    The good deeds of Moorestow-nians and other area volunteerswere honored at the MoorestownTown Council meeting last week.

    Former Councilman GregNewcomer, members of variousboards and committees, and thosewho helped with the MoorestownCommunity House fire on Nov. 17were honored with plaques andproclamations for their service.

    The first person honored thatnight was Newcomer, who wasgiven a proclamation and plaque

    for his work as a council memberas well as all of the contributionshe has made to the township.

    “It is only fitting that we take alittle time to honor Greg and hismany, many years of service toMoorestown. He will be verymissed,” Mayor Victoria Napoli-tano said.

    Plaques and proclamationswere also given to various volun-teers and workers who risked

    their lives during the MCH fire tohelp save one of Moorestown’streasures.

    Good samaritan Eric Tieniberwas honored, as he was the onewho alerted those who were in-side the MCH about the fire. Healso called 911.

    According to the proclamation,Tieniber was driving on MainStreet when he saw smoke com-ing out of the roof of the eastwing of the MCH on Nov. 17. Hehelped to evacuate approximately40 people from the building. Be-cause of his actions, no one wasinjured in the fire, and the MCH

    is operational.Emergency responders who

    helped on the scene during thefire were honored that night aswell. They were credited withhelping to keep the MCH aliveand well. Those honored were theMoorestown Police Departmentand volunteers from theMoorestown Relief Engine Com-

    Director of Curriculum and In-struction and Interim Superin-tendent Carole L. Butler and Lan-guage Arts/English SupervisorSusan Tosti gave the MoorestownTownship Public Schools Boardof Education a presentation on

    the district Partnership for As-sessment of Readiness for Collegeand Careers scores, covering stu-dent participation, district scorescompared to state scores, how thedata will be looked at and changesfor the next PARCC testing in2016.

    Overall, MTPS performed ei-ther at or above the state scores.The presentation also revealedthat 30 percent of students who

    were able to take the test refused,the highest being in the highschool with 67 percent or less of students in each grade level tak-ing the exams.

    “These scores stand alone andact as a baseline for the district.We will use the data to assess cur-riculum, decide in professionaldevelopment how we will moveourselves forward based on thebaseline and take the assessment

    again this year and be able tocompare data a little bit closer,”Butler said.

    In the 2014-2015 academic year,New Jersey adopted PARCC to re-place the HSPA and previous as-sessments, based on the CommonCore standards. The PARCC testswere split into English/languagearts and math sections and takenby students in third to 11th grade.The assessment system was to de-

    termine whether students wereon track for college or careerreadiness.

    Butler stressed the importanceof taking the exams. The test isrequired by the state, and if notenough students take the test, itcould negatively impact the dis-trict. Also, these tests provide de-tailed score information for par-

    Since returning to its home in2014, the Department of Parks &Recreation has been developingand expanding programs offeredin the Church Street RecreationCenter. Included in these pro-grams is the open gym program,which not only provides a safe, se-cured, consistent recreational fa-

    cility for all of Moorestownyouth, but also a safe haven foryoung people in need of support.

    Open gym has grown to meanmore than just a few hours of court time for those who love toshoot hoops every afternoon. Theprofessional, adult staff functionas mentors and caregivers whoprovide oversight with openhearts. In partnership with or-ganizations like Live Civilly and

    the Moorestown Ministerium,open gym provides healthysnacks, academic assistance anda place where young people canrelax. One of the most recent ini-tiatives began as a positive rein-forcement tool to help youth andteens take ownership in their cen-ter – the “REC S.T.A.R.S.” pro-gram. “REC S.T.A.R.S.” standsfor Recreation Students TakingAction and Reciprocating Serviceand was the brainchild of staff 

    member Debbie Flick. Last year,the “stars” were gold stars thatindicated kind acts, assistance atthe center (picking up trash, or-ganizing sports equipment, etc.)and youth who obtained a certainnumber of stars were given “RecAwards,” such as t-shirts, extragym time, etc. This year, Flick de-cided to make the program more

    Holiday Festival a greattime in Moorestown

    While attending the Moorestown Holi-day Festival Dec. 5, I had a great opportuni-ty to visit a flash from my past. Upon enter-ing the old gymnasium on Church Street, Ifelt so nostalgic for my ninth grade gradua-tion prom that was held on the third floor.In 1963, the space was filled with teenagersall dressed up and feeling so adult as we

    prepared ourselves for the real world of 

    high school. It was only a summer away,but filled with the anticipation of being “abig kid now,” I danced with Paul Cantonand thought I was in love.

