The representation of the Institution dated 10.06.2010 and subsequent reminder dated 6.12.2010 has been considered, in the light of the orders of the Hon’ble High Court of Allahabad dated 22.02.2010 in Writ Petition No. 8506 of 2010. The case of the Institution is that it was issued a letter of intent prior to recognition (Conditional Recognition) by NRC, NCTE on 14.08.2007. The Institution was required to appoint Faculty thereafter and submit the details to NRC, on the basis of which formal recognition order was to be issued. The Institution was specifically asked not to admit student without obtaining unconditional recognition. In the event of non-submission of any details about Faculty by the Institution, NRC vide its letter dated 16.07.2009 refused the recognition to the Institution for M.Ed. Course vide its letter dated 16.08.2009. However, this refusal order was set aside by the appellate authority, which directed NRC to consider the case of the Institution after examining the Staff Profile that the Institution claimed to have submitted to NRC. The NRC considered the Staff Profile and found in its 148th Meeting held on 28-30th

August, 2009 that the staff appointed by the Institution was not as per NCTE Norms and no Reader was appointed by the Institution despite a specific provision to this effect in the NCTE Norms. However, the Institution submitted a revised list of the Faculty, which was duly approved by the Affiliating University vide their letter dated 3.08.2008. It was on the strength of this revised list that the NRC

issued order for recognition with effect from the academic session 2009-2010. 2. Consequent upon the said orders of the Hon’ble High Court dated

22.02.2010, the Faculty list submitted by the Institution on 25.02.2008 was again examined, along with the representation of the Institution dated 10.06.2010. It has been noted that the Institution after receipt of Conditional Recognition, got affiliation of the University, which was duly approved by the Government of U.P. from the academic session 2006-07 vide their letter dated 28.07.2008. The Faculty was appointed by a duly Constituted Selection Committee having a representation of the University and thereafter the formal approval of the University was also obtained vide their letter dated 6.11.2007. However, fact remains that the Faculty appointed by the Institution, though approved by the University, was not upto the mark in terms of NCTE Norms. No Reader was appointed. The three lecturers are those who were working in B.Ed, Deptt. of the Institution. The name of these lecturers was also approved by the University for their B.Ed. Course vide University letter dated 15.04.2006. Thus, it is evident that no faculty was appointed for M.Ed. Course and those for B.Ed. Course have also been shown in the M.Ed. Faculty. The Institution has not given any details of the candidate, who were appointed for B.Ed. Course, in the consequential vacancy, once they were appointed/shifted to M.Ed. Course. Moreover, since the B.Ed. Principal has been shown in the list of M.Ed. Course as well (namely Dr. Usha Anand), it is clear that the Institution did not appoint any Professor and Reader for the M.Ed. Course, with experience of teaching at M.Ed. Level, which is a must as per NCTE Norms.

3. It is thus evident that the Institution did not run their M.Ed. Course during 2006-07, 2007-08 and 2008-09 in accordance with the NCTE Norms, even when formal order of recognition was not issued. No leniency can therefore be shown on the consideration that they obtained University affiliation and approval of Government of UP for this Institution for the session 2006-07.

The NRC order dated 7.10.2009 granting formal recognition to the Institution for M.Ed. Course from the session 2009-10 is therefore in order and no change is warranted to pre-date the recognition on the consideration that affiliation was given by the University and Institution admitted students for the Course during these sessions.

2. NRCAPP-220

Dr. Vishambhar singh Pratap Singh Mahavidyalay, Bilhaur,Vill-Gadhewa Kanpur Nagar, Uttar Pradesh

D.El.Ed. The documents submitted vide letter received on 4.03.2010 with respect to the deficiency letter dated 4.01.2010 were considered afresh. NRC decided that the Institution may submit the following documents within 30 days.1. A notified copy of the change in Land Use Certificate (CLU)

issued under section 143 of Land and Revenue Act, UP.3. UP-

2783S.S. Degree College, Gopalpura, Tehsil: Fatehabad, Agra Road, Shamsabad, Uttar Pradesh

B.Ed. As per orders of the Hon’ble Court in Writ Petition No. 7614 of 2011, inspection of the Institution be conducted. Institution be asked to submit the required fee of Rs. 40,000/-.VT Constituted.

4. NRCAPP-201

Delhi Institute of Management and Technology, Plot No.- 236/243, Village- Kakra, Post- Muradnagar, Tehsil- Modinagar, District- Ghaziabad-201206, Uttar Pradesh

D.El.Ed. The Institution applied for recognition of D.El.Ed. Course. The Institution has already been recognized for a B.Ed. Course from the academic session 2008-09 vide NRC order dated 10.09.2008. The course is therefore an additional course and as per Clause 8(3) of the NCTE Regulation, 2009 an Institution is entitled for an additional course, after the completion of three academic sessions of the respective Course. As such, the Institution is entitled to apply for the D.El.Ed. Course before the ‘cut off date prescribed for submission of application in the years succeeding the completion of three academic sessions’. The application of the Institution has therefore been

considered afresh, in accordance with the order of the Hon’ble Court and following observations were made:(a) The Institution submitted a building plan, a photocopy of the blue print approved by the Pradhan, Gram Panchayat, Kekra, Muradnagar, Ghaziabad. An original copy of the document was submitted by the Institution for recognition of Additional Intake to its existing B.Ed. Course. This blue print indicates that built up area of the Institution is 2146.69 Sq. Meter. It is not understood as to how the photocopy of the document, now submitted indicates the built up area as 3068 Sq. Moreover, since, despite asking for the original map, the Institution did not submit the original blue print and since this copy is at variance to the original blue print available to the NRC in its other file no. UP-3440, the Institution apparently submitted a forged photocopy of the building plan. The covered area in the plan has been tampered/changed to reflect it as 3068 Sq. Meter, even when the dimensions of various rooms/Halls etc. are the same as that in the original map, reflecting a built up area as 2146.69 Sq. Meter. This was apparently done to meet the requirement of NCTE Norms, on paper by way of forged documentation.(b) Even, this blue print with built up area as 2146.69 Sq. Meter is at variance with another blue print submitted by the Institution earlier to NRC for the basic unit of B.Ed. course. This blue print approved by Pradhan, Gram Panchayat on 20.08.2007 (same authority) is for the same piece of land i.e. Khasra No. 243 (area 0.875 Acre) and Khasra no. 236 (Area 0.170 Acre) located in the same village but is having a built up area of 1526 Sq. Meter. These two blue prints are approved on 20.08.2007 by the same authority for the same building located in the same land but having a different built up area.It is thus evident that the institution submitted forged documents while applying for recognition of the D.El.Ed. Course. The institution be therefore asked to show cause on the above deficiency before its application is rejected. A show cause notice be also issued to the Institution for its existing B.Ed. Course (File No. UP-2817) on the above ground under section 17 of the NCTE Act.Further legal action against the institution be taken after receipt of reply to the show cause notice.

5. NRCAPP-422

Shir Mahavir Singh Bahuddesiya Mahavidyalaya, Plot No. 679, Village- Nagla Banwari, Post- Mainpuri, Tehsil- Mainpuri, District- Mainpuri- 205001, Uttar Pradesh

D.El.Ed. After consideration of the documents in accordance with orders of the Hon’ble Court. NRC decided to conduct the inspection of the institution. V.T. constituted.

6. RJ-200RJ-1267

Maharana Pratap Teachers Training College, Baseri, District-Dholpur, Rajasthan

B.ED., B.ED. Add.,

As per the direction of Hon’ble High Court of Rajasthan dated 05.03.2011, the Visiting Team Members comprising of Prof. B.R. Kukreti,and Dr. Santosh Arora, appointed by the NCTE, NRC, Jaipur and Prof. B.S. Rathore representative of the Vice Chancellor of Rajasthan University visited Maharana Pratap Teachers Training College, Baseri, Dholpur on 23.03.2011 at 1.00 P.M.The members of the verification team had informed the date and time of the inspection to the management of the College well-in-time. But at the scheduled date and time of inspection, the College was closed even though, it was a working day. No student, teachers, office staff and members of the management committee were present in the college. At the time of the visit of the team only one watchman namely Sri. Nihal Singh was

present in the College. He told that he was working there for the last one month only and no college was functioning, since then Mr. C.H. Sharma, Manager of the College informed on telephone (by Cell no. 9414585188) that due to agitation of the students and guardians, the College Management Committee have decided to close the college and therefore they are unable to co-operate with the VT members for inspection. The local people were not aware about any agitation from students and parents. They also informed that they never saw the regular classes being held in this college building. VT members also found that there was a signboard of the college. Building of the college was under construction and un-plastered. Some classrooms were found without doors and windows. Neighbors informed that they never saw any classes being conducted in this college.In view of the above, position may be brought to the notice of the Hon’ble Court, show cause notice be issued under section 17 of the NCTE Act in respect of 200 seats of B.Ed. Course, in view of the finding of the inspection team, that the courses was not being run by the Institution as per NCTE Norms.The reply to the show cause notice must be given within 30 days . (University’s Action in transferring the students of the current session to other institutions endorsed.)

