This issue of The Dealmakers is being distributed at the ICSC Western States Dealmaking. I’m expecting the show to be decent, but not great since California’s economy is still in the doldrums. The state and its cities are exploring creative ways to generate revenues,

from taxing marijuana to soliciting sponsors for public parks, in the wake of a withering economy. Throughout the West Coast, shopping center landlords are challenged to keep paying the mortgage, taxes and maintenance as their tenants disappear. Vacancy rates are at double digits in areas of Arizona, California and Nevada, with Colorado inching towards a 10% retail vacancy factor. Vacancies in the western states are expected to continue increasing through the end of the year and possibly into 2010, with an absorption not expected to been realized until 2012, at the earliest. Developers that haven’t yet turned the dirt on their proposed centers are stalling until better times. A 600,000 sq.ft. project to be anchored by Whole Foods, REI and Century Theatres in Oxnard, California has been delayed a year, but its developers contend that their anchors will hold tight and wait for a postponed opening. I’m hearing a number of potential tenants are going out to find replacement developers so they don’t loose a valuable site, when the original developer’s stall tactics wear out. Pension funds are becoming a more prevalent source of capital for large-scale portfolios as a result of the banking crisis. Lenders have little patience these days and instead of attempting workouts with landlords in default, the banks are slapping down foreclosure notices and most landlords that look for refinancing options are up the creek. Analysts and experts predict that lenders are only going to get more uptight in the next few years, since many of them expect an avalanche of defaults looming in the year ahead coupled with the devaluation of even healthy projects. I’ve also heard predictions of double-digit cap rates becoming the norm and that’s going to be a hard pill to swallow.

It’s not all bad news… cash-heavy and optimistic companies are looking for bargains. The Lewis Group is hot for retail acquisitions, plus it actually has a few centers under construction on the West Coast. Kohl’s is also making a mark in California with 30 stores opening in the state next month, along with more growth in Nevada and Utah. Sprouts Farmers Market is another chain in a growth mode in the western states. The specialty supermarket will open its first mall location in Orange, California, along with two sites scheduled to open next year in Huntington Beach and San Diego. In Colorado, Sprouts is taking over 25,000 sq.ft. of a former JCPenney space at the Twin Peaks Mall in Longmont and plans to open next year, followed by its opening in a former 24-Hour Fitness site in Boulder next month. Also, UFC Gym is taking over a 37,000 sq.ft. former CompUSA in Concord, California and plans to open up to 20 sites in the near future. The fitness centers will operate 24 hours and sport plasma screens, pulsating background music and a 25-foot octagon, a standard UFC ring, for private and semi-private training. Of course, Microsoft is making headlines with its foray into Arizona and California. More

expansion is in the works by 7-Eleven, as the convenience store chain recently hired CB Richard Ellis to bring in up to 600 new sites in the southern California market.

Although, California has its share of vacancies, restaurant and food concepts see huge potential in the market. Redstone American Grill plans to enter the southern California market in 2011 with a 7,500 sq.ft. foot print for freestanding or endcap locations, after opening restaurants in Maryland and New York next year. San Francisco Sourdough Eatery is also continuing its expansion in California, Nevada and Utah. Another food concept growing in the intermountain western states is Spoon Me, a frozen yogurt concept that recently started franchising nationwide and has four units slated to open soon in Utah. More franchisees are growing on the West Coast, with Bistro Americain West, a T.G.I. Friday’s franchisee, signing an eight-unit development agreement for northern California. CiCi’s Pizza entered the San Diego market and its franchisee plans to open two more sites. There are active chains and new concepts, just not enough of them to satisfy the glut of space.

