STEELPOORT Greater Tubatse Municipality - Know what’s happening! Get your 4-page pull-out read inside. Xstrata has approved the development of the second phase of its Lion ferrochrome complex expansion near Steelpoort. The expansion will involve the construction and commissioning of a 360- thousand tonne per year capacity smelter and will increase the Xstrata-Merafe chrome venture’s total ferrochrome capacity to over 2.3 million tonnes per year. The project has met all of Xstrata’s key value and risk metrics for some three years since it was first considered. However, the absence of security of supply of electricity resulted in the project’s approval being held in abeyance until a firm allocation of capacity was received by Eskom for the second phase. In addition, emerging plans within Xstrata Alloys for an “own generation” capability further reduces Xstrata’s concerns on the availability of electricity by the time this plant is commissioned. The development will entail a total capital investment of R4.9 billion (US$710 million) and includes R700 million (US$100 million) for the concurrent development of the 1.2 million ROM tonne per year Magareng mine within the Thorncliffe mine complex. Construction is scheduled to begin in the first quarter of 2011, with commissioning planned for the first half of 2013. The expansion will create over 1,000 permanent jobs and a further 1,800 jobs will be generated during the construction phase. Around 80 percent of the total expenditure on project goods and services will be sourced locally. The expansion will utilise Xstrata’s proprietary energy-efficient Premus technology, and will reduce the overall cost of the venture’s total ferrochrome production by around 6percent. Xstrata’s Premus technology consumes approximately a third less electricity than other available smelting technologies. In addition, Xstrata is advancing its own power generation plans and is currently completing a feasibility study for the first phase of a 600MW thermal power generation plant that will supplement future electricity supply. Xstrata’s pooling and sharing venture Merafe Resources, holds a 20.5 percent interest in the venture and has an option to participate in the expansion. Commenting on the decision, Xstrata Alloys’ Chief Executive, Peet Nienaber, said “The use of our energy-efficient Premus technology for the expansion project will expand Xstrata’s cost leadership in a global environment of escalating energy costs. The project is further aligned with some of the key principles contained in the South African government’s recently publicised draft Integrated Resource Plan 2010 including world leading energy-efficiency and using electricity to create sustainable jobs. “This investment is aligned with the South Africa’s Industrial Policy Action Plan and demonstrates Xstrata’s continued commitment to beneficiation following the R917 million investment by the Venture in Project Tswelopele, a chrome pelletising plant in Rustenburg. The Lion smelter development is also the first major investment of its kind for South Africa since the government announced the amended Mining Charter, which strives to extract maximum benefit for the country through fixed investment, new and sustainable job creation, beneficiation, enhancement of South Africa’s export earnings and contribution to the nnational fiscus. The expansion will also allow us to significantly increase procurement from BEE enterprises, support the growth of new local enterprises and develop technical skills. These are some of the key pillars of the amended Mining Charter. We also look forward to Merafe’s participation in the expansion and understand that they have their own processes to follow prior to making a commitment,” he continued. Xstrata plc Chief Executive Officer Mick Davis says “This expansion further enhances Xstrata’s leading position in the ferrochrome market and will allow the Group to benefit from anticipated growth in global demand for stainless steel. The venture’s management team has already, through the first phase of this expansion, demonstrated its ability to deliver projects on time and on budget. I am confident that the team is equally committed to the expansion’s second phase”. R4.9 billion roar

i As readers and advertisers can gather from the red I in this week’s masthead on page 1, this edition of Platinum Gazette is special as wecelebrate the publication’s second birthday. Platinum Gazette is hesitant to blow its own trumpet (or vuvuzela) - you know what it doesin the community and for our advertisers. On the other hand, we realise that without our readers and advertisers, this first two yearswould not have been possible. A big thank you from Platinum Gazette staff ( both of us).

Agri Limpopohou kongres

Christmas lightsfor Ga-Maepa

If residents of Ga-Maepa village are lucky, electricity supply to their homes will be swithched onaround 20 december this year. The village is situated across the road from Hannah Lodgebetween Burgersfort and Ohrigstad.

