Tommy Brannock Receives Good Neighbor Award

The Charlottesville Area Associ-ation of REALTORS ® (CAAR), the voice of real estate in the Central Vir-ginia region, has announced Tommy Brannock as a Good Neighbor Award recipient. This recognition program highlights local REALTORS® who dedicate significant time and interest to projects that make a lasting impact on our communities.

“We are greatly appreciative of Tom-my’s commitment to raising awareness and funds for several local charities. His passion for volunteering is a reflection of the REALTOR® community’s de-sire to give back,” Denise Ramey, GRI, CAAR president and director of reloca-tion at Roy Wheeler Realty, said.

Brannock realized early on what a special organization the Virginia Insti-tute of Autism is and how it has saved many children and families across the Commonwealth. For 15 of VIA’s 18 years in operation, he has been an in-tegral force in establishing a financially sound organization that serves a great purpose.

“VIA has been so fortunate to have Tommy Brannock as one of our lead-ers and volunteers for more than a de-cade,” Ethan Long, executive director of Virginia Institute of Autism, said. “Tommy served on our board of direc-tors, helped us find our school build-ing and spearheaded the campaign to raise the money needed to purchase it. He leaves behind a wonderful legacy in the Golden Stick award used to engage the lacrosse community and make our 5K a wonderful annual fundraiser for the organization.”

From two terms each as president and vice president of the board to co-chairing the first-ever capital cam-paign and participating on the finance committee, Brannock consistently spends 120 hours each year on VIA ac-tivities. In addition he recruits other volunteers to donate another 24 hours each year.

“I have loved my association with VIA and am so impressed with the folks who give their all to make a dif-ference in this needy segment of our population,” Brannock said.

Brannock has been a CAAR member since 1981. A $100 donation was made to Virginia Institute of Autism in his name.

What’s Happening Around Town?Loaves & Fishes Exceeds One Million Pounds of Food Distributed

No celebratory banners were hung and no glasses were raised to toast an important milestone reached by Char-lottesville’s Loaves & Fishes Food Pan-try last week. The non-profit, which serves over 5,000 Charlottesville area clients monthly, topped the “one mil-lion pounds distributed” mark, distrib-uting over 1.1 million pounds of food over the past four quarters. About one-third of the food pantry’s volume is ei-ther fresh produce or dairy and frozen meat, a level of fresh and frozen food that no local food pantries can claim.

Executive Director Margaret Bur-russ commented on what surpassing the million pound level means: “Re-grettably, it’s a sign of the continuing need that clearly exists in our commu-nity. Food insecurity is a sad reality in Charlottesville. This need will likely grow as we approach Thanksgiving and Christmas. Just as real, however, is the commitment Loaves & Fishes has to address food insecurity in our area.”

Burruss continued saying “the only comfort we take from reaching the mil-lion pound mark is that it’s a clear sign that our donors, community partners and volunteers continue to play a sig-nificant role in reducing food insecurity here.”

Underlying the rapid increase in the number of pounds distributed over the past four quarters is a 35 percent in-crease in the number of clients served from month to month. In the quarter just completed in September, 5043 cli-ents were served on average each month; a year ago, that number was 3737.

The organization has experienced growing demand for food in the com-munity all year long and recently ex-panded its distribution schedule to better serve its clients. According to Burruss, “We added a fourth day to our schedule in early September. Now, our facility at 370-E Greenbrier Drive is not only open on Tuesday and Thursday evenings and Saturday mornings but we’re also serving clients on Wednes-days from 2:00 to 4:00 p.m. Based on our Wednesday traffic so far, our cli-ents like the additional flexibility, the shorter wait times, and another option to visit us during daylight hours.”

Adding a new day to the schedule creates a different kind of need, name-ly the need for more volunteer time. “We’re an organization of neighbors nourishing neighbors,” said Burruss, “and we welcome more people to get involved in our organization. CAAR Third Quarter 2013 Market Report shows 25.9% year-over-year in-crease in overall sales.

Charlottesville Area 3rd Quarter 2013 Highlights• Overall sales in Greater

Charlottesville were up 25.9% over the same quarter last year and repre-sented the highest 3rd Quarter sales total since 2007.

• The median sales price of $267,612 in the 3rd Quarter was up 11.6% from Q3-2012, the highest year-over-year price gain of any quarter since 2007.

• Half of the homes sold in Q3-2013 were on the market 46 days or fewer, representing a 24-day improvement over the median days on market (DOM), down from 70 days in the same quarter last year.

