The function was held at National Physical Laboratory (NPL), one of India's oldest CSIR Laboratories, and was addressed by Vice President of India, Venkaiah Naidu as Chief Guest and Union Minister for Science & Technology, Dr Jitendra Singh as Guest of Honour. On the occasion, CSIR awards were presented in differ- ent categories, including young scientists, innovations by school children,Life-Time achievement and for distin- guished work of the year to the outstanding among the 37 CSIR laboratories spread across the country. Indian Institute of Integrative Medicine (IIIM) Jammu, which was established in 1940s by Sir Ram Nath Chopra, won the National award for initiating the "Purple revolu- tion" of India and thus, redefin- ing and reshaping the entire profile of agriculture entrepre- neurship for the years to come. Pertinent to mention that during the last one year, IIIM Jammu has supported a number of young Startups to undertake Lavender farming. As a result, young agriculturists from differ- ent parts of the country are approaching this institute to begin Startups in agriculture. Speaking on the occasion, Venkaiah Naidu lauded Prime Minister Narendra Modi's approach of "Reform, Perform and Transform". He also appre- ciated Dr Jitendra Singh for his wide knowledge in different fields. Expressing his keen interest in scientific research and encouraging the young Scientists, the Vice President of India said, he has undertaken a plan to visit various scientific institutes across India including CSIR laboratories, IITs etc. where he is interacting with Scientists from different spheres. He said he was particu- larly impressed with some of the women scientists. Dr Jitendra Singh said, "We should not restrict our ambition to be best in India but be best in the world as India is blessed with the demographic dividend of youth and they can take up any challenge with the right training and motivation". Dr Jitendra Singh said, as the Nation is celebrating the AzadikaAmritMahostav, the combined strength of CSIR, DBT, DST and MoES along with other science ministries can indeed transform the entire country in the next 25 years as the entire progress is going to remain heavily Technology dependant. He said, when India turns 100, it should be a global leader ranging from Defence to Economics with strong scientif- ic and technological inputs. Lauding the 80- year successful jour- ney of CSIR, Dr Jitendra Singh said, it is heartening to see the evolution of CSIR from developing India's first Indelible Ink used in elections to providing Indian Standard time using Atomic Clocks today. From the development of Swaraj Tractor to the recent test flying of HANSA-NG is a testament to the growth of CSIR in the last eight decades, he added. Referring to the Aroma Mission of CSIR, the Minister said, it has made a difference in the lives of thousands of farm- ers across India and especially in Kashmir. He said, CSIR's Aroma Mission introduced a superior variety of lavender in Kashmir, and today, a purple revolution is underway in Kashmir. He also mentioned that CSIR has introduced Heeng cultivation in India for the first time and introduced Saffron in non-traditional areas, apart from its well-known mark in the area of menthol mint. Union MoS Jal Shakti conducts day long tour of Kishtwar areas Excelsior Correspondent KISHTWAR, Sept 26: As a part of Union Government's Public Outreach Programme in the UT of J&K, Union Minister of State for Jal Shakti and Tribal Affairs, Bishweswar Tudu on the second day of his three day tour to district Kishtwar today conducted a day long tour of the far flung Paddar area of district Kishtwar. He inaugurated NTPHC building at Sohal and Tourism Facilitation Centre at Gulabgarh of Sub Division Paddar besides chairing a public grievance redressal camp there. During the tour, he also held an interactive meeting with PRI, senior citizens, Himalayan Buddhist Society and political parties besides SHGs and the Youth club members at BDO office Gulabgarh. Earlier, the Minister inaugu- rated newly constructed building of New Type Primary Health Centre (NTPHC) Sohal which has been undertaken by PWD division Paddar at an estimated cost of Rs. 171.45 lakhs and Tourism Facilitation Centre (under PMDP) building at Gulabgarh taken with a project- ed cost of Rs 244.08 lakhs con- structed by Kishtwar Development Authority. During the grievance redres- sal programme at BDO office