THE eThekwini Municipality iscoming under fire for “givingway to corruptionand tenders
for friends”.This comes after renowned ANC
funder and backer Shauwn Mpisanewas given another multimillioncontract without going to tender —this time for the construction of 3526 low-cost houses at a cost of justover R28.5 million.
City manager Sbu Sithole onceagain approved this award via theSection36regulation which deviates
from normal tender processes in thecase of emergencies. Thus far alltenders given to Mpisane over thepast financial year have been madeunder this regulation.
The decision to award this tenderalso came after eThekwini failed toget a clean audit from the Auditor-General – the sixth ina row lastweek.
One of themain reasons for this isas a result of the city’s failure to com-ply with supply chain managementpolicies which resulted in more thanR325 million in irregular expendi-ture.
This amount translates to 18% of
the irregular expenditure incurred inthe province. The AG’s provincialbusiness executive Vanuja Maharajsaid eThekwini incurred this irregu-lar expenditure by awarding con-tracts which did not abide by supplymanagement regulations.
DA eThekwini caucus leaderZwakele Mncwango said that whilesome instances do necessitate theuse of Section 36 “it is all too conve-nient that every tender the ANC-ledcouncil gives to Mpisane is awardedin this manner”.

“Afewmonthsago,theDArevealedthat Mpisane had received con-tracts worth hundreds of millionsof rands, without tendering, byeThekwini in the previous finan-cialyear.It isnowclearthatthishascontributed majorly in eThekwinifailing toget a cleanaudit,”he said.
Mncwango said city managerSbuSitholespokeofausteritymea-sures that had been put in place tolimit the rampant abuse of Section36 by the municipality.
“Both Nxumalo and Sitholehave failed the residents of this cityandproved they cannotbe trusted.They have shown that they don’tpractisewhat theypreachandcaremore about enriching ANC cadresthan they do about ensuring thattheaffairsof thecityarehandled ina proper and professional man-ner.”
ThePublicProtectoriscurrentlyinvestigating all tenders awardedto Mpisane by eThekwini.
When asked for comment, ANCcouncillor Michael Abrahams saidhe could not.
“I have been instructed by oursenior caucus not to comment onthis matter.”
However, senior ANC eThekwi-nimembers,whodidnotwanttobenamed, have stated that regional
members were asking why seniorpoliticians are not stamping outwhat they said they would.
Tongaat Civic Associationpresident Jeeva Pillay said it wasunfathomable how this was al-lowed by the ANC.
“It is about time ratepayers andall members of the communityeThekwini region stood up andsaid no to this. We are beingmadeto foot many other bills becausethese so-called top-ranking politi-cians are giving themselves every-thing.”
Pillay said that whenever theANC needed to give out somethingto one of its financial backers, theywould decide to upgrade some-thing that was perfectly fine.
“They fix things that do not re-quire fixing, but make excuses forissues that require attention.
“It is time we as the people putour foot down and hold them ac-countable.
“They need to come throughcivics and we all have to come to-gether for this.”
Pillay said civics were virtuallyunheard of in eThekwiniwithTon-gaat andVerulam theonly two thathad long-standing associations.
“There has to be more commu-nity participation for us to ensurenone of these issues go on with us,the ratepayers, suffering.”

ANelderlymanis fighting forhislife after he was struck by avehicle in the Tongaat CBD On
Monday morning.According to a witness who spoke
to the Weekly, the man tried to runacross the street when he was hit bya vehicle. “He hit his head onto thewindscreen of the vehicle. Itwas veryintense to see.”
According to Netcare 911 spokes-person Chris Botha, paramedicsarrived at the scene and found thepatient lying on the road at the side ofthe vehicle with life threateninginjuries. “Paramedics worked fer-vently to stabilise the patient at thescene, after hewas placed on a venti-lator and immobilised on a traumaboard.”
Police on scene said they wouldbe investigating the incident.

THREE people were injured in a four carpileup on Umdloti Beach Road over theweekend.
Speaking to the Weekly, Reaction Unit SouthAfrica(RUSA)headPremBalramsaidhispara-medicsweredispatched to the sceneanduponarrivalweremet by other emergency services.“Three people sustained injuries in the colli-sion and had to be transported to hospital for
medical treatment.“Reaction Officers placed the driver of one
of thevehiclesunderarrest forbeingunder theinfluence of alcohol and attempting to flee thescene of the accident. The suspectwashandedover to the SAPS for further investigation,”said Balram.
According towitnesses, thedriver of a bak-kie suddenly stopped at the robot, resulting inthree other vehicles rear ending each other.The bakkie fled the scene of the accident.

