Have you ever seen a bra made of colored pencil tips or pink construc-tion hats? How about a new meaning for “Chest of Drawers?” These were some of the creative—and outra-geous—contest entries at last year’s Blue Ridge Chapter of Women’s Council of REALTORS® Bras for a Cause event.

Sponsored by Monticello Media, Bras for a Cause is back this year as a truly unique opportunity bringing the local business community to-gether to benefit Flourish—a positive image boutique developed by UVa’s Emily Couric Clinical Cancer Center to help cancer patients look and feel their best under the most intense cir-cumstances. Plain bras are decorated, embellished and transformed into whatever the mind can dream up.

On Sunday, August 5 from 2:00 to 5:00 p.m. at the Doubletree Hotel in Charlottesville, the bras will be mod-eled by a male member of the team during a fashion show, followed by an auction to raise money for Flourish.

Don’t miss this entertaining and fun-filled afternoon—all for a great cause. Hors d’oeuvres and a cash bar of wine, mimosas and Bloody Mary’s will be available. Tickets are $20 in advance; $25 at the event. Doors open at 1:30.

ABA’s FISH Program Garners National Award for Effectiveness

National Association of Area Agen-cies on Aging (n4a) recently selected

JABA’s Friends in Schools Helping (FISH) program to be one of the first recipients of a “What’s Working—Ef-fective Practices” award.

The award, which is administered through the Aging Network Volun-teer Collaborative, recognized FISH as a cost-effective, proven practice for volunteer engagement and comes with a $15,000 grant. JABA will use the funding to help replicate the FISH program in other parts of the country by developing a written guide and a webinar, and hosting either a live chat or blog on how to start a similar program.

“We are honored to receive this award,” says Pat Severson, volunteer coordinator for the program. “One of the most gratifying parts of the FISH program is to witness the change in students when paired with a caring FISH tutor/mentor. Thanks to this grant, other organizations will be able to build on our experience to help students across the country.”

FISH is an intergenerational pro-gram providing screened, trained, engaged and satisfied volunteers to help solve critical needs in our public schools. Currently, the pro-gram’s more than 100 volunteers are active in 15 schools in the city of Charlottesville and the counties of Al-bemarle, Greene and Louisa. FISH is led by an all-volunteer team recruited from the RSVP program, which JABA also sponsors. If you have a family and are considering a move to central Virginia, or if you’re liv-ing in one county and plan to relocate to another, you may be wondering about the caliber of our local school systems and what each has to offer. To make it easy for you, we’ve compiled information on the public school districts in our readership area. Following is an overview of each of

those districts.

Albemarle County Public Schools Educational excellence is the number one prior-

ity for residents of Albemarle County, and the quality of Albemarle County Public Schools continues to be one of the top reasons people and businesses choose to locate here. In 2011, nine Albemarle County public schools were named among the highest performing schools in the Commonwealth through the Virginia Index of Performance Program. This distinction is the latest of many accolades to the schools and the county, which include being selected by Forbes magazine as one of the 20 best places in the nation to raise a family.

All 26 Albemarle County Public Schools are fully accredited by the Virginia Department of Education. The School Division’s on-time graduation rate of 93 percent places it well ahead of the state average and is among the highest rates of any school division in the

state. Overall pass rates for students in reading and mathematics on the Virginia Standards of Learning assessments also remain well in advance of state aver-ages and the same is true for SAT test scores in reading, mathematics and writing. In 2012, the division placed among the top three percent of all school divisions in the nation and Canada by being named to the College Board’s honor role for the success of its students on Ad-vanced Placement tests. Nearly two out of every three graduates of Albemarle County high schools earn an Advanced Studies diploma. But an education in Albe-marle County Public Schools is about much more than achievement on standardized tests.

Albemarle County Public Schools is actively work-ing to transform education for the 21st century to meet the needs of today’s learners and prepare them for our rapidly changing global economy. Through partner-ships with PVCC, the University of Virginia and James Madison University, students have opportunities to graduate with one semester or more of college credit already completed. In 2012, more than 1,500 students were enrolled in one or more college-level courses. The School Division is a leader in using data-driven deci-sion-making to improve student achievement, and in implementing model 21st century classrooms that utilize technology and concept-based instruction to accelerate learning through student engagement and collaboration.

In 2012, Albemarle High School was again named a Virginia Music Educators Association Blue Ribbon School for excellence in its com-bined music program: choir, band and orchestra. Sports teams at all three comprehensive high schools captured district, regional, and state titles, while extracurricular teams such as forensics, music and the-atre also took home local, state and national awards. For the 18th con-secutive year, Destination Imagina-tion teams from Albemarle County schools advanced to global compe-tition. The young women’s choir at Burley Middle School qualified for the World Choir Games and took home a bronze medal. A Monticello student captured a first place medal title at the National History Day competition and a Western Albe-marle student won a scholarship for placing first in the national English Honor Society essay competition.

Students from Albemarle County Public Schools are accepted to the top 25 research and liberal arts col-leges and universities every year, with more than 80 percent of graduates pursuing post-secondary education or certification. The division offers the only locally funded preschool program for 3-year-olds in the region. In the coming year, all K-5 students will incorporate Spanish lessons into their classroom curriculum.