Market OverviewHome sales in the Charlottesville

area experienced significant gains in the third quarter, with 175 more homes sold than the same quarter last year. The 850 sales represented a 25.9% increase over the 675 sales in Q3-2012 and the highest Q3 sales tally since 2007. This sales increase coupled with a 2.1% increase in the average sales price compared to Q3-2012 resulted in a 28.5% increase in sold dollar volume (+$60.4M) to $271,948,829. This is the highest sold dollar volume level for any quarter since Q3-2008.

All six jurisdictions in the Charlottesville area experienced dou-ble-digit percent sales increases over their respective Q3-2012 levels. Home sales in Nelson County (+62.2% or 28 more sales) and Louisa (+48.7% or 19 sales) represented the highest year-

over-year percent gains. Greene (+22%) and Fluvanna (+12.9%) each had 11 more sales than in the same quarter last year. Albemarle had 83 more units sold than Q3-2012 (+25.2%) while Charlottesville had 23 more sales than last year (+18.1%).

Prices Climbing & Inventory Movement

The $267,612 median sales price in the third quarter was 11.6% higher than Q3-2012, the highest year-over-year increase of any quarter since Q2-2007. While the median sales price is 2.1% lower than the second quarter’s $273,200 mark, this modest decrease is in line with normal seasonal patterns for the region. The average amount of original list price received at time of sale was unchanged from last quarter at 94.2%, but is up 3 full points from

the 91.2% level in Q3-2012. “Sellers are happy to see the consistent sale price increases each quarter in the majority of our market area. It’s great to see such a strong 3rd quarter in both vol-ume and sold prices,” reports CAAR 2013 President Denise Ramey, GRI.

There were 1,180 new listings add-ed in the quarter, 17.2% more than were added in Q3-2012, the highest year-over-year increase in listing activ-ity since Q2-2006. This was the fourth consecutive quarter with increased listing activity compared with the pre-vious year. Notably, after 8 consecutive quarters with year-over-year declines in the number of foreclosures listed, there were 22 more foreclosures newly listed than Q3-2012. The 102 new foreclosure listings were 27.5% more than the 80 listed in the same period last year and the highest quarterly total since 2010. There were 38.1% fewer new short sales added than last year with only 26 new listings during the quarter. Because of the jump in non-distressed listing ac-tivity, only 10.8% of new listings were short sales or foreclosures – lower than the 12.1% share in Q3-2012. “As our market returns to more normal param-eters, fewer distressed properties are coloring our data. Appraisals, market analysis reports and the consumer per-spective of our market have brought us back to center so it is no longer nec-essary to refer back to pre-recession conditions,” says CAAR 2013 Presi-dent-Elect John Ince.

Market Share by Bank-Mediated Status

The 102 new foreclosure listings were 27.5% more than the 80 listed in the same period last year and the high-est quarterly total since 2010. There were 38.1% fewer new short sales add-ed than last year with only 26 new list-ings during the quarter. Because of the jump in non-distressed listing activity, only 10.8% of new listings were short sales or foreclosures – lower than the 12.1% share in Q3-2012. n

During the fall, Virginia farms are turned into playgrounds with apple picking, harvest festivals, corn mazes, and hay rides through pumpkin patch-es. Winemakers celebrate the harvest during October Virginia Wine Month. And Virginia’s scenic roadways show off the striking natural beauty along the way. With over 15 million acres of foliage, 2,500 miles of scenic drives, fall weather that’s both crisp and gentle—it’s no wonder that Virginia is a popu-lar autumn destination.

While there are many views worth noting, some of the most spectacular are along the Appalachian Trail, the Shenandoah National Park, the Blue Ridge Parkway and the Skyline Drive.

Appalachian TrailVirginia is home to one fourth (544

miles) of the Appalachian Trail—more than any other state. One hundred and one of those miles lie in Shenan-doah National Park and Skyline Drive.

The central portion of the Appa-lachian Trail follows the Blue Ridge Parkway to Roanoke. Key sites along the way include George Washington and Jefferson National Forest in Bed-ford County. Peaks of Otter in Bedford

County has the Peaks of Otter Lodge and plenty of spectacular scenery.

The southern portion of the Appa-lachian Trail travels westerly through the George Washington and Jefferson National Forest. Key sites include Big Walker Lookout, a 100-foot tower to

view scenery; Mount Rogers National Recreation Area offering many camp-grounds; Mount Rogers, the highest peak in Virginia; and the Mount Rog-ers Scenic Byway.

A gradual change in foliage condi-tions can be seen in the western part

of the state, generally at higher eleva-tions, with a lower percentage of fall color at the lower elevations. Patchy color changes exist among tree species such as poplars, sweet gum, dogwood and maple.