    But on that Saturday in December, thesame space was filled with artistic expres-sions from all grades of the schools. Theroom was alive with the sounds of noviceviolinists to the chorus of accomplishedvocals from the Moorestown choir. On theperimeter of the room were displays of di-

    verse art work in multi-mediums of com-

    munication.My personal favorite was the self-por-

    traits by the third graders of Baker School.All the paintings had wide smiles on theirkaleidoscopic faces. They were paintedwith the total abandonment of 7-year-oldswho only adhered to the beat of their owndrummers, finding nothing wrong withpurple, green or orange hairstyles.

    It was a great afternoon to live inMoorestown.

    Since September, Evesham Town-

    ship has been helping to save

    lives – quite literally, in its

    words. That month, the township

    launched a pilot program funded en-

    tirely through private donations from

    businesses, groups and even citizens

    that provided residents of the town

    with a free ride home from a township-

    based bar or restaurant if they had too

    much to drink.

    The program, called Evesham Sav-

    ing Lives, partnered with popular DD

    services such as Uber and BeMyDD to

    keep potential drunk drivers off the

    streets.

    The program worked well in the ini-

    tial pilot stage, and so, it was expanded

    another month. And then another. And

    another. In the program’s first 100

    days, officials said 800 residents used

    the service. Only two of the Evesham

    residents arrested for DWI during that

    time came from any of the 19 locations

    in town where the program is avail-

    able. Before the program started, near-

    ly 60 percent of those arrested for DWI

    in Evesham were residents of the

    town. During the program, that num-

    ber dropped all the way to 5 percent.

    Last week, Voorhees Township, Eve-

    sham’s next-door neighbor but across

    county lines, partnered with Evesham

    to jump on board the program. Now,

    residents of either township can get a

    free ride home from any establishment

    in either town to keep them from mak-

    ing the dumb decision of getting be-

    hind the wheel while they are im-

    paired.

    This new partnership is set to run

    through Jan. 15, with donations fund-

    ing it through that time. Evesham

    Mayor Randy Brown, a Republican,

    has said he’ll make sure it continues in

    his town indefinitely, and Voorhees

    Mayor Michael Mignogna, a Democrat,

    is happy to offer the program as well.

    The Saving Lives program is a won-

    derful example of bipartisan politics:

    A Republican-controlled town govern-

    ment in one county partners with a De-

    mocrat-controlled town government in

    the next county over to do what gov-

    ernment is intended to do – help keep

    its constituents safe.

    This is a highly commendable pro-

    gram – one that works, both in theory

    and in practice. The two town govern-

    ments should be thanked, but so, too,

    should the generous unnamed busi-

    nesses, groups and residents who have

    provided the donations to run it.

    Now, the next step should be expan-

    sion again – maybe with the help of 

    more towns, counties or even the state,

    who could provide funding so private

    donations weren’t needed.

    Let’s make this happen.

    Invasive emerald ash borerdiscovered in township trees

    A rare insect that has killedtens of millions of ash trees inthe United States is now active inBurlington County.

    On Dec. 14, Moorestown Town-ship reported the emerald ash

    borer had been detected in someof the town’s ash trees. It is esti-mated in the next five to eightyears, all ash trees inMoorestown may be dead, accord-ing to the township release.

    “Emerald ash borer is a fast-moving, highly destructive inva-sive pest, which could lead to thedeath of ash trees,” state Secre-tary of Agriculture Douglas H.

    Fisher said.The adult emerald ash borer is

    a metallic green insect about one-half inch long and one-eighthinch wide, making it hard to de-tect in the wild.

    The female beetles lay eggs onthe bark of ash trees. The eggshatch and the larvae bore into thebark to the fluid-conducting ves-

    sels underneath. The larvae feedand develop, cutting off the flowof nutrients and eventuallykilling the tree.

    EAB attacks and kills NorthAmerican species of true ash,and tree death occurs three to fiveyears following initial infestation.

    New Jersey is part of a federalquarantine to prevent the spreadof the beetle, which prohibits

    movement of ash trees outsidethe quarantine zone.