CHS offers more than 30 college-level (Advanced Placement and Dual Enrollment) courses, and 83 percent of the 2011 AP exams taken by CHS students earned scores of 3 or high-er. SAT combined mean scores in Verbal, Math, and Writing — respec-tively, 546, 518, 530 — are well above both state and national mean scores. CHS had 18 Commended Scholars and seven students named as 2011 National Merit Scholar Finalists.

Five schools in the Charlottesville City School Division exceeded 2011 Adequate Yearly Progress (AYP) indi-cators: Burnley-Moran, Clark, Green-brier Johnson, and Venable elemen-tary schools. Overall test scores show progress, while benchmarks contin-ued to rise. Jackson-Via Elementary, Walker Upper Elementary, Buford Middle School, and Charlottesville High School did not meet the bench-marks of 86 percent for reading and 85 percent for mathematics.

As a division, City Schools made gains in 13 of 18 AYP scoring areas.

• Jackson-Via made gains in 12 areas

• Buford/Burnley-Moran/Clark each made gains in 11 areas

• Venable made gains in eight areas; three areas remained the same at 100 percent.

• CHS made gains in seven areas (missed AYP in math by one point)

Louisa County Public SchoolsLouisa County Public Schools

(LCPS) currently has six schools: one high school (9-12), one middle school (6-8), and four elementary schools (pk-5). The building of Moss-Nuckols Elementary School, the county’s fourth elementary school, is completed and the school opened in August 2010. The division also has an alternative education center for students at the middle and high school levels. The high school has an extensive Career and Technical Edu-cation department and access to a Governor’s School. In June of 2012, a total of 381 students received their diplomas at the high school’s seventy-first an-nual commencement service. Louisa County Public Schools utilizes the Effective Schools pro-cess where the staff examines school needs and sets goals each year. Both at the school level and at the district

LCPS has seen continual progress since 1998 when Standards of Learn-ing testing began. W ith many banks and investors stuck holding the bag of delinquent or foreclosed mort-gages, you may

wonder if there has been a backlash in the terms of stricker credit score requirements for the underwriting of new mortgages. There is a perception among many that banks and other lenders are either not lending at all or are only lending to those with the least amount of risk, i.e. near perfect credit scores.

Having a higher credit score sug-gests that the applicant is at a low-er risk of default because they have demonstrated an ability to handle their credit in the past. Lenders who are providing substantial capital

would, of course, prefer an applicant who is likely to pay it back. Lend-ers who underwrite FHA qualified loans have seen the minimum credit score raised from 580 FICO to a split 620/660 FICO. Today’s FHA eligibil-ity requirements are split between a 620 minimum score for applicants wishing to put more than 25 percent down and 660 if they wish to put less than 25 percent down. Subprime loans are considered any loan that wouldn’t conform to minimum re-quirements set by government spon-sored enterprises, “GSE.” An increase in the minimum score requirement for GSEs would therefore lock more individuals out of traditional financ-ing and push them into an expanded subprime category.

At the end of 2011, over sixty percent of Americans would meet the 660 minimum FICO score re-quirement for an FHA loan. The minimum threshold may have risen slightly but it has also resulted in an increase in the credit score now con-sidered to be a good credit risk. Many lenders used to consider 660 to be a good credit risk but that has risen to 720 for some lenders and as high as 750 for others.

Once applicants’ scores go above 720, better rates and terms are avail-able. Easy credit with little to no doc-umentation is long gone with lenders today more persistent on document-ing everything on the loan applica-tion and verifying that information. Loans are still being made but some people are holding off on applying because with the increased legislature

affecting the lending market, they are unsure or unaware of

the current lend-ing climate.

Recently a report by The Los Angeles Times

showed that the average successful loan applicant

across the country had a FICO score of 764. This suggests that

those who are buying homes are not your average credit risk individual but are, in fact, those with great to excellent credit. These individuals are able to command the best terms available by lenders and the lenders are more than happy to lend to such low risk individuals. In 2011, $404 billion was lent out to home owners, which is significantly down from the $1.4 trillion extended in 2006. The subprime market has dried up as banks and other lenders are not will-ing to make such risky loans as dur-ing the real estate bubble.

With today’s economic uncertain-ty, recent negative sentiment towards real estate, foreclosures and the indi-vidual’s confusion when it comes to financing has led to fewer people pur-chasing homes, which has caused the home ownership rate to drop to 65.4 percent at the end of 2011 from the high of 69.2 percent in June 2004.

While lending might be tight and underwriting documentation more intense, the vast majority of Ameri-cans still can qualify for mortgages based on their credit score today. The best option for potential homebuyers would be to speak with a loan officer about getting prequalified or preap-proved. It is better to discover where you stand financially before begin-ning the home search. Too many times individuals have gone looking for homes only to fall in love with one and then have to discover they don’t financially qualify for it. Help prevent the heartache and seek finan-cial guidance on what price range of homes to seek out when on a house hunt.