Gulabgarh, Union MoS listened to the grievances of the various delegation lead by local PRIs. The delegations highlighted the various demand for their redres- sal. The Minister listened to the grievances and demands and assured that their genuine demands will be fulfilled in time bound manner besides assuring that other demands will be taken up with the concerned quarters at Central and UT level for immediate redressal. Minister said the Central Government is bound for the development of Jammu and Kashmir and is extending every possible help to the people of JK UT. He said that people have to wait and feel the difference in developmental scenario on the ground level. The Minister also inspected the stalls installed by various departments for displaying the local products and departmental exhibits. Enroute, he also visited the Dul Hasti HEPP and reviewed the outlay plan besides taking stock of daily activities and power generation capacity of HEP. Union MoS Jal Shakti and Tribal Affairs during tour of Kishtwar areas. —Excelsior/Tilak Raj Union Minister for I&B inspects progress on Z-Morh, Zojila tunnel projects Excelsior Correspondent GANDERBAL, Sept 26: Union Minister for Information and Broadcasting and Youth Affairs and Sports, Anurag Singh Thakur reached Sonamarg yester- day evening on a two day visit to district Ganderbal under Union Government's Public Outreach Programme. On day one, the Minister con- ducted inspection of Zojila and Z- Morh tunnel projects During his visit to Zojila Tunnel, which is envisaged to provide all weather connectivity to Union Territory of Ladakh, the concerned officers said that the work on Zojila Tunnel is in full capacity and NHIDCL is geared up to continue the work in win- ter months. The Minister stressed for putting in every effort in place to complete the project well before the schedule date. Speaking on the occasion, the Minister said that the Zojila tunnel is of a significant impor- tance with regard to national security, development and tourism for both UTs of J&K and Ladakh as it will provide round the year connectivity to Ladakh region- Kargil and Leh. He further highlighted vari- ous important tunnel, rail and road projects of the country that were completed on priority by the Government keeping in mind border security alongside development and said varous infrastructure development proj- ects are going on in full swing throughout J&K from last few years to boost the socio-eco- nomic development in J&K. While inspecting the work progress of Z-Morh tunnel, the officials of NHIDCL informed the Minister that the project is being executed on DBFOT mode with an approximate cost of Rs 2378 crore. Regarding physical progress, the Minister was informed that the breakthrough of Escape tun- nel has already been achieved on 16 September, 2021 besides the work in the main tunnel which is 6412 meters long for regular bi- directional traffic is going on in full swing and its breakthrough is expected before the forthcom- ing winter season. MP Ladakh inaugurates irrigation canal project Excelsior Correspondent KARGIL, Sept 26: Member Parliament (MP) Ladakh Jamyang Tsering Namgyal inau- gurated a 5-km-long irrigation canal at Brakdongthang Bodh Kharbu. The project completed at a cost of Rs 6.10 crore under Languishing Project will irrigate 2171 canals of land and benefit 122 farmer households at Bodh Kharbu and Henaskot villages. Div Com reviews arrangements for Navratra Festival at Katra Excelsior Correspondent KATRA, Sept 26: Divisional Commissioner Jammu, Dr Raghav Langer today visited Katra and conducted spot inspection of the venues pro- posed for conducting different activities during the 9-day long annual Navratra festival 2021. He was accompanied by Director Tourism Jammu, Vivekanand Rai; Deputy Commissioner Reasi, Charadeep Singh; SSP Reasi, Shailender Singh; Assistant Director Tourism, Ambika Bali; SDM Katra, Chairman Municipal Committee, presidents of hote- lier association, wrestling asso- ciation, and other concerned. It was informed that the nine day festival would commence on October 7, 2021 and culmi- nate on October 15, 2021. The Divisional Commissioner took a round of various places including Auditorium Spiritual Growth Centre, Hotel Panchvati Continent, Fountain Chowk, Yog Ashram, Raghunath Temple, Higher Secondary School Katra, SMVDSB Stadium Katra, which have been designated as the venues for dif- ferent events. Assistant