TPT to shut down computer system BY Alan Peat Port users are fuming because Transnet Port Terminals (TPT) has decided to shut down the entire SA port network’s new computer system on a normal business weekend – when the very next weekend is a holiday weekend. Port users are fuming because Transnet Port Terminals (TPT) has decided to shut down the entire SA port network’s new computer system on a normal business weekend – when the very next weekend is a holiday weekend.

This is so that the new Navis Sparcs N4 system can go on-line at the Durban container terminal (DCT) on March 28.

According to Siyabulela Mhlalaka, divisional executive manager of TPT, in the transition from the Cosmos system to Navis, DCT operations shut down from 06:00 on Saturday March 27 to 06:00 on Sunday March 28.

At the same time, he advised, all the other Navis sites at Cape Town multi-purpose terminal and container terminal and the container terminals at Port Elizabeth, Ngqura, East London and Pier 1 in Durban, will also shut down from 18:00 on the 27th to 06:00 on the 28th.

But road transport and industry at large have serious concerns about this choice of dates, according to Malcolm Sodalay, MD of Sammar Investments and chairman of the KZN harbour carriers’ section of the SA Association of Freight Forwarders (Saaff).

Tariff Amendment – Correction NoticeThe South African Revenue Service (Sars) has announced the retrospective substitution of the words “Note 15” , with “Note 5” where it appears in Note 20 to Rebate Item 317.04 (Industry: Specified Motor Vehicles), which was published in the Government Gazette of 31 December 2009. The amendment is introduced with retrospective effect from 31 December 2009.

Note 20 to Rebate Item 317.04 reads: “The International Trade Administration Commission of South Africa (Itac) may approve and issue import

rebate credit certificates to exporters in respect of eligible exports as defined in Note 5, exported, provided the under-mentioned conditions are complied with: ...”.

Regional Economic Integration Task ForceOn 04 February 2010 the 9th meeting of the Southern African Development Community (SADC) Ministerial Task Force on Regional Economic Integration took place at Emperors Palace Convention Centre.

The Task Force reaffirmed its commitment to deepening the SADC economic integration agenda as enshrined in the Treaty and the Regional Indicative Strategic Development Plan. The Task Force discussed progress made in implementing the SADC Free Trade Area (FTA), noting the need to address the outstanding implementation issues in order to reinforce the region’s ability to maximise

the benefits. It is expected to meet again

before the SADC Summit of Heads of States and Governments, scheduled for August 2010 in Windhoek, Namibia to review progress and prepare its report for the Summit.

Plans for Kazungula bridge promote Botswana hub

Agreement has been reached in New York on standard guidelines for calculating consignment-level carbon emissions from logistics and shipping operations.

The Consignment-Level Carbon Reporting Guidelines, developed by the World Economic Forum’s Logistics & Transport Industry Group with global

management consulting company Accenture, will help the industry inform consumers and businesses about the carbon impact of product transport.

A recent Accenture survey found that 90% of consumers would be willing to switch to a new product if it was certified as minimising impact on climate change.

There are strong moves afoot to create a regional transport hub in Botswana, and the construction of a Kazungula bridge is a key element of the plan.

According to Arup Transport Planning senior transport economist

Crynos Mutendera, the project has progressed to the design phase.

Currently a ferry is the only option at Kazungula, and this has been a bottleneck over the years. “The thinking is that once you have a bridge you would eliminate that kind of constraint and generate

more in terms of freight traffic.

“And economic assessments show that even if traffic is tolled to offset the cost to the fiscus, the project will still generate a positive return and so increase GDP.”

According to Mutendera, a French company has

been contracted to undertake the design work.

“Initially it was a three-country project, but when Zimbabwe withdrew we had to shift the position of the bridge and that delayed the process. It is now a joint project between Botswana and Zambia, with Namibia

hopefully coming on board as well.

“Initially it was planned as a road bridge, but they’re now considering incorporating rail which has added further delays.”

But the project is definitely on its way to practical implementation, he added.

Maputo car terminal ready for post-recession growthBY James Hall

By the time post-recession car buyers are again in the market, Maputo’s auto terminal will have been upgraded to accommodate five times the number of vehicles that can currently be processed at the port facility.

