The way the process works issimple: Sun readers are invited towrite a short essay – about 300words – describing their favoritetownship-based nonprofit orcharitable group. In the past,we’ve had everything from organ-izations backing the building of askate park to service groups andeven field hockey teams that werenominated.

Then we publish the essays. Ifwe receive more than one essaysupporting a particular group,we’ll choose the one we considerbest describes the group’s goalsand contributions and put thatone in the contest.

Moorestown is moving forwardwith what township managerScott Carew described as an im-mediate interim solution to thelevels of 1,2,3-Trichloropropane(TCP) and trichloroethylene(TCE) found in the township’sdrinking water.

Moorestown Fire District No. 1will hold its annual election onSaturday, Feb. 20 at the Emer-gency Services Building (HoseCo. No. 1), 261 W. Main St. Resi-dents can vote to approve the 2016annual budget and elect two firecommissioners. Polls will be openfrom 2 to 9 p.m. as established bystate law. Entrance is through therear of the building by the en-trance driveway.

Registered voters will be askedto elect two individuals to three-year terms on the Board of FireCommissioners. Incumbent FireCommissioners Peter R. Bowmanand Bradley J. Kenney are run-ning unopposed. Bowman, a for-mer fire commissioner, filled theunexpired seat of Howard Schus-ter who passed away in 2015. Bow-man has filed a petition to contin-

ue his role as a member of theBoard of Fire Commissioners.Kenney has been a fire commis-sioner since 2013; he is runningfor his second term.

The proposed fire budget totals$2.08 million to be raised by taxa-tion. This is a $27,557 decreasefrom last year. The total budgetappropriation this year is $2.16million, a $108,357 decrease fromlast year, primarily due to generaloperating expenses decreasingand the completion of debt serv-ice on a $860,000 general obliga-tion bond that was approved byvoters on Dec. 28, 2002, to makeimprovements to the primary firestation where administrative op-erations are housed. The finalpayment was made in 2015.

The average assessed home of$446,500 will pay $294.69 in taxes ifthe budget is approved.

The old Moorestown library once againwas found to have asbestos, adding morecost to the demolition project than origi-nally planned for the second time.

Town Council and Moorestown resi-dents expressed displeasure at the newsthat additional money must be spent on theproject, especially considering asbestoswas found once already. Township Engi-neer James Ruddiman assured councilthere wasn’t much that could have beendone to find the asbestos, as destructivetesting would have had to been done, whichwould have been an additional cost regard-less.

Due to this, town council approved an or-dinance on first reading Monday, Feb. 8 to

set aside $160,000 and borrow $152,000 to beused for the removal of asbestos. The pub-lic hearing and second reading is sched-uled for Feb. 22.

“It is what it is. We would have accruedthis expense regardless of who or how thiswas inspected. I think we’re stuck here,”Mayor Phil Garwood said.

The original contract awarded to MecoDemolition Inc. in October was for$421,000. The township initially put aside$10,000 for asbestos remediation because itexpected to find asbestos in the floor tilesand the fire doors, according to Ruddiman.

The project was delayed due to more as-bestos being discovered in the adhesivetape used to glue the ceiling tiles to the roofand behind the walls. Council approved a$70,000 change order to remove the as-bestos in December and official demolition

started in early January.Following the remediation and demoli-

tion, additional asbestos was discovered ina two-foot area on three sides of the base-ment wall, and the entire basement wall onthe fourth side. The contractor said it couldremediate the asbestos for $159,412.96.

Council asked if there was a possibilityto go out for a lower bid, and Ruddimansaid they could, but that would add costsfor demobilization and remobilization.

“There is no guarantee there would belesser prices and, in fact, it could be more,”he added.

Ruddiman said the additional asbestoswould not have been able to be found with-out the township ripping up tiles and tear-ing down walls prior to demolition.

week, following a disappointing sixth-place finish in the New Hampshire pri-mary, Christie did what many thoughtwas inevitable for quite awhile now –he suspended his bid for the presiden-cy.