Director Tourism and Presidents of Hotel Association, prominent citizens and organisers apprised the Divisional Commissioner about the proposed activity on each location. It was informed that devo- tional song program would be held at Yog Ashram besides Devi Bhagwat Katha would be held at Raghunath Temple with 50 percent capacity. The Div Com stressed that in view of COVID pandemic all the activities should be planned according to the SOPs. He stressed on adhering to the COVID protocols while holding the festival events. He also sug- gested excluding activities involving large gatherings. He also emphasised on using LED screens at different locations to avoid large gatherings at a single place. It was informed that the dan- gal (wrestling competition) will be held at Sports Stadium with limited audience and after con- ducting Covid testing of the wrestlers. The entry of the pub- lic will be allowed strictly through passes. He also took stock of arrangements made for congre- gational programmes like Prabhat Pheris, Shobha Yatra, Mata ki Kahani recitation and other cultural items scheduled to be organised during the festival. The Div Com directed the concerned officers to put in place all necessary arrangements and work in a well coordinated manner to make preparations well in advance. He stressed on effective regulation of traffic, fool proof security, maintenance of roads, streets, beautification of shops/ market, sanitation of Katra town etc. The inaugural function of the festival would be held at Asia Chowk Katra followed by Shobha Yatra and a grand event showcasing the culture and her- itage of Jammu and Kashmir and India as a whole. Representatives of Hoteliers Association assured to extend full cooperation towards facili- tating tourists and guests during the festival. They also assured to maintain cleanliness besides fol- lowing covid related guidelines while serving the guests. The Divisional Commissioner also had a detailed review of beautification of the town, provision for sanita- tion, essential services, traffic management and emergency services. First ever Monsoon Festival at Patnitop concludes * Attracts nearly 6000 tourists Excelsior Correspondent JAMMU, Sept 26: The first- ever Monsoon Festival at the world famous hill station Patnitop concluded today with enthralling cultural and musical performanc- es by popular artists and singers from within and outside Jammu and Kashmir. The second day was marked by soulful sufi performance by Ali Brothers and foot tapping Punjabi performance by Armaan Bedil. The folk art giants of Jammu region including renowned Romalo Ram and Party, Ram Ditta and Party, Kud Dance Pancheri Party, Deepak, Vishakha and Divya Bharti were amongst the main attractions . The first day had seen eclectic performances by Rinku Mansar Wala, Deepak and Group, and Punjabi Singer, Prabh Gill. Organised by Patnitop Development Authority, Directorate of Tourism Jammu, District Administrations Udhampur and Ramban, the fes- tival as part of Azadi Ka Amrut Mahotsav, exposed tourists to traditional culture, music, cuisines, handicrafts, handlooms, fun games, besides performances by Celebrity Artists from outside J&K at a single venue. It also provided a significant boom to the footfall at Patnitop, so much so that, the hotels were found fully packed and which helped creating revenue generation, and employment opportunities for other other tourism stakeholders. Divisional Commissioner Jammu congratulated PDA & Directorate Tourism for the suc- cessful initiative, as it clocked approximately 6000 tourist foot- fall. Director Tourism, Jammu said the festival will encourage tourism in the region and pro- mote attractions in the Patnitop circuit. Sher Singh, CEO PDA, said, "The festival is aimed at promot- ing tourism of different kinds (leisure, adventure, religious etc) in and around Patnitop, such as Sudh Mahadev, Shankhpal, Gouri Kund, Nag Temple, Shivgali, Mantalai." Further, he added, "Adventure activities like Gandola at Skyview Empyrean, Zipline at Patnitop and Sanasar, trekking at picturesque routes and so on found in this circuit have enormous tourism potential which required to be explored and harvested. We'll be organis- ing more events in coming days, make them regular annual affair. We are looking at reaching a footfall of more than 6 lakh this year." It may be mentioned here that nearly 3 lakh tourists have visited Patnitop