7. RJ-532, RJ-794 & RJ-801

Laxmi Bai Mahila Teachers Training College, Jamva Ram Garh, Jaipur, Rajasthan

B.ED., S.T.C & N.T.T

In pursuance to the direction of Hon’ble High Court of Rajasthan dated 05.03.2011, the verification team members- Prof. B.R. Kukreti, Dr. Santosh Arora appointed by the NCTE, NRC Jaipur and Prof. B.S. Rathore representative of Vice-Chancellor of Rajasthan University, Jaipur have visited Laxmi Ram Garh, Jaipur on 22.03.2011 at 11:30 AM.The members of the verification team had informed the date and time of the inspection to the Management of the College well-in-time, but at the scheduled date and time of the inspection the college was found closed. No students, teachers, members of the office staff and members of the Management Committee were present in the college.At the time of visit of VT Members only one watchmen Mr. Jagdish Sharma and one Mali Mr. Dunger Singh were present in the College premises. They told to the VT members that the College is closed about since last 20 days. Mr. Sita Ram Pareek, Manager of the College informed on telephone (by Cell No. 9928238921) that due to some disturbance from the side of students and their guardians the college management and the members of the administrative Committee of the college had decided to close the college for the time being. Therefore, they were unable to co-operate with the VT members in the process of inspection till the college reopens. The V.T. members also enquired from the local people and they were informed that they never saw the regular classes in the college building. Local people also denied any agitation in the College during the last one year.In view of the above, position may be brought to the notice of the Hon’ble Court, show cause notice be issued under section 17 of the NCTE Act, in respect of all these courses e.g. B.Ed., STC and NTT, in view of the finding of the

Inspection team that the courses are not being run by the Institution, as per NCTE Norms, University Action in transpiring the students of the current session to other institutions be endorsed.

8. NRCAPP-294

Maa Buddha National Mahavidyalaya Samiti, 275, 276, 089, 115, 192, Vill- Muniya Makadumpur, Post- Nizamabad, Dist- Azamgarh, U.P

D.El.Ed. Consequent upon the orders of the Hon’ble Court reply of the institution w.r.t. the Show Cause Notice has been carefully considered on merit and following observations made : 1. The total built up area indicated in the building plan is only

1359.69 Sq. Meter, which is less than the required built up area of 1500 Sq. Meter as per NCTE Norms for D.El.Ed. Course. The existing built up area is even further less (1111.11 Sq. meter) as 248.58 Sq. Feet are was still proposed to be constructed at the time of submission of application.

2. As per CLU, issued by the SDM, Nizamabad, Azamgarh, on 20.06.2009, the land and its existing building has been in the possession of the Society for the last over 10 years. The institution has not indicated its land use during this period. As the name suggests the institution was earlier having a degree college or a school running in this building. If so, then its detail may be submitted alongwith a certificate from the District Education Officer and the university, having affiliating Jurisdiction in the area, that they are not having any school or degree college in this area.

The institution be issued Show Cause Notice on the above grounds for a reply within 30 days.

9. HR-961HR-1614HR-980

I.P.J. College of Education, Street – Sampla, VPO – Ismaila, Delhi Rohtak Road, Rohtak, Haryana-124001

B.Ed.M.EdD.Ed.

The college was recognized for B.Ed. and J.B.T. courses ever since 2007. The institution applied for M.Ed. Course in April, 2008 and the inspection of the institution was conducted under section 15(1) of NCTE Act on 16th October, 2008. The report of the inspection team was very damaging in respect of the availability of the infrastructural facilities in the institution. As such, NRC while deciding to refuse the recognition for M.Ed. Course decided to get the inspection of the institution for two existing B.Ed. and JBT courses under section 17 of the NCTE Act, in view of the adverse comments of the inspection team. Accordingly, the institution was issued a Show Cause Notice on 25.05.2009 indicating various deficiencies and asking the petitioner to make representation to the Show Cause Notice as to why their recognition for B.Ed. and D.Ed. may not be withdrawn. After consideration of the reply of the institution, the recognition of the institution for the B.Ed. and D.Ed. was also withdrawn, on specific grounds of the deficiencies observed by the NRC.

2. The institution in the meanwhile moved to the Court and the Hon’ble Court in its order dated 26.08.2009 quashed the orders of the NRC withdrawing the recognition of the B.Ed. and J.B.T. courses, with the observations that the withdrawal of the B.Ed. and D.Ed. was not according to the law and was not based upon actual and real facts and it smelled extraneous consideration. The Hon’ble Court also directed the Respondent No. 1 and 2 i.e. NCTE Chairman and NRC through Regional Director to re-consider the matter by affording an opportunity of being heard to the petitioner and then pass a speaking order.

3. Consequently upon this decision, the NRC issued vide letter dated 17th December, 2009 conveying the deficiencies as contained in the withdrawal order and asking the institution to send the reply within period of two months. In its reply dated 16.02.2010, the institution did not reply to any of the specific deficiencies pointed to them but simply said that the inspection was done after the withdrawal and the CD and the answers to various points raised in the Show Cause Notice were available with the NRC office and in case, the NRC wants any information it may be specifically

pointed out.4. Accordingly, the entire case file of the institution , the inspection

conducted at the time of recognition for M.Ed. Course and the CD submitted by the Institution and the reply earlier submitted by the Institution and CD now submitted by the Institution showing infrastructure has been carefully considered. After carefull consideration NRC made following observation:-

(a) The land and the present building of the Institution is in the name of the society. As per NCTE Regulation, 2009, the society was required to transfer the land in the name of the institution. The institution in its reply dated 24.06.2009 mentioned that they would submit the documents of the land transfer in the name of the college within period of 90 days. The institution has failed to do so and no document whatsoever has bee submitted to show that the land of the society has been transferred in the name of the institution. This is a violation of clause 8(7)(IV) of NCTE Regulation, 2009.

(b) In its application for B.Ed. course, the institution submitted building plan located at the land bearing Khewat No. 334/229, Khasra No. 395 and Killa No. 982, 983 & 984. The details of this land having a built up area of 1900 Sq. meter has been submitted in the Affidavit initially as well subsequent to the inspection. However at the time of inspection, the institution submitted a building plan having a different land detail e.g. Khewat No. 398, Khasra No. 431 and Killa No. 902. It is not understood as to why two set of building plans have been submitted and what is the exact details of the land where its B.Ed. course is being continued.

(c) Again while submitting application for D.Ed. course in the same month i.e. September-2007, the institution submitted the same land document as at Para-(1) above, with total area as 1900 Sq. Meter. However, subsequent to inspection the institution submitted the other blue print with Khasra No. 399, Khetoni No. 431 and Killa No. 902, having a total built up area of 3004 Sq. Meter. This again is not understood as to whether the institution is located in a building having built up area as 1900 Sq. Meter or it is located in a land having 3004 Sq. Meter, the institution needs to explain its position.

(d) The CLU, submitted by the institution is in form of a NOC

from District Town Planner. However, it is for the land bearing Khewat No. 398, Khetoni No. 431 and Killa No. 902, and that too for a portion of this land having an area 10 Kanal and 17 Marle. As such, the CLU is neither for the original plot nor for the total size of the plot.