Leasing in today’s environment requires not only elbow grease, shoe leather and luck, but creativity. The U.K. is having similar issues with retail vacancies and one landlord launched “Project Retail” to help juice up their leasing efforts. The landlord is holding a contest for established businesses and start ups, with three winners getting free expertise from a panel of mentors, six months free rent and the next two and half years at percentage rent, along with the landlord providing a ready-to-shop space with access to used fixtures. Another U.K. idea to rejuvenate leasing is called “Retail Rocks!” which offers about $70,000 in government-backed support and free rent for one year and a full build-out of the space for retailers judged worthy by a panel of experts. If nobody is calling to lease your space, maybe you should think about generating a lot of press and hold a contest to give some space away. Who knows? You might land a tenant that’s the catalyst to filling your remaining vacancies. Other creative avenues that I’m seeing landlords and brokers tap to reach mom and pops, and startups, or to increase their exposure in general, is Twitter, YouTube and Facebook. I’m trying to get up to speed with Twitter and I plan to use YouTube in the future, but adapting to these new forms of media is going slow for me and I have some catching up to do. Of course, I highly recommend using our email forums to reach regional and national chains, as well as their tenant reps with the property-for-lease forum and it’s a free service, just go to http://www.dealmakers.net/mail/index.html and sign up. We have a paid email service as well that lets you add bells and whistles to your solicitation for tenants. Florida and Arizona, for many, symbolize a place to retire. The toil and troubles of one’s career complete, they move to the places where the sun shines, the rain rarely falls and life is easy. As it happens, Barclay Group has found ample opportunities in areas where so many have come to escape.

The company was founded in FL by David S. Coia and Daniel L. Vietto during 1982. In the 1990s, Scott T. Archer expanded operations into AZ and opened an office in Scottsdale. The company has grown on the strength of its tenant relationships and development roots to now include construction management, marketing and property and asset management services. Coia serves as the company’s president from its Dunedin, FL office. Archer founded the Scottsdale office and serves as its managing director and designated broker. Today, the company leases and manages more than three million sq.ft. of retail from its AZ and FL offices.

James P. Gardner, senior vice president of marketing, says, “Our offices operate in a family-like atmosphere. There is not a lot of red tape in our decision-making process and we work together when it comes to completing a project.” He describes the company’s development process as the combination of tenant consideration with logical evaluation, saying, “We look at the opportunities within the market and discern what is right for our anchor tenants and what sort of project is right for the area while evaluating the basics like costs, demographics and spacing. If it makes sense, we make it happen.” He notes that, in an attempt to minimize risk while maximizing a project’s potential, the company often works with a joint venture partner on larger projects.

Once a center is developed, the company is not quick to sell them. Gardner says, “Many of our centers are well positioned in established areas with high barriers to entry with strong anchor tenants, many of which are high performers for their market or region. We develop with pride of ownership in mind.” He notes that the properties they sell are usually those developed with a joint venture partner and designated to be sold from the outset. Of the more than seven million sq.ft. of space in more than 40 properties developed since its inception, the company still owns more than half.

The company spent the first five years of its existence developing properties for numerous tenants, including Walgreens. It developed its first power center, a Target-anchored project in Oro Valley, AZ during the late 1980s. Its portfolio spans AZ, TX, CO, FL, GA and TN. While current market conditions still allow for the development of drug store- and grocery-anchored neighborhood centers, in the past two years, the company opened six new centers including three Publix Centers developed in the Nashville, TN market and two Fry’s Food & Drug-anchored centers in AZ: Circle Cross Ranch Marketplace, a 156,294 sq.ft. neighborhood center situated on 18.61 acres at the intersection of Gantzel Road and Combs Road in Pinal County, AZ, and Marketplace at Prasada, a 142,090 sq.ft. center situated on 15.39 acres at the intersection of Cotton Lane and Greenway Road in Surprise, AZ. Additionally, the company opened Mountainside Crossing, a Mountainside Fitness-anchored center located in Peoria, AZ. Last year, the company also completed the second phase of Tucson Spectrum, adding an additional 500,000 sq.ft. of retail to the center and boosting its GLA to one million sq.ft. The center is now one of the strongest in its area, with a tenant mix featuring Target, Home Depot, Michaels, OfficeMax, Ross Dress for Less, Marshalls, PetSmart, JCPenney, Bed Bath & Beyond, Best Buy, The Sports Authority and an 18-screen Harkins theater.

