The Drakenstein Municipality advertised that the power would be off from 06:00 until 17:00 due to es- sential maintenance and construc- tion work which had to be carried out in De Zoete-inval. Days before Christmas last year, the de Villiers family suffered huge damages when a fire broke out in their home in Mossop Street, De Zoete-inval. Tertius de Villiers then told Paarl Post that the fire occurred when an overhead power cable sagged and sent a huge electrical surge through their television antenna. Most of the family’s electronic equipment was destroyed and their home suffered severe fire damage. De Villiers said he had already questioned the safety aspects of the power cables at the time when they were installed above the homes. However, municipal manager, Jo- hann Mettler, said that the installa- tion of the overhead cables was in accordance with occupational health and safety regulations, being the accepted 3,2 m above the roofs of the buildings below. “This cable as it was, allowed more than enough space between the cable and houses. But the prob- lem arose when a TV antenna pole directly under the cable was in- stalled. This installation then en- tered the danger zone. “On that day in December it was very hot, the line then expanded and therefore dropped. This caused a spark between the antenna and the cable. “Though the cable was not illegal, it was, however, decided after an in- vestigation to move the cable away from the houses, towards the rail- way line. “We also first had to get the neces- sary permission from Spoornet for this move, and the date also had to be specified when trains did not use this route.” Areas affected by the power out- age on Sunday were Paarl South, Boschenmeer, Val de Vie, De Zoete- inval and even Simondium. Most residents were prepared for a day without power, but 17:00 came and went and still there was no indi- cation that power had been re- stored. This caused great irritation among residents and Paarl Post re- ceived numerous telephone calls about this on Sunday evening. According to Mettler, the work was completed by 23:00, after which power was systematically restored to the affected areas. But most residents say their pow- er was only restored at 06:00 on Mon- day morning. “We apologise for the delay in this maintenance work which was caused due to heavy winds. Die eenheid skakel die kragtoe-voer na die warmwatersilinderdeur afstandbeheer af tydens hoëkragbruiktye om sodoende diedruk op die land se sukkelendekragreus te verlig.

Uys, is dit nou byna ’n jaar sedert inwonersklagtes ingedien het by die Drakenstein-mu-nisipaliteit oor die haglike toestand van ver-skeie geboue op Gouda, waarvan die onoog-likste reg oorkant dieGoudaHotel is,wat diemiddelpunt van die dorp is.“Onsmoet langs hierdie bouvalle woon en
besoekers word deur die toestand van sakeverdryf.Onsas inwonersvanonsdorp,waar-van sommige van ons probeer om die plekmooi te maak, is nou keelvol. ouer as 60 jaar en tree artikel 34 van die Wetop Nasionale Erfenishulpbronne, 1999 (Wet25 van 1999) in werking, wat bepaal niemandmag enige struktuur of deel van ’n struktuurwat ouer as 60 jaar is verander of sloop son-der ’n permit van die betrokke provinsialeerfenishulpbronne-owerheid nie. “Die eie-naars kan nie die gebou sloop tot ’n aansoekdaarvoor by Erfenis Wes-Kaap ingedien engoedgekeur is nie. Sou dit goedgekeur word,moet die plaaslike owerheid ook toestem-ming verleen vir sloping in terme van Wet103 van 1977.” Die huidige aksies is om dieeienaars, wat nie in die verlede op kennisge-wings gereageer het nie, te verplig om diestruktuur te beveilig en om ’n aansoek omsloping by Erfenis Wes-Kaap in te dien.
Dit is maar net een van die onooglike vervalle geboue wat inwoners van Gouda pla.

Moenienetwegdraai nieHoe veilig is ons regtig? As inwoners van ’n relatiewe klein dorp leesof hoor mens meer van misdaad wat in stede plaasvind as dit wat onsop ons eie voorstoep ervaar. Maar deesdae lyk dit of inwoners van diedorp al hoe meer deur misdaad geraak word.Net die week is ’n man helder oordag in die middedorp met ’n mes
gesteek. Sondagaand is ’n petroljoggie aangerand omdat hy glo nie vin-nig genoeg na ’nmotoris se pype gedans het nie. Huisbrake op die dorp,volgens die 2012-’13-boekjaar, het ook toegeneem.Die omstrede balaklawa-bende wat aanvanklik sy kloue in Stellen-
bosch-, Franschhoek- en Groot Drakenstein-gebied ingeslaan het, hetonlangs ook op twee plase in die Paarl toegeslaan. In die middel vandie jaar is inwoners vanWellington ook in rou gedompel toe ’n geliefde,bejaarde egpaar van die dorp in hul huis vermoor is.Die vraag ontstaanwaarommisdadigers al hoemeer opkleiner dorpe
toeslaan. In baie van die omliggende dorpe word dwelmmisbruik aseen van die grootste faktore beskou waarom misdade gepleeg word.Niemand verwag dat ons die reg in eie hande moet neem nie, maar
hoe bedag is ons op wat reg onder ons neuse aangaan?’n Ooggetuie van Sondagaand se voorval by die vulstasie het gesê
hy het gevoel dit is sy plig om sulke dinge onder die aandag van diegemeenskap te bring. Hy voel ook dat die publiek bedag moet wees opgebeure om hulle. Hoeveel van ons neem nog dié houding in, of verkiesons om ons gesig weg te draai van dit wat ons weet verkeerd is?

Ek vra dus die volgende: Het ditdie verkeersdepartement vierjaar geneem ommy in kennis testel (en vele ander wat ook elkedag, Maandag tot Vrydag, daar
parkeer) dat dit verbode is omdaar te parkeer. Daar is eenvou-dig net nie ander parkeerpleknie.Parkering by Wellington-sta-
sie is ’n probleem en daar wordniks daaraan gedoen nie.Is dit Transnet of Draken-

WHAT IS THE GARDEN OF LIFE?
The Garden of Life is a micro-farming projectwhich focuses on teaching people of all ages,
genders and cultures the basic skills ofbecoming self-sustainable through
vegetable farming.
This project teaches the skills of raising vegetable cropson a small scale in areas which would be deemed asunsatisfactory for crop development. Through theutilisation of a very basic hydroponic type technique,micro farmers can be self sufficient and plantsustainable crops within a period of 8-12 weeks.
By implementing a crop rotation system sufficient foodcan be grown to ensure that crops can be gathered on aweekly basis and that surplus crops can be used togenerate additional income.
The project is specifically designed for communitiesthat lack an abundance of water and farmingbackground. It does not require specialized farmingequipment such as tractors, crop spraying systems andother capital intensive farming tools. Due to thesimplicity of the techniques it is possible to train microfarmers within a period of 48 hours.
The costs of training are minimal and it is possible toimplement and replicate this system in a very shorttime. (AGarden Of Life micro farmer can be trained andhave planted his/her crops within a week.)