circuit since lockdown relaxations made in second week of June . "Government schemes like Fit India, Swachh Bharat, PDA's initiative Green Patnitop, Clean Patnitop were emphasized during the festival. NTPHC Nowgam in Handwara sans dedicated ambulance, locals aghast Excelsior Correspondent SRINAGAR, Sept 26: The lack of round-the-clock ambu- lance services at New Type Primary Health Centre (NTPHC), Nowgam in North Kashmir's Handwara is causing immense trouble to the people living in the adjacent areas, while the hospital lacks the serv- ices of a female doctor. The residents said that in the absence of the service they are fac- ing several issues even as they had an ambulance stationed at the hospital earlier but the same was brought under the 102 service, depriving the area of the same. Nowgam, a far-flung area which is over 30 km away from Handwara town has a population of over 5000 souls; however, the residents rue the lack of basic healthcare services in the area. "We had a dedicated ambu- lance stationed at the hospital, but a year or so ago, the ambulance was taken for the 102 ambulance service with the result, the ambu- lance does not remain available there with the result, patients who are to be referred or are to be brought to the hospital in case of emergency are facing issues," Nazir Ahmad, the Sarpanch of the area told Excelsior. He said that there are only a few doctors are stationed at the hospital even as their number should have been higher to cater to the needs of the residents. "There are only two doctors who are performing their duties, at least we should have 4 doctors keeping in view the population," he said. The locals also demanded that a lady doctor should be made available at the NTPHC, Nowgam so that the women living in the area are not made to travel to Handwara in situations where they need such facilities. When contacted, Block Medical Officer Langate, Dr Gowhar said that the ambulance being part of 102 services can be available for patients at any time. "The ambulance does not necessarily need to be stationed there, they can call 102 and the ambulance will reach their doorsteps," he said. 22 evictions concerning migrants’ property carried out at Anantnag Excelsior Correspondent ANANTNAG, Sept 26: The Deputy Commissioner (DC) Anantnag, Dr. Piyush Singla has said that the administration has taken pro- minent steps to address the issues of migrants besides complaints filed by them through online (portal) or offline mode. Dr Singla said that the offi- cers of revenue and other con- cerned departments have been given clear directions to address the grievances concerning the land and property of the migrants with zeal and commit- ment. It was informed that 22 evic- tions on migrants' land and prop- erty have been carried out. Further, 09 Lagan notices have been issued and 10 demarcations have been completed so far. Redressal of the complaints as per law and in a time bound manner is being emphasised upon the most, added Dr Singla. The DC once again directed the revenue officials to ensure speedy disposal of migrant com- plaints under law. He said that the relevant pro- visions of law are being fol- lowed in letter and spirit and the administration is ensuring the genuine rights of migrants in different categories are duly pro- tected. Meanwhile, the DC has been taking regular review meetings on the subject and is personally monitoring the progress made on the redressal of migrants' issues on daily basis. Apni Party always stands for rights of J&K people: Bukhari Excelsior Correspondent JAMMU, Sept 26: Former minister and Jammu Kashmir Apni Party president, Altaf Bukhari today said that his party will always stand for the rights of people of Jammu and Kashmir. While talking to the media persons after addressing a work- ers meeting here today, Bukhari took strong exception to the remarks made by Lt. Governor, Manoj Sinha about the bi-annual 'Darbar move' of shifting capi- tals from Srinagar to Jammu and vice-versa. He said Darbar move is not only an official process but also a connection of culture and emo- tions between the Jammu and the Kashmir regions and it can't be ceased arbitrarily. He said that development, dignity and peace will be election manifesto of Apni Party. He said that both Jammu and Kashmir are equal in every respect and Apni Party will also fight for the rights of the people of Jammu. He assured the people of J&K that his party