tive is pleased to announce Monticello Road, a celebration of one of Virgin-ia’s most interesting neighborhoods through photography and a series of community events.

Over the course of two years, Charlottesville artist/photographer

Peter Krebs has visited and revis-ited the people and places along the road’s one-mile length from Moore’s Creek to the Belmont Bridge. It is an area that is simultaneously historic and a hotbed of contemporary cul-ture. He talked his way into homes and businesses and set up a series of spontaneous and informal photo booths at which he invited passers-by to pose in exchange for a free print created on the spot. The result is a library of pictures that glimpse into the lives of a neighborhood and that is both comprehensive in breadth and intimate in detail.

“I was astonished by what I learned by doing this project,” writes the art-ist. “Almost everyone I met was very forthcoming and full of interesting stories. Oftentimes, the people who seemed the most intimidating at first impression turned out to be the nic-est. It broke some barriers for me and now I find myself wanting to inter-view everyone I meet.”

The exhibition, which runs from April 6 to 27, will include dozens of large prints plus a slide show of more than a hundred neighborhood faces. An eighty-page catalog accompanies the exhibition. There will be a cor-ollary series of community events, including a film screening (Still Life with Donuts), youth programs, sto-rytelling, a panel about neighbor-hood planning, an open house, an artists’ roundtable and more. “This process has really opened my eyes to how the arts can bring people

together,” says Krebs. “I’m really look-ing forward to everyone meeting one another at at the opening. The events will be a great way to share perspec-tives and to bring more community voices—and faces—into the arts.”

Around the World in 80 Photos

“The Poetic Justice World Tour” was an international creative proj-ect by artist Ebony Walden in 2010 that involved extensive travel to 5 continents and 17 countries in just 8 months. Ebony witnessed the beauty and brokenness of the world while volunteering at schools, orphanages, and community centers. Inspired by her travels, she wrote poetry. An integral goal of “The Poetic Justice World Tour” was to utilize poetry to give voice to impoverished and disadvantaged communities around the world. Using her poetry to pro-mote cultural awareness, Ebony seeks to foster a greater understanding of global social justice and poverty.

“Around the World in 80 Photos” will be a multi-media exhibit of pho-tos, poems and videos that capture Ebony’s journey. It will be on display from April 6-30 at CitySpace, 100 5th Street NE (on the Downtown Mall) in Chrlottesville.

In honor of National Poetry Month, the exhibit will also display poems from local youth as part of Arts Inspire: Telling Charlottesville’s Stories, a series of free workshops for

youth. A free performance of poems and songs will follow the reception. Proceeds from the sale of photo-graphs from the exhibit will be do-nated to organizations that Ebony worked with while traveling.

Arts Inspire is funded by the Bama Works Fund of Dave Matthews Band in the CACF, and is part of Charlot-tesville’s Celebrate250.

Initiative to End Use of Antipsychotic Drugs as Chemical Restraints to Nursing Home Residents

Advocates for nursing home resi-dents who have been working for many years to eliminate all misuse of antipsychotic drugs for nursing home residents applaud the Centers for Medicare & Medicaid Services (CMS) for a new national initiative to address the drugging epidemic.

CMS’s “National Initiative to Im-prove Behavioral Health & Reduce the Use of Antipsychotic Medications in Nursing Home Residents” was an-nounced March 29.

“Nursing home staff who take the time to understand what resi-dents are communicating with their behavior can provide care to their residents without using chemical restraints,” said Claire Curry, Legal Director of the Civil Advocacy Pro-gram at the Legal Aid Justice Center in Charlottesville, Virginia. “We have seen good care like this in some facil-ities and know that all facilities can do the same.”

Locally, the Community Partner-ship for Improved Long Term Care, an initiative of the Legal Aid Justice Center, has focused advocacy and education efforts on the issue of the drugging of nursing home residents. Under the supervision of attorneys Claire Curry and Kathleen Caldwell, law students and members of the Partnership are available to make informational presentations to facili-ties, family councils, and consumers with an interest in quality long-term care services.

