Ward councillor Elton Jansen says the partnership will include Oppermans Oord, Mascidane, Plot 9, City Mission and 7de Laan informal settlements. It is hoped that this intervention will be rolled out to other informal settlements across the metro as well, he says. The partnership will focus on the counsel- ling, training, coaching and empowerment of vulnerable residents, including parents, through strong partnerships to enable them to take charge of their future.     Calls for drug policy reform

    n celebration of InternationalDayAgainst

    Drug Abuse and Illicit Trafficking, thou-

    sands of people worldwide came together.

    On Sunday 26 June scores of people from

    Mitchells Plain met at the Cape Town Drug

    Counselling Centre in Eastridge to partici-

    pate in an anti-drug march to show their

    commitment to the global Support, Dont

    Punish campaign.

    Theglobal dayof action takesplacebarely

    two months after the international commu-

    nity met at the United Nations General As-

    sembly Special Session onDrugs (UNGASS)

    2016, the biggest UNmeeting on drugs in al-

    most two decades. The global gathering laid

    bare the fault lines beneath the internation-

    al agreements on drug policy, with dozens

    of countries, international bodies and

    NGOs calling for a profound revamp of the

    system.

    Cape Town andDurban cities on all conti-

    nents to echo these calls for reform.

    Thousands of people took to the streets

    world-wide to demandmore humane and ef-

    fective drug policies. In the past, some gov-

    ernments have commemorated this day by

    holding public executions or beatings of

    drug offenders. The campaign aims to re-

    claim this date from theperspective of activ-

    ists and victims of punitive drug policies,

    underscoring their catastrophic consequen-

    ces and high cost.

    Ashley Potts, director of the CTDCC says

    the aim of the campaign is to link addicts

    with the relative services and show them

    they are not alone.

    Ann Fordham, executive director of the

    International Drug Policy Consortium

    (IDPC)which oversees the global campaign,

    says: International drug policies are sup-

    posed to pursue the health and welfare of

    humankind, but the current regime has

    shown it is incapable of achieving these

    goals. Instead, there is growing recognition

    that repressive policies are causing more

    damage than the drugs they are supposed

    to eradicate. This years day of action will

    see the biggest international demonstration

    against the war on drugs, with thousands

    of activists stressing the urgency of finding

    alternatives. How long will governments

    keep ignoring these deafening calls?

    This year activists in 160 cities joined for-

    ces to call for drugpolicy reform,with street

    performances, street art, protests, music

    events, football tournaments, processions,

    and even a boat show in the Nile.

    In Mitchells Plain the initiative was sup-

    ported by the local community police fo-

    rum, organisations, neighbourhood watch

    members, CTDCC staff and residents from

    the surrounds.

    Paying it forward

    in rhythm, poetry

    A

    fter moving to Mitchells Plain to com-

    plete his schooling, Carwell Lekay is

    anything but a typical South African young

    man.

    He grew up in Factreton, an area notori-

    ous for gang violence and high crime rates.

    Due to a challenging home situation he

    moved to Mitchells Plain, where similar so-

    cio-economic challenges exist.

    Coming from a background which would

    be classified as poor, Lekay faced the chal-

    lenge making a better life for himself.

    Like many who grow up in these commu-

    nities, there is little interest in studying fur-

    ther and it is expected that one should accept

    a job in a factory like everyone else.

    But Lekay was a unique individual, pas-

    sionate about education and hungry for

    knowledge. I have always wanted to be an

    entrepreneur and create social change inmy

    community. As the youth it is up to us to be

    future leaders and remove ourselves from

    the streets. If I had the encouragement and

    knowledge right after I completed my mat-

    ric, I believe Iwouldbevery far in life. Iwant

    the youth to chase their destiny like it owes

    them money, says Lekay.

    Despite encounteringnegative influences,

    Lekay never stopped believing in his

    dreams. He used rhythmand poetry as a tool

    to cope and express all the hardships he had

    faced. Having all his thoughts jotted down

    helped him to remember all the goals he set

    out to achieve.