5. In its reply dated 24.06.2009, the institution alleged that the inspection team for the M.Ed. Course did not see the entire college and that the VT members asserted that they had come to see the infrastructure made by the institution for the M.Ed. course only. This is contrary to the fact, as a perusal of the inspection team report clearly points out that the institution had only 4 class rooms and a poor science lab, and very poor psychology lab. They also pointed out that, the floor of the entire building is incomplete and filled with bricks only. They also pointed out that there is no adequate infrastructure for the students in all the class rooms. This clearly indicates that the available physical infrastructure of the institution, its instructional infrastructure was thoroughly inadequate in terms of the NCTE Norms. This has been however established by a careful observations of the CD, submitted by the

institution itself, on the basis which, following observations are made:-i. The furniture of the class rooms is not appropriate. It is

inadequate and comprises of small size long tables attached with benches, which are meant for school children and not for grown up students of B.Ed/J.B.T Course.

ii. The institution has no Science and Maths Resource Centre. CD clearly shows display of scientific equipments and apparatuses on removable table, arranged for the purpose of the inspection and had no fixed structure with experimental table having water and drainage system. It also lacked proper storage for equipment, apparatus and consumables. Similarly, psychology lab was also thoroughly inadequate. The institution displayed psychology tests on table, for taking CD. The institution has claimed that it has got 3000 Sq. feet builtup area, but the inspection team categorically observed that building had inadequate built up area at the time of inspection on 16.10.2008. The inspection team pointed out that the institution had no Multipurpose Hall. The institution has not given any explanations whatsoever to establish that it does have a multipurpose hall. Non availability of multipurpose hall shows that the institution is not running as per NCTE Norms. The size of the class room as mentioned in the inspection team report is 14×18 Sq. Meter, which means that the class rooms size is 252 Square Meter i.e. more than 2500 Square feet. A simple perusal of the CD submitted by the Institution establishes that room size is not that much and therefore its size is 14 X 18 Sq. feet i.e. 252 Sq. meters only. In the VTR the sq. feet dimension was corrected by pen to read as a sq meter. This is against the prescribed norms of NCTE as the size of class room is prescribed 500 Sq. feet. The institution has claimed that it has an adequate library with 9926 books. In its reply dated 24.06.2009 it, asserted that signature of the VT members were in Accession Register at the time of inspection for availability of 7640 books. The institution charged the VT members that they gave a false statement, as they were asked to sign the Accession Register shown to them, which they did not sign. The observations of the VT members in respect of the availability of the books in the library is very categorical and they said that the number of books in the library as 6903 were reflected in the records, but the library did not possess all these books. No issue register was shown to the visiting team. The institution submitted that they had the language learning lab, but the charge of the institution that the VT members gave a false statement in this regard could not be accepted as practically, there was no lab seen in the CD submitted by the Institution. The language lab as part of the ICT Centre has not been developed at all as per recommendation of NCTE as contained in itsmanual organizing Teaching Learning Resourses in Teacher Training Institutions.

3. The claim of the institution to continue its recognition for B.Ed. and D.El.Ed. (J.B.T.), on the ground that the inspection team at the time of inspection for granting recognition to the course found facility as satisfactory, cannot be accepted by NRC as a teacher training institution is not only required to provide infrastructure as per norms of NCTE Act but is also required to upgrade the facilities as and when NCTE Norms require to do so. The institution may be asked to specifically reply to the above points and a show cause notice be issued for the purpose.

The reply of the institution must reach within 30 days of the issue of Show Cause Notice. The reply is to be placed before NRC immediately thereafter which may take a decision in the matter. In case the reply is not satisfactory, the observations of the NRC

would be conveyed to the Appellate Authority, which may be requested to give an opportunity to the Institution to make a representation before the Appellate Authority. This is in view of the specific orders of the Hon’ble High Court that the decision may be taken by NCTE Head Quarter and NRC.

10. RJ-1798

Swami Gangadas Shikshak Prashikshan Mahavidyalaya, Kheda, Norangpura, Virat Nagar, Jaipur, Rajasthan

B.Ed. Consequent upon orders of the Hon’ble Court of Rajasthan, Jaipur dated 13.12.2010, the petitioner’s Institution was required to make fresh application for seeking recognition for B.Ed. course. On submission of the application, NCTE was required to consider it as per the provisions of the law. The Institution did not make a fresh application, giving details of the present infrastructure available to them as per NCTE Regulation, 2009. The application of the Institution dated 26.07.2010 wherein the Institution submitted a certified copy of the VT report for consideration of the application, was perused and NRC decided that the institution be asked to apply by giving full details about existing facilities available with them. In the meanwhile recommendations of the State Government of Rajasthan may be obtained about recognition of the Institution for conducting the course in the forthcoming Session 2011-12, as required under NCTE regulation, 2009.

Meter of land area alongwith the building thereon for B.Ed. course. Moreover a certified copy of the land document of these Khasra No. has not been submitted yet. The land documents are only the photocopies of the documents duly notarized and not the certified copy (Nakal) issued by Sub-Registrar lands.

2. The building plan of DBIAS building submitted by the society is located in Khasra Nos. 301, 302 846Kha, 856 Kha, 850kha, 851, 852kha, which indicates that the building plan is not only of the DBIAS building but includes other building constructed by the society in the Complex. The building plan is therefore not accepted as the building plan for the proposed B.Ed. course.

3. The society is at present running a BBA, BCA, B.Sc. (H.), B.Sc. (Biotech) course in the DBIAS building, which they have resolved to earmark for B.Ed. course. This situation is not acceptable, as the institution intends to conducts its B.Ed. course in one of the existing building without having any alternative plan to shift the course being run in that building. Moreover the building itself is not suited for a B.Ed. course as it has no Multipurpose Hall of 2000 Sq.ft., as per NCTE Norms. The total built up area earmarked for the B.Ed. course is much less than the required 1500 Sq. Meter, as

D.Ed. As per orders of the Appellate Authority dated 19.11.2010 a Show Cause Notice be issued to the institution under section 14(3)(b) on the following grounds : 1. The institutions was given a letter of intent prior to recognition on

09.08.2008 and vide Appellate Authority order dated 03.07.2009 NRC was required to examine the profile of the faculty, appointed subsequent to the issue of letter of Intent. However in the meanwhile the institution shifted its premises for which no prior approval was sought. The letter of intent prior to recognition already issued lost its validity on shifting of the premises.

2. The new premise of the institution was got inspected on 13.05.2010. Following deficiencies were noted on the basis of the inspection. a) The new premises has been earmarked for B.Ed. and D.Ed.

courses both. The building plan of the new premises does not give the exact built up area of the building. The Visiting Team pointed out availability of 15,196 Sq. ft. of area which is not sufficient for B.Ed. and ETT (D.El.Ed.) course for which a built up area of 3000 Sq. Meter is required. The built up area is even less than what is required for a B.Ed. course, i.e. 1500 Sq. Meter.

b) The building plan submitted to the Visiting Team is not approved by a Competent Authority. It does not indicate the details of the land where the building is located.

c) The institution has not given any documents pertaining to the land where the new building has been constructed. The original land documents submitted alongwith application lost its validity once the institution was shifted to another place.

d) The Visiting Team after inspection recommended further time to the institution for making of the deficiencies, which indicates that the institution till the time of inspection on 13.05.2010 was not prepared for conducting the course.

e) The institution had only 550 books for its proposed ETT (D.El.Ed.) course, which is less than the required norms for 1000 books.

B.Ed. (Additional)

As per orders of the Appellate Authority dated 23.12.2010, the application of the institution for Additional Intake to B.Ed. course was considered and following observations were made : a) The institution applied for recognition of B.Ed. course on

16.06.206 and submitted application for Additional Intake to this course on 03.10.2007. As such the institution applied for additional intake even before starting the course. The application was liable to be rejected at the initial stage itself as Additional Intake is given to an existing institution running the course.

b) The institution was given recognition for B.Ed. course (conditional recognition) on 27.01.2007 and could run only two academic sessions i.e. 2008-09 and 2009-10. It is yet to complete 3rd years of running the B.Ed. course and is thereof not eligible for grant of additional intake before completing 3 session of running.

c) As per NCTE Regulations, the institution applying for Additional Intake are required to obtains accreditation by NAAC (B-Grade). Hence the institution is not eligible for additional intake.

d) The institution is a Degree College and is having multi faculty courses. It has a total 14500 Sq. ft. of built up area earmarked for the B.Ed. course, as per Visiting Team report. However detailed break up of various rooms / lab has not been given in the essential date form to the Visiting Team to appreciate availability of the required built up area for the B.Ed. course. The Multipurpose Hall of the institution is of 80 Sq. Meter, which is much less than the required area of 2000 Sq. ft.

e) The institution has not submitted any map giving total built up area of the Degree College and the area earmarked for B.Ed. course.

f) The institution did not prepare the CD at the time of inspection as per requirement under NCTE Regulations.

