THE city’s own internal auditcommittee has lambasted itsofficials for side-stepping the

tender processes.In a hard-hitting quarterly audit

report presented to the executivecouncil yesterday and looking at his-torical financialdata, it said “inmanyinstances”section36wasusedto“re-appoint existing service providers”based on themotivation that itwouldsave the city money.

“The committee noted the re-ap-pointment of professional consult-ants at rates it believes would havebeen reduced had the appointmentbeen subjected to a competitive bid-ding process.”

Itfoundinthe2012/2013financialyear, the city awarded 28%of its con-tracts—worthmorethanR1,7billion— without entering the tender proc-esses. Thiswas a 72% increase in theuse of the emergency tender over theprevious year.

While officials and councillorshave previously said they were at-tempting to “drastically reduce theuse of section 36” — a Municipal Fi-nance Management Act clause that

allows the tender process to be cir-cumventedundercertainspecialcon-ditions— the audit committee led bychairperson Sipho Nzuza said theyhad “instructed internal audit to re-view all awards … as it appears noncomplying suppliers are beingawarded work”.

“The section should also not beemployed in order to issue awards tonon-compliant suppliers.”

The audit report, whichwas final-ised in August, but only became pub-lic knowledge this week, comes afterthe public protector’s office an-nounced in September it would belaunching aprobe into all emergencytenders that the city had awarded in

a probe stretching as far back as2004. Earlier thismonth thecity’s in-tegrity and investigations unit alsoannounced it was investigating a cityemployee for swindling more thanR30 million in tenders during SouthAfrica’s hosting of the 2010 FifaWorld Cup obtained via emergencytenders.

The committee called for “all ex-pired contracts” extended by section36 not to be extended any further ex-cept for emergency procurement.

“Poor procurement planningwhich is hidden behind ‘impracticalto follow procurement processes’shouldnotbeaffordedtheopportuni-ty to flourish,” said the committee.

THE South African Banking Risk Information Centre (SABRIC) on behalf ofthe banks is currently on an awarenessdrive to warn bank customers of numerous bankrelated crime scams aswe approach the festive season.

“We want to warn customers to bevigilant during the festive season, especially around scams that promiseyou huge returns with minimal effort”said SABRIC CEO, Kalyani Pillay.

Among the scams that the bankingindustry warn about are the “depositand refund” scams, fraudulent requests to change bank account detailsand advance fee scams.

The deposit and refund scam involves criminals ordering goods or services from a business or individual andthen paying money into the victim’sbank account, mostly by depositing afraudulent cheque.

Sometimes, proof of payment isfabricated to create the impressionthat the deposit was made in cash.

Following this they send the ‘proofof payment’ to the business or individual and then the goods are released tothe criminal.

Alternatively they cancel the orderand request an urgent refund of thefunds made.

The bank will then process thecheque and discover that the chequeis fraudulent and reverse the credit onthe victim’s bank account, or discoverthat no deposit was made at all.

As a result, no funds are transferredinto the victim's account and the victim is subsequently out of both themonies and the goods.

Bank customers are encouraged toensure the following so that they don’tfall victim to this scam.

No “refund” should be made without first verifying with the bank thatthe deposit that has been made intoyour account is, indeed legitimate.

Umdloti’s lifeguard tower to be demolished>> Hopes that new lifeguard building will be rebuilt soon as two beaches at Umdloti are under BlueFlag pilot statusDEBI BLAKE

THE neglected lifeguard tower andablution facilities in Umdloti are to bedemolished.

The executive committee of eThekwiniMunicipalityrecommendedinameetingon21OctoberthatthedemolitiontakeplaceandthatR300 000 be set aside for the demolition andrubble removal.

Thematterhasbeen set downon the coun-cil agenda for 30October for the full council toratify the Exco’s recommendations.

The building has been deteriorating formonths, drawing a public outcry from theUmdloti community.

There was alarm that loose glass and alu-miniumwindowframesonthetopfloorwouldinjure passersby if they fell to the ground.

Therecentgale-forcewindshasexacerbat-ed the situation.

Councillor Geoff Pullan agreed with thecommunity: “The building is not safe, eitherfor occupiers or for people passing by.

“The municipality has removed the looseglass and aluminium on the top floor.

“A porta-cabin has also been placed at thesite for the lifeguards and their equipment,[until the lifeguard building is replaced], toserve the tidal pool.

“I have not yet seen an allocation or votefor the new building,” Pullan told theWeekly.

