, remained in the flood plain af-

ter numerous requests not to dis-

    turb them, he says.

    The DistrictMail previously re-

ported on the eroding of one of the

two gabions, within months of its

    construction.

    The City undertook to recon-

struct it, but before the process

could be initialised the tree was up-

rooted and fell into the river, where

    it still remains.

    The heavy floods in November

last year also took a toll on these

    wire and stone structures, resulting

in the erosion of a second gabion.

    Herron says where the hydrology

in the river has or can be compro-

    mised by these man-made islands,

they will be assessed and removed

    if advisable.

He says the removal of the islands

and trees is one of the first initia-

tives to be undertaken. He added

that a contractor will be appointed

    this month.

    This encapsulates the coverage

debate perfectly. On the one side is

a potential lawsuit over less than

optimal coverage and on the other

side we have upset residents oppos-

ing the installation of precisely the

new base stations we need to allevi-

    ate the coverage issues.

The simple fact is that as mobile

    data volumes continue to increase

at an unprecedented rate, we need

to install new base stations to cope

with the demand. Weve spent over

    R30 billion on network investment

over the past six years, and have al-

located R9 billion for the coming

and we often find that opposition

from a relatively small group can

    impact coverage forhundreds if not

    thousands of people.

    We fully understand that there

    are concerns about base stations

    and perceived health risks. After

more than 20 years of study, there

    CANSARelay raisesR107997 thanks toamazing community

The weekend of 8 and 9 February

saw yet again a successful finish

of the second CANSA Relay for

    Life - Helderberg.

    On Saturday afternoon 47 teams

(last year 32) ascended on Hotten-

    tots Holland High Schools rugby

    field.

At 18:00, 64 cancer survivors, the

eldest being 90, the youngest sev-

en, led the teams in for the start

of a relay walk around the field

that was to last the whole night.

    The Helderberg community

    showed a drive, dedication, deter-

    mination and commitment that is

    unequalled and unmatched. What

    an amazing community we have!

    The spirits remained high all

    night,withpeoplesupportingeach

high as the goal for CancerAware-

ness remained in each and every-

    ones hearts and minds.

Thanks to the teams of Clark

    Pools, Strand High School, BUCO,

    Lochnerhof, Purple Turtles, Team

South Africa, just to name a few.

    Special thanks to the LionsClub

and other unsung heroes who en-

sured bellies were filled and ener-

gy levels remained high all night.

    The organisers want to thank

each and everyone who took part,

for making this an event that will

remain a beacon in the hearts of

    hundreds, and contribute to the

    success of the event.

Last year we raised R47 223,65

and this year weve raised an

    amazing amount of R107 997.

    HELDERBERG

    Outof sight,

    out ofmind?

The CBD areas of Strand, Somerset

West and Gordons Bay are decli-

ning and it appears that not enough

is being done to stop the rot.

Residents of all three towns regu-

    larlywrite letters to theDistrictMail

    complainingabout the state of disre-

    pair in their towns.

    The decay is widespread, ranging

from potholes in the roads and bro-

ken traffic lights, to uneven pave-

    ments and old decaying structures.

A prime example is the sea wall in

    Beach Road, Strand.

    Residents claim council ignored

the crumbling old sea wall for too

long and left it to deteriorate. Their

    fears were realisedwhen sections of

the wall were smashed open by a

spring tide on Friday night. Beach

Road had to be closed on Saturday

    whilecleaning teamsmoved into the

    area to repair the damage.

    Business owners in Beach Road

were upset that the road was closed

and claim they lost considerable in-

    come as a result.

    Dave Venter, ward councillor for

the Strand, says hes been fighting

for years to replace the sea wall.

    Finally, in 2012, a sum of R178mil-

    lionwas allocated to the reconstruc-

tion of thewall over a period of three

    years.