From an annual handling capacity of 52 000 units since Grindrod opened the port’s first terminal dedicated to motor vehicles in 2007, Phase 2 expansion will allow 180 000 cars a

year to pass through the port. Accommodation for high and heavy vehicles will be provided in Phase 3, which will up total capacity to 250 000 units a year

“Depending on take-up and contracts awarded, Phase 2 capacity will be added in 2011 and is expected to be taken up by 2012,” Paul Leisegang, manager of Grindrod Terminals told FTW.

Phase 2 work is set for conclusion in 2011, by which time southern Africans may

be buying more cars and the investment in making Maputo a viable port of entry for SA-destined vehicles will be put to the test.

“Growth in volume in 2009 was very small. The potential growth this year will come from contracts with importers and exporters,” said Leisegang.

Second-hand units brought in from the Far East for resale in Mozambique comprised the bulk of imports at the terminal last year.

Freightmax invests millions in ‘full-spectrum’ facilityBy Alan Peat

The general freight business unit of the Imperial Logistics group company, Freightmax, has recently carried out a multi-million rand refurbishment of a Durban port-side container freight station (CFS), according to MD Brian Giddey.

“This,” he told FTW, “was designed to enhance the Freightmax national presence and the core activities of supply chain management, the national linehaul fleets, and the separate rail logistics division.”

It means that the company is able to offer customers a full spectrum of transport logistics services from this one harbour-side depot, according to GM Jacques de Villiers.

“It’s a 70 000 m2 site, which comfortably accommodates 3 000 TEUs and 50 000 tons of bulk minerals,” he told FTW, “located only

2.5-kilometres from the Durban container terminal (DCT).

“It has everything a port user could want in containerisation, cargo handling and port container transport services.”

In the lengthy list of services, De Villiers highlights that the CFS is a customs-licensed container depot for uncleared full container load (FCL) overstays and customs examinations and offers FCL depot storage and empty (MT) container depot services (including container wash bay and husbandry facilities).

It also has two weighbridges, a 17-wagon rail siding, a 22 000 m2. high-bay undercover warehouse, OS and SOS bond stores and has a certificate of acceptability to handle and store imported foodstuffs.

“We’ve also got both road and rail facilities,” De Villiers added, “with a rail

logistics division to handle that function, and a fleet of 30-ton capacity sliding skeletal combinations for container transportation by road.”

Security, meantime, he described as “state-of-the-art” with the whole depot overseen by CCTV surveillance systems.

“We have a primary aim,” said De Villiers. “And that is being able to offer extremely

cost-effective containerised port logistics solutions.

“Our target is to be one of the lowest overall cost-per-ton service providers in Durban, whilst exceeding customer expectations and service delivery requirements.”

Freightmax has also been designed to cater for the challenges associated with large volume just-in-time (JIT) deliveries of export orders.

Said De Villers: “Given our close proximity to DCT and the major MT container depots, the risk of late arrivals and short shipments is minimised.

“Also, transport operators do not have to queue outside the facility on public roads, and we have a dedicated FCL express lane which ensures one of the fastest truck turnaround capabilities in the port.”

‘One-stop’ security company offers comprehensive service rangeAs security issues continue to feature high on every transport company’s agenda, Loss Elimination Organisation (PARD) trading as Leopard has come up with a “one-stop” solution.

Freight rates a key focus as recovery begins

The shipping industry lost in the region of $20 billion in 2009, according to Drewry Consultants, and Safmarine did not escape unscathed.

But there’s a plan in place and it’s already bearing fruit, says recently appointed CEO Tomas Dyrbye.

The line’s recovery focuses on three core areas – costs, revenue and structures.

“In terms of costs, we are keeping a tight rein on any kind of spending and looking carefully at head count,” Dyrbye told FTW.

“While there have been some redundancies and more can’t be ruled out for 2010, it’s a small number and Safmarine has done well

compared with the rest of the industry.

“We are fortunate with regard to vessel costs since most are jointly shared with Maersk Line, giving us the benefits of scale on which we constantly work to produce at a lower cost than if we were standalone.”

While Safmarine carried marginally higher cargo volumes last year, revenue was severely depressed and freight rate recovery is therefore a priority.

“Although we have achieved a lot, freight rates are still not at the levels they were at the peak of 2008. We are maybe halfway back up from where we came.”

Responding to shipper allegations that lines have cut capacity by withdrawing

ships in order to increase rates, Dyrbye pointed out that it was a logical course of action.

“When there is a drop in volumes, it’s logical for lines to withdraw capacity.”

In addition to taking vessels out of service, slow steaming also saved a lot of money last year, he added.

