The event drew more than 200 REALTORS® to hear each candidate’s platforms and approaches to fostering a healthy housing industry.
“Housing is right in the center of economic recovery,” Tim Kaine stated, while discussing his ideas for strengthening the U.S. economy and reducing the federal deficit. Some highlights of the platform he discussed included a focus on infra-structure development, promotion of capital accessibility for business start-ups, strategic budget cuts to reduce the deficit, increased utiliza-tion of military veterans’ skills in the workforce, and a higher level of inter-party cooperation. “We had to make large budget cuts during my term as governor,” he said. “And that taught me how to do it well.” “I want to get thinner, but not weaker,” he added. Kaine proposed making two to three dollars of budget cuts for each dollar of revenue, based on prioritization and performance data. He reassured the REALTORS® in attendance of his commitment to protect the mort-gage interest deduction—an issue that has been weighing heavily on
advocates for homeownership. Kaine credited REALTORS® as experts on the housing market and appealed to the REALTOR® community to act as his ‘educators’ on issues affecting the real estate industry.
Former Governor George Allen took the stage second, opening with the remark, “I love working with REALTORS®, because they always have their fingers on the pulse of the community.” He referred to REAL-TORS® as his advisors and partners. “Listening to REALTORS® helps me to be a better public servant,” he added. Allen then explained how the promise of the American dream can be restored by creating more jobs. The platform he discussed weighed heavily toward tapping further into the country’s available natural re-sources, reducing taxes for busi-nesses and offering choices in taxes and healthcare. “We want to send a message to the world that America is open for business again,” Allen said. “I aim to provide the political will to unleash our resources and create an industrial renaissance,” he added. Al-len then explained his positions on tax and healthcare reform. “I want to give taxpayers the choice to either stay with the same tax code or move
to a flat rate tax,” he said. He voiced his determination to repeal ‘Obam-acare’ and touted the benefits of a health savings account, emphasizing its merits of choice and personal re-sponsibility.
The event was hosted as a benefit to the region’s REALTOR® associa-tion members, as a way to help them remain informed and engaged in leg-islation affecting their industry.

In today’s real estate market, more and more agents rec-ognize the benefits of tech-nology and social media to provide high level service to customers and clients. At the same time, technology helps agents improve their efficien-cy, their productivity and ul-
timately their bottom lines. What kinds of technology do
agents use? The National Association of Realtors (NAR) REALTOR® Tech-nology Center does an annual sur-vey of technology use in real estate. When asked what they considered to be the three most valuable tools they had started to use in 2011, at the top of the list for most agents were tablets such as the iPad. In second place were mobile and desktop tools followed closely by contact manage-ment softwares.
For those yet to purchase a tab-let, a large number had intentions of acquiring one in the near future be-cause of their usefulness for keeping in touch with clients. Similarly, many
agents referenced a smartphone as a “must have” tool with most intend-ing to purchase one in the near fu-ture if they didn’t already own one.
In addition to devices and special-ized software, use of social media is way up compared to where it was as recently as 2008. Back then only 67 percent of agents were active on these platforms, whereas today that figure is 90 percent+. The most popular forms of social media are Facebook, LinkedIn and YouTube.
Agents Build Relationships with Social Media
When done correctly, use of social media is a way to establish relation-ships and build rapport with people before you meet them.
“Back in December of 09, I rec-ognized the importance of jumping into this area and leading the way,” said Michael Guthrie, principal bro-ker of Roy Wheeler Realty Co. For that reason he got involved with LinkedIn, Facebook and Twitter. At that time only a handful of his agents
were active in this arena. Today 75-80 percent have a presence there.
Guthrie uses his LinkedIn account as an electronic brochure, sending people there who want more infor-mation about him. “It’s a good way to establish credibility,” he said. Peo-ple can go to his site, read about his accomplishments, and review recom-mendations from others.
Facebook and Twitter are more so-cial, he explained. He encourages his agents to use them as a way to devel-op conversations with people and get to know them. “Being active in social media is like going to a party,” he said. “Lots of people are there and we can go and join in the conversation. Out of that, if we are sensitive, may come opportunities to conduct business.” He described one scenario in which someone mentions they were up until midnight painting their bathroom. If the agent has established rapport with the person, they may also discov-er the painting is part of getting the house ready to sell, which could then lead to a listing. “However,” Guthrie
concluded, “if we don’t attend the party in the first place we’ll miss the conversation.”