    Inresponse toqueriesonwhenthe

rebuilding will start, the City of

    CapeTownsays it iswaitingonenvi-

    ronmental approval from the De-

    partment of Environmental Affairs

    and Development Planning.

Years were lost, however, in wai-

ting for the City to return some of

the funds it takes from Helderberg

    ratepayers, back into the area.

Sometimes it feels as though the

40 or so kilometre division between

the Helderberg and Cape Town is a

bit too long. Its almost as though the

Helderberg is out of sight, and out

    of mind as a result.

MAKING MEMORIES IN SOMERSET WEST: The grade 4 and 5 learners of

Somerset West Privates primary school recently toured Somerset West where

they visited a few historical sites including the 1819 Dutch Reformed Church

where they were in awe when priest Louis Cadle allowed them to ring the

original church bell. The group also visited the Lourens River bridge, the old

police station, magistrates office and the old post office in the Main Road.

They stopped at the Ou Pastorie where Somerset West Private school learner

Lourens Swarts great grandfather, Willie Morris, who was a renowned fish-

erman, used to live. As part of the history project they interviewed an older

member of the community, aunty Rosemary Jooste. She proudly shared her

heritage and growing up in Somerset West with the children. The childrens

tour ended with a picnic at Lourensford Farm. Here the children are seen

    with Rosemary Jooste.

    Beleggers salmoetaanpas

    Ons plaaslike aandelebeurs het

    sedert 2009 ongelooflik pres-

    teer. Beleggers kon bykans in

    enige fonds bel vir stewige

    groei, afhangende natuurlik

    van die hoeveelheid aandele

    waarin bel is.

    As gevolg van maatskappywin-

ste en omset wat verbeter het, het

    aandelepryse aanvanklik meer as

    verdubbel. Dit het opwaartse mo-

    mentumgegeemet aandelewat bly

styg het ondanks die feit dat die

    winsgroei nie noodwendig volhou-

    baar was nie. Hierdie positiewe

    delde gebalanseerde fonds onge-

veer groei van 16% oor hierdie tyd

getoon, aansienlik hor as die be-

oogde groeikoers. In die laaste jaar

    alleen was die groei

    meer as 20%.

    Wat beteken dit?

    Die antwoord is een-

    voudig, die historiese

    groei van die afgelope

    vier jaar was buiten-

    sporig en dat dit nie

    noodwendig volhou-

    baar is in die komende

vier jaar nie. In die vo-

    rige vier jaar was ons

    in n fase van dalende

    rentekoerse, tot die

    laagste vlakke in jare.

    Die wisselkoers van

    die rand teenoor die

    dollar het gemiddeld

op R8 te staan gekom en die infla-

    siekoerssowat5%.Ditalleswaspo-

    sitief vir ons aandelemark. Die

    grootverskilnou isdatdie inflasie-

Hier-

mee saam is die randbesig omaan-

sienlik te verswak, wat op sy beurt

    weer opwaartse druk op inflasie

plaas. Di bose kringloop is tans

    baie duidelik waarneembaar.

    Wat ek probeer s, is

    dat die dae van buiten-

    sporige groei getel is.

    Fondsbestuurders

    gaan dit al hoe moeili-

    ker vind om sterk

    groei te bewerkstellig.

    Hulle sal uiteraard

    streef na bogenoemde

    teikengroei, maar om

    dit te behaal gaan nie

    maklik wees nie. Be-

    leggers moet dus nie

    verwag dat die volgen-

    de vier jaarweer sulke

    stewige groei gaan op-

    lewer nie. Beleggers

    moet dus seker maak

dat sy fondsbestuurder wel sy tei-

kens vir groei kan behaal. Onthou

    datditvir nswakfondsbestuurder

die afgelope vier jaar maklik was

om goed te presteer. Die toets sal

nouwees of hulle dit in die komen-

    devierjaarookkanregkry.Pasdus

jou verwagting vir groei aan, en ek

stel voor dat dit liewers afwaarts

    moet wees.