The councillor said he hopes the newlifeguard building would be rebuilt soonas the two beaches at Umdloti are stillunder pilot status for Blue-Flag accredita-tion.

iLembe - a renewableenergy hub>> Business urged to ‘think before they invest’ in renewable energyopportunity

SHANNON HOPKINS

THE ILEMBE district has beenidentifiedasarenewable ener-gy hubforKwaZulu-Natal.The

industry surrounding the venture issaid topotentially create jobs andop-portunities for business owners.

At a networking breakfast for in-terestedparties at theSaltRockHotelon Friday, representatives from theDepartment of Economic Develop-ment, Tourism and EnvironmentalAffairs (EDTEA) and company ArupEnergyConsulting, whohaddone re-search in the area, spoke on themat-ter. Enterprise iLembe acting CEOZakhele Gumede provided back-ground to the project.

He said industrial economic hubswerebeingallocated to variousareasacross the country with renewableenergy being stationed locally.

“It isabout creatinganareawherethemanufactureofrenewableenergyequipment canbemanufactured andtocreatesustainableenergyprojects. We encourage the business sector toinvest in this project,” said Gumede.

EDTEA project manager Moroa-sereme Ntsoane explained the mainbranches of the greater project alsoincluded sectors of tourism, localmaritime activity, the King Shaka In-ternational Airport and budding

aerotropolis and environmentalmanagement.

He said the total cost of the renew-able energy hub is R150 million andit would create about 4 000 jobs.

“The aim of the greater project isto industrialise and modernise oureconomy.Wewanttospreadeconom-ic development outside the main ar-eas in the province – Durban, Pieter-maritzburg and Richards Bay. Theaimisalso to respond to thechalleng-es facing the global economy and ad-dress issues of inequities.

“To do this, we foresee creatingclustersofcompaniesthatcandelivermore together than alone – that cancreate linkages to bring their costsdown,” said Ntsoane.

He said the renewable energy as-pectwouldalsoaimtoalleviatepover-ty, attract investment in green indus-try goodsand services andpromoteahigh-growth industry. It seeks to util-isesustainablenaturalresourcesandpromote energy efficiency, amongstothers.

ArupEnergyConsulting’sAndrewBowden presented the research thatthe company has done into creatingrenewableenergysystemsiniLembe.

Hesaidvariousconceptshadbeenexplored, suchas solar energy, hydropowerandbiomass, with this last be-ing the most viable due to the sugarcane industry.

“There is not enough solar energypotential to support the area on alarge scale, but it would work on asmall scale,” said Bowden.

He said hydro energy had beenlooked into extensively, with the in-land site of Jameson’s Drift inlandalong the Tugela River being promis-ing .

The site could produce 31MWat alow cost. TheMvoti River would onlyprovide 3.5MW at a high cost.

In terms of biomass, Bowden saidthe Sugar Association SA estimatedthe industry had the potential to gen-erate 712MW, creating 38 000 jobs.

This would involve the burning ofbagasse,asugarprocessingby-prod-uct.BowdensaidCO2emissionsfromtheprocesswereminimal tonone.Hesaid industry leadersarealso lookingelectricity production, with some al-ready exporting the resource. In2012/2013 Tongaat-Hulett generat-ed 427GWh, said Bowden.

“Tongaat-Hulett is aiming to startexporting electricity from their twoNorthernplants-FelixtonandAmati-kulu - within next two years and willbe considering their other mills (in-cluding Darnall) thereafter,” saidBowden.

He said having the Darnall andGledhow mills nearby make thescheme ideal.

ILembe Chamber of CommerceCEO Cobus Oelofse said while the re-newable energyprojectwas exciting, potential investors and governmentmust be realistic.

“Intensive research needs to bedone before this can go ahead. Noneof ourFETcollegesoffer jobs thatwillenable jobseekerswith theskills theyneedtowork intherenewableenergyindustry and this needs to be ex-plored. There are also a number ofbusinessblocksstandingemptyatthemoment. We need to look at makinguse of these before building more fa-cilities,” said Oelofse.

Ntsoanesaidtheproject isnot ‘justa pipe-dream’, and that it will hap-pen.

SCHOOLS opened in early Janu-ary this year but messages ofsupportareonlyfloodinginnow

onradioandprint, andweseemtobeonlyconcentratingongrade12pupilsat what seems to be the 11th hour.

What does this say to us andwhateffect does it have on the pupils?