Missing children

FOUR people accused of breaking into thehomeofNationalFreedomParty leaderZanelekaMagwaza-Msibi are due to appear in theVerulam Magistrate's Court, KwaZulu-Natalpolice said.
“Among them was her domestic worker,”provincial police spokesperson Captain Thu-lani Zwane said.
The four were arrested on Thursday andface a charge of house robbery.
Two men armed with knives allegedlybroke into kaMagwaza-Msibi's Umhlangahome last Wednesday and accosted herdaughter.
KaMagwaza-Msibi was not at home at thetime, but her daughter was. She was not hurtduring the incident.
The intruders broke down the bathroomdoor and ransacked the house. They fled withvaluables, including cash from a safe.
Zwane could not say how much was takenbut The Citizen reported that it was R500 000.

SAMSUNG Electronics South Africa has an-nounced it will open a TV manufacturingplant at the Dube Trade Port by the year end.
The group said that total investment willreach $20 million (R210 million) through to2018.
“This project is the result of close colla-boration between Samsung and the SouthAfrican authorities at national and provinciallevel. Samsungremains the eadingconsumerelectronics brand in South Africa and we aredetermined to add value to the South African
Samsung to open at Dube Tradeport
community inwhichwe operate,” saidMatthew Thackrah,deputy MD of Sam-sung ElectronicsSouth Africa in astatement.
“The establish-ment of new plant isanother step in ourgoal to create newbusiness opportuni-ties, products andtechnology,” he add-ed.

THE Phoenix Poverty ReductionAssociation (PPRA) hosted itsMandela Day Programme re-
cently at the Mafukuzela-Gandhi Cir-
cuit Offices in Stonebridge, Phoenix.“With the international Mandela
Day falling within the schools’ winterholidays we felt that moving our pro-gramme towhenschools reopened forthe third termwouldmake it easier for
needy pupils and destitute families toreceive their food parcels and vanitypacks,” said Donavan Nair, one of theevent organisers.
Head of the organisation SelvanChetty said last year500 familieswerebeneficiaries.
“However, this time around, withthe backing of additional sponsorswho were awe struck with our effortsto alleviate poverty in the Phoenix andsurroundingareas,wemanagedtoex-tend our assistance to a thousanddes-titute families.”
Chettywent on to say that their pri-mary objective is to “save lives, allevi-atehungerandsufferingandmore im-portantly maintain human dignity”.

Silent protest is heard>> Hundreds gather in support of rape victimsWEEKLY REPORTER
WOMEN and men of all ages and races gathered at St Michael Lutheran Church on Friday for the eighth annualSilentProtest.
The protest,organised for the first time in Durban by the AidsHealthcare Foundation (AHF), in association with St Michael’sLutheran Church, highlighted rape survivors’ right to postexposure prophylaxis (Pep) in order to prevent HIV seroconversion.
Central to the protest is the public act of showing solidaritywith rape survivors who are often silenced by sexual violence.
Writing for Women24, Michelle Solomon describes theevents – held nationally as protesters standing in solidarity withrape survivors “ [seeking] to understand the toxicity of society’ssilencing of rape survivors by being themselves silenced withblack gaffer tape for as long as 12 hours without drinking, eating,smoking or speaking during that time.
“Rape survivors, on the other hand, wear Tshirts declaring
themselves to be just that, are free to speak and are tasked withsilencing the silent protesters by covering their mouths with theblack tape.
“Once the protesters have gathered, they are led by the rapesurvivors in a march, with the rape survivors linking their arms together to make a human daisy chain.”
Government crime statistics reveal that 66 000 sexual assaults were reported in SA last year.
Of these, only 6.5% are successfully prosecuted and less thanhalf of one percent of perpetrators will serve any jail time.

The Hino 2626 6x2 is an idealvehicle for versatile transport re-quirements of large agricultural op-erations. It boasts excellent load-carrying capacity and an economicalpower train.
The Hino 300-series, which hasbeen a leader in the localMCVmar-ket since its introduction to themarket as the Toyota Dyna in 1965,fared well in the MCV comparisontestrun. The run involved two drivesbetweenHartebeespoortandBelfast,
once laden and once empty. Therewas also a test session at the Gerotekfacility.
The overall winner of the com-parisonruntestwas theHino300-se-ries 915, which competed in theeight-nine-ton gross vehicle mass(GVM) class. It emerged as the mostfuel-efficient truck in its class, andalso as the overall winner in boththe payload and productivity catego-ries. The 915 truck on show atNampo was suitably adorned with ahugeredrosette–thesignofawinner.
TheHino300-series714, compet-ing in the6/7-tonGVMcategory, alsofared well in the comparison test,coming out best in class in terms ofboth payload and productivity.