The contractor, who explained the scope of the project on Wednesday to communityrepresentatives at a technical committee meeting in the village, already started with excavationsfor the plus minus R4 million project to supply electricity to 137 dwellings in the village. Theproject will supply jobs to 16 local people during the initial phases of the project before the moretechnical pases near the completion of the project when only six local people will be employed.

The ward councillor for the village, Mr Josias Mahlake, said at the moment there are moredwellings, about 173 as people tend to migrate when they hear projects such as electrification arestarting, but only the initial 137 dwellings identified when the project was approved will receiveelectricity at this stage.

Enquiring from him about other villages in his ward susch as Malaeneng and Mapareng, whoevene rsorted to travel to President Jacob Zuma’s office in Pretoria because they do not haveservices, he replied that representatives from the villages attended a meeting on Monday togetherwith representatives from Eskom at Leboeng. “We talk, we make progress and on Friday (today)the District Executive Mayor will have an outreach at Leboeng where we will further the talksthat we already started,” he said.

The technical committee meetingwas also attended byrepresentatives from GreaterTubatse Municipality,Eskom andthe already appointed CommunityLiaisson Officer.

RememberingPhetole Frans Mohale Mr. Phetole Frans Mohale, who wasaffectionately known as “Mateng” had his lifecome to a tragic end in a car accident nearSchoonoord on Wednesday night 8September 2010 at about 21:00.

Utter shock and disbelief gripped thosewho knew him as the sad news spread likewild fire in Limpopo and further afield.

“Mateng” has been in business for thelast 30 years. He came to Steelpoort in 1981,started with a butchery, hence the nickname“Mateng” and never looked back. In singingpraises in honour of “Mateng” Mohale, several milestones and businessachievements he attained come to the fore:Founder member of Steelpoort YouthCongress.Chairperson of Steelpoort CivicOrganisation. Zonal Treasurer of ANCSekhukhune East. Member of SekhukhuneRegional Task Team in 2002, which led tothe establishment of ANC SekhukhuneRegion.

“Mateng” is a true son of the ANC, whichhe has served in various capacities for morethan 35 years. He was an activist and acommunity builder to the core.

It is, without doubt, true that many anANC young lion of yesteryear owe asignificant measure of indebtedness to“Mateng” as a result of which, many havesince risen to higher positions of leadership.

The Minister of co-operative governanceand traditional affairs, Mr Sicelo Shicekathis week defended municipalities’performance. He told Parliament’s co-operativegovernance and traditional affairs portfoliocommittee that changes to the entire fiscalsupport system to municipalities wasneeded. He explained that the formula currentlybeing used to determine funding ofmunicipalities did not take into accountfactors such as the topography of an area. The formula works on population numbersonly. He named this as one of the factors thatcontributed negatively to the developmentprogrammes within municipalities. The implementation of local governmentturnaround strategies (LGTAS) was namedas one of the factors that is improvingservice delivery, especially regardingwater, sanitation, electricity and roads.Emphasis was placed on future co-operation between national, provincial andlocal government. Such co-operation couldresult in enlarging the capacity of certainmunicipalities regarding service delivery.Taking into account the budgets of themunicipalities, especially the municipalinfrastructure grants, the performance ofmunicipalities are not bad. A total of 89%of R11 billion allocated to municipalinfrastructure grants was spent so far.We asked readers whether they feel themunicipality is performing reasonable interms of service delivery when budgetconstraints and in some cases skillsshortages are taken into account.

How do you rate their performance?

Mnr.

Left: Ms Linda Boshego said: “Theminister is right. People must havepatience. The municipality is not lookingafter one village only, there are many”.

Ms Nomsa Phoku said: “The minister hasa point, service delivery takes time andthey do deliver even if it takes time”.

Mnr. Me.

Regs: Me. By haar isLeanthe en Ziane.

Links: Mnr.

Mr Frans Seloane said: “I’m from JaneFurse and there they deliver. They aregiving us the RDPs and water”.

Mr Johnny Masemola said: “I don’t agreewith the minister. They are not delivering.Service delivery is dead”.

Ms Thembi Mafolo said: “I think honestlythat they don’t deliver. Look at our roads. They are not up to standard and look atthe way town has been structured. In therural areas there is sometimes not waterand the roads are terrible. I can go on andon”.
