Municipal workers who rushed to the scene shortly after the tragedy, found that the plas- tic coating of an illegal overhead electrical cable which was hang- ing on the informal structure’s roof had worn out, causing live electrical wires to come into con- tact with the tin roof. When the child touched this and the fence simultaneously, a surge of cur- rent struck him, moving into the wire fence as well. Nomana’s distraught father, Siyabulela Njwangu, said on the scene that he could not explain what had happened. “The one minute Lindokuhle and his friends were playing and laughing, the next minute we smelt something burning and then the screams of children. “We rushed to the scene and found our burning child. His skin and clothes were badly burnt and blood was pouring from his head.” A neighbour covered the child in a blanket and moved him away from the lethal scene, but Nomana was already dead. This form of electricity theft has for many years been a bone of contention. In informal settle- ments the dangerous and illegal electrical connections are a com- mon sight. These connections are made by members of the public relay- ing electricity from private homes nearby, and often from street lights. According to members of the emergency services, this is a highly dangerous practice. Many of these illegal connec- tions have previously resulted in power overflows and electric fires. It is not only residents of infor- mal homes stealing electricity, but also owners of low cost hous- es, as they are simply not pre- pared to pay for electricity. “We have in the past per- formed operations disconnect- ing illegal wiring only to find the wires erected again the very next day.” A spokesperson for the Drak- enstein Municipality, May Carolissen, said that the munic- ipality is shocked and saddened at the death of the child. “We immediately sent out technicians to establish the cause of this tragedy. “It was found that electricity was illegally being channelled to one of the old hostel buildings. This connection was then imme- diately discontinued.” Carolissen added that a report was recently compiled by the Municipality to address this problem. The provision of pre-paid elec- tricity to informal areas is one of the options outlined in the re- port. But this will entail consid- erable operational problems, as shacks will have to be moved for the infrastructure to be in- stalled. DEATH. Treatment of polo ponies investigated at Val de VieINADEQUATErules,lackofenforce-ment of existing rules and cuttingcosts relating to the welfare of ani-malsarethemainissuesthattheNa-tional Council of SPCAs is taking upwith regard topoloat venues likeVal de Vie outside Paarl.

An urgent meeting has beenrequestedwiththeSouthAfricanPolo Association and the gover-ning body of equine sports inSouth Africa, the SA Equine Fe-deration, as the welfare of poloponies is of extreme concern.

The Pony Welfare Rules statethat “Clubs must ensure that aveterinarian is on standby andeasily contacted.”

This is inadequate accordingto Inspector Mike Allen of theEquine Unit of the NationalCouncil of SPCAs.

“I was present at a polo matchwhen an animal fell. An ambu-lancerushedtothesideofthefal-lenrider.Therewasnoveterinari-an at the event and he needed tobe contacted by phone to comeout and assist.”

WhentheNSPCAInspectorraisedthis issue with the management ofthe Val de Vie Polo Club in Fransch-hoek,hewastoldthatthebudgetdidnot allow for a veterinarian to be onsite.

Investigations and assessmentshave taken place at various venues

where polo matches took place, in-cluding international games.

Lack of shade, lack of water, po-nies playing two chukkas, beingyanked in the mouth and general

rough treatmentaswell asaggressi-ve riding were the main issues iden-tified.

Inspector Mike Allen requestedthat shade was erected at the Val deVie tournament – even temporaryshelter – as temperatures were rea-ching the upper 30 degree levels by

mid afternoon.Horses or ponies completing seri-

ous exercise were being tied up inthis extreme heat.

InspectorAllenwasadvisedbytheorganisers that no shade wouldbe placed in the field as it wouldnot fit in with the scenery andwouldspoil the image.Anunder-taking was given to look into thismatter at a later stage.

Intervention by the NSPCA ledto water being made availableand animals being cooled downafter the polo matches.