    Lekay is currently studying on a scholar-

    ship toward his bachelors degree in entre-

    preneurship and leadership at the Tertiary

    School in Business Administration (TSi-

    BA).

    He also started ahip-hop and rhythmand

    poetryproject called the Bachelor of Skills

    Society (Boss), which is a platform for

    youth to express themselves and share

    their feelings. The project hosts cypher bat-

    tles a freestyle verbal exchange between

    two or more people which can get deeply

    raw and emotional. This further inspires

    people to journal their thoughts and reflect

    on their life experiences.

    Lekays initiative seeks to create a new

    generation of youth who are socially con-

    scious and want to improve their life situa-

    tion instead of turning to gangsterism.

    Boss is part of Lekays Pay it Forward in-

    itiativewhich isTSiBAs philosophyof giv-

    ing back to the community and empower-

    ing others. This is because students at TSi-

    BA are on full or sliding scale scholarships

    and do not pay back their scholarships, but

    rather pay it forward by helping ignite op-

    portunities in their communities through

    sharing of their skill sets.

    TSiBA is a non-profit business school

    founded in 2004 and accredited with the de-

    partment of higher education as a private

    higher education institution. Their curric-

    ulum is based on a Profile of Graduate-

    ness which places attitude at the heart of

    the students development, and layers

    skills and knowledge around this.

    who cannot afford it; an 84-year-old who

    spends his Saturdays assisting with soccer

    training for youth at risk; the founder of a

    childrens home who works with HIV pa-

    tients in townships; an 85-year-old that orga-

    nises a group to knit items for children in

    hospital, and a grandmother of nine who

    ministers to her peers at an old age home.

    These are just a few of the amazing nomi-

    nations received so far for the first Peoples

    Post SpecSavers Community Champions

    Elders Awards. The awards aim to honour

    elders who, despite their age, are still going

    out of their way to make a difference in the

    lives of others and continue to service their

    community. Elder citizens who are making a

    difference in the lives of others can be nomi-

    nated in two age categories 70-80 and 80 plus.

    Nominations for the awards close on

    Wednesday 20 July. A panel of judges consist-

    ing of representatives from SpecSavers, SA

    Care Forum, Peoples Post and its sister

    publications,TygerBurger and City Vision,

    will select three finalists in each category.

    Finalists will be notified

    by 15 August and will there-

    after be featured in Peoples

    Post. The winner in each

    category will be announced

    at a special High Tea held on

    1 October on International

    Older Persons Day. The

    overall winner will win two

    nights stay at the Garden

    Route Game Lodge includ-

    ing breakfast, dinner and game drives (val-

    leave a legacy

    rom Cape Town to Croatia, a West-

    ridge man is making waves with

    dance.

    Carlisle Marshall (23), recently took

    fifthplace inan international dance com-

    petition with his skilful dance moves.

    I started dancingwhen Iwas six years

    old and I wasmost inspired bymy father

    (Tino). He showed me how to warm up

    and choreograph a sequence and also

    how to stand out and be unique, he says.

    Marshall says it was during this time

    that he learnt to set himself apart from

    the rest and adapt to different styles.

    I cant explainwhy I likedancing.The

    best way I can describe it is as if I am in

    a relationship and I cant say why. Its

    the passion thatmakesme feelwhole and

    at peace.Dance also givesmeanalter ego

    to express myself for the person I am in-

    side, he says.

    Marshall majors in hip-hop as his cho-

    sen genre.

    I see hip-hop as an umbrella to many

    other dance styles, he says.

    Marshall dabbled in many different

    styles but says nothing other than hip-

    hop has peaked his interest.

    It is his love and commitment to the

    sport that recently saw him rewarded

    with top accolades for the craft.

    Having won the title of Best Male Tal-

    ent and taking top spot as Cape Towns

    Best Senior Soloist at Dance Star SA last

    year, Marshall earned his spot on a team

    representing the nation in an interna-

    tional dance competition held in Croatia

    in May this year.

    Marshall took fifth place at the World

    Masters Dance Star.