Hence, NRC decided that Show Cause Notice on the above grounds under section 15(3) (b) be issued to the institution, time of 30 days be given for reply.

7. RJ-2042

Gurukul T.T. College, Rajgarh Station Road, Near Oil Mill, Alwar – 301408 (Rajasthan)

B.Ed. As per Appellate Authority orders dated 13.01.2011, the case of the institution was considered on merit and following observations made : 1. The inspection team that visited the institution on 07.07.2008, did

not recommend the recognition of the institution, as it was not prepared till the time of inspection for running the course in terms of infrastructure facilities. a) The class rooms, labs were not properly furnished b) The labs were not developed with proper fixed structure,

experimental tables and proper facilities of water and drainage not developed.

c) The institution had only 1963 books, which is much less than the required 3000 books for a B.Ed. course.

2. The institution claimed in its affidavit that it had a total of 2000 Sq. Meter of built up area. However it has not been substantiated by proper certification as the building plan did not mention the total built up area and No “Completion Certificate” from a Competent Authority was submitted to indicate it.

3. The institution failed to show its original land documents to verify the veracity of the photocopies of the land documents submitted by the institution.

Hence, NRC decided that Show Cause Notice on the above grounds under section 14(3) (b) be issued to the institution, time of 30 days be given for reply.

2. The Computer Lab has not been properly developed. It has no proper Computer Chairs. The Class room chairs with side notes taking arrangement, were kept in the Computer Room making its totally non functional. It shows that Institution is not having proper Computer Room.

3. The Institution has no Multipurpose Hall. The size of one Seminar room which can be used as multipurpose hall is only 1300 Sq. Ft, which is not as per NCTE Norms.

4. The Institution has identified staff for the proposed D.El.Ed. Course. Tara College of Education Village-Bassa Waziran, Post Office – Bhugnara, Tehsil- Nurpur ,District- kangra Himachal Pradesh.

B.Ed. The institution’s inspection was conducted on 4.08.2009 on the basis of which Show Cause Notice was issued on 31.08.2009. After consideration of the reply to the Show Cause Notice, Committee decided to get fresh inspection of the Institution done. The visiting team, visited the Institution on 20.04.2010, but the inspection was not got conducted by the management. Again, the matter was considered by the Committee in its 161st meeting held on 9th to 11th January, 2010 and it was decided to send visiting team again. This visiting team visited the Institution on 30.10.2010, but again the management did not get the inspection conducted.Since, the management failed to get the inspection done despite the two attempts by NRC’s Visiting Teams, a Show Cause Notice be issued under Section 17 of the NCTE Act for a reply within 30 days.

acceptable in case of new application, but in this case, since the Institution ‘Chamba Millennium B.Ed. College is in existence since, 2007, the new building/land should have been in the name of the institution and not in the name of the society.

2. The furniture of the institution in its class room is school furniture meant for smaller childrens and is therefore not suited for B.Ed. students.

Show Cause Notice be issued to the institution Under Section 17 of the NCTE Act for a reply within 30 days as to why their request for shifting may not be refused and recognition withdrawn in view of the violation of Clause 8(7) (iv) of the NCTE Regulation, 2009.

2. The Institution has not developed its infrastructure to be able to run the course due to the following:a. The labs are not at all developed. In the Science and Maths

Resource Centre equipment/apparatus/models were displayed on removable table with no fixed structure Experimental tabls, water/drainage arrangement etc.

b. The inspection team shows separate Physics, Chemistry and Biology Lab, which are obviously not meant for a teachers training college, but the labs are of an Intermediate College, or of B.Sc. classes.

B.ED. After perusal of the Visiting Team Report dated 23.11.2010, and CD taken on the occasion following observations were made.

The Institution land is not in the name of the Intuition. Since it is a case of new institution but of shifting of the premises of the institution, the land should have been in the name of the Institution, as per provision under clause 8(7) (IV) of the NCTE Regulation 2009. Show Cause Notice be issued on this ground for a reply within 30 days.

13. RJ-404 BHARTIYA VIDYA MANDIR MAHILA TEACHER TRAINING COLLEGE, RAM NAGAR, PALI, RAJASTHAN(SHIFTING OF PREMISES)

B.Ed. The Visiting Team Report alongwith CD taken on the occasion of inspection was carefully considered and following observations were made:1. The institution has not developed its infrastructure and

instructional facilities in its new premises due to following reasons:a. No labs have been developed. In the Science and Maths

Resource Centre there was no racks/storage capacity for equipment/apparatuses. They were displayed at the time of inspection and no permanent/fixed structure whatsoever has been developed with experimental tables and associated water/drainage system.

b. The Psychology lab is similarly not developed. There was a temporary display at the time of inspection with no proper lab having racks/almirah for storing the test/equipment.

c. Language lab as a part of the ICT resource Centre has not been developed as per recommendation of NCTE contained in the manual for the Teacher Education Institutions on Organising Teaching Learning Resources in Teacher Education Institutions.

d. The Educational Technology and Computer lab has not been developed at all. The computers are not kept on proper computer tables and the computer chairs have not been provided. Small plastic stools provided with computer tables are totally unsuitable and make the computers totally non-functional.

2. The library of the institution has not been developed properly. There is no seating arrangement in the library with proper tables and chairs. The temporary arrangement made for sitting during the inspection was not part of the library.

3. The land of the institution is in the name of Managing Committee Bhartiya Vidya Mandir, since the institution is an old institution and it is a case of shifting to new premises, the land ought to be in the name of the institution. The continnance of the Land in the name of the Managing Committee is in violation Of NCTE Regulation.

4. The institution has submitted a staff profile of one Principal plus 8 Lecturers out of which only 2 teachers namely Shri Govind

Prasad and Shri Jagveer Singh were appointed in the year 2006 & 2007 respectively. The list includes 3 lecturers appointed in July, October & November, 2010. This indicates that this institution has been conducting the courses without appointment of full faculty as per NCTE Norms. Moreover, the approval of the University has not been obtained for appointment of any of the faculty members. The appointment has also not been made by a duly constituted selection committee, having Expert/Nominee of the Imty.

Hence, NRC decided that Show Cause Notice on the above grounds under section 17 of NTCE Act 1993 be issued to the institution, time of 30 days be given for reply.

14. NRCAPP-170

Bajaj College of Management & Technology, 348 kha, Village Bhainsiya Chini Mill Road Gadarpur Udham Singh Nagar- 263152, Uttarakhand.

B.Ed. The visiting team report alongwith the CD taken on the occasion was carefully perused following observations were made:1. The Multipurpose hall of the building has an area of 1523.13 Sq.

Meter, as against the requirement of 2000 Sq. Feet as per NCTE Norms.

2. The Institution is not having any other course in the building, as per details given in the application. However the name of the Institution continues to be ‘Bajaj College of Management and Technology’, which indicates that the institution is either running a course in this building or he has applied for a course in Management or technology in his building.

Hence, NRC decided that Show Cause Notice on the above grounds under section 14(3) (b) of NCTE Act 1993 be issued to the institution, time of 30 days be given for reply.

B.Ed. The Visiting Team Report along CD taken on the occasion was carefully considered and following observations were made:1. The Class Room furniture is not appropriate in one class room. It

comprised of long tables and long benches without back support, which is not appropriate for grown up students of B.Ed. Course. In other two class rooms, the furniture comprised of small tables and chairs meant for school children and were not found to be appropriate for the students of a B. Ed. Course.

2. The Multipurpose hall of the institution has no raised platform dais, public address system. Moreover, the area of the hall is only 1566 Sq. Feet which is less than the required area of 2000 Square feet.

