OLD BUSINESS:A memo was provided by Administra-
tor Boulton about the Mingo View Drivepaved road condition. The City ofWanamingo has an obligation to makeall public right-of-way roads passable.In the memo and during discussion Ad-ministrator Boulton explained the back-ground of the road, current conditionsof the road, along with short and long-term solutions. The proposed $11,000-$13,000 patch on one, two hundredfoot piece of road that is breaking up inthe middle. Council Member VanDeWalkerstated that the road needed to be main-tained in the short-term but will need tobe engineered and fully rebuilt in the
future. Council Member Majerus statedthat she had a hard time patching aroad like Mingo View Drive that will breakup again in the near future because ofbase dirtwork flaws. She also statedthat costs for reconstruction could seeadverse effects of loosing residents be-cause of high special assessments. Shewas not in favor of overpricing residentsby making them bear too high of specialassessments. Council Member Berquamasked about the construction backgroundof Mingo View Drive and the Citys cur-rent special assessment policy. Councilmembers Kyllo, Berquam, Majerus,VanDeWalker, and Holmes want a long-term plan for Mingo Views road recon-struction. The consensus was for theCity to maintain Mingo View Drive withcold mix and gravel in the pot holes untila plan is in place. The Council Consen-
sus also would be to review the specialassessment policy before this projectwould begin. Administrator Boulton wastold to obtain a short report with esti-mates from the City Engineer for thefinancials of reconstructing Mingo ViewDrive and an option for sewer main in-stallation estimate. After these num-bers are obtained the Council will startdiscussions on options (possible timingand cope of a project) with residentsaffected.

Significant decrease in seat belt violationsduring extra enforcement period
Minnesota law enforcementacross the state saw a significantdrop in seat belt violations duringthe most recent Click It or Ticketcampaign. Law enforcement cited32 percent fewer motorists for seatbelt violations and 37 percent fewerchild seat violations in 2015 com-pared to last year.
More than 300 law enforcementagencies participated, and offic-ers cited 7,393 motorists for lackof seat belt use from May 18-31.That compares to 10,874 seat beltcitations during the 2014 campaign.There were also 175 child seatviolations compared to 279 lastyear.
During the extra enforcement,one person was ticketed twice inthe same day for not wearing hisseat belt, and he was driving adifferent vehicle the second time.Two arrests were made after apassenger waved hello to an of-ficer while not belted. The officerstopped the vehicle and both thedriver and passenger were foundto be in possession of metham-phetamines and were subsequently
arrested.Locally, Goodhue County To-
ward Zero Deaths (TZD) Enforce-ment grant agencies conducted sixsaturations in area communitiesduring this time. In total, 71 cita-tions were issued for no seat belt,two child seat citations, elevendrivers with suspended or revokedlicenses were taken off the road,and three persons were arrested.Speak up about buckling up
Lack of seat belt use contrib-utes to about half of all motoristskilled each year, and odds are fourtimes greater for injury during acrash when a motorist is not buck-led.
We are encouraged by the in-creased number of motorists mak-ing the right choice by bucklingup, said Donna Berger, Office ofTraffic Safety director. However,with nearly 7,400 people still fail-ing to wear their seat belts, we askdrivers and passengers to speakup about buckling up if somebodyis unbelted in their vehicle.Unbelted motorists not only risktheir own lives, but put the livesof others in danger as well.
During the enforcement wavethe Zumbrota Police Department,with the help of Zumbrota MazeppaHigh School Students AgainstDestructive Decisions group, con-ducted a seat belt check and onlyone person wasnt wearing a seatbelt out of nearly 200.Its the law
Minnesota law states that driv-ers and passengers in all seatingpositions must be buckled up orseated in the correct child restraint.Under Minnesota law, officers canstop and ticket unbelted drivers orpassengers. Seat belts must be worncorrectly low and snug acrossthe hips, and shoulder straps shouldnever be tucked under an arm orbehind the back.
Of the 22 children ages 0-7 killedin traffic crashes in the past fiveyears (2010-2014), only 55 per-cent were properly restrained, andonly 37 percent of the 60 childrenwho were seriously injured wereproperly secured.