When fundamentals return to the marketplace, Barclay Group has projects planned that include Marana Spectrum, a one million sq.ft. center with lifestyle and power components situated on 161 acres at the intersection of Interstate 10 and Linda Vista Boulevard/Camino de Manana in Marana, AZ. The center, slated to open during 2013, features a planned tenant lineup including Target, Home Depot, JCPenney, Best Buy, Ross Dress for Less, The Sports Authority, Cinemark and PetSmart. Salt River Commons, a 400,000 sq.ft. center situated on 39.63 acres at the intersection of Pima Road and Via de Ventura in Scottsdale, AZ, will feature Target and The Sports Authority. The project is adjacent to the new spring training facilities of MLB’s Arizona Diamondbacks, including an 11,000-seat stadium, and is slated to open during 2011. The FL office is developing two Publix-anchored centers slated to open during late 2010 and early 2011 and one Public Center in Port Orange, FL slated to open during the latter part of 2012.

Gardner admits that development in the current lending environment is difficult. While Barclay Group has not cancelled any development plans, the company is playing a waiting game. “Banks are looking for projects to be 50% executed and committed before they will consider financing,” he says, “And even if you have a project open, most of the anchor tenants are not currently looking to.” Though he acknowledges that activity is picking up, particularly for shop spaces as new faces enter the

market with franchises or small businesses fueled by recent layoffs and tenants looking to take advantage of market conditions, he notes that development today is a waiting game. He says, “It’s all about taking time now; educating small clients on every step they take and staying in touch with the larger, national clients to be ready for when they ‘turn the spigot back on’.”

Gardner says, “Our commitment to fostering relationships with traditionally strong tenants allows us to negotiate deals that are win-win. We like to think both parties leave the table in better positions than they arrived.” Tenants with which the company maintains working relationships with include Target, Home Depot, JCPenney, Fry’s Food & Drug/Kroger, Publix, Ross Dress for Less, Walgreens, Best Buy, Starbucks, McDonald’s and others. While the states of Arizona and Florida were some of the hardest hit states from the housing bubble, and subsequent economic, collapse, he says the company has held its own. “We were fortunate not to have any Linens ‘N Things or Circuit City anchors in our centers,” he says, “And all of our planned projects had not yet broken ground.” He notes that, in hindsight, some of the company’s best deals were those that didn’t happen. “The market was in a frenzy and we occasionally lost a deal we couldn’t pencil to someone willing to take the risk,” he says, “and some of those deals ultimately didn’t work out for the other party.” He concludes, “We don’t like to see any project falter, no matter who is behind it. We are all in this together. It’s only when everyone sees success that you see growth.”

Cabela’s, Inc. (308-254-5505) has delayed its opening of a Cabela’s outdoor sports superstore at Xanadu, a mixed-use entertainment center located in East Rutherford, NJ. The center, featuring a retail component along with an indoor snow dome, a movie complex, a bowling alley and restaurants, has experienced numerous delays and plans to open during the latter part of 2010, having originally planned to open during the latter part of 2007.

Dollar General Stores, Inc. (615-855-4000) will open a 9,100 sq.ft. Dollar General store along North Main Street in Rutland City, VT later this year, as part of a plan to open 450 locations during the company’s 2009 fiscal year. The company currently operates 8,400 units nationwide throughout 35 states, including four in VT.

Beall’s, Inc. (941-747-2355) plans to open 22 Beall’s Outlet stores by the end of the year. The openings, all in former Goody’s sites, will increase the concept’s average footprint. The company will replace 12 smaller existing sites and open in 10 new markets. The company currently operates 440 outlet stores throughout the Sun Belt and Southeast.

Phase 1 Under ConstructionAnchored by Save-A-Lot

Tulepan Management LLC has started construction of Phase 1 of Coral Square

Shoppes, a 182,000sf retail center situated on 17 acres on S. US 1 and Edwards

Road in Fort Pierce.

Phase 1 will be anchored by a 17,000sf SAVE-A-LOT Food Store and 25,000sf of

retail space in two buildings. When completed, the project will consist of retail,

restaurant, entertainment and office components.

Financing for Phase 1 of the project is being provided by the City of Fort Pierce,

in conjunction with the Federal Government’s HUD 108 Loan Program. The project

was the first if its kind in the City of Fort Pierce to receive official “Brownfield”

designation and was subsequently awarded a Grant from the U.S. Department of

Housing and Urban Development’s Brownfield Economic Development Initiative,

which is co-sponsored by the U.S. Environmental Protection Agency.

The architect for the project is Kenneth McGee PA, and the general contractor is

Kast Construction.