Before you look, however, make a list of what you want most. For some people just being on or near the water is enough. Rick Walden, REALTOR® and owner of Virginia Estates, Inc., de-scribes living on water as “soothing.” He learned to love water as a child be-cause he grew up in a subdivision that was in walking distance of a swamp and bird sanctuary. He also loves the sight of sunlight reflected on water. Today he lives in a home surrounded by ponds that he put in himself af-ter he relocated and discovered how much he missed the water.

What do you enjoy most about living on water? Maybe it’s long lazy days fishing from your own dock? Or do you prefer the challenges of trout fishing? If so, then a home in the mountains near a trout stream

will appeal more than lakefront. If you are the social type who enjoys community activities you will want a very different piece of property from someone who craves privacy. Do you enjoy swimming and boating? If so, is it enough to have access to beaches and a marina? Or do you want to have your own private dock where you can swim, launch a boat or just enjoy the sunset reflected in the water?.

All of these different kinds of wa-terfront amenities are available in our area and, thanks to our current real estate market, you will also find prices that were unheard of just a few years ago. So if you didn’t find what you wanted back then, take another look. In addition to favorable prices, inter-est rates are the lowest they’ve been in over 60 years, which means it’s a great time to lock in affordable monthly payments on your vacation, retire-ment or year-round waterfront home.

The Many Variations of Waterfront

If you are someone who enjoys a private, rural lifestyle, riverfront property may be the perfect choice, especially if you want to build your

own house. Finding property that ac-tually fronts on the water may be a bit of a challenge since many rivers have roads and railroads running along side of them. In addition, although mortgage money is available,Walden, who specializes in rural property, explained it is always more difficult to find financing for raw land. Cur-rently he has some large parcels for sale which front directly on the Rock-fish River, but most of his buyers, he said, pay cash. Prices start at around $300,000.

If you want a more developed place to live, there are several lake commu-nities within reasonable commuting distance of Charlottesville including Lake Louisa, Lake Monticello, and Lake Anna, all of which offer values

appealing to first timers, people seek-ing a weekend get away, or those look-ing for something more luxurious.

Lake LouisaLake Louisa is surrounded by a

gated community called Blue Ridge Shores. This family-oriented neigh-borhood has some properties directly on the water, and many others that are within easy walking distance. For those who don’t live right on the wa-ter, there are three beach areas for swimming. Boatslips are available for rent at the marina for those who need them. Residents can also use the community center as well as en-joy the tennis and basketball courts or take a leisurely stroll on the walk-ing trails..

Lake Louisa offers fishing, boat-ing, water skiing and white board-ing, but jet skis are prohibited. children. There are also restrictions on boat size and horsepower.

Sandridge explained that proper-ties right on the water at Lake Louisa are difficult to find, and when they do go on the market they don’t last long. Prices for these homes start at about $275,000. In addition, there are some terrific deals available on homes else-where in the subdivision, including some foreclosures that start as low as $100,000.

Lake MonticelloA little closer in to Charlottesville

is Lake Monticello, also a gated com-munity. While the lake is similar in size to Lake Louisa, the community itself is much larger with a great deal more to offer. In addition to water activities such as boating and fishing, it has an 18-hole golf course with a pro shop, five swimming beaches, a marina with boat slips for rent, a

well-stocked fishing pond and a large swimming pool complex. In addition, on the perimeter of the community are many amenities such as restau-rants, a day spa, medical services, a pharmacy and fitness centers.

When you live in a gated commu-nity like Lake Monticello, not only do you have to deal with the gates when you go in and out, but you have to remember to let the security guard know if you are expecting visitors. While many people appreciate this level of security, if you are someone who has lots of friends and relatives dropping by, or if you don’t have the patience for the gate, you have another option, according to Diane Miller, a REALTOR® with Century 21 Monticello Properties. Miller ex-plained that there are sections of Lake Monticello that are outside the main gates. Residents of this area have the same privileges as those who live inside, but don’t have to contend

with entry and exit through the secu-rity booth.