    The department also recom-mends not moving firewood,which is a vehicle for movementof tree-killing forest pests includ-ing EAB.

    It was first discovered in Som-erset County in May 2014. In a re-port from October, the EAB has

    been found in New Jersey inBergen, Burlington, Mercer, Mid-dlesex and Monmouth countiesas well.

    “Now that the beetle is in NewJersey and is starting to spread,we ask that towns put plans inplace to respond to the beetle,”Fisher said.

    Built into the Lower Schoolcoding curriculum atMoorestown Friends was a cele-bration of the global Hour of Code campaign, Dec. 7 to 13, to en-courage children to code for thefirst time. This program, byCode.org, features a number of skill-building activities featuringMinecraft, Star Wars and Frozencharacters, but is far from Lower

    Schoolers’ first exposure to writ-ing programs, thinking sequen-tially and interacting with tech-nology in creative ways. If any-thing, it is a week-long celebra-tion to reinforce and build on thefoundation that has already beenset in place in the inaugural yearof the unique coding programthat sees 3- to 10-year-olds learn tonavigate, draw and manipulatevirtual environments with codeevery week of the school year.

    On Dec. 8, first graders alsowelcomed a guest speaker intotheir coding class – parent RyanKennedy, principal architect atKickdrum Technology Group.

    Kennedy provided some exam-ples of projects he works on pro-fessionally and how code relatesto the work that he and his co-workers produce. As he presented

    a variety of apps, students wereable to quickly identify codingterminology used such as “debug-ging” and “loops.”

    He also brought a variety of props, which included buttonsand sensors, all of which incorpo-rate code in some way.

    After he explained the codinginvolved in the four sensors andbuttons, students then drafted ob-servational drawings in smallgroups.

    The Hour of Code is a one-hourintroduction to computer science,designed to demystify code andshow that anybody can learn thebasics. The grassroots campaigngoal was for tens of millions of students to try an Hour of Codeduring Dec. 7 to 13, in celebrationof Computer Science EducationWeek.

    Every child who attends opengym is offered a star – an actualstar that hangs on the wall in thegym lobby. These young peopleare given the opportunity to vol-unteer with recreation programsand staff to help maintain the ap-pearance of the gym as well ashelp facilitate programs wheremore hands are needed. Thiswinter, teens have volunteeredwith Recreation Basketball clin-ics, the SMASH Program, cleanedup the gym floors, organizedequipment and collected recy-cling. The Rec STARS programhas become a volunteer encour-

    agement tool, providing opportu-nities to young people to giveback to their community. Theyoung people were given the op-portunity to create a “wish list”on their star that hangs in thelobby, in hopes that a holiday giftunder $20 might arrive for them.

    On Dec. 23, thanks to a gener-ous donation from theMoorestown Luncheon Rotaryand Weichert Realtors, these chil-dren’s wishes will come true. TheRotary donation will be used to

    help grant wishes, from Recre-ation Basketball to cooking class-es or art and offering children theopportunity to participate andgrow through activities.     While removing a dead tree, aMoorestown municipal employeediscovered the infestation andconfirmed it was EAB. Accordingto the township-wide tree invento-ry, there are about 300 township-owned ash trees along the streetsand in parks. It is unknown howmany ash trees are on private

    property. The township is closelymonitoring its ash trees to deter-mine when and if the trees needto be removed. Township siteswhere trees are removed will be

    considered for replanting duringthe next planting cycle.

    The New Jersey Emerald AshBorer website has many re-sources for municipal officials,woodland owners and residents.

    “New Jersey has formed a taskforce made up of officials fromthe NJ Department of Agricul-

    ture, NJ Department of Environ-mental Protection, Rutgers Uni-versity and the U.S. Departmentof Agriculture Animal PlantHealth Inspection Service. We

    have developed a website withhelpful information that towns,homeowners and woodland own-ers can follow to manage this in-sect and ash resources,” saidJoseph Zoltowski, the NJDA Divi-sion of Plant Industry director.

    Moorestown has set up infor-mation about the EAB on theTree Planting and PreservationCommittee website. The informa-tion includes how to identify anash tree, how to identify that ithas been infected and what are

    “The options are limited onceinfected, but if you go on our web-site it lays out everything,” Town-ship Manager Scott Carew said.