will always fight for the restoration of state- hood to J&K. Expressing disappointment over the statehood issue, he stressed upon the need for restoring a popular Government in J&K as soon as possible. Bukhari also said that the opening of Jio Marts in Jammu will create a burden for the busi- ness community of Jammu. "Jammu has been a trade hub from generations and any change in the business commu- nity will lead to drastic results." He said that the Apni Party is always for the welfare of the people of J&K and thus will always be committed to the goal of serving the people. Referring to Jammu bandh call given by Jammu Chamber of Commerce and Industry, Bukhari said it was the result of the policies of the Government. "Apni party's agenda has always been the restoration of statehood, development, dignity and peace in J&K," he added. Earlier, Bukhari addressed workers meeting which was also attended by senior leaders of the party. He asked the party cadre to extend its reach up to the gen- eral masses. Apni Party president Altaf Bukhari addressing workers meet- ing in Jammu. —Excelsior/Rakesh BSF jawan found dead Excelsior Correspondent UDHAMPUR, Sept 26: A Border Security Force (BSF) Jawan of 16- battalion was found dead under mysterious circumstances while on duty at STC Training Center BSF Udhampur, last night. The deceased was identified as Head Constable Surinder Kumar, resident of Mahendra Garh, Haryana. He was posted at 16- Battalion Ploura Jammu but had been attached at STC Training Center BSF Dhar Road Udhampur. Reports said that Surinder Kumar was found unconscious during duty last night. He was rushed to District Hospital where doctors declared him as brought dead. Apparent cause of death could not be ascer- tained while Udhampur Police has registered a case under 174 CrPC for further investigation. SKUAST- J conducts CET for admission to UG courses Excelsior Correspondent JAMMU, Sept 26: Sher-e- Kashmir University of Agricultural Sciences and Technology of Jammu (SKUAST- J) today conducted Common Entrance Test-2021 (CET) for admission to the undergraduate degree programmes in different faculties for the academic session 2021-22. The COVID-19 pandemic has caused a delay in the start of the current academic session The entrance examination was held at six different centers located at GGM Science College, Jammu; SPMR, College, Jammu; MAM College, Jammu; Govt College for Women, Gandhi Nagar; Faculty of Veterinary Sciences and Animal Husbandry, R S Pura and Faculty of Agriculture, Chatha. An overwhelming response was received for admission to var- ious professional undergraduate programmes in the university including B Sc (Hons) Horticulture which is institutional- ized for the 1st time in SKUAST- Jammu. Out of total 3071 appli- cants, 2524 including the candi- dates from other states, appeared in the CET-2021, which comes to 82.18 per cent of the total appli- cants for admission to 242 seats. Besides these, 15 percent seats on all India quota are being filled through Indian Council of Agricultural Research in Agriculture and 10 percent seats in Veterinary Sciences by Veterinary Council of India. The test was conducted smoothly with appreciable support of the staff and the Principals and Deans of the above mentioned institutions. The SOPs and guide- lines related to COVID-19 pan- demic were adhered to during the test. On day one, the Minister con-ducted inspection of Zojila and Z-Morh tunnel projects
During his visit to ZojilaTunnel, which is envisaged toprovide all weather connectivityto Union Territory of Ladakh, theconcerned officers said that thework on Zojila Tunnel is in fullcapacity and NHIDCL is gearedup to continue the work in win-ter months. The Ministerstressed for putting in everyeffort in place to complete theproject well before the scheduledate.
Speaking on the occasion,the Minister said that the Zojilatunnel is of a significant impor-tance with regard to nationalsecurity, development andtourism for both UTs of J&Kand Ladakh as it will provideround the year connectivity toLadakh region- Kargil and Leh.
He further highlighted vari-ous important tunnel, rail androad projects of the country thatwere completed on priority bythe Government keeping inmind border security alongsidedevelopment and said varousinfrastructure development proj-ects are going on in full swingthroughout J&K from last fewyears to boost the socio-eco-nomic development in J&K.