Four years ago, when Christie madeit official that he would not seek the Re-publican nomination in the 2012 elec-tion opposite President Obama, itseemed as though our governor would,at the very least, be a leading candidatein 2016. But following the Bridgegatescandal and fights over the state’s pen-sion, voters soured on him.

The surprising rise of DonaldTrump, and others, was the final blow

to Christie’s presidential aspirations. He performed poorly in the Iowa

caucuses, which wasn’t unexpected,but all along, he was banking his cam-paign on success in New Hampshire.When he finished with just 7 percent ofthe vote last week, good for sixth bestamong Republicans, the final nail washammered in his coffin.

Now, Christie returns to New Jerseyto assume his full-time duties of gover-

nor. That will be good for us – or willit?

Christie will serve out the remain-ing two years of his second term as alameduck governor. Between now and2017, with no further political ascen-sion in sight, he will be forced to dealwith a Legislature that has its sightsset on policies that will reach far be-yond his term in office.

How much Christie will be able toaccomplish in the remainder of histerm, and just how much influence hecan exert, is questionable, at best.

Christie went for it all, and came upshort. Now, he’s coming back home topick up the pieces.

Here’s to hoping he’ll be more hum-ble in the coming years and think ofNew Jersey first.

Following a closed session dis-cussion on Monday, Feb. 8,Moorestown Council unanimous-ly approved a resolution that ex-pressed its intent to bond in theevent of an affordable housingfunding shortfall. This resolutioncomes after Moorestown wasasked by Burlington County Su-perior Court Judge Ronald Book-binder to submit a revised afford-able housing plan to the court byFeb. 15.

“It’s something council hasdone before, when Council on Af-fordable Housing was still in exis-tence, and is required as a formal-ity to show municipalities’ will-

ingness to bond for money itmight need if the funds are de-pleted. There is no intention orneed (to bond) in the future as ofnow,” borough solicitor AnthonyDrollas said.

According to the ordinance, thefunding could come from thetownship’s Affordable HousingTrust Fund, consisting of devel-opment fees, in-lieu paymentsand other revenue, and govern-mental sources including the Fed-eral Low Income Housing TaxCredits program, New Jersey Bal-anced Housing funds, HUD fund-ing, Federal Home Loan BankBoard financing, HMFA bond fi-nancing and Burlington CountyHome funds.

The township would only have

to bond the money if fundingfrom its initial sources runs out.If the township were in need ofbonding due to an affordablehousing shortfall, an ordinancewould have to be approved.

This resolution is part of therevised affordable-housing planMoorestown must submit tocourt, as asked by Bookbinderand court-appointed special mas-ter Elizabeth McKenzie to remainin compliance with affordablehousing, which it maintains, ac-cording Drollas. Those revisedplans were due Feb. 15. The re-vised plans will also hopefully set-tle the matter between Fair ShareHousing Center and Moorestown

Resolution expresses intent to bond in event of funding shortfall

Department of EnvironmentalProtection in October 2014 after asmall amount of TCP was foundin the water, although Well 7 wasreopened in June.

Since then, residents and town-ship officials also grew interestedin the levels of TCE found at thesites as well.

Trice estimated that it wouldtake about three weeks to preparethe specifications and bid docu-ments for the equipment to re-move the TCP and TCE, with an-other three weeks for bidders toreview the documents and thenabout two weeks for council toaward a contract. Once councilhas awarded a contract, Trice es-timated it would then take threemonths to get the equipment onsite and running.

Carew said that while the town-ship has been in contact with offi-cials from the state Departmentof Environmental Protection on aweekly basis since the wells firsttested positive for TCP and TCE,the township’s water continues tomeet state and federal drinkingwater standards. However, Carewasked residents not to miscon-strue that to mean Moorestownwould simply do nothing aboutthe substances in the water.

“The existence of any of thesethings is a concern, and it’s onethat’s going to be addressed,”Carew said.

Carew said the interim solu-tion would not require a bond andcould be paid for comfortablywith the township utilities sur-plus. He said the cost would besomewhere between $70,000 to$100,000 upfront, and would theninclude monthly rental fees ofanywhere from $10,000 to $15,000until a permanent treatment solu-tion is in place 12 to 18 monthslater.