Iwasamatricpupil in2008andforthe most of us, there is nothing moredifficult.Weused tobe told thatgrade11wasthetoughestgradeandthisre-sultedinthegradebeingcalledmatric1 and grade 12, downgraded tomat-ric 2.0. One does not understand the“truth” behind the statement untilone is overcomeby the fear of receiv-ingone's report cardonD-dayonly towait six hours and remain the lastclass in the whole school to get theirresults and fail..

Yup, I failedgrade11withamath-ematicsmarkofastaggering18%,butinsteadofbeingsentback tomatric1,I gotparole in the formof “condoned”(the grey area between “pass” and“fail”and theepitomeof thestandardof education in South Africa). Any-way, I got away with murder and“snuckinto”matric2onthebasisthat

Iwasdisadvantagedby the teachers’strike of 2007 that lasted six weeks.

Iseriouslysuckedinmathsandnoamountof last-minutecatch-uppro-grammewould have likely savedmyass. Over the years, I have noticedhowthefocusofmatric2has intensi-fied and wondered if this is a goodthing. First of all, I found that thestandard of grade12has “changed,”and not for the good, I think.

WhileIwasterribleinmaths,Iwasnot so bad at science and usually en-joyedgoingretroonthesciencebooksI read. Inoticedduringonevisit at thelibrary that the biology (life sciences)textbookprescribed for grade12hadtheaboutthesamecontentasanolder(by give-or-take five years) pre-scribed for grade 10.

If you look at the books for othersubjects you will also notice thistrend. It seems that in an effort to in-creasethe“passrate” ingrade12, thegovernment has not only turned“30%” to a pass, but it has madethings “easier” for matrics. Thatsounds like a conspiracy theory, Iknow, but if I am somehow "neutral-ised" in the near future, please look-out for chalkmarks and leather-jack-et residue at the scene of the crime,#justSaying.

What I have noticed in my town-ship are the high schools’ obsessiveattempts at getting 100% pass-rates.My problem is that extra classes arenow being conducted all of a suddenwhere pupils aremade to attend “ex-tra classes” on top of the two extrahours added to the school day. Theseextra classes suddenly spur just a few

weeks before the final exams. Are high school principals sud-

denly shocked by the advent of “TheFinal Exams”, jolting them into rapidaction to “catch-up”? Why are wehaving Saturday classes only now asopposed to the eight months ofschool? Did we not know the examswere coming?

Being a part-time tutor for high-school pupils, I am familiar with thefrustration of grade 12 pupils scram-bling for revisions and a plethora of“extra classes” they are being forcedto attend. In my own experience, many teachersare too lazy tokeepupwith the (now reduced) science andmaths syllabi and these extra classesseem tobe11thhour efforts at cover-ing for this.

The pupils are the victims. Right? No, some are just as lazy (I’ve been asuper lazy pupil myself, so I know). Ihave noticed how some pupils havequestions that should have been an-swered by teachers, questions thatleavemeasking“whathavetheybeenteaching you the whole year?” and“what have you been doing in classwhile the teacherwas teachingyou?”

It looks all doom-and-gloom rightnow and I am yapping about a prob-lem I have not put forward a solutionto try fix. Idonotknow,perhapsread-ers may have a few pointers. Rightnow, I really hate seeing my sisterhaving tomake arrangements to findaccommodation closer to her schoolbecause they decided the grade 12pupilsneedtohaveextraclassesfrom4pmto7pm,justtwoweeksbeforethebeginning of the final exams.

Move over, MaslowABOUT a million years ago, some guynamed Maslow, who had way too muchtime on his hands, put together a triangularhierarchy of needs, detailing what hethought were the most essential things forpeople to be in possession of.

Ever since, high school and universitystudents around the world have been falling asleep in lessons and lectures while theteacher, as bored as his or her subjects, drones on about this hierarchy.

The soporific effect of Maslow has evenbeen felt in examinations, where studentshave failed courses due to falling asleep inpapers which included questions aboutMaslow and his blasted hierarchy.

So, to sum up this hierarchy so quicklythat you won't have time to fall asleep,Maslow states that the first level of needspertains to physiological matters. Food. Air.Excretion. Sleep.

In other words, the basic elements required to not be dead.

His second level of needs relates to secu

rity needs: a job, health and property. The third deals with love and belonging.By rights, Maslow should get a mention

in the credits of every gooey chick flickever made.

On level four, getting to the stuff thatMaslow thinks only the elite reach, sitsthings like self confidence and earningthe respect of others.

On the fifth level is the lofty notion ofselfactualisation, a word not spoken outside the halls of academia since 1850.

This encompasses traits like morality, creativity, and the ability to be nonjudgmental.