Social media is also a way to es-tablish a relationship before ever having an appointment with some-one. Guthrie described attending an event at a restaurant set up via Twit-ter called a Tweetup. When he arrived he realized 12 of the 20 people had never met face to face, but were chat-
ting like old friends because they had already become acquainted through Twitter. “So when we do meet each other for business, “ he said, “we are further down the road in our rela-tionship as much of the credibility is already established.” He added that no one can attend every in-person networking event, but most people can make time to be on Facebook once or twice a day having the kinds of conversations that lead to relation-

One of Guthrie’s agents, Phyllis Novotny, was not amongst the first to get on board with social media. How-ever, she related that eventually her colleagues talked her into it. Now she uses Facebook as a way to establish relationships with people, including former clients. For example, some of her clients share her interest in gar-dening and often comment when she posts on this topic. The result is a conversation that can lead to sharing meaningful information as well as more business and referrals.
“It’s marvelous because I get to know these people as individuals,” she said. Recently when she wrote a post about the outdoors, one of her clients replied they were happy to see that she was also a nature lover. All of this helps her understand and better serve her clients.
Novotny also uses social media to advertise listings. She has all of them professionally photographed, and posts virtual tours of the homes on Facebook. In addition, she uses Face-book to let people know when she has just listed or sold a home, and posts information about our area for out of towners. Recently Guthrie gave her a special award for her successful use of social media in her business. He explained that when it comes to social media, “She really gets it.”
Technology Means Better Customer Service
Technology takes many forms. According to Jonathan Kauffmann, principal broker of Nest Realty, his firm’s website is at the core of their technology focus.
“There are many templated sys-tems available,” he said “which would have allowed us to input local data. However, we chose instead to take a different approach.” Instead Nest Re-alty invested in a custom built web-site based in part on feedback they received from consumers about what would be most useful to them.
Today their website assists con-sumers, and also helps agents be more productive. It contains detailed information about the local area and popular neighborhoods including photos and videos. In addition there is up-to-date news about the local market including monthly, quarter-ly and annual data regarding sales, pricing and trends. This gives agents current information and helps cli-ents make more informed decisions, Kauffmann explained.
Technology also can improve agent productivity by making it possible to do paperless transactions. Kauff-mann explained that many of his agents work remotely, but have access to all of the documents they need since the company uploads them to the cloud making them accessible by computer, tablet or smartphone.
In addition, the company web-site provides systems and checklists. Keeping track of all the details and negotiations surrounding a transac-tion is one of an agent’s biggest jobs. Now when they submit a signed con-tract, the system logs in the closing date and all of the deadlines for in-spections and other critical events. This keeps the process on track saving time and energy by helping to assure that all the contract terms are met in a timely fashion so that the closing
can happen on schedule. With paper-work under control, agents have more time and energy to work directly with clients assuring their questions and concerns are handled to everyone’s satisfaction.
Technology is a time saver in other ways as well. “It used to be that we would receive a contract, pick up the hard copy, drive across town, and meet with the seller to obtain signa-tures or initial changes,” Kauffmann said. “Today with electronic signa-tures what used to take two hours might only take two minutes using a tablet or smartphone.” Both agents and their clients appreciate the sav-
ings in time and energy, he explained, especially since contract negotiations often demand working at odd hours.
e-PROFor agents who want to increase
their understanding and use of technology, the NAR offers a spe-cial designation called e-PRO. Pam Dent, a REALTOR® with Montague Miller and Co.. earned this designa-tion some years ago. The market was changing, she explained, and she looked for ways to differentiate herself from other agents and better serve her clients. Becoming an e-PRO agent increased her appeal to tech savvy buyers and sellers.
With the training Dent learned how to advertise properties and com-municate effectively online. She also was one of the first agents in the area to use blogging as a way to stay in touch with clients. “My blogs are a real time saver,” she said. She posts information about the area and her listings and offers answers to fre-quently asked questions sometimes written and sometimes via video. When people have questions they can refer to her blogs if she is not im-mediately available to talk to them in person.
As part of being tech savvy, Dent also makes regular use of a tablet, laptop and smartphone. “With these devices I can stay in touch,” she said. “While there’s always someone in the office who can help out, most busi-ness these days can be done wherever I am using technology.”
Foreclosures Lead to CreativeUses of Technology
Linda Mc-Cauley and Chris Webb are REALTORS® who work for a company called Real Home Ser-vices and Solutions, which auctions forclosed properties for banks. In or-der to keep up with the large volume of homes they deal with daily, the
company is very creative in its use of technology.
For example, listings are displayed online and buyers can even make of-fers directly, although the vast major-ity work through their agents. A big advantage to their system is trans-parency, explained Webb. When buy-ers make an offer, it is posted on the website assuring them it is not being held in a file somewhere in hopes of a better one coming in. The system also posts the amount of the highest cur-rent offer on a home and information is updated in real time so buyers and their agents know where they stand.