    For me personally, people tell me it

    is a huge achievement, but I am still

    grounded and not much has changed. It

    was a life-changing experience and I look

    forward to entering again, but knowing

    I am Cape Towns number one is enough

    for me, he says.

    Beingnamednumberonegaveme the

    boost in confidence that I needed to be-

    lieve in myself and further my craft.

    The talented young man is not only an

    inspiration on paper, but strives to live

    that through paying it forward.

    Marshall is in the process of complet-

    ing an international dance instructor

    qualification through the Daphne Jub-

    ber School of Dance and plans to open a

    dance school called Urban Legacy Dance

    Studio.

    I feel like this is the peak as a solo art-

    ist and now it is time to give back and

    leave a legacy, hence Urban Legacy, he

    says.

    The school will be open to people from

    all dance backgrounds. Anyone from six

    years old and all skill levels is welcome.

    The school will be run from Zone Fit-

    ness Westgate Mall and registration will

    run every Saturday from 2 to 23 July be-

    tween 13:00 and 15:00.

    his lyrics speak to the

    truths of so many people

    who grew up on the Cape

    Flats.

    But even with the suc-

    cess of his fresh albulm,

    EvanWade Paulse, known

    as Onevan Wade, remains

    humble with his end goals

    firmly in sight.

    Using SouthAfrican ref-

    erences, his music does

    not shy away from high-

    lighting both the nega-

    tives and positives that

    the youth face while grow-

    ing up on the Flats.

    The rawandreadycontent is spun

    with colloquial language set to

    tunes and beats he created himself.

    I started rapping in 2014 after I

    completedmy studies in sound engi-

    neering. When I left school I didnt

    know what I wanted to do with my

    life and did a lot of things. I worked

    in theUSAandwhen I returned I de-

    cided to furthermy education. I was

    always creative and did not want to

    lock my creativity inside because I

    have always been different, he

    says.

    I started writing rhymes on the

    bus on my phone and when I real-

    ised I could make my own music, I

    knew I had to.

    He adds his passion is music and

    although he wanted to be an artist,

    being able to mix and produce his

    own music has added to the authen-

    ticity of his tracks.

    The 23-year-old says his main fo-

    cus is to produce quality music.

    I want to produce music that can

    compete on a commercial platform

    at some point. I write my own raps

    and engineer my own music which

    allowsme to expressmyself andpro-

    duce a quality product which is

    what I strive for, he says.

    His mixtape titled Day One was

    launched in the beginning of June.

    For now, it is only available in a

    physical copy. I want to build a re-

    lationship with every person that

    hasmymixtape so that they can say

    they met the artist, says Paulse.

    The other reason I

    chose physical copies is

    because people forgot

    about CDs and with a CD

    you can keep it as memo-

    rabilia.

    He adds since his album

    has been released he plans

    to release a few tracks on-

    line but wants it to move

    through the people.

    I dont feel like music

    gets respect online be-

    cause people will just

    scroll past the download. I

    want it to move organical-

    ly by word of mouth, he

    says.

    His ambition is to keep

    making music but also to

    pass on his knowledge to the youth.

    He has since set up a studio set at

    home and will offer a platform for

    impoverished pupils to express

    themselves through learning and

    creating music.

    I want to give them a chance be-

    cause I feel like no-one gave me op-

    portunities when I was growing up,

    so I am here to give to others, he

    says.

    All proceeds of his sales are going

    right back into his music.

    All the sales I make will go back

    into the music so that I can produce

    better products, he says.

    He also hopes to move into creat-

    ing music videos in future.

    Passionate about crime fighting

    he Strandfontein Community

    Policing Forum (CPF) recently

    held an election for an executive for

    the local neighbourhood watch.

    The newly elected chairperson is

    Evan Pienaar.

    The watch has been in existence

    for a number of years, with very

    dedicated and committed volun-

    teers, amidst all the negative com-

    ments towards themembers by resi-

    dents who feel they are ineffective

    and not visible.