While Lake Monticello has prop-erties that sell for over $1 million, in today’s market there are many good buys including at the low end. For example, Miller said there are fore-closure and short sale situations that have prices between $100,000 and $130,000. Don’t expect a garage at that price, she said, but some homes are available and offer a good op-portunity for first timers or people looking for a second home. “We see a lot of buyers out here who have decided the Charlottesville market is too expensive,” she said. “Often they are surprised at how much more house their money will buy at Lake Monticello compared to in town.” Of course in addition to a good price, new owners also have access to all of the waterfront amenities.

Lake AnnaWhile a little further from

Charlottesville, Lake Anna is an-other popular place to find water-front property. Created by Dominion Power over 30 years ago to provide a cooling source for the North Anna power plant, today it is a major rec-reational and waterfront center with both residential and commercial real estate opportunities. While the other two lakes have 300+ acres, Lake Anna is much larger with 13,000 acres, said Kate Elim, REALTOR® with Dock-side Realty who is a Lake Anna spe-cialist and resident.

The Lake Anna community is di-vided into two parts—one with 9,600 water acres and the other with 3,400 water acres. The larger, or public side, has commercial activity such as ho-tels, restaurants and the marina. The private side is quieter with no com-mercial activity. Swimmers may pre-fer this side because it serves as the

cooling lagoon for Dominion Power and is a few degrees warmer. The two are separated by three dikes and you can’t get from one side to the other by water.

If you love boating, Lake Anna has many acres to explore and, according to Sandridge who also owns property on this lake, there are no restrictions on boat sizes or numbers. Unlike at Lake Louisa, jet skis are welcome. Fishing is also a highlight of the Lake Anna lifestyle and people come there from around the country for fishing tournaments.

Another major attraction of this area is the Lake Anna State Park, which offers hiking trails, a swim-ming beach, picnic facilities, camp-ing, and cabin rental. Horseback rid-ers and bikers are also welcome on some of the trails.

Over all there are approximately 120 different neighborhoods on 250

miles of shoreline that are part of Lake Anna. This kind of variety comes with many different price ranges. Lot prices range from $50,000 to $400,000 depending on whether you have your own private waterfront, a view of the lake, or just lake access.

As in the other communities, you will find some great values here, in-cluding short sales and foreclosures, some with frontage on the water. For example, Sandridge explained that homes that may have sold for $800,000 during the hot market will be selling for $650,000 to $700,000 today.

Why People Buy Virginia Waterfront Property

People buy waterfront in our area for a lot of reasons. If they are look-ing for a second home, a big one is convenience. All of these lake com-muniities are an easy commute from urban centers such as DC, Richmond, Fredericksburg and Charlottesville, making it easy to get away for a week-

end, or for a nice vacation with mini-mal travel.

For many people, a second home is a way to diversify their investment portfolio by acquiring property when prices are low. This purchase can also be part of retirement planning. Walden said many of his buyers are within five years of retirement, and most are from out of town. Of the people who have purchased his par-cels on the Rockfish River, only one is local, the rest come from places such as Tappahanock, Virginia Beach, and Maryland. One of his investors is from overseas and is quite young, but wants to purchase waterfront prop-erty now before it is all gone.

Whether or not they actually re-tire there, the purchase may be a good investment because waterfront property has good resale value, ac-cording to Walden. “When people

call, inevitably 80 to 90 percent want privacy, mountain views and water. When waterfront property is avail-able people are willing to pay more for it,” he said.

Sandridge explained that proper-ties right on the water at Lake Louisa are difficult to find, and when they do go on the market they don’t last long. Prices for these homes start at about $275,000. In addition, there are some terrific deals available on homes else-where in the subdivision, including some foreclosures that start as low as $100,000.