At the Val de Vie tournament, two written warnings in terms ofthe Animals Protection Act wereissued relating to riders usingspurs excessively and their hor-ses being found to have injurieswhen they came off the field ofplay.

“It is noted that riders yankedtheirhorses in themouthduringplay, but no action was taken bythe umpires despite the rule thata rider could be penalised for do-ing so.

“The issues are not what happensbehind the scenes at polo, but whatis taking place overtly, in the eyes ofthepublicandwithoutcorrectiveac-tionbeingtakenbytheorganisersorofficials.Investigationswillcontinueand findings will be made pu-blic,”said Perrins.

WE are approaching the Easterweekend and people are goingto be observing this religiousfestival in different ways.

Someone reminded me onFacebook of Easter in MbekweniespeciallywhenIwasgrowingup.

It brought back memories oftwoeventsthatdominatedEasterinourtownship.Thefirstonewasthe church gatherings thatbrought visitors.

Easter meant that even thosewho have not been in church ina while went to church. As thisgroup we went to church in pur-suant of different objectives.

SomesawtheimportanceoftheEaster weekend and remembe-red the sacrifice of God in redee-ming mankind. They thus reser-vedEasterasoneof the“bigdays”for going to church.

SomeofusenjoyedthefactthattherewerevisitorsfromoutsideofMbekweni.

This meant friendships will bedeveloped and letterswill have to be writtento new people. Itshould be remembe-red that therewerenocell-phones when Igrew up.

Telkom phones we-re later introduced tofew houses in the township anditmade thesehousesa bit specialas they received call for people inthe entire street.

Back to Easter, some of us hadfar less than noble intentions forcelebrating the arrival of the Eas-ter visitors. We prowled thestreets and frequented churchhouses to find Easter girlfriendsfrom amongst the visitors.

Itsohappenedthattheyoungercongregants also were not inMbekweni for church alone.

Talkofmulti-taskingandmanyunholyalliancesformedonthesi-delines of holy celebrations ofGod’s sacrifice!

A second exciting thing aboutEaster in Mbekweni used to besport tournaments. In the periodleading towards the Easter wee-kends the atmosphere would beone full of preparations.

You would hear “one lala onevuka” as people counted down tothe day of the departure of onerugby or soccer team to take partina tournament inanother town.

Thesewouldbeourrepresenta-

All these happenedwhilst households fe-

I am confident that I will not re-gret and my time will not be was-ted by being there.

Disappointed at carnivalST ALBAN’S PRIMARY re-cently held their carnival inWellington.

My Grade 11 son went tothe carnival on 17 March, and paid a total of R50 en-trance fee for him and hisfriend.

The advertisement clearlystated R15 for children andR25 for adults.

On19March Iphoned theschool, explaining what hadhappened. No one was avai-lable to speak to me at thatpoint.

Icalledbacktheafternoonand was informed that the

matter had been discussedand that there was no proofthat my son had actuallypaid that total.

How does this justify theunfair treatment towardsmy son and his friend?

It troubles me that a “mis-take” like thiswasmadeandat theendof theday it seemsyou are the one at fault forstanding up for what’s rightand wrong.

Isn’t this what is taught toour children at schools - notto steal or lie?

Strange lightON Wednesday night 28March I was outside my housein Wellington facing towardsPaarl when I saw a strangelight moving from west to east(from Table Mountain in thedirection of Wellington) atabout 20:00.

There was a bright orangeglow, but no sound. It movedmuch faster than an airplane, but was controlled and not aslightning fast as a meteor.

It passed from sight over theKlein Drakenstein mountains.

Anyone who had a similarsighting must please phone meon 072 158 9986.

AS we well know, speeding carsand motor bikes are a majorconcern to many people inPaarl. I am one of them. LivingonMainStreet Ihavea frontrowseat to what is becoming an ac-tual racetrack.

On the stretch of Main Street,Northern Paarl, there are nospeed reducing measurementsin place, like the speed bumpsin the central part of town.