    This is strange to Strandfontein

    police and the CPF, as they always

    actively participate in patrols to-

    gether. There is a good communica-

    tion between the watch and police,

    which has been strengthened by the

    CPF, says CPF chairperson Sandy

    Schuter-Jacobs. Many active pa-

    trol members broke into their

    streets to join their street commit-

    tees as the area, geographically, is

    large, and to walk from the one end

    of Dennegeur right into Bayview

    and San Remo is quite a distance.

    The CPF has engaged with San

    Remo Block Committee, lead by

    Charlene Morris and her team.

    Schuter-Jacobs says: I am very

    proud of the volunteers in San

    Remo. They are definitely one of the

    strongest, most active and vibrant

    block committees. Come rain or

    shine they are on the streets.

    She adds the same can be said of

    On the Bay block committee led

    by volunteer crime fighters.

    Residents in Bayview for awhile

    showed very little interest in

    strengthening the volunteer safety

    structures. What we have noticed is

    the rapid decline in crime in the are-

    as where the street committees are

    active. With this being said, Strand-

    fontein was due for an election,

    says Schuter-Jacobs. The newly

    elected team have committed them-

    selves to maintaining the partner-

    ship established.

    recruit more members.

    The facility is part of the Eniwe Chil-

    drens Fund whose mission is to improve

    the lives of abandoned and underprivi-

    leged children through various housing,

    feeding and skills development initiatives

    in the Western Cape.

    coming poverty is not a task of charity; it

    is an act of justice.

    Like slavery and apartheid, poverty is

    not natural. It is man-made and it can be

    overcome and eradicated by the actions of

    At present the home in Vrygrond cares

    for 13 children (eight boys and five girls)

    with ages ranging from2 to 15 andour read-

    ers can help us help them with some of

    their needs.

    To feed these children costs R7000 every

    month.

    nations like samp and beans, pap, split

    peas, lentils, canned foods, vegetables, pas-

    ta, pasta sauce, juices, milk, butter, jam.

    There is also a need for shampoo, soap,

    toothpaste and sanitary pads.

    Donations of warm clothes and shoes

    (new or second-hand) for the children will

    also be welcomed.

    There is also the need for some handy

    hands and building materials for improve-

    ments to thehomes kitchenandbathroom.

    Some windows and door frames need to

    be replaced. There is also a need for tiling

    or flooring for the facility.

    A new bathroom suite, hot water geyser

    and painting will also add comfort for the

    little ones.

    The facility is also looking for a new or

    second-hand fridge in good working order

    and a washing machine to hold a bigger

    than normal load.

    There are also plans for some extensions

    to the building to allow for more living

    space.

    Camera system to keep an eye on crime

    I

    n just over four months, the City of Cape

    Towns Metro Police unit have made hun-

    dreds of arrests with the help of CCTV cam-

    eras.

    The Citys Strategic Surveillance Unit is

    set to install additionalCCTVcameras to the

    tune of nearly R12m in the new financial

    year.

    The Safety and Security Directorate has

    set aside around R7.4m for 10 new cameras

    in areas like Goodwood, Silvertown, Bridge-

    town and Gatesville. The Strategic Surveil-

    lanceUnit is in the process of retrofitting ex-

    isting cameraswith automatic number plate

    recognition (LPR) capability and plans are

    being finalised for the upgrade of the Citys

    fibre network system.

    The City has introduced the Regulation of

    External and Privately Owned CCTV Cam-

    eras on City Property Policy, which was ap-

    proved in June 2014 (Residents must regis-

    ter CCTV cameras, Peoples Post, 8 Decem-

    ber 2015).

    The policy aims to better regulate the in-

    crease in privately owned CCTV cameras

    that are installed on City land and infra-

    structure and to keep an effective record of

    ownership of such infrastructure, should

    footage be required in investigations by the

    South African Police Service and informa-

    tion gathering by theCitys lawenforcement

    agencies.

    Currently, the City has a network of 440

    CCTV cameras in various parts of Cape

    Town.

    In the first four months of the year, the

    camera network detected 3313 incidents in-

    cluding accidents, crime and fires among

    others. A total of 108 arrests have beenmade

    during this period.