3. The staff list provided by the institution indicates that Shri Shankar Lal Gupta appointed as Principal is of 64 years of age and did not work as a Principal or Head of the Department in a Teacher Training Institution prior to his appointment in this college and as such was is not eligible to be appointed as Principal. Moreover, the list of faculty indicates that three of the lecturers were appointed in the year 2010. This indicates that the institution has been running the course without proper faculty in violation of the NCTE Norms. Moreover, the approval of the affiliating University for the staff appointment in 2010 has not been submitted by the Institution.

B.Ed. After perusal of the Inspection Team Report and CD taken on the occasion ‘following observation were made:-1. The institution has a total built up area of 1522 Sq. Meter.

It has created residential facilities in shape of well furnished guest rooms in the same building meant for the B. Ed. Course. This cannot be allowed as it does not match with the ambience of a college. This also reduces the available space to the institution for instructional purpose. The total built up area is much less than what is required under NCTE Norms.

2. The institution not developed its I.C.T. Resource Centre properly, with the required software as per recommendation of NCTE as contained in its Manual on Organising Teaching Learning Resources in Teacher Education Institutions. The language lab needs to have a comman console and properly connected individual stations. Therefore mear provision of head phones does not make it a language lab.

3. The computer lab has not been properly developed. The computer tables have been provided but the matching computer chair has not been provided. The plastic chairs, provided with the computer tables are not suitable.

4. The Psychology lab is not developed, it has no storage capacity to keep the equipment/apparatus/consumables.

5. The Multipurpose hall is not properly furnished, the plastic lawn chairs are not appropriate. There is no raised platform, dais and public address system.

6. The ICT Resource Centre with IT Lab and Language lab has not at all been developed. The computers provided in the labs are not on proper computer tables with matching chairs. The plastic chairs provided in the computer room makes the lab non functional.

There is no storage arrangement in the lab for keeping equipments/apparatus and consumables.

3. The I.C.T. Resource Centre with ET Lab, Computer Lab and Language Lab has not been developed. As clearly seen in the CD, the computers were kept on wooden platforms created for the purpose, but there were no matching computer chairs. The class rooms chairs (with side notes taking fixed wooden handle) were kept in the computer room, making the computers totally non functional. The ICT Resource Centre has not been developed as per recommendation of NCTE as contained in its manual for the teacher education institution and teacher educators.

4. The Library has no seating arrangement. The arrangement made at the time of inspection by some tables and class room chair show that it was temporary arrangement for inspection purpose only.

5. The total ambience of the building is very poor and is not upto the mark for a B.Ed. College.

Hence, NRC decided that Show Cause Notice on the above grounds under section 14 (3) (b) of NCTE Act 1993 be issued to the institution, time of 30 days be given for reply.

The plastic lawn chairs provided with the computers makes them totally non functional.

D. 2010 and Dec 2010 have been considered alongwith the CD taken at the time of 2nd inspection and following observations were made:- The Institution has not developed the specific infrastructural facilities needed for the students of four year B. Ed. Course, in terms of it’s various laboratories, and workshop as specified in the Norms of the NCTE for the said course, which is evident from the following observations:-

a. The Institution has not developed it’s Curriculum laboratory at all, as per specifications in the NCTE Norms. A class room was used to display the equipment and material procured for being used in the lab, but the lab as such has not been developed. No work table for hands on experience has been procured. The class room long tables with attached benches were kept in the laboratory, which is not at all suite to work for hand on experience or for group experience. This is not even removable as per requirement for such a lab. The institution has not even provided storage capacity/facility in the lab to keep all these materials that were displayed at the time inspection. The institution simply used a class room, placed its furniture on one side and displayed several items at the time of inspection. Pasting the lab’s name on the entry gate on a piece of paper cannot be treated as development of a Laboratry. So called Curriculum labs was therefore, only an arranged display of material and not a properly developed lab, as recommended for a 4 year B.El Ed. Course.

b. The Resource laboratory has as not been developed. Here again certain books not related to curriculum, materials, children literature and irrelevant books not related to the subject like “Emerging Indian Society”, ’Law Profiles, ’O.P.Jindal Global University (pamphlet)etc. were displayed. The Institution did not take the NCTE Norns in it’s right earnest to at least develop some reasonable facility in form of curriculum material and children literature.There was no material for being used by Student teachers in schools .The resource lab has no computer facility , which is essential and has been specifically mentioned in the NCTE Norms for the course. The class room temporally used for inspection purposes had no provision for the Recourse lab. It did not have sufficient space for students meeting and group discussion, as provided in the NCTE Norms.

c. The NCTE Norms also require physical infrastructure in form of two workshop space, specifically for the course; one for specific practicum activities and other for physical education. Whereas the institution has proposed it existing sports room, with its Gym as workshop space it has not provided any space for other activities.The institution is not having a Multipurpose Hall, which could meet this requirment. Again the college Auditorium’ however impressive it may be, does not meet the requirement of

B.El.Ed. Course, to organize its various activities. The auditorium has fixed furniture and fixtures, leaving little scope for the students of the, B.El.Ed. Course to organize ther curricular and co curricular activities.

d. The institute has not taken any action to even develop a proper departmental library for the course, as recommended by NCTE in its Norms. The existing library of the institution has all the facilities but it does not have enough books for the proposed course. Two racks earmarked for the B.El. Ed. books are not having more than 300 books, and they all seems to be old books, already available in the library. The library facilities are apparently not adequate and the institution has not subscribed education journal in its library.

2. A visiting team conducted inspection of the istitution earlier on 18th may, 2010. The Visiting Team categorically mentioned that the intuition has not developed required facility essential for the course and proposes to use the existing facilities of the College. A perusal of the CD taken at the time of second inspection in December, 2010, confirmed that the institution did not take any action even thereafter to create physical infrastructure, for the course, as per NCTE Norms.

In view of the above, the NRC came to the conclusion that the institute has not developed the required physical facilities/ infrastructure essential for the Course, even when the common facilities available in the College are utilized. Hence, NRC decided that Show Cause Notice on the above grounds under section 14 (3) (b) of NCTE Act 1993 be issued to the institution, time of 30 days be given for reply.

(f) The computer rooms are not having proper computer tables with matching chairs. The plastic chairs provided with the computer tables are not very convenient to proper functioning of the computers

The status in the regard may be obtained, alongwith a copy of the University Act and Statute to show whether he Subharti College of Management & Information Technology Meerut is maintaining its separate entity or is the part of the university. It needs to be clarified with relevant documents.

2. NCTE Regulation required NAAC Accreditation for existing recognised B. Ed. Colleges, for additional intake or for M.Ed. Course. The Institute may clarify whether it has since taken the Accreditation and if so, a copy of the Accreditation Certificate may be submitted.

1. The infrastructure earmarked for the B.Ed. course and for the additional intake continued to be in adequate. The size of the multipurpose hall is only 1200 Sq feet, as against the requirement of 2000 Sq. feet. For the Lab, the team was shown another place where equipments were required to be shifted which shows that the Labs, particularly the science and Mathematics Education Resource Center has not been developed for the additional requirement. This is clear from the observation of the CD.

2. The Library of the institution continues to be deficient and VT recommended its replenishment.

3. The institution had shown a separate building to meet the requirement of additional intake, which cannot be accepted as the existing building housing the B.Ed. course should be able to meet the higher requirement of additional intake, instead of a separate building.

Course is Teerthankar Mahaveer University, Moradabad and nowhere the name of the Society in the application form appeared as the applicant Society. Since the applicant in the case is the Teerthankar Mahaveer University, Moradabad, the land should be either in the name of the University or in the name of the proposed institution namely College of Education Teerthankar Mahaveer University, Moradabad. This would be in violation of clause 8 (7) (i) of the NCTE Regulation 2009.(ii) The institution in its said reply has claimed that it is an ‘in-Campus’ College and hence can share the facilities of the University for playground etc. This claim cannot be accepted on the face value on the basis of the land documents submitted. The university should have submitted the total master plan of the University and location of this College in the total Campus to substantiate its claim. This is essential, as even the Appellate Authority has not accepted the claim of the University that it can establish ‘off campus’ Colleges vide its decision dated 08.01.2009. As such, it needs to be established beyond doubt that it is an ‘in-campus’ College.(iii) The Society has got recognised B.Ed. Course (100 Seats) and M.Ed. Course in the name of Teeranthankar Mahavir Institute of Management as Technology at Delhi Road, Moradabad and one B.T.C. Course in the same name at village Bagarpur, Moradabad. It is not understood, whether these three courses & the college has become part of the T. M. University. If so, are they existing as its ‘Campus College’. In that case, this present application cannot be accepted as another “Campus College” for the same purpose / discipline.