Carew also noted that while

TCE levels in the township havenot exceeded or violated the max-imum contaminant level allow-able by law, the levels have beenup-ticking. He said without theinterim treatment, there was apossibility Moorestown might vi-olate the MCL before a perma-nent treatment is in place.

Regarding a permanent solu-tion at the North Church Streetplant, Carew said the township islooking at about six more monthsof engineering work for a solu-tion to remove TCP, TCE, Man-ganese and radiological contami-nants.

He said the work would be outto bid and under construction be-fore the end of the year, and con-struction would then be complet-ed sometime in 2017 with an esti-mated cost of about $7 million.

Other water treatment plantsin town would also see work overthe next several years, with theconstruction of new treatmentprocesses at the Kings Highwaywater plant. Specifications forthat plant are expected to go outin April or May, with councilawarding a contract and con-struction beginning in the sum-mer to be completed next year.The preliminary estimated costfor that work is $7.25 million, andwill provide the treatment capaci-ty to meet the well capacity al-ready available at the plant.

The last of the water treatmentplans will focus on the HartfordRoad water treatment plant andwill include the demolition andreplacement of all existing treat-ment units and the rehabilitation

of the existing treatment build-ing. The proposed constructiondate of the plant is 2018 with workto be completed by Jan. 1, 2020,which could allow for a reductionin Moorestown’s next contractwith New Jersey AmericanWater, which expires in 2020.

The preliminary cost estimatefor the project is $6.9 million.

After the presentation, resi-dents in attendance spoke on anumber of water-related issues,with several questioning whyWell 7 was still open when afterone month of being reopenedTCP levels tested similar to wherethey had been upon closing.

Carew said the DEP was awareMoorestown was reopening thewell, but never formally told thetownship not to reopen it or tokeep it closed. Carew said councilcertainly could entertain the re-quest of shutting the well down ata future meeting, but there wouldbe budget implications as thetownship would be forced to buymore water from NJAM.

Some residents also mentionedthe possibility of inquiring withthe DEP to see if Moorestowncould use the township’s emer-gency water interconnects withneighboring Mt. Laurel andMaple Shade to determine if per-haps Moorestown could purchasewater from those towns.

Carew also told residents thetownship was working towardcreating a special page on thetownship’s website to host infor-mation related to the water sys-tem for easier access by residents.

Neil Gilmour, Jr., P.E., of WhiteHorse Village in NewtownSquare, Pa., and a former long-time resident of Moorestown,passed away peacefully on Feb. 1at the age 91.

He was the beloved husband ofDoris Gilmour (nee Myers) for 66years and devoted father of NeilIII, John and Christine Kaighn,all of whom survive him. He is

also survived by his brother,Richard M. Gilmour and his sixgrandchildren Neil IV, ElizabethA., David F., Daniel M., Brandanand Marlee J. Gilmour.

Neil was a 1942 graduate ofLansdowne High School and a1945 graduate of SwarthmoreCollege. He combined his collegeyears with service in the UnitedStates Navy V12 Officer TrainingProgram and graduated with abachelor's degree in mechanicalengineering. He served in the Pa-cific Theatre in World War II andwas discharged with the rank oflieutenant junior grade.

A professional engineer, hespent his career at WestinghouseElectric Corporation as the dis-trict sales manager and profes-sional engineer.

For many years, he tirelesslygave his time to St. MatthewLutheran Church in Moorestownand Good Samaritan Center inCamden. He is fondly remem-bered by his family for his con-stant love and support; his deepinterest in building and repairingalmost anything; camping vaca-

tions; weeksat the NewJerseyShore, espe-cially BeachHaven; fish-ing; sportsability; loveof thePhiladelphiaFlyers; andbeing an all-around won-derful guy.

Relatives and friends were in-vited to his memorial service Sat-urday, Feb. 13 at White Horse Vil-lage Auditorium in NewtownSquare, Pa. Interment was at theSt. Matthew Church Remem-brance Garden in Moorestown.