    The camerashave the ability to stop crimi-

    nals in their tracks, as at least five suspects

    discovered in the last two weeks.

    . On Tuesday 21 June just before 09:00,

    CCTV operators noticed a suspicious vehi-

    cle inCalypsoSquare, TownCentre. LawEn-

    forcement officers in the area responded and

    caught three men doing drugs in a white To-

    yota Conquest.

    . On Monday 20 June, CCTV operators

    noticed a suspect breaking into a shack in

    Site B, Khayelitsha. They alerted Metro Po-

    lice who responded and caught the suspect

    red-handed with the stolen items. He was

    charged with breaking and entering.

    . On Monday 13 June just after 15:00,

    CCTV operators spotted an attempted

    smash-and-grab incident on the corner of

    Jakes Gerwel Drive and Jakkalsvlei Road in

    Bonteheuwel. The CCTV operators kept an

    eye on the main suspect and directed Metro

    Police officers to the area. The officers ap-

    prehended the suspect justminutes after the

    incident. The 25-year-old is a known smash-

    and-grab suspect.

    These incidents are but a few examples

    of where our remote policing capabilities

    have made a real difference, says Mayco

    member for safety and security, JP Smith.

    There is, however, still room for im-

    provement. The response doesnt always

    match the real-time events because resour-

    ces are thinly spread.That being said,weare

    making progress and thosewith criminal in-

    tent are warned: you could be the next to be

    caught in the act.

    a big difference

    randWest enthusiastically pledged its

    support for Heart FMs 16 Days of Youth

    campaignwhich saw the radio station shut-

    ting down its broadcast studio in Green

    Point to undertake youth-focused projects

    across the Western Cape.

    The 16 Days for Youth journey started in

    Vredenburg on Wednesday 1 June and end-

    ed on Youth Day (Thursday 16 June).

    During the journey, Heart FM broadcast

    remotely from various locations and were

    part of various community projects to uplift

    young people in need. The initiative is a

    spin-off from the stations #Heart-

    Beats4Youth campaign which started out

    with motivational talks by celebrities at

    various schools four years ago. It has since

    evolved into a 16-day drive to contribute to

    youth upliftment in the province.

    As one of the main sponsors of the cam-

    paign donating a cheque for R10 000 and

    supplies of soccer balls and toothbrushes

    to support and be a partner with Heart FM

    and bring to fruition this worthwhile cam-

    paign. We hold the interests of the youth of

    ous future with drugs, violence and rife un-

    employment, Edson believes.

    to divert this situation and offer the young

    generation hope of a better future. Every lit-

    ference.

    oung people from a local karate club in

    Westridge donated food and clothing to

    children in Tafelsig as part of giving back

    during Youth Month.

    The donation wasmade by the Kyokushin

    Karate Club to the NEADdevelopment orga-

    nisation in Tafelsig.

    Sensei Trevor Rustin explains they want-

    ed the youth tomake ameaningful contribu-

    tion by giving back. InMitchells Plain you

    have a situation where some children have

    and others dont. And these are the kids who

    many a times do not have food to eat. With

    this initiative we want to develop a culture

    of giving inMitchellsPlain.The clothes that

    were donated also include school shoes and

    we want to thank the parents, he says.

    Joanie Fredericks, a director of NEAD,

    said she was deeply moved by the donation.

    As an organisation we want to instil

    fierce pride in our children. We teach them

    to pay it forward and also to look after each

    other. I want to say thank you very much,

    she says.

    With this group we want to show people

    what is possible. These children are so tal-

    ented and I enjoy working with them. When

    they are not busy practising dancingwe also

    help themwith their homework after school

    as well as provide them with a meal. Many

    times there is no food at home for the chil-

    dren getting back after school.

    a fun day hosted by the local ward coun-

    cillor and other roleplayers at the camp on

    Wednesday 22 June.

    Children of all ages from the surrounding

    areas enjoyed soccer, jumping castles and

    other games in the winter sun.

    Second chance for matrics to pass

    If you would like the opportunity to rewrite

    your matric exams, here is your chance.