Hence, the recognition of the said institution is refused under section 14 (3) (b) of NCTE Act 1993 on the above grounds.

Course for which the Teerathanker Mahavir University, Moradabad is the applicant. Hence, it is not understood as to how suddenly the Teerthanker Mahavir Institute of Management & Technology Society has come into picture, whereas, all along the Teerthanker Mahavir University has been the applicant for this college. It is seen from the application that even when the Teerthanker Mahavir University has been the applicant society, the land where the proposed college building has been constructed is not in the name of Teerthanker Mahavir University. The society also did not transfer the available land with the society in the name of institute (education college in the case) so as to qualify for

3. Language lab facility is not adequate. The institution purchased only one set of required equipments for the language lab and the same photograph of the lab has been submitted as a proof of development of language lab in cases of all the four colleges, which the University applied..

4. The revised building plan submitted later cannot be accepted as it did not indicate, the total area, which has been earmarked for the construction of the college building and forms it’s campus. Apparently, the total available land, as in the document has not been used for the said education college campus, as then enough land would have been available for the play grounds which is not available in the building inspected by the VT, (This is apparent form the CD that apart from the built up area, the college does not have any spare land in the college campus to be used as play ground). As such, full 2500 Sq. Meter of land, required for the college campus as per NCTE Norms, 2009 has not been made available.

5. As per new building plan now submitted the size of the Multipurpose Hall is only 142.46 Sq. Meter, which is much less them 2000 Sq. Ft., as prescribed in the NCTE Norms.

These documents have now been submitted but it is seen that Principal and Reader appointed earlier eg. Dr. M. A. Siddiqui and Dr. Preohont Rajput, has been replaced by two new appointees namely Dr. Nagartre Kr Jhaand Dr. Rakesh Rai. Earlier these appointments were made by a duly constituted Selection Committee vide its meeting held on 22.11.2008, but no Selection Committee was held for these two new appointment and these appointments have also not been approved by the concerned University authority, as required under NCTE Regulation.

2. The experience certificate submitted in respect of Dr. Nagendera Kumar Jha, from Bansidhar Mahavidalaya, indicates that he taught teaching of Mathematics / Science in the Department of Education. Thus he had no experience of Teaching at M.Ed. level.

3. The experience of Certificate submitted in respect of Dr. Rakesh Rai, appointed as Reader, from SRM University, indicates that he taught in the Education Department of that University Since 24th February, 2007 to till date (Ist July, 2010) but it does not indicates that he had 3 years of experience of teaching at M.Ed. level.

The Institution thus failed to appoint a Principal and a Reader, having required experience of teaching at M.Ed. level NRC decided that the institution be asked to clarify the position with in 30 day.

The institution did not give any reply to several questions in the Show Cause Notice. No reply has been given about available built up area being shared by other courses like B.A., B.Com, M. Com. Etc. Floor, toilets continued to be as such, Library is totally unsystemetic. The equipment in Gymnasium continued to be inadequate. Moreover its roof is of asbestos / tin sheet, which is not permissible. All Labs in the institution continue to be till equipped. The Labs are not properly built; equipment / instruments / models continue to be displayed on removable tables even in the new CD. There is no storage in the Labs to

The NRC also decided that institution be issued Show Cause Notice Under Section 17 of the NCTE Act for withdrawal of recognition of its existing B.Ed. Course on the following grounds:

(a) The built up area made available for 200 seats of B.Ed. Course is not adequate and as per NCTE Norms in view of its existing area being used for other courses. There is no specific earmarked area for B.Ed. Course and facilities for B.Ed. Course are located at different places over the College building.

(b) The Labs of the Institution for B.Ed. Course, particularlly the ICT Resources Centre and Science and Maths Resources Centre have not been developed as per recommendation of NCTE, as contained in its Manual for organising Teaching learing Resources in teacher education institution.

(c) Psychology Lab is not adequate for 200 students.

The institution has not taken any steps to make up the deficiencies pointed out in the Show Cause Notice. The observation of the Visiting Team that the Multipurpose Hall of the institute is 93 Sq. Meter has been countered by a certificate by the “Kanungo’ duly signed by the Tehsildar on the application written by the Institution addressed to Tehsildar / Admn. Even if this certificate is accepted, the institution has not done anything for its ICT Resources Centre (Language Lab), which continues to be inadequate. Display of equipment on tables, surrounded by benches, without having a proper table and matching chair makes a mockery of a language Lab of a B.Ed college. Non-development of land around the building in the campus has been made. The observations in the show cause notice has been countered by the institution by a copy of the CLU, which certifies the land is non-agricultural. The campus around the building is not developed by the institution and

The institution has submitted copies of various bills to substantiate theirs claim that they have made up the deficiencies pointed out in its existing set up so as to be eligible for recognition for M.Ed. Course. These bills cannot be accepted on their face-value, without any proof of payment, enteries in the stok register as proof of actual procurement. No photographs, CD etc. has been given to substantiate the claim that its labs and other facilities have been organised, as per NCTE Norms. However, the institution has not given any reply to the observation that they have not been able to organised B.Ed. Course since 2004-05. Hence, NRC, decided to refuse recognition to the institution under section 15 (3)(b) of the NCTE Act 1993.

NRC also decided that a Show Cause Notice be issued to the institution as to why their recognition to the B.Ed. Course may not be withdrawn under section 17 of the NCTE Act, in view of the serious deficiencies pointed out by the inspection team for M. Ed. Course, while indicating that they are not having infrastructure for that B.Ed. Course, as per NCTE Norms.

Institute has not done any thing to improve it even after the issue of Show Cause Notice. The reply regarding Computer Lab / ET Lab is evasive. In the new photographs, the chairs from other rooms have been kept, as the chair are not proper as computer chairs and it is difficult to work on Computers with these chairs.

The reply regarding Psychology Lab is not satisfactory. The list of test/equipments is inadequate. The so called lab had no storage arrangement for test/equipments etc. Institution did not do anything to develop its Psychology Lab, even after issue of the Show Cause Notice.

NRC decided that recognition of the institution be refused under such 14 (3) (b) of the NCTE Regulation 2009.

B.T.C 1. The reply of the institute dated 04.01.2011, in respect of the points of the Show Cause Notice dated 07.12.2010 was considered The institution submitted an affidavit indicating that they have a total build up area 3500 Sq. Meter, with 1700 Sq. Meter earmarked for B. Ed., 590 Sq. Meter earmarked for B.T.C. (Proposed) and 1233 Sq. Meter earmarked for B. P. Ed. (Proposed). The corresponding building plan submitted by the instituion earlier with the application indicated a total built up area of only 1934 Sq. Meter. The institution has not submitted any building plan, indicating / earmarking the area for B.Ed. Course and proposed BTC Course indicating common facilities to be shared. The area in the building plan is less than the required area of 2500 Sq. Meter required for a B.Ed. and D.Ed. /BTC Course, Which the institution is not having. The institution is also conducting B.A. Course in the same building, which further reduces the availability of built up area for teacher training course. The institution submitted the same building plan for B.Ed. Course, which means that they have not provided any extra infrastructure for the proposed BTC Course.

2. The institute has not submitted a proper land document, only a copy of ‘Khatoni’ issued by ‘Kannungo’ has been submitted. In its affidavit the institution claimed that they possessed land of 20,444 Sq. Meter, on ownership basis for 3 years’. The affidavit submitted on 15.10.2007 is not supplemented by any authenticated land document.

While the institution has made up certain deficiencies pointed out in the show cause notice, it remained evasive in its reply to the basic observation in the Show Cause Notice, based on the observation of the VT, that the class room, Lab and library and Multipurpose Hall is not properly furnished. The furniture comprising of long tables and long benches without back support, as shown in the reply to the show cause notice is not appropriate. Small size iron stools kept in the labs are not proper .Similarly seating capacity in the library continues to be temporary and shabby. The temporary arrangement of tables with lower plastic chairs is a proxy to the proper seating arrangement in the library.Only 3 seats and one washbasin as the Toilet Facility shown in the photographs is not sufficient for the staff and 100 students of B.Ed. Course.