Lake MonticelloA little closer in to Charlottesville

is Lake Monticello, also a gated com-munity. While the lake is similar in size to Lake Louisa, the community itself is much larger with a great deal more to offer. In addition to water activities such as boating and fishing, it has an 18-hole golf course with a pro shop, five swimming beaches, a marina with boat slips for rent, a

well-stocked fishing pond and a large swimming pool complex. In addition, on the perimeter of the community are many amenities such as restau-rants, a day spa, medical services, a pharmacy and fitness centers.

When you live in a gated commu-nity like Lake Monticello, not only do you have to deal with the gates when you go in and out, but you have to remember to let the security guard know if you are expecting visitors. While many people appreciate this level of security, if you are someone who has lots of friends and relatives dropping by, or if you don’t have the patience for the gate, you have another option, according to Diane Miller, a REALTOR® with Century 21 Monticello Properties. Miller ex-plained that there are sections of Lake Monticello that are outside the main gates. Residents of this area have the same privileges as those who live inside, but don’t have to contend

with entry and exit through the secu-rity booth.

While Lake Monticello has prop-erties that sell for over $1 million, in today’s market there are many good buys including at the low end. For example, Miller said there are fore-closure and short sale situations that have prices between $100,000 and $130,000. Don’t expect a garage at that price, she said, but some homes are available and offer a good op-portunity for first timers or people looking for a second home. “We see a lot of buyers out here who have decided the Charlottesville market is too expensive,” she said. “Often they are surprised at how much more house their money will buy at Lake Monticello compared to in town.” Of course in addition to a good price, new owners also have access to all of the waterfront amenities.

Lake AnnaWhile a little further from

Charlottesville, Lake Anna is an-other popular place to find water-front property. Created by Dominion Power over 30 years ago to provide a cooling source for the North Anna power plant, today it is a major rec-reational and waterfront center with both residential and commercial real estate opportunities. While the other two lakes have 300+ acres, Lake Anna is much larger with 13,000 acres, said Kate Elim, REALTOR® with Dock-side Realty who is a Lake Anna spe-cialist and resident.

The Lake Anna community is di-vided into two parts—one with 9,600 water acres and the other with 3,400 water acres. The larger, or public side, has commercial activity such as ho-tels, restaurants and the marina. The private side is quieter with no com-mercial activity. Swimmers may pre-fer this side because it serves as the

cooling lagoon for Dominion Power and is a few degrees warmer. The two are separated by three dikes and you can’t get from one side to the other by water.

If you love boating, Lake Anna has many acres to explore and, according to Sandridge who also owns property on this lake, there are no restrictions on boat sizes or numbers. Unlike at Lake Louisa, jet skis are welcome. Fishing is also a highlight of the Lake Anna lifestyle and people come there from around the country for fishing tournaments.

Another major attraction of this area is the Lake Anna State Park, which offers hiking trails, a swim-ming beach, picnic facilities, camp-ing, and cabin rental. Horseback rid-ers and bikers are also welcome on some of the trails.

Over all there are approximately 120 different neighborhoods on 250

miles of shoreline that are part of Lake Anna. This kind of variety comes with many different price ranges. Lot prices range from $50,000 to $400,000 depending on whether you have your own private waterfront, a view of the lake, or just lake access.

As in the other communities, you will find some great values here, in-cluding short sales and foreclosures, some with frontage on the water. For example, Sandridge explained that homes that may have sold for $800,000 during the hot market will be selling for $650,000 to $700,000 today.

Why People Buy Virginia Waterfront Property

People buy waterfront in our area for a lot of reasons. If they are look-ing for a second home, a big one is convenience. All of these lake com-muniities are an easy commute from urban centers such as DC, Richmond, Fredericksburg and Charlottesville, making it easy to get away for a week-

end, or for a nice vacation with mini-mal travel.

For many people, a second home is a way to diversify their investment portfolio by acquiring property when prices are low. This purchase can also be part of retirement planning. Walden said many of his buyers are within five years of retirement, and most are from out of town. Of the people who have purchased his par-cels on the Rockfish River, only one is local, the rest come from places such as Tappahanock, Virginia Beach, and Maryland. One of his investors is from overseas and is quite young, but wants to purchase waterfront prop-erty now before it is all gone.