The bottom line is to create a leaner organisation but to improve customer service.

A tall order, but with the right structures in place it can be achieved, says Dyrbye, pointing to Safmarine’s recently launched pilot scheme to process all e-commerce bookings through service centres in India, Manila and China.

“Effectively it frees up local staff, giving the customer speedier turnaround because the service centres deal purely with e-commerce bookings.”

Globally 75% of bookings are handled via ecommerce, according to Dyrbye, who makes it clear that there will always be the option of human interaction if the client requires it.

There’s no question that the worst of the crisis is over, but Dyrbye is realistic – that recovery will be slow.

He is however confident that Safmarine has weathered the worst of the storm and that the groundwork has been laid for a return to profitability as the world economy stutters back into a cycle of growth.

The first of seven transformers – and the biggest by power rating (910MVA) ever to be brought into South Africa – for the R120-billion Medupi Power Station being built near Lephalale in Limpopo province, is en-route to South Africa.

Manufactured by Siemens in Europe, the transformer was shipped out of Rotterdam and is expected in Richards Bay at the end of February from where it will be moved by road to the power station.

According to Kriba Naiken, managing director of African Project Logistics (APL), the projects division of logistics company ICM Group who are

responsible for transporting the transformer, it is set to reach the Medupi power station towards the end of March.

“This is the biggest transformer ever to be brought into Africa. Weighing in at around 357 tons, it will be slow going by road.”

Measuring 12.1 meters in length, 4.1 meters in width and is 5 meters high, it is also accompanied by some 180 tons of accessories.

“We are going to use a specialised beam trailer – of which there is only one in the country – to move the

transformer to the power station. We have worked very closely with all the role-players monitoring the route and all risks have been identified and dealt with.”

According to Naiken there is no room for mistakes as any damage or delays have huge consequential impacts for Eskom's first large-scale power generation investment in more than two decades.

The Medupi project, which is the biggest dry-cooled power station currently under construction internationally, will have six boilers each powering an 800 MW turbine, producing 4800 MW of power, making it probably the biggest dry-cooled power station in the world.

Medupi will be supplied by coal from Exxaro’s Grootegeluk coal mine, with whom Eskom has already placed a contract to supply 14.6 MT coal per year for the next 40 years.

The first 800 MW unit of the power station is expected to be commissioned in early 2012, with the next units following at nine month intervals.

“There is a lot of excitement around this project,” said Naiken. He said much planning and effort had gone into the project to ensure that the sensitive internal moving components of the transformer were being kept safe at all times, and that it arrived in South Africa – and ultimately its final destination.

new Asia-south America service to be launched

Rotterdam call reintroducedMediterranean Shipping Company’s Durban-based marketing manager, Glenn Delve, has confirmed that the line is is amending its Europe-

South Africa service with the reintroduction of a call at Rotterdam.

In South Africa, Port Elizabeth will be replaced

with a call at Ngqura where MSC’s 4 953-TEU MSC Catania was the port’s maiden caller last October.

The service changes will

apply to cargo booked by slot charterers Hapag-Lloyd and Stinnes Linien.

The revised port rotation is: Felixstowe, Rotterdam,

Hamburg, Antwerp, Le Havre, Las Palmas, Cape Town, Ngqura, Durban, Ngqura, Cape Town, Las Palmas, and back to Felixstowe.

A new service linking Asia, South Africa and the east coast of South America (ECSA) is due to be launched in April, according to a information supplied to FTW by German line, Hapag Lloyd.

It will be a joint operation involving Hapag, Compania Chilena de Navegacion Interoceanica (CCNI), Hanjin Shipping, Wanhai Lines and Zim Integrated Shipping Services.

The multi-line fleet will

serve as yet un-named ports in Korea, central and south China, Singapore, SA, Brazil, Uruguay and Argentina.

The new weekly service will be operated by 11 vessels of 4 200-TEU capacity.

Port users slam disruptive union meetingsBy Alan Peat

Cape Town port users are steaming about the port authority’s insistence that meetings with union members take place during shift times – and eat into the already limited working time available.

There’s a second gripe, according to port users’ spokesman Peter Newton, director of Seaboard.

The agreement between the port management and the unions is that the workers must be given 48 hours’ notice of each intended meeting. While

still not accepting the necessity of shift-time meetings (albeit “only occasional”, according to port management), the users demanded that they should also be informed simultaneously – “So we could plan around the events,” said Newton.