Therefore, Iwonder, are the li-ves of kids attending Gymnasi-um High less valuable?

There is a lot of talk on thespeeding issue, but recognisingthe problem and talking aboutit does not solve the problem.

Apparently, every once and awhile there are speed traps, butI do not see any positive effectsonthepromisemadebythetraf-fic department in an article on8 September (‘Ernstige optredegaangeneemwordteenjaagdui-wels’).

I would like to know how sus-tainable isthispromise?Surely, the department is not still ‘ana-lysing’ a problem that is clear toanyone?

We all know that speed trapsand cameras do not have a per-manent effect on drivers.

The question here is not howto enforce the law, since thatdoes not work for all the rea-sons, but to put actual and per-manent measurements in place

to force people to reduce speed,24 hours a day.

The lackof initiatives fromtheofficials is very concerning.

The ward councillor is strug-gling to put this matter on theagenda, but I donot seeany fur-ther actions from him.

Whatconcernsmethemost isthat the traffic department doesnot respond to my request ‘tostartwalkingthetalk’ inthe firstplace. I can only guess what thereasonsarefortheirnotwantingto contact me.

I turnedtoHectorElliot,Headof Ministry, Transport and Pu-blic Works (Western Cape Go-vernment), and asked him if hecould make the Municipalityrespond. He told me that hewould do so. Unfortunately, hisrequest has had no effect overthe last few weeks.

Isincerelyhopethatthisletterwill trigger the Municipality topresent a plan to all people inPaarl on how they will deal withthe speeding issue effectively.

I realise we all are in this toge-ther and I am willing to do mypart.Afterall, weall areaccoun-table for our actions.

The Drakenstein municipalspokesperson responds:Wearewellawareofthespee-

ding problems in Draken-stein.

Life is indeedapreciousgiftandshouldbetreatedassuch. No value can be attached to li-fe.

Numerous speed reductionmeasures were introduced inDrakenstein, ofwhichmanualspeed checking, speed came-ras, speedhumpsetccanonlybe mentioned as a few.

The Main Street howeverpresents its own unique chal-lenges and the way to dealwith it depends largely on theinter-relations between Edu-cation, Engineering and En-forcement.

The passion and drive of yo-ur ward councillor, should onthe contrary be commented.

Hefrequentedthetrafficof-fice, offering his assistancewith our frustrations in dea-ling with our funding con-straints.

Theissueofspeeding isare-lentless battle, but we remaincommitted in dealing with it.

Speeding problems linger on

Beware of dodgy data deal at VodacomTHE currently advertised “night owl” data spe-cial of Vodacom is very risky. I took this pac-kage of R99 per month on 27 February at thePaarl Mall Vodashop and by 16 March had anaccount of over R25 000.

I hereby want to warn other consumersagainst this. The “night owl special” is notavailable to top up or pre-paid customers, soyou have to take a contract.

The R99 per month is then open to anynumber of disasters such as hacking, virus

problems which run up the bill – a fact whichis not mentioned and emphasised in theirmarketing.

Now that all my cell lines have been cut off,the problem resolution process at Vodacom isextremely slow and it seems that all the liabi-lity lies with the customer.

I am totally disgusted and disillusioned withVodacom’s customer care!

SMS 32363 Impressive serviceVERY early on Saturday morning, 10March, I heard a metallic hammeringsound outside.

I immediately thought it was the “Tik”brigade harvesting copper pipes andjumped out of bed to see what I coulddo. To my surprise I saw it was the Mu-nicipality repairing a water pipe on thecorner of Main and Jan Phillips Drive. Itwas then that I realised how lucky weare to have a municipality that functi-ons as well as it does.

Yes, we may complain, but we are oneof the few towns that still work and cantell our disbelieving friends in the otherprovinces about the sort of service thatwe have. Thank you, Drakenstein Muni-cipality.

Ek raak by tye so moeg datmy dogter moet help om my te was, maarek sê altyd, my houding dra my.”