The institute submitted a building plan duly approved having a total area of 2435.652 Sq. Meter, but the area earmarked

for B. Ed. Course has not been identified and the institution has shown the total building of the college, as if it is for the B.Ed. Course only. Hence, NRC decided that recognition be refused to the institute for the proposed B.Ed course under section 14 (3) (b) of the NCTE Act 1993 on the grounds mention above.

be inadequate. The claim of the institution in the reply to the show cause notice that the deficiency had been made up cannot be accepted as the new photographs submitted by the institution clearly reflect that no attempt whatsoever has been made to build up the Psychology lab, Science and Math’s Recourse Center. Display of equipments, apparatus and models etc. on the table on temporary bases cannot be treated as development laboratory.

3. Multipurpose hall continue to remain inadequate; the claim of the institution that it had provided required facilities, without any proof of having done so in form of photographs, bills/ entry in stock register, etc cannot be accepted.

4. The deficiency pointed out in the library continue to exist as photograph of an additional reading room cannot be taken as development of seating capacity in the library.

5. No CD about development of play ground has been submitted by the institution, despite writing so in the reply.

In view of above the reply of the institution to the show cause notice has not been accepted and NRC decided that recognition of the institution for the B.Ed. course be refused under section 14 (3) (b) of NCTE Act 2009.

Earmarking on the map is therefore not natural and has been done to show the requirement of the space as per NRC Norms. The size of the multipurpose hall meant for the B.Ed. course remains only 1100 Sq. feet, much less than the requirement of 2000 Sq. feet as per NRC Norms.

ii. The Photograph of the Labs submitted to show that they have been developed, do not generate any confidence and Labs continue to remain deficit. The Labs have still not been developed with proper experimental tables having water/ drainage arrangement. There is visibly no storage capacity to keep equipments and consumables, similarly in the Psychology Lab; there is no arrangement for storage of tests, equipment etc. The language Labs continue to suffer with the deficiencies pointed out earlier.

iii. The photographs submitted for improvement in the class room furniture cannot be accepted as proof of improvement, in the absence of supporting documents related to purchase of furniture, payments made on this the account, entry in the stock register etc.

In new of above, NRC decided to refuse recognition to the institution under clause 14(3) (b) for the proposed B.Ed. course.

Replies to these questions were important in the context of the observation of the Visiting Team report about non-production of these documents at the time of inspection. facility and non-availability of common rooms. The institution even did not responsd to these questions by stating that these facilities have not been provided.

2. The institution did not respond to the points in Show Cause Notice that they did not have requisite faculty as per NCTE Norms in their existing B.Ed. course of 100 intake. The reply is about fresh selection made by them on 9th August, 2009, just before the inspection scheduled for 18th August, 2009. During this selection, the institution selected 3 candidates including the principal for the existing B.Ed. course with 100 seats. Further, reply about selection of faculty for additional intake is not relevant at this stage, as the question essentially related to the availability of faculty for existing B.Ed. course.

Since the institution failed to satisfactory reply the Show Cause Notice given to the institution on 27.04.2010, the recognition sought for Additional Intake of 100 seats be refused on the above ground under section 15(3)(b) of NCTE Act 1993.

For example, institution indicated that it has a multipurpose hall of 538.58 Sq meters, whereas no room of this dimensions is available in

On the recommendation of the state Government, NCTE has imposed a total ban on further recognition of the new D.El.Ed course in the state of Rajasthan, to regulate the planned growth of the teacher training institutions in the state. There is no specific reason for recognition of this course by the society in this region/ area.

In the view of the above Show Cause Notice be issued to the institution for refusing recognition to the course Under Section 15 (3) (b) of NCTE Regulation 2009 on the above grounds.

2. HR-1676

OXFORD INTERNATIONAL COLLEG OF EDUCATION,VPO-ASRAWA,ADAMPUR, HISSAR, HARYANA

B.ED. The institution’s reply dated 01-11-2010 with respect to the points of deficiency letter issued on 3rd Nov 2010 on directions, from Appellate Authority has been considered and following observation made:-

I. The institution was not having land on ownership basis, on the date of application i.e. 15-05-08, hence the application was liable to be rejected as per clause 8 (7) (i) of the NCTE Regulation 2009.

II.The building plan submitted with the application was not approved by the competent authority, the same building plan has now been submitted, with the approval of a private Engineer and not with any ‘Govt. Authority’. However, the signatures on the blue print are undated.

III.The institution applied simultaneously for B. Ed. Course and for a D. Ed. Course on 14-05-2008, which is contrary similar to clause 8 (2) of the NCTE Regulation 2009. The institution application of D.Ed. course was rightly returned file NRC letter dated 11th march 2010.

B.Ed. The inspection of the institute was conducted on 29-11-2010, for grant of permission to the institution to shift to its own premises. The CD taken on the occasion could not be observed as it was not operative Following observations were made:-

(a) The visiting team could identify only 8 faculty members at the time of inspection, which indicates that institution has not been having full faculty, required as per NCTE Norms. The earlier faculty recruited in 2006 were not in position and only those recruited in 2010 could be verified. Even Principal’s credentials could not be verified by the visiting team.

(b) The procedure followed for recruitment of faculty made in 2010 has not been shown to the visiting team Members. Institution may therefore submit:

i. A copy of advertisement for recruitment, Composition of the selection committee, letter of the university nominating exerts/ nominees, approval of

the University for appointment of faculty in 2010.

In view of above Show Cause Notice be issued to the institution as to why the recognition granted for additional intake of 100 B.Ed. seats given to the institution in 2008 may not been withdrawn Under Section 17 of NCTE Act. The permission to shifting to the new premises is however granted (The institution be asked to provide another copy of the CD taken at the time of inspection).

July, 2010, alleging that the institution is running large number of courses, including a residential school with the name St.-Xavior School and approval for B. Ed. and JBT courses in the building in a fraudulent manner. The school was closed for the day of inspection, so as to show the available infrastructure of school for B.Ed. and JBT Courses. Moreover, it was alleged that the intuition was not having proper and adequate Faculty for the said Teacher Training Courses.

2. The institution was inspected in August, 2009 and the inspection report was positive. As such, the institution was allowed to continue in May, 2010. The complaint came immediately thereafter In view of the nature of complaint that the infrastructure of School was shown in a fraudulent manner to the inspection team, another V.T. was constituted, which visited the institution on 02.11.2010, for the inspection.

3. The Management of the College however, refused to get the inspection of the college done, when the visiting team reached the school. This was in utter disregard to the rights’ of the NCTE under section 17 of the NCTE Act 1993.4. The CD taken at the time of last inspection on

20.09.2009 was therefore again perused and it was found that the inspection was got conducted in the building of St. Xavier’s Residential School, Sunder Nagar, Mandi - 174401, Himachal Pradesh. A brochure of the school having the picture of the school was received alongwith the complaint by NCTE. The two buildings were same, which clearly establishes that the inspection was got conducted in School building, by closing the School on the day of inspection.

5. A perusal of the CD also indicated clearly that the class rooms shown to the NRC’s VT were having small sized

furniture comprising of double desks with attached benches, which are used in Schools. Even the size of the furniture as visible in the CD, clearly indicated that, it was meant for School children. NRC decided that the institution be issued a show cause notice under section 17 of the NCTE Act, 1993 to the institution, for conducting the B.Ed. and JBT Course in violations of the NCTE Norms and for refusing the inspection of the institution proposed by the NRC. A copy of the Pamphlet with the photograph of the School may also provided to the management. Reply be submitted within 30 days.

MAHABIR COLLEGE OF EDUCATION, VPO- BULLANA, DISTT-AMBALA, HARYANA,

B.ED. The inspection of the institution was conducted on 21.10.2009. The report is positive about availability of infrastructure and instructional facilities. The V.T. Categorically mentioned that there are no courses other than the B. Ed. Course being run in the building.NRC decided that institution may continue as a recognized institution for B. Ed. Course with an intake of 100 seats.

The institution refused to get the inspection conducted by the visiting team of NCTE on 24-06-10, on the consideration that the clause under which inspection was proposed was (inadvertently) mentioned as Section 14/15 instead of section 17. It is understood that after recognition of this M.Ed. program by NCTE, GGISP University New Delhi did not allow affiliation due to lack of infrastructure facilities as per NCTE norms.