While inspecting the workprogress of Z-Morh tunnel, theofficials of NHIDCL informed
the Minister that the project isbeing executed on DBFOTmode with an approximate costof Rs 2378 crore.
Regarding physical progress,the Minister was informed thatthe breakthrough of Escape tun-nel has already been achieved on16 September, 2021 besides thework in the main tunnel which is6412 meters long for regular bi-
directional traffic is going on infull swing and its breakthroughis expected before the forthcom-ing winter season.
While discussing the provi-sions for safe movement of traf-fic, the Minister was informedthat lay byes, motor and pedestri-an cross passages, fire fightingniches and SOS communicationare kept for safe movement oftraffic even during emergencysituations.

NTPHC Nowgam in Handwara sansdedicated ambulance, locals aghast

SRINAGAR, Sept 26: Thelack of round-the-clock ambu-lance services at New TypePrimary Health Centre(NTPHC), Nowgam in NorthKashmir's Handwara is causingimmense trouble to the peopleliving in the adjacent areas,while the hospital lacks the serv-ices of a female doctor.
The residents said that in theabsence of the service they are fac-ing several issues even as they hadan ambulance stationed at thehospital earlier but the same wasbrought under the 102 service,depriving the area of the same.
Nowgam, a far-flung areawhich is over 30 km away fromHandwara town has a populationof over 5000 souls; however, theresidents rue the lack of basichealthcare services in the area.
"We had a dedicated ambu-lance stationed at the hospital, buta year or so ago, the ambulancewas taken for the 102 ambulanceservice with the result, the ambu-lance does not remain availablethere with the result, patients who
are to be referred or are to bebrought to the hospital in case ofemergency are facing issues,"Nazir Ahmad, the Sarpanch of thearea told Excelsior.
He said that there are only afew doctors are stationed at thehospital even as their numbershould have been higher to caterto the needs of the residents."There are only two doctors whoare performing their duties, atleast we should have 4 doctorskeeping in view the population,"he said.
The locals also demanded thata lady doctor should be madeavailable at the NTPHC, Nowgamso that the women living in thearea are not made to travel toHandwara in situations where theyneed such facilities.
When contacted, BlockMedical Officer Langate, DrGowhar said that the ambulancebeing part of 102 services can beavailable for patients at anytime. "The ambulance does notnecessarily need to be stationedthere, they can call 102 and theambulance will reach theirdoorsteps," he said.

Dr Singla said that the offi-cers of revenue and other con-cerned departments have beengiven clear directions to addressthe grievances concerning theland and property of themigrants with zeal and commit-ment.

tions on migrants' land and prop-erty have been carried out.Further, 09 Lagan notices havebeen issued and 10 demarcationshave been completed so far.

The DC once again directedthe revenue officials to ensurespeedy disposal of migrant com-plaints under law.
He said that the relevant pro-visions of law are being fol-lowed in letter and spirit and theadministration is ensuring thegenuine rights of migrants indifferent categories are duly pro-tected.
Meanwhile, the DC has beentaking regular review meetingson the subject and is personallymonitoring the progress madeon the redressal of migrants'issues on daily basis.

UDHAMPUR, Sept 26: ABorder Security Force (BSF)Jawan of 16- battalion wasfound dead under mysteriouscircumstances while on duty atSTC Training Center BSFUdhampur, last night.
The deceased was identifiedas Head Constable SurinderKumar, resident of MahendraGarh, Haryana. He was postedat 16- Battalion Ploura Jammubut had been attached at STCTraining Center BSF DharRoad Udhampur.
Reports said that SurinderKumar was found unconsciousduring duty last night. He wasrushed to District Hospitalwhere doctors declared him asbrought dead. Apparent causeof death could not be ascer-tained while Udhampur Policehas registered a case under 174CrPC for further investigation.