Clinics in Cannon Falls,Ellsworth, Lake City, Plainview,Red Wing, Wabasha, and Zum-brota offer many provider optionsfor prenatal care including Fam-ily Medicine, OB/GYN and mid-wifery. When its time to deliverthe baby, women have access toseamless, safe and specialized careat The BirthPlace in Red Wing.Follow-up care for mom and babyis available locally too.
Many expectant moms tell usthey look for convenience, safetyand personalized care when choos-ing a provider for their OB care.Our model really offers the bestof both worlds. We offer the con-venience of having most of thecheckups and tests during preg-nancy and after baby is born lo-cally. Mostof the education will be offered inRed Wing as well as online. Pa-tients will also have around-the-clock access to certified lactationcounselors or consultants. Theywill receive a one-on-one consultwhile at The BirthPlace and within72 hours of discharge. Patients willalso be able to make appointmentsanytime while breastfeeding. which include lactation support.A breastfeeding support groupcalled the Lake City Area BabyCaf is open every Wednesdayfrom 12:30 to 2:30 p.m. at the LakeCity Public Library meeting room.
Additionally, Emily Linklater,D.O. and Jana Brand, a certifiednurse practitioner, recently beganoffering OB/GYN services in LakeCity and Wabasha. KathrynGruenwald, M.D. and MeganBeck, a certified nurse practitio-ner, offer OB/GYN care in Can-non Falls. ZUMBROTA The GoodhueCounty Historical Society in RedWing displays collections byGoodhue County residents whichchanges every three months. Thecurrent display is of spinningwheels, looms, and other textileequipment on loan from NancyEllison of Zumbrota.
The floor loom in the displaybelonged to the late Norma Garrettof Red Wing who had been a kin-dergarten teacher in Pine Islandfor many years. After retiring, itwas Garretts dream to learn toweave on her great-grandmothersloom that had come from Swedenin the 1850s. Family membershadnt seen the loom for over 50

years because it was stored in acloset with the door wall-paperedshut and forgotten. Ellison helpedGarrett put her loom together andstart weaving on it. Garrett keptthe loom at the Senior CitizensCenter in Red Wing and wove rugson it there for several years.
Another item with ties toGoodhue County is a wool card-ing bench that had belonged toSwedish immigrants who wereancestors of Shirley Thomfordeof Goodhue.
Ellisons exhibit will be on dis-play June, July, and August dur-ing regular museum hours.
The Zumbrota Township dis-play is still up for a few more weeks.
Cruise to commemorate 125thanniversary of the Sea Wing Disaster
LAKE CITY To commemo-rate the 125th Anniversary of theSea Wing Disaster on Lake Pepin,the Goodhue County HistoricalSociety invites the public to takepart in a Sea Wing cruise. Thetwo-hour cruise will take placeaboard the Pearl of the Lake, de-parting from Lake City, on Sun-day, July 12, beginning at 1 p.m.Tickets are available through theHistorical Society.
Fred Johnson, author of two his-tories on the Sea Wing, will be
aboard to narrate the events. Copiesof his latest book and a DVD docu-mentary will be available aboardthe cruise for purchase.
The Sea Wing Disaster has beencalled by some Minnesotas Ti-tanic. The Sea Wing was a stern-wheeled steamer that originatedin Diamond Bluff, Wisconsin. OnJuly 13, 1890, it set sail for CampLakeview, just south of Lake City,with passengers from both sidesof the river, mainly Red Wing.After a storm wreacked havoc on
Lake City, the ships captain setthe boat out into Lake Pepin asmore storm clouds could be seenon the horizon. At 8:30 p.m., justoff Central Point, the Sea Wingcapsized and the lake claimed 98victims in all. To this day, the SeaWing Disaster remains one of theworst inland water tragedies in thecountry.

Wehave had a severe decline in ourvolunteer base and need your helpin order to continue these services.You can be a business partnervolunteer in which your businessdivides time among the staff (30-45 minutes over the noon hour) oryou can be an individual volun-teer.
Three Rivers CAP offers a vol-unteer recognition luncheon ev-ery year and the following are somecomments from volunteers: I liketo see the people and talk withthem. It makes me feel good.Its good to do to keep the pro-gram going in case I need it some-day. I think its a wonderful pro-gram, and its a great volunteerprogram.