Shenandoah National Park Shenandoah National Park is a

unique mountaintop destination with immense views. Considered one of the most beautiful places in the world, the park has 500 miles of trails, including 100 miles of the Appalachian Trail and covers the crest of Virginia’s Blue Ridge Mountains for over 75 miles.

The Park expands into eight coun-ties, including Albemarle, Augusta, Greene, Madison, Page, Rappahan-nock, Rockingham and Warren. For those who want to spend the night, camping is available. Modern facilities at Skyland Resort and Big Meadows

Due to the park’s size and its vary-ing degrees of elevations, the Nation-al Park Service says it is impossible to pick a “peak date” for the entire park. Based on past years, however, the col-ors of fall are predictably at their most brilliant right about now.

Skyline DriveFour entrances in the Shenandoah

National Park allow visitors to experi-ence the Skyline Drive, a National Sce-nic Byway that runs 105 miles along the crest of the Blue Ridge Mountains, starting in the north of the Shenan-doah Valley at Front Royal to Waynes-boro, where it meets the Blue Ridge Parkway. The drive is open to RVs and camping trailers, but they must be able to clear Marys Rock Tunnel, which is 12 feet, 8 inches high, near the Thorn-ton Gap entrance at Rt. 211.

Over two million people visit the Skyline Drive each year. Since fall is the most popular time to travel, ex-pect a lot of fellow travelers on the highway. There’s nothing fast paced about the Skyline Drive where the speed limit is only 35mph and is strictly enforced. Expect a non-stop drive to last at least three hours on a clear day. Traveling from one of the four entrances to the next exit takes about an hour, so plan on doing as many as your schedule allows.

If you plan on taking photos or just want to get out and stretch your legs, there are 75 overlooks on to the Blue Ridge where you can take in the beauty

of colorful forests, farmlands and or-chards on either side.

Parkway begins at Rockfish Gap and follows a similar path as Skyline Drive along ridge tops. The Parkway was con-ceived and designed as a scenic motor road and conservator of the natural and historical treasures of the Blue Ridge. Today, it is the most visited site in the National Park system.

Like the Skyline Drive, the Blue Ridge Parkway was built in the 1930s in the midst of the Depression as a public works project. It took more than a half-century to complete and became the nation’s first and longest rural parkway, connecting Shenando-ah National Park in Virginia with the Great Smoky Mountains National Park in North Carolina.

Known as “America’s Favorite Drive” the Blue Ridge Parkway winds through 29 counties and 469 miles of mountain meadows with endless vistas of mountains and valleys.

There is no end to the history lessons the Parkway provides, for it encompass-es some of the oldest settlements of both pre-historic and early European settlement. For visitors who appreciate the area’s history there are overlook signs that trace much of the history of Appalachian culture, as do visitor cen-ter exhibits, restored historic structures, and developed areas, all of which reveal points of particular interest.

The Blue Ridge Parkway is very much a “drive awhile and stop awhile” experience. The Parkway was designed for leisurely motoring, so speed limits do not exceed 45mph. Visitors are en-couraged to take their time to enjoy

the area’s incomparable beauty. The Parkway incorporates several recre-ation areas, some exceeding 6,000 acres. At the entrance to each of the recreational areas along the Parkway, you will find a large sign bearing the Parkway emblem. These areas have visitor centers, campgrounds, picnic areas, trails and, in many instanc-es, concessionaire-operated lodges, restaurants, and other facilities. Un-less otherwise posted, parking is per-mitted along road shoulders.

be very rewarding, even if it’s just for a few minutes. Longer trails are also available for the more adventurous.

Interpretive signs carrying the squirrel gun and powder horn symbol are at many overlooks and historic sites along the parkway, as are numbered mileposts. The zero milepost marker is at Rockfish Gap, immediately south of Shenandoah National Park, and each mile is numbered progressively south-ward on the Parkway.

Most Parkway facilities are “Wheel-chair Useable.” Some facilities have minor slope and/or structural barri-ers. Gasoline is not available on the Parkway, but is available not far off the Parkway at many highway intersections

Rangers and volunteers present a va-riety of interpretive programs through October. These are given on weekends and occasionally on weekdays. Activi-ties include campfire talks, music and history demonstrations, nature walks and slide presentations. Schedules are posted at visitor centers, campground entrances and Parkway concessions.

Something else to consider is that Virginia is the only state through which both national bicycle routes, U.S. 1 and U.S. 76, pass. There are 838 miles of the two routes in Virginia, making it one of the favorite destinations of bicyclists.

