Painting the gory picture of PDS

Supply Chain Management

• Classic supply chain management and tracking system is non existing.

• No quick availability of inventory at FCI Warehouses and FPS

Corruption

• FPS owners create large number of bogus cards to sell food grains in the open market.

• No proper system to verify authenticity of beneficiary

• People are mislead about the amount of goods availability

Justice • Unavailability of a centralised 24X7 complain forum

Problems to ponder…

“PDS is like ‘carrying a bucket full of water that is 40% broken’ “ Ashok Gullati, Ex-Chairman CACP

• Integrated System using Biometric Thumb Print Scanner (BTPS)

and verification for INDIVIDUAL FOOD GUARANTEED Delivery

• Real time update of Inventory of FPS as well as FCI warehouse via Inventory Management System (IMS) to guarantee

0 INVENTORY MISMANAGEMENT • Display of real rime data in FPS to ensure NO

CONSUMER IS MANIPULATED by FPS employee

• 24x7 Hotline number to register complaints • Creating a state-wise tribunal under FCI to redress any

complaints as well as for conducting checks based on

Report Generation System (RGS )reports

Proposed Solution

FPS Inventory Display System

Biometric Thumb Print

Scanner (BTPS)

Quantity Supplied Entry System (QSES)

Feedback System

Inventory Management System (IMS)

Report Generation System (RGS)

Aadhar Database Fingerprint

Verification System

1. Consumer goes to FPS

2. Seeing Inventory display, places order

3. Based on Biometric Scan Result approval, FPS employee gives the ordered grains to Consumer

4. Same quantity is entered in QSES which updates IMS in real time.

5. Consumer gives feedback of last consumption, which will raise –ve flag in RGS if –ve.

6. RGS sends automated reports to FCI with FPS Inventory Data as well as highlights Flags raised to be redressed.

Consumer

FPS Inventory Display System • Displays the real time inventory

of the FPS in HINDI for the consumers to see as soon as they enter the FPS

* Leverages Wi-Max system for network connectivity

Biometric Thumb Print Scanner (BTPS) • Biometric Scanner takes Consumer’s

thumb print scan and verifies it with Aadhar Database.

• Existing Aadhar Database leveraged for Biometrics verification

* Existing fingerprint verification system of CBI leveraged

Inventory Management System (IMS) • Keeps track of inventory of each

FPS as well FCI warehouses • Updated each time a consumer

takes grain from any FPS • Updated each time grains leave FCI

warehouse • Updated each time FPS receives

stock by FPS employee *This ensures no embezzlement in b/w

by unwanted parties

Report generation System (RGS) • Reports to FCI on a daily basis

with inventory at each FPS • Reports flags raised by customers

bases on feedback * Primarily to be used for redressing

the issues

Stakeholders and Existing Systems Leveraged by Proposed Solution

•Prices indicative from Amazon.com converted at Rs 65 to $ 1 •BTPS can be used from Aadhar initiave reducing the price •Touch POS serves as QSES and Feedback System rolled in one

Proposal Costs

•Minimized expenditure by leveraging existing technologies and databases •Identification of beneficiary and ensuring delivery to the actual beneficiary, eliminating middlemen and bogus ration-card holders •Real-time information of remaining stocks at FPS via digital display and also in IMS ensuring siphoning off of stocks is eliminated. •Once implemented, the solution requires minimal costs to keep running and being simplistic in design requires no updates at FPS/FCI level; being an online solution any change made to the IMS will reflect at each location thus making it highly sustainable. •Flags raised by RGS make it easier for the tribunal to find the root cause with ease and redress the same. •RGS Reports serve as a clear criteria determining the success of the solution based on number of flags raised.
