    Introduction

    EAC integration process is now twelve years old

    Article 5 of the EAC Treaty states that the

    objectives of the Community shall be to develop

    policies and programmes aimed at widening anddeepening cooperation among Partner States in

    Political, Economic, Social and Cultural fields;

    Research and Technology; Defence; Security;

    Legal and Judicial affairs for their mutual benefit

    Common Market

    A Common Market is an arrangementwhere member countries of a RegionalEconomic Community (e.g. EAC) operateas a single market for goods, services,labour and capital, having common taxand common trade laws.

    A common market integrates markets ofthe factors of production (labour, land,capital, entrepreneurship) in respectivePartner States into one single market

    Common Market Protocol

    The Protocol establishing the EAC Common Market,signed on 20th November 2009, contains 56 Articles and6 Annexes of Regulations.

    The Protocol provides for:

    I. Free Movement of PersonsII. Free Movement of labour

    III. Right of Establishment

    IV. Right of Residence

    V. Free Movement of Services

    VI. Free Movement of Capital

    trade relations among Partner States;

    Provision of education services is anchored in

    Articles 102 & 103 of the EAC Treaty. Theservices include:-

    Cooperation in education and training to develop

    human capital within the Partner States;

    Development of common programmes in basic,intermediary, tertiary, adult and continuing education;

    Promotion of Special Needs and Non Formal

    Education and education for other disadvantaged

    groups; andHarmonization of education curricular, examination,

    certification and accreditation of education and

    training institutions.

    Why mutual recognition ?i. To facilitate common appreciation of the

    academic and professional qualifications,

    licenses and certificates and experienceobtained in other Partner States.

    competencies within the region.

    Partner States have agreed to establish five EAC

    Centers of Excellence in each Partner State to develop

    and strengthen innovative approaches to meet current

    and future skill needs and technical innovations.

    aimed at equipping the youth with information on their

    sexual and reproductive health rights for purposes of

    improving their livelihoods