Avoidance and handling of a hijackingIN recent weeks hijacking has been moreprominent in the news, as South Africanswaited anxiously for news of the safe return of Mongezi Phike, and mourned forfouryearold Taegrin Morris, who was murdered by a hijacker.
Vehicle tracking and stolen vehicle recovery specialist Cartrack, reports that ithas taken many calls from concerned parents for guidance on how to deal with hijacking, particularly when children are in
the car.The company advises that while the
idea of such a situation is frightening, parents should discuss the possibility of thiseventuality with children who are oldenough to understand, and talk about howto respond appropriately and remain calm.
Cartrack has also offered some practical pointers:>> Be aware of what is happening aroundyou on the road at all times.
>> Statistically, you are more likely to behijacked between 4pm and 8pm, especially on a Friday, and most hijackings occur inthe victim’s driveway.>>Prepareyourselfmentallyandphysically for a hijack situation by roleplaying apossible scenario with your family.
Treat it as a game, so that your childrenwill react appropriately if the role play everbecomes a reality.>> It is important to realise that there is
often nothing you can do other than cooperate with the hijackers.>> As difficult as it may sound, try to remain calm, as the hijacker will respond according to your reaction.>> Acknowledge the hijacker’s presence.Don’t make eye contact and keep yourhands visible.>> Before leaving home, position yourchild’s car seat on the passenger side of thevehicle so that you can reach back, undoyour child’s safety belt and bring them outwith you in the event of a hijacking.>> If you have been hijacked, avoid gettingout of the car first and then opening the
back doors to get your child out. If this isunavoidable and you are forced to exit yourvehicle while a small child is still strappedto a baby seat, take the car keys with youas a “bargaining” tool.>> If your children are old enough, take thechildlock off your vehicle and teach themhow to undo their safety belt, exit the carand move to safety upon your instruction,with no questions asked and no hesitation.>>At all times, let the hijackers know whatyou are doing and don’t make any suddenmoves.

The Tonver Games final over the pastweekend recorded another successfulyear of competition which reached ex-
ceptional levels in all five codes.The Games commenced on Fridaywhen all
the participants played off against each otherin the round robin format. The best of the bestthereafter proceeded to the final which tookplace on Saturday.
The presentation at the Outspan Groundson Saturday afternoon saw actingchiefsuper-intendent of education management SelvanChetty once again complimenting Tonver fortheir outstanding efforts in keeping schoolsport alive in the Tongaat and Verulam areas.
He acknowledged the efforts of the band ofdedicated volunteer core comprising educa-tors in the Tonver region.
Special guest at the closing function ex-principal ofBuffelsdaleSecondaryVishnuNai-doo also paid tribute to the efforts of Tonverwhichhasgonealongwaytofosteranddeveloplearners in the various codes of sport played inthe Tonver Games final.
He recalled with nostalgia his own experi-ences as a member of the then Natal HighSchoolsSportscommitteewhichwentoverandabove thenormal call of duty to ensure the suc-cessful development of sport at all levels.
In soccer, dominant force Nkosibomvu Sec-ondaryhad theirwork cut out for themas theiropponents in the under 14, 16 and 19 divi-sions challenged them with serious intent.
All three finals went past the normal timeand in the under 14 section NkosibomvusnatchedgoldfromTempleValleyonthegoldengoal rule in additional time.
The other two divisions saw the final pro-ceed into the dreaded penalty shoot-out and inthe under 16 section Nkosibomvu went downtoMountviewby11goalsto10insuddendeath.
In the under 19 final Fairbreeze snatchedgoldawayfromthemwinningthepenaltyshoo-tout by 4 goals to 3.
Everest Heights and Hambanathi Primary
took gold in the under 11 and 13 divisions re-spectively.TheVolleyballspoilswerealsoeven-ly distributed between all the schools in Ton-gaat and Verulam. Overall however, SeatidesCombined were the most successful in volley-ball capturinggold in theboysunder14and16and girls under 14 and 19 year divisions.Belverton captured gold in the boys under 19and and girls under 16 and came runners upin the girls under 14 and 19 divisions.
The most successful primary school in vol-leyballwasTrubelPrimarywhotook goldintheunder 13 boys and girls sections.
President of Tonver Guru Ramcharan inhis closing address said: “Although we did nothaveamajorsponsor forour20thAnniversaryGames final we were still able to pull off a suc-cessful final thanks to the efforts and financialsupport of all our affiliates and loyal patrons.
“We now look forward to the upcomingFriendshipGames onFriday, 15Augustwhichonce again takes place in Tongaat and Tonverwill be looking to excel once again in thesegameswhichwillbeattendedbyChatworth,Pi-etermaritzburg and Phoenix.
“I will be failing in my duty if I did not paytribute toall ourprincipalsanddedicatedbandof Tonver officials from all our schools whowereresponsibleforpullingoffyetanothersuc-cessful Games final,” he said.
