The ISTC is an Intergovernmental Organization founded by the European Union, the United States of America, Japan and Russian Federation in November 1992; operations began in March 1994.

Members of ISTC Governing Board: Canada, the European Union, the United States of America, Japan and Russian Federation.

Headquartered in Moscow

The ISTC is accredited in Russia, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyz Republic and Tajikistan with a status equivalent to a diplomatic mission