    “Residents and municipalitiesmust manage both the beetle andtheir ash resources,” Zoltowskisaid. “By the time the beetle hasbeen found and killed a tree, thebeetles have moved on and are ca-pable of traveling 12 miles ormore. So, unlike the gypsy mothsuppression program, there is lit-tle the state can do to stop the ad-vance of the bug.”

    The PARCC at MTPS saw atotal of 1,159 refusals of the 3,918students in grades three through

    11. The highest numbers partici-pating were in the elementaryschools, with more than 85 per-cent of students taking thePARCC in each grade. In the highschool, however, numbersdropped to only 67 percent inninth grade, 43 percent in 10thgrade and 28 percent in 11thgrade.

    The PARCC assessment usedfive performance levels that delin-eated the knowledge, skills and

    practices students are able todemonstrate. The levels were 1:did not meet expectations, 2: par-tially met expectations, 3: ap-

    proaching expectations, 4: met ex-pectations, and 5: exceeded expec-tations. District scores were bro-ken down by grade level and per-centage of students receivingeach level.

    The outcomes of the PARCC as-sessment at MTPS saw the dis-trict exceed state percentages thatmet or were greater than level 4in English/language arts andmath. For English/language arts,grades three to 11 all saw highestpercentages in level 4. For math,

    grades three through seven, itwas the same. Math for eighthgrade was split between algebra I,geometry and algebra II. Someninth graders took the test as wellas they were in those courses. Onthose tests, the highest percent-age levels were in the level 3 or 4categories.

    “Overall, with the new assess-ment and all of the changes … wefeel we are in a very good place inMoorestown for moving for-

    ward,” Tosti said.The district planned to sendPARCC information and studentreports through the mail last

    week. There will also be presenta-tions to parents about PARCC onJan. 11 for students in gradesthree to six at the Upper Elemen-tary School and on Jan. 12 for stu-dents in grades seven to 12 at theWilliam Allen Middle School.

    The district will use thePARCC data to identify strengthsand gaps that exist in curriculumand instruction, inform the con-versations of educators when dis-cussing student progress and dis-cuss where additional profession-

    al resources are needed to meetlearning needs.

    “It is our goal to look at thedata and enhance our efforts andmove our students forward,”Tosti said.

    Test changes for this academicyear include one testing window,90 minutes overall reductions totests and fewer test units. ThePARCC assessment previouslywas over two testing windows inMarch and April. Test units were

    also reduced to three English/lan-guage arts units and three or fourmath units.

    There are parent resources forunderstanding PARCC and theirchildren’s individual PARCCscores available on the presenta-tion at the MTPS website,www.mtps.com. The presentationwill go through all of the slideswith explanations and notes fromthe presenters.

    • The Telecommunications andTechnology Committee presentedthe idea of a possible townshipchannel for the council to consid-er. The presentation showed threeoptions. The options were Telvue,which provides a hybrid/cloud-based broadcasting and stream-ing solution, and Kaltura and DA-

    CAST, both of which would be

    only online and provide an opensource video player with brandedwebsite for streaming, negatingthe use of a cable TV channel.Telvue would cost the township$27,327.90 to start and $5,118 peryear for maintenance and host-ing. Kaltura and DACAST wouldhave a one-time startup fee of $7,200 and $24,000 annually.Napolitano said no matter the de-cision, there has to be a video ondemand or streaming componentas it is the way of the future. She

    said she doesn’t have cable. There

    was no decision made, as councilfelt there needed to be more dis-cussion on the topic. The topicwas moved to another meeting,which, according to Napolitano,would be early in 2016.

    • The old Moorestown librarydemolition has been delayed dueto asbestos being found in thebuilding. Due to the special na-ture of how the asbestos must betreated, a resolution of a changeorder in the contract of $70,045.92was on the agenda and approved

    by council that night.• Council approved two ordi-

    nances on second reading. Thefirst was a change to salaries andcompensation for additional posi-tions in the township. The secondwill have some changes in feesunder the construction code.

    • Council planned a specialmeeting for the appointment of Newcomer’s replacement for therest of his term on Wednesday,Dec. 23 at 8 a.m. at Town Hall.

    • The next Town Council meet-ing will be the reorganizationmeeting, which was changed toWednesday, Jan. 6 at 7 p.m. atTown Hall.