Hence, NRC decided that the current status of the course in terms of affiliation for its M.Ed. course by University may be obtained. Meanwhile, inspection under section 17 of the NCTE Act may be conducted for its B.Ed. course, in view of the feedback received from the University about the institution.

4. PB-267

Bawa Nihal Singh B.Ed. College,Bawa Nihal Singh Street, Dist- Muktsar-152026, Punjab

B.ED. The inspection report of the institution for the inspection conducted on 25- 06-10 along with relevant document in the file has been carefully considered and following observation made:

I. The institution has a total built up area of 5741 Sq. feet, wherein a B.Ed. course was recognized in Aug, 2006 and an additional intake was also given for another 100 seats in 2008. The built-up area is totally inadequate to conduct even one unit of B.Ed. course for which a 1500 Sq. meter area is required. The continuation of this course with such a meager built up area is in violation of the NCTE Regulation and even norms that existed in 2008.

II. The inspection observed and found that the institution was having only 1 Principal and 5 teachers at the time of inspection. The institution submitted another list of 8 teachers who were appointed by the institution by a local

selection committee just before this inspection for the ensuing session of 2010-2011 and send it to university for approval. It clearly establishes that the institution was not having proper faculty as per NCTE norms to conduct two units of B.Ed. course. One or two vacancies could have been alright but then selection of 8 faculties just before inspection, clearly establishes that institution has been running without adequate faculty.

The institution has thus, been running its B.Ed. course in total violation of the NCTE norms with lack infrastructure and instructional facilities required as per norms. Hence, NRC decided to issue Show Cause Notice to the institution Under Section 17 of NCTE Act 1993 for a reply within 30 days.

5. UP-1276

Shri Ji Baba Institute, Semari , Post - Chhata, Nh -2, Mathura, U.P.

B.ED. The Visiting Team report was positive. The institution has necessary infrastructure as per NCTE Norms. The Inspection Team is however silent about actual verification of the Faculty and its to credential. As such, institution may be asked to provide current list of its faculty along with the relevant documents about their selection i.e. Advertisement, nomination of experts by University, signed list of candidates who attended the interview , minutes of the selection committee and approval of the University to the appointments of Faculty. Reply be obtained within 30 days.

6. UP-1261

Surya Educational Institute, Bye Pass Road, Farah, Mathura, U.P

B.Ed. The VT report has been perused, CD taken at the time of inspection did not open. Following observations were made:

i. The land / building is in the name of society and has not been transferred in the name of institution as required under clause 8(7) (iv) of the NCTE Regulation

ii. The institution has not submitted a consolidated list of its faculty, giving details of their qualification etc. along with details of the selection process i.e. Advertisement, nomination of expert by University, signed list of candidates who attended the interview, minutes of selection committee and approval of the University for the Appointment of faculty.

The institution be issued a Show Cause Notice for a reply within 30 days under section 17 of the NCTE Act.

The institution inspection was conducted under section 17 of the NCTE Act vide NRC’s , decision in its 162nd meeting, In the context of the letter from the affiliating university on 21-11-05 about non- availability of faculty in the institution. The VTR along with the CD has been carefully considered and following observation were made:-

U.P. i. The institution is not having adequate built up area, as per NCTE norms. It has only 6300 Sq. feet, as against required 1500 Sq. meter.

ii. The institution has extremely poor instructional infrastructure. None of its laborites are developed. Science lab has no fixed structures, computer room has no computer tables and matching chair. Psychology lab is very shabby and without adequate storage capacity etc.

iii. The classroom furniture of the institution is not up to the mark. The long tables with long benches having no back support are not suitable.

iv. The institution did not appoint staff on regular basis. The faculty was stated to have gone to the University for Selection on 20-08-2010, on the day of inspection. It clearly establishes that institution did not appoint the required faculty on regular basis but was appointing faculty on year to year basis, which is in violation to the NCTE norms.

Show Cause Notice be issued to the institution under section 17 of the NCTE Act, before recognition of the institution is withdrawn for non observance of NCTE norms of infrastructure and instructional facilities.

8. RJ-1279

ST. WILLFIRED’s Teachers Training College, Sector-10, Meera Marg, New Sanganer Road, Mansarovar, Jaipur

B.ED. The institution was inspected on 29-08-2010. The VT, CD taken at the time of inspection was considered and following observation were made:

I. The teacher training college is part of a complex having so many courses including a P.G. College and Senior Secondary School. The institution has not earmarked specific space for teacher training courses and at the time of inspection school space and its class room were shown to the VT members, as evident from the CD shown that the class room furniture was that of school children.

II. The institution had not organized its lab. As pointed out by VT, rooms, with required equipment displayed at the time of inspection were shown instead of labs.

III. The institution was given additional intake in 2nd May 2008. At the time of sanction of additional intake 1 + 7 faculty was shown for the existing course. However, at the time of inspection only 3 of the old faculty was available and all other were newly appointed. In view of process of attrition some changes in

the faculty is understood, but non availability of most of the old faculty indicates that the institute is not appointing faculty on regular basis, which is in violation of the NCTE norms. This is further established from the fact that 12 out of the 15 faculty in the list submitted in April 2008 were not found in the institution in the faculty list submitted at the time of inspection.

IV. In the list of faculty submitted to the inspection team , Faculty members were appointed in August, 2010, i.e. just before the inspection , This clearly shows that institution was not having full faculty as per NCTE norms and was running the course with inadequate faculty. These appointment were not made by following due process of selection and were not appointed by the University.

2. NRC received a complaint about the institution that it admits students and without their attending classes gives attendance and ultimately the degree. A specific name of Shri Desh Deepak Pathak has been given, who was on the regular staff of Maheshwari Public School but was also admitted by the institution and was given fake attendance. Institution needs to explain its position.

A Show Cause Notice be issued to the institution on the above noted ground under section 17 of the NCTE Act, before recognition of the institution is withdrawn for the B.Ed. course from the forthcoming academic session.

In view of a public notice issued by Vidya Training Institute, Vidya Bhawan, New Delhi that they are offering a one-year course in Primary Teacher’s Training (PTT) and Early Childhood Care Education, NRC vide its letter dated 5 th May 2010, asked the institution to explain its position. The specific issue was that they were alleged to be offering an un-recognised course, under the garb of various courses recognised by NCTE and were in a way misguiding the public at large, by way of offering an unrecognised course, when they were themselves recognised by NCTE for a large no. of teacher training courses.

2. In their explanation dated 20th May 2010, the institution explained that their one-year course of Early Childhood Care Education (ECCE), was recognised by NIOS and that they were offering this course through distance mode.

3. The explanation has been carefully considered by NRC. It is noted that the advertisement given by the institution clubbed two courses eg. Primary Teacher Training and ECCE together. While ECCE is recognised by NIOS, there seems to be no recognition for the P.T.T. course. Thus, either the institution is conducting two different course i.e. P.T.T. course of one-year duration and another ECCE course of one-year duration or else the institution has pre-fixed PTT with their recognised ECCE course to give an impression

that this NIOS recognised course is recognised as a primary teacher training course as well. This amounted to misleading as student would be undergoing this course thinking that it is a recognized course but would not be eligible for any employment as a primary school teacher, on completion of the course.

4. The perusal of reply also does not clarify whether by pre-fixing PTT, the institution has made the course as a full-time course instead of awarding them through distance learning mode. The institution has not supported its reply through a copy of the certificate that they have been awarding to the students, after successful completion of the course, so as to establish that they are awarding certificates only for ECCE course. The institution has also not furnished the details of the no. of students trained for the ECCE course w.r.t. the no. approved by the NIOS.

5. In view of above, it is clear that the institution despite the fact that it is recognised by NCTE for 150 seats of ETE course, 150 seats for NTT course and 50 seats of pre-school teacher education course has been indulging in malpractice by separately, conducting a course with a nomenclature of PTT for which no recognition whatsoever was given by NCTE. This institution clearly devised the nomenclature to misguide the public in general. The pass out of the course would not be eligible for employment as a teachers to teach in a primary school.

6. The institution be issued a show cause notice under section 17 of the NCTE Act, 1993, as to why recognition given to them for ETE, NTT and Pre-school Teacher Education course by NCTