NEVA 2013, which opens its doors to the global shipping community at the Lenexpo exhibition complex in St Petersburg from September 24 to 27, will showcase the significant developments in the structure and operation of Russia’s maritime industries and the nation’s growing presence on the international stage.

More than 1,200 participants from over 50 countries attended NEVA 2011, with 17,000 visitors reg-

istering for the event, and this year the number is expected to exceed 20,000 as Russian companies seek to develop links with foreign companies and investment and access to international markets.

INtERNAtIONAL LINKS tHE wAY FORwARdImportant Russian mariti me industry ini-ti ati ves will come under the spotlight at NEVA 2013.

The Krylov Shipbuilding Research Insti -tute has been upgraded and, as the KSRI Mariti me Centre, it can implement com-mercial programmes more eff ecti vely, with new authority to functi on on a com-mercial basis via its Ocean Engineering Division, Civil Shipbuilding.

The Administrati on Offi ce for the North-ern Sea Route was established in Mos-cow at the end of January to oversee reg-ulatory, technical and fi nancial control of shipping routes, port operati ons and the Arcti c undersea / off shore marine sector.

In another major development, the new-ly-merged Makarov Academy and State University for Waterborne Transport or-ganisati on has been made responsible for overseeing and implementi ng the major modernisati on programme for Russia’s inland waterways network and its fl eet.

President Vladimir Puti n recently called on Russian industry to boost the design and producti on of hi-tech vessels and underlined the necessity for these indus-tries to cooperate more closely with for-eign counterparts.

The president’s call will be heard at NEVA 2013 through United Shipbuilding Corpo-rati on (USC), which believes that NEVA 2013 off ers a “widely acknowledged platf orm for internati onal business co-operati on” in developing technology for extracti ng oil and gas at sea and for trans-porti ng cargoes on Northern Sea Routes.

“USC guarantees the promoti on of na-ti onal achievements in the design, pro-ducti on, supply, repair and conversion of sea and inland waterway vessels for commercial fl eet operati ons, based on the most advanced internati onal technol-ogy, and increases the competi ti veness of the shipbuilding industry and shipping as a reliable partner in global marine mar-kets,” says A.A. Diachkov, USC president.

Another NEVA 2013 supporter, the Min-istry for Industry and Trade, believes Russian shipbuilding will off er its technol-ogies “to strengthen internati onal coop-erati on and investment in shipbuilding, off shore technique producti on, technol-ogies and equipment and to increase the internati onal image of Russian shipbuild-ing and shipping as a reliable partner in global mariti me markets,”according to L.V. Strugov, Department Director.

The Ministry will also focus on the de-velopment of the Arcti c sea transport system in Russia including a nuclear ice breaking fl eet for Arcti c sea routes, in-ternati onal transit, a Russian Arcti c sea transport system, navigati on and hydro-graphic services for ship owners looking to operate via the Northern Sea Route and the transportati on of oil and gas from Arcti c deposits.

The Union of Russian Shipowners (SO-ROSS) will use NEVA 2013 as a platf orm to address global shipping and its infl u-ence on Russia and the development of the Arcti c sea transport system in Rus-sia.

SOROSS will also consider the conse-quences for shipping of Russia’s entry into the World Trade Organisati on, Rus-sian nati onal policy governing commer-cial shipping, the competi ti veness of Russian shipping, the role of Russian shipyards in developing a commercial fl eet, opening the Arcti c Shelf, building LNG and ice-strengthened vessels and drilling platf orms and addressing con-cerns over the transportati on of oil and liquefi ed natural gas.

The Associati on of Russian Sea Commer-cial Ports (ASOP) will focus on advanced port equipment and technical knowledge to develop infrastructure and superstruc-ture needed to support off shore oil and gas explorati on and will hold a seminar programme during NEVA 2013 highlight-ing Russian and other state-of-the-art port equipment, systems and technology.

Navigati on and hydrographic issues will be addressed by the Department for Naviga-ti on and Oceanography (Ministry of De-fence) with specifi c reference to creati ng technical faciliti es and equipment for high precision navigati on, digital sea maps and data bases. Training will also be covered.

Safety issues arising from programmes to develop the Arcti c and Northern Sea Route will be addressed by The Associ-ati on for Development of Sea Rescue, Safety and Diving Equipment highlighti ng plans for the constructi on and operati on of rescue vessels and fi re fi ghti ng vessels in ports and at sea.

Vladimir Shmakov has been appointed head of United Shipbuilding Corporation (USC). The Corporation incorporates 116 subsidiaries integrating 60 shipbuilding enterprises, design bureaux, shipyards and equipment building plants account-ing for 80% of shipbuilding industry pro-duction.

ARCtIC CHALLENGE

The Northern Sea Route (NSR) from Eu-rope to Asia shortens the distance of tra-ditional shipping links through the Suez Canal depending on destination, thereby offering the potential to generate major cost savings in fuel and reduce CO2 emis-sions and lessen the risk of piracy, accord-ing to Mikhail Belkin, assistant general manager of the Russian state-owned Ro-satomflot ice breaking fleet.

In 2008 Norway’s Tschudi Shipping Com-pany and the Norwegian Ministry of For-eign Affairs established the international and independent non-profit Centre for High North Logistics (CHNL) as the pre-

ferred knowledge network for creating efficient and sustainable logistical solu-tions in the High North through research projects between business, academic institutions, organisations and public authorities.

A CHNL workshop in Kirkenes in April 2010, under the title Opening the North Sea Route for bulk commodities, attract-ed more than 25 stakeholders from Rus-sia, Norway and elsewhere. This was the catalyst for the development of a strong partnership between Tschudi Shipping, Nordic Bulk Carriers, Prominvest, Sydva-ranger Gruve and Rosatomflot to initiate the first truly international transit ship-ment through the Northern Sea Route – a

non-Russian cargo car-ried on a non-Russian flag ship between two non-Russian ports.

In September that year the Tschudi Group initiated the first non-Russian commer-cial shipment through the Arctic to China using the 1995-built, 43,732dwt Hong Kong

flag bulker Nordic Barents to transport 40,000 tons of iron ore from Kirkenes to China.

The vessel left on September 4 and ar-rived on September 23, completing the voyage at an average speed of 12 knots.

Tschudi, believes specialised Arctic ship-ping will in future be characterised by tankers, dry cargo, gas carriers and off-shore vessels for Russian and internation-al companies, feeder vessels for Russian river deltas and project cargo.

The successful voyage paved the way for the first LNG tanker to sail eastwards from Northern Europe to Japan via the Arctic Ocean at the end of 2012 when Russia’s Gazprom chartered in the 2007-built, 84,682dwt Marshall Islands flag Ob River for the trip.

Sailing time was cut from 40 to 22 days and the voyage proved a major fillip to Gazprom and other Russian entities who had been hoping to sell LNG to the Unit-ed States but have since switched their focus to Japan and China in the face of stiff competition from the emerging shale gas industry in the US.

NEw CHAMBER OF SHIPPING SEtS tHE AGENdARussia’s determination to put its mari-time industries on an equal footing with international competitors has stepped up to a new level with the eagerly-anticipat-ed establishment of a Russian Chamber of Shipping.

The decision to establish the Russian Chamber of Shipping, representing 21 million tonnes, creating a single body to represent the entire shipping industry abroad, much along the lines of the UK Chamber of Shipping, was backed at gov-ernment level by the Ministry of Transport

and the Marine Board and supported by a significant majority of ship owners.

“There has been a long-felt need to es-tablish the Chamber and to bring the Russian shipping community to a new level,” says Alexander Balyberdin, Execu-tive Secretary of the Marine Board.

In an early initia-tive, the Cham-ber has signed a memorandum of understanding with the Danish Shipowners’ As-sociation (Dan-marks Rederi-forening).

NEVA 2013 welcomes two new national pavilions from South Korea (KOTRA) and the UK Shipbuilders & Ship Repairers Association) along with, for the first time, industry groups from Italy and individual companies from India.

The Marine Offshore Centre at the exhibition will provide information on de-velopment of the offshore support fleet.