Despite the current bone-chill-ing temperatures, the Depart-ment of Parks and Recreation isalready making plans for sum-mer programs. The key to a suc-cessful, fun-filled, Moorestownsummer is local activities. The de-partment makes recreation foreveryone the No. 1 priority withthe help of the organizations withwhich it collaborates. One of thedepartment’s key communitypartners is the Sean Fischel Con-nect organization. While manyMoorestonians know of Sean Fis-chel Connect, they may not beaware of the monumental impactthis organization has had on ourlocal community and activitiesavailable through the Depart-ment of Parks and Recreation.

For anyone who has ever hadthe pleasure of speaking with theFischel family, it is immediatelyobvious that gratitude and faithplay a huge part in their lives.After the tragic loss of their sonSean, the family chose to thankthe community that had providedthem so much support duringSean’s heroic struggle against hisundetected illness, hemophago-cytic lymphohistiocytosis. Fol-lowing his death in January 2013,the Fischels and their closefriends hosted a run in his honor.The money raised from the runwas beyond all expectations, andthe family decided that it neededto be shared with organizationsthat make a difference in the livesof children. The very first checkKimberly Fischel wrote was tothe Moorestown Department ofParks and Recreation.

When asked why, Kimberlysays simply, “It is so easy to giveto the Department of Parks &Recreation. We know that 100percent of the funds go to pro-grams that serve the communityand go to those who need it.”

The first donation went to pro-vide Recreation Youth Soccer T-shirts to the growing youth soc-cer program. The next donationadded WiFi for the Church StreetRecreation Center. And then,

Sean Fischel Connect made a de-cision to do even more to directlysupport those in need. In 2015Sean Fischel Connect made theRecreation Special Needs Sum-mer Camp a priority.

It was 2008 when the Recre-ation Special Needs SummerCamp began. The Department ofParks & Recreation received agrant from the Department ofCommunity Affairs with 20 per-cent matching funds donatedfrom Moorestown Township tohelp provide a consistent systemof support for special needs chil-dren ages 5 to 12 and their fami-lies. As state funding began toshrink, community partners suchas the Moorestown EducationFoundation, Bayada Home HealthCare and Quaker Wealth Manage-ment supported the programwith donations. And then, whenit seemed that the children whowere aging out of the programwould have nowhere to go, theSpecial Needs Camp expanded itsages with support from Sean Fis-chel Connect. The day camp, nowin its eighth year, has grown to ex-pand its services to children ages5 to 21.

In January, I watched KimberlyFischel, with her natural graceand kindness, quietly hand Direc-tor Theresa Miller a check for$20,000 to ensure that these youngpeople, and their families, wouldreceive the support they need.Their 2016 donation will be direct-ed to the Recreation Youth SoccerLeague, WiFi and the SpecialNeeds Summer Camp. The Spe-cial Needs Summer Camp has be-come a priority of Sean FischelConnect’s donation to the Depart-ment of Parks and Recreation.The significance to Kimberly issimple – to provide services for

Moorestown was not living up toits affordable housing obliga-tions, retained an expert witnesswho said Moorestown neededmore than 1,400 units to be creat-ed in the next few years, accord-ing to Drollas. Moorestown, alongwith other municipalities, pre-pared an opinion that was avail-able at the end of last year that

only requires 171 units, based ona new calculation by a consultingfirm, Econsult Solutions Inc. ofPhiladelphia. Both are in courtover this matter.

The discrepancy in numbers isnot uncommon. The problem ofaffordable housing is widespreadthroughout the state, and intensi-fied last year when the stateSupreme Court decided to handregulation over to the judges afterCOAH failed to create new guide-lines and was dissolved. Accord-ing to Drollas, the numbers arebased on a number of assump-tions and calculations, which aredifferent with each firm.

“The truth is it is very compli-cated … Ultimately, it will be up tothe court to decide the number (ofaffordable houses forMoorestown). It could be onenumber or the other, higher orlower, or in between,” Drollassaid.