    The Metro South Education District

    would like to invite learners who failed

    Grade 12 in 2015 orwhowould like to rewrite

    one or two subjects in the October/Novem-

    ber 2016 National Senior Certificate (NSC)

    examinations, to have a second chance at

    passing.

    A programme of tutorial classes will be of-

    fered to these learners during the day from

    Tuesdays to Thursdays, starting in July

    free of charge.

    In order to be considered for this pro-

    gramme, learners would need to register by

    15:00 on Thursday 7 July. Applicants should

    take their ID and a copy of their 2015 NSC

    results to the Khanya Centre situated at the

    old Buckingham Primary School in Merry-

    dale Avenue.

    Saving our furry little friends

    local pair are giving a voice to the voice-

    less in Mitchells Plain.

    Since February this year, the Mitchells

    Plain Animal Welfare Society has grown

    from strength to strength with big dreams

    ahead.

    Vanessa Martin, chairperson of the socie-

    ty, says she has always had a love for ani-

    mals. I used to work in Lentegeur and I al-

    ways saw this little dog roaming around. I

    used to feed her but I felt she needed a warm

    accepting family, she recalls.

    Shewanted to domore and enquired about

    getting the dog off the streets.

    Through several partnerships, Martin

    was encouraged to start her own organisa-

    tion inMitchells Plainandherpassiongrew

    from there. It was a calling. From the time

    I saved that little dog, dogs have come my

    way, says Martin.

    She focussed mainly on dogs but since the

    addition of Shahieda Easton they are also

    taking on cats. Martin had been chasing a

    pack of stray dogs in an open field near Len-

    tegeur Civic when she was introduced to

    Easton. Easton says she too had been rescu-

    ing cats for more than 26 years.

    I mostly nursed cats and animals that

    had been knocked over, says Easton.

    The twohave since come together to fight

    for the rights of animals inMitchells Plain.

    Our main concern is abuse. We (recent-

    ly) came across two dogs tied up. What we

    need is to educate people on how to look aft-

    er their pets, she says.

    Easton says there are good people who

    are doing a good job of caring for their pets.

    Many people lose their jobs but that

    doesnt mean they cant look after their

    pets. What people dont realise is that hav-

    ing a pet is a 20 year commitment, she

    says.

    The two say they see people lose interest

    in their pets after they grow old and often

    starve them or put them down.

    To date the women have visited many

    homes, rescued hundreds of animals and

    since February have sterilised more than

    50 animals. In future the organisation

    hopes to own their own shelter, run educa-

    tion drives and have a mass sterilisation

    drive in Mitchells Plain. We also hope to

    have a container to create a mobile clinic

    in Mitchells Plain to bring the services

    here, says Martin.

    nisations they have collaborated with in

    the past.

    Goldilocks adventure

    A

    fter two completely sold out runs in 2015,

    The Lilliput Childrens Theatre Compa-

    ny will be performing Goldilocks and the

    Three Bears again this school holiday.

    The childrens classic will be staged at the

    Nassau Theatre at Groote Schuur High

    School, in Palmyra Road, Newlands at 10:30

    from Monday 4 to Saturday 16 July.

    The play follows the adventure of Goldi-

    locks in the forest before her birthday. Her

    grandfather is organizing a birthday party,

    but Goldilocks get lost in the woods and

    stumbles across a house belonging to the

    three bears.

    With nobodyhome,Goldilocks goes inside

    and makes herself at home. The three bears

    come home to find their visitor fast asleep

    with hilarious consequences. This enchant-

    ing fairytale classic is full of laughter, audi-

    ence participation and is great fun for the

    whole family to enjoy.

    Goldilocks and the Three Bears is adapted

    and directed by Elton John Duffy, who has

    been producing Childrens Theatre for the

    past 23 years. This show stars Desle McCon-

    ney (Athlone) as Goldilocks, Monique Rock-

    man (Elsies River) as Mama Bear, Carmen

    Maarman (Woodstock) as Baby Bear, Robyn

    Maree (Plumstead) as Papa Bear and Elton

    John Duffy (Edgemead) as Grandpa.