FestivalsVirginia hosts several hundred fall

festivals each year. The Graves’ Moun-tain Apple Harvest Festival in Syria is one of the most popular. Visitors enjoy Graves famous food, live Bluegrass mu-sic & cloggers, arts & crafts, hay maze & hay rides, horseback rides, pick your own apples, tour a working education-al farm, visit the animals, experience farm days of yesteryear, watch kettles of apple butter cook over an open fire and more. Environmentally friendly “green” buildings are im-portant to our future—on an in-dividual basis and worldwide—and EarthCraft homes

are all about being green. They require less maintenance over time and gener-ally have heating and cooling costs at least one-third lower than a standard house. In addition, builders are com-mitted to reducing the negative effects of construction on the environment.

“EarthCraft certification adds ap-preciable value to a home,” declares REALTOR ® Sara Greenfield, owner of Charlottesville Fine Homes and Proper-ties. “It’s the best thing we have in our area toward sustainability and environ-mental awareness. We’re not only saving money for our own homes through im-proved energy efficiency and home per-formance, we’re having a positive effect on the entire community.”

The EarthCraft concept was created in 1999 in Atlanta. Five years later, a group of concerned Virginia business-es and government groups was seek-ing a “green” building program. After much time and evaluation, they select-

ed the EarthCraft concept as the best design to address the climatic factors of the commonwealth while introduc-ing green ideas to the homebuilding industry in a way that could be easily integrated into the building process.

Soon after that, an initial “EarthCraft Parade of Homes” in Charlottesville displayed six Earth-Craft-certified homes. It was an over-whelming success and provided im-petus to expand the program across Virginia. In fact, EarthCraft Virginia has evolved into one of the largest re-gional green-building programs in the nation and continues to grow and pro-

vide a more sustainable future for all.In addition to the many private

contracts who have adopted Earth-Craft standards, a partnership has been formed between the Virginia Housing Development Authority and Habitat for Humanity to introduce sustainable development to low-in-come affordable housing.

EarthCraft isn’t a brand, but rather the concept behind a home or other building that fulfills certain certifi-cation requirements including site planning, low-impact construction techniques and materials, and ener-gy efficiency. Locally, about twenty member companies of the Blue Ridge Home Builders Association (BRHBA)

are qualified to build such homes. In fact, many EarthCraft-certified homes were featured at BRHBA’s recent Pa-rade of Homes.

“EarthCraft-certified buildings have high energy efficiency, water conserva-tion, a great insulation package, qual-ity windows and doors, and an HVAC system with fresh-air intake,” explains Troy Yancey, Vice President of the BRH-BA and owner of T.E.A.L. Construction. “We take the green certification very se-riously and respect what it stands for.”

He points out that the first EarthCraft light commercial project to be certified north of Atlanta is the Triple C Camp—a popular day camp located off Scottsville Road about five miles south of I-64.

EarthCraft also certifies multi-family homes and home renovations.

The BRHBA members who are EarthCraft qualified have undertaken training on the values and elements that make an EarthCraft home more environmentally friendly than a con-ventionally built house. To be certified as an EarthCraft home, a house must pass criteria in a variety of categories and have an EarthCraft inspector—who is independent of both the builder and the homebuyer—work with the builder throughout construction, making sure the high standards are met. For exam-ple, a pre-drywall inspection is required.

Once construction is complete, a final inspection ensures that the new home will deliver the 30-50 percent greater energy efficiency that is the EarthCraft goal. This third-party verifi-cation results in a certificate of approval given to the builder that can be passed on to the new owner. Every single Earth-Craft house goes through that process.

That final EarthCraft certification announces that a building has been de-signed to suit the unique climate con-ditions of the Southeast. EarthCraft projects are built for energy, water and resource efficiency, durability, and en-hanced indoor air quality—important ingredients for a healthier, more sus-tainable lifestyle.

Benefits include lower utility costs, better indoor air quality, less home maintenance needed and higher re-sale value. Real estate professionals who sell EarthCraft benefit because the certification appeals to cost-con-scious buyers who are concerned for the health of their families and the environment as a whole. On average, EarthCraft-certified projects are on the market for shorter periods and sell for a higher percentage of their list price than conventionally built homes.

EarthCraft homes don’t look dif-ferent from conventional houses be-cause the building materials, sealing techniques, and minor modifications in construction all disappear inside the walls as the house is completed. The homes generally cost three to five percent more, but buyers often find the savings on utility bills offsets the extra monthly mortgage payment. In fact, some lenders are starting to offer favorable mortgages on green homes.

Even a few years ago, many people did not know about the EarthCraft concept, but now more and more homebuyers are asking, “Is this an EarthCraft-certified home?” n