Here are the problems I have withMaslow: his ideas are poncy and outdated,andhavenoresonancewiththe21stcentury.

Most of all, I take exception to Maslow'sbelief that one cannot reach level two untilyou > have level one wrapped up, and so on.

To my nonacademic brain, this impliesthat no homeless person can be creative;that no unemployed person can have moralscruples, and that insomniacs can never fallin love.

Also, as a person who relies upon my creativity (level five) for my bread and butter(level one), I assure you that my bodily functions are all in order.

In 21st century South Africa, in whicheach economic recession is worse than thelast; each president more corrupt than hispredecessor and where everything is uncertain, does one ever permanently move pastlevel one?

Or does one cling to the attributes of levels two to five in order to sustain level one?

Here's how, in my opinion, a 21st centurylist of needs looks.

There are no levels, because all are as imperative to truly living as the next:

oxygen (as pollutionfree as possible);a roof over our head (brick and mortar

for the fortunate such as myself);friends (to provide a roof when one's

own is taken away by the bank);a passion and a purpose (without this

there is little point to getting out of bed),selfconfidence (or at least the ability tofake it, because nobody likes or employs awallflower), and laughter (because withoutthis, breathing is futile).

DURING the course of the Pistoriuscase, I have often wondered wherethe ANCWL and Jacob Zuma wereduringthetrialofLeighMatthewstosympathise with her family as wellasall thewomenwhoaremurderedin this country almost daily.

There are no ANCWL people inthe courts with the bereaved fami-

lies and no Zuma contradicting thejudge’s decisions.

It is only now, because Pistoriusis a high-profile case, and there ismediaandTVcoverageworldwide, that they are visible.

What a bunch of hypocrites.

I DO talks at schools, encouragingteenstomaketherightchoicesinlifewhen it comes to choosing friends,smoking,drugs,alcoholabuse,bul-lying and pornography.

When it comes to pornography, our children have access to the in-ternet on their cellphones, orfriend'scellphone,aswellasthetra-ditional magazines, strippers andDVDs.

Inmy talks I stress how easy it isto become a porn addict, and howdegrading it is to women to be seenpurely as a sexual being.

By indulging in porn, one is sup-porting the industry, and in mostcases, making immoral peoplewealthy, at theexpenseof thedigni-ty and respect of women.

Most men, driven by testoster-one,haveaweakness for the trapofpornography, and unfortunately, porn is made light of at times, andnot seen for the dangerous addic-tion it is.

When our children learn thattheir parents indulge in porn-ography, it makes the practice al-mostacceptable,oratleast“notthatbad?

After all, if my parent(s) watchporn, how bad can it really be, justharmless fun, surely?”

Here is a challenge to all thosewho might relate to this letter...

Let's set the example to our chil-dren, and make our homes “pornfree”, as much as we possibly can.

Let us throw the “trash” into thetrash, wherenoone else canaccessit.

And if it's appropriate,doitwithyour teenager's company/buy in.

Let them know that your house-hold does not believe in degradingwomen, but believe that womenneed to be seen as God's creation,deservingofrespect,notjustaphys-ical body for a man's pleasure.

THE SA Taxi Foundation Art Award drivesgrowth of visual arts in South Africa.

The work of emerging artists will betaken to the streets in the form of minibustaxis, making art accessible to all.

The SA Taxi Foundation, the socioeconomicarmofSATaxi, theminibustaxi’sonly specialist financer and one of South Africa’s few certified developmental creditproviders, has launched an art awardaimed specifically at nurturing the development of emerging artists and providingthe broader community with access to thevisual arts.

“During the past several years at SATaxi, we have made a point of acquiring theworks of South African artists that represent the social and cultural milieu in whichthe taxi industry operates,” said SA Taxifoundation director, Kalnisha Singh.

The SA Taxi Foundation Art Award willrecognise an exceptional work of art in anymedium by an artist older than 21 yearswho has not yet had a solo exhibition.

Entrants must produce an original workinformed by the idea of ‘destination’.

They must then interpret this artworkfor the design of wraparound decal on a

minibus taxi.Singh says that, while most art competi

tions focus exclusively on the quality of theartwork submitted, the SA Taxi Foundation chose to have the adjudicators for itsaward look at both the original artworkand the success of the interpreted designbecause many artists and creatives findemployment through commissioned workand in advertising and marketing agencies.

“In both cases, the ability to interpreta client’s brief is essential,” said Singh.

The work of the SA Taxi Foundation Art

Award winner and five finalists will be displayed as decals on ten taxis per work fora period of six months.

Sixty taxis will therefore function asmobile galleries, taking art to thepeople.

SA Taxi finances 23 000 of South Africa’s 200 000 minibus taxis and, therefore, can provide access for the artists whosework will be displayed to 40% of the country’s commuter population.

Each of the six winners will receive prizes worth in excess of R600 000 each, including a portion in cash.

We hereby give notice of the formulation of an ecological and wetland rehabilitation and restoration plan forthe undeveloped areas surrounding King Shaka International Airport (KSIA) and Dube TradePort (DTP). Theseareas were identified for conservation purposes during the original Environmental Impact Assessment (EIA)and were specified in the Record of Decision / Environmental Authorisation (12/12/20/686). Strategic Envi-ronmental Focus (Pty) Ltd (SEF) with GroundTruth Wetlands CC, have been appointed by Airports CompanySouth Africa Limited (ACSA) and Dube TradePort Corporation (DTPC) to formulate a conceptual ecologicaland wetland rehabilitation and restoration plan for KSIA following the conditions of the Record of Decision /Environmental Authorisation, including mitigation and an on-site wetland offset strategy.

A wetland assessment will be conducted on the areas around KSIA identified for conservation, in order toinform ACSA, DTPC and relevant Authorities on which of these areas are most feasible for conservation andwhere to focus rehabilitation and restoration efforts. A Cultural Heritage Impact Assessment (HIA; Phase I)will be conducted by eThembeni Cultural Heritage in order to assess the impacts associated with the wetlandrehabilitation project on the heritage features on site. The assessment will also aim to establish the importanceand sensitivity of the wetlands on site from a socio-cultural and heritage perspective. This process will aim toidentify all persons potentially affected by the rehabilitation of the identified wetlands.

Interested and/or affected parties who wish to participate by contributing comments, or who would like to obtainmore information, should please contact Ms Nokwanda Majola at Strategic Environmental Focus on or beforeFriday 21 November 2014 (see details below).

Kindly note that a Public Meeting will be held on Thursday, 13 November 2014 at 17h30 at the La MercyHall (corner Coull Drive and Everest Drive) to discuss the rehabilitation and restoration project.

Cape Town was the slim-mest city although it rankedlast for physical activity.

Dr Ivor Funnell, a surgeonat Durban Bariatric Surgery, said that the high obesity ratecould be attributed to an un-healthy lifestyle.

“It is also a more recent ex-plosion due to the easy accessof refined foods. People have afar easier lifestyle.

With Durban being rankedthird in psychological well-be-ing,specialistssaideatinghab-its were linked closely to emo-tion.

R5 mln McLarenstolen in Durban heist>> Police reports car had been ordered for a Durbanbusiness tycoon

AMCLAREN650S,worthoverR5 millionandoneof only a handful in the world, was stolen in abrazen cargo heist shortly after arriving at Dur

ban Harbour on Monday 20 October, reports The Witness.

It is understood that the sports car arrived at theDurban Harbour on Monday and once cleared throughcustoms had been placed in an unmarked containerbound for Johannesburg.

Law enforcement reports that the the heavygoods truck carrying the McLaren was hijacked in Warden near the KZNFree State border. The driver hadbeen thrown out by criminals at Hartebeespoort although was unharmed in the robbery.

Police reports that the car had been ordered fora Durban business tycoon, who had bought the performance vehicle through his company.

Thebusinessmandeniedthisandinsistedhiscompany had not purchased the sports car.

Imperial Logistics marketing executive MichelleNeilson confirmed that a truck was hijacked on theN3 between Warden and Villiers with a container con

taining laptops and the McLaren 650 S. Neilson saida case was opened at Erasmia police station near Pretoria and that an Imperial Investigations task teamwas assigned to the case.

“No further information can be disclosed at thisstage due to the highly sensitive nature of the ongoinginvestigation,” Neilson said.

Daytona Motor Group CEO Justin Divaris said thecar was bound for its showroom in Sandton.

“The vehicle had come in through the port and wasin a container. It is one of our demonstrator modelswe used for test drives and for the press, and was notspecifically on order for a customer, thank goodness.”

Divaris said that he believed that the theft hadbeen a mistake.

“I firmly believe that whoever stole the truck hadno idea what they had taken. There is obviously nomarket for a car like that in South Africa and I thinkthey were after other electronic goods.”

He also denied that the Durban business mogulhad bought the car, and said they looked forward togetting their car back. — Jeff Wicks.