In contrast, Webb explained, agents who submit offers to other auction sites may feel like they’re fax-ing them into a black hole, and with-out transparency about the bidding process, buyers may end up offering more than they need to out of fear of being too low. Consequently, trans-parency in the process serves both agents and their buyers.
As agents for the seller, McCauley and Webb are available to assist the process and do the behind the scenes work to get a contract to closing. They can also answer buyer agent questions, however answers to the most common ones are posted on-line which means most information is readily and quickly available.
After an offer is presented, coun-teroffers, if any are available on line. With other auction sites, the turn around time on contracts may be days, however with this system the response often comes within a few
hours. If the contract is ac-cepted everyone can cele-brate. If not, the parties can start looking for another house right away, something that appeals to both buyers and their agents. Once the property is under contract the agents use another form of technology to negotiate repairs and keep in touch with the transaction: text
messaging.

When it comes to house design, there are few regional styles to-day. Much the same type of house is built across the United
States and Canada. One distinction is the cellar or basement. In states like Florida and Texas, a house is often built on a slab or crawl space. In Mas-sachusetts and Minnesota, a house without a basement is unthinkable.
In Virginia, opinion is divided. High rainfall, groundwater and sum-mer humidity have traditionally made our basements damp, if not dripping. Historic houses sometimes have base-ments, but they were used for storage, cooking by servants, or a furnace and coal bin, not as family living space. A ventilated crawl space was considered adequate until the late twentieth cen-tury. Then the use of excavating equip-ment instead of shovels, and block and concrete instead of brick made basements more common. Residents moving here from the north expected a basement, and home builders met the market demand.
If you are building a new house or an addition, what are the pros and cons of a basement? Expense is one, especially if the soil is loose and unstable, or if it contains rock. The first condition requires shoring and
possibly some structural help such as piles or reinforcing. Rock is costly to remove and may require blasting. Any soil taken off site is another expense. Most projects try to balance cut and fill within a site.
Waterproofing is a must for a basement in Virginia. In new con-struction, provide drains at the base of foundations and in the concrete slab floor. Design the foundation to prevent cracks, which will let ground-water seep in, and coat the outside of the walls with a waterproof mate-rial. This is generally some kind of tar, asphalt, or bitumen, which has been used for this purpose for thou-sands of years. Installers today place
a protection board like rigid insula-tion against the waterproofing. A newer system is flexible sheet water-proofing, a rubbery membrane with sealed joints, again with a founda-tion drain.
Does a basement add value to a home? According to Wes Carr, a REALTOR® with Bill May Realty, that depends. In addition to sell-ing houses, he evaluates foreclosed properties for Bank of America. “A basement that is completely below grade, finished or unfinished, adds little value,” he says. “Moisture is a big issue, with related musty smells and mold. A low ceiling and lack of windows also detract. If basement
space is finished, it should be high quality, not a Harry Homeowner job. The best type is a walk-out basement, where the rear or side is fully exposed. Unfinished space is useful for storage, a workshop, laundry or recreation.”
Should you plan a basement for future finished space? New homes of-ten have this option, as it appeals to
buyers. Adequate ceiling height, a plumbing rough-in for a bath,
windows as grade allows, and good stair access will help, and the added expense is low. Marketing plans may show a proposed layout, an economical way to ex-pand later.
What about finishing a basement in an existing
house? If it is damp, inte-rior waterproofing systems are
of limited effectiveness. They can be overwhelmed by heavy rain, and they do not address the source of the groundwater. Carr advises against wall panels and suspended ceilings. “If there’s a problem, you want to see it, not cover it up.” He notes that lack of natural light and headroom are disadvantages that cannot be deco-rated away.
If you want to add a bedroom, be aware that the building code re-quires fresh air and sunlight, as well as a fire exit. In practice, this means a large window. A basement apart-ment could be a source of income or a home for a relative. In that case, check if zoning allows more than one dwelling unit on the property. A place for children to play and make noise, one that can get messy, appeals to some parents. Others worry that they cannot supervise their children in the basement.
Existing columns, girders, ducts, a furnace, a hot water tank, and other necessary things can seriously ham-per a new layout. Providing electric-ity, plumbing, heating and cooling can also be difficult. A concrete slab is good for keeping out rodents and providing a firm floor. But if it needs leveling, or if you want to cut it for a drain, it adds to the expense. Despite all these issues, attractive basement spaces are created all the time.
Is a basement garage a good idea? It can be a smart way to use a sloping or tight lot, and it is certainly cheaper than building a garage. “If you are of a certain age,” Carr says, “walking upstairs every time you park, lugging a sack of groceries is not so good. To thine own self be true.”