Whether or not they actually re-tire there, the purchase may be a good investment because waterfront property has good resale value, ac-cording to Walden. “When people

call, inevitably 80 to 90 percent want privacy, mountain views and water. When waterfront property is avail-able people are willing to pay more for it,” he said.

When Reporting TaxesBy RogER A. VARnER, II

The Internal Rev-enue Service (IRS) and its agents are not known for their soft and compas-sionate side. Most people view the IRS

as the agency you don’t mess around with and for good reason. The IRS is part of the Treasury Department and has been given legal abilities to en-sure that their job of collecting taxes for the federal government is carried out. The deadline for filing federal tax returns this year was extended by the IRS to April 17th which is only days away. Those who have put off filing their tax returns will be scurrying at the last minute to avoid penalties for filing late. When taxes are done hast-ily, many filers will make some com-mon errors that will cost them by in-creasing the likelihood of an audit or subjecting them to penalties. There are five common mistakes you should know about to reduce the likelihood of falling for these pitfalls.

The IRS uses a tax ID number to identify a person or entity. For most people this number is their Social Security number, which the IRS then uses to tie the financial world of that person together. In addition, many tax credits are tied to the tax ID number with one of the most common being the Child Tax credit. It is a common error of entering in the wrong tax ID number or not one at all, which will flag the return for a closer look. In the case of a Child Tax credit, a blank or incorrect number could allow the IRS to disallow the credit being claimed. Take the time to review these tax ID numbers to be sure they are accurate.

Another common error on tax returns is simple math miscalcula-tion. There are many addition and subtraction calculations in the pro-cess of determining a tax liability or refund. With each step is the pos-sibility that an incorrect key will be pushed or a math mistake will occur. With the increased usage of online tax preparation software, the chances of math miscalculation are reduced but at the same time the chance of keying errors rises. If filing on paper,

be sure to double-check the math. If using software, be sure to double-check that the number on the screen matches your statement.

Overlooking unearned income is another error that is common among filers. Remember the first common error regarding the tax ID number? The IRS uses this to know just how much money was earned on your w-2s and 1099 forms such as 1099-INT or 1099-DIV. These state-ments should be collected and used to complete your 1040 form. Omit-ting this additional income won’t slip by the IRS, as they know about it already and that only increases the likelihood of an audit due to account discrepancies. When receiving tax forms from the various financial in-stitutions, be sure to set them aside for tax preparation instead of throw-ing them away or filing them.

It is a common mistake for filers to fudge the numbers. This is where the filer believes they spent the mon-

ey and wants to claim it as a deduc-tion but they aren’t sure of the true number. Without complete and ac-curate records, many filers will guess or, even worse, inflate the figure in the hope of getting the credit. The

IRS is not about guesses or hunches, as they will require the filer prove everything they are trying to claim. Take the time to dig up the records to provide an accurate number and if you are unable to uncover all of the records, only deduct those that can be proven. This type of error comes with some steep penalties that add up fast, so why risk it.

The last common error is for-getting to sign the return. Your sig-nature is required at the end of the 1040, which states that you are de-claring the return to be complete and true to the best of your knowledge. The IRS requires this so they know the filer’s part is done and that the filer is responsible for the return should the IRS find anything wrong with it. While not likely to cost the filer money besides postage, not sign-ing a return will drastically increase the time it takes for the return to be processed. When the return is final-ized and complete, be sure to sign it before mailing it out.

These common errors can result in costly mistakes when filing tax re-turns. Take the time to review your return, as a little bit of time spent now will save headaches and possibly money later. And, as always, be sure to check with a professional tax advi-sor if you have any questions or wish to receive tax help.

When taxes are done hastily, many filers will make some com-mon errors that will cost them by in-creasing the likeli-hood of an audit or subjecting them to penalties.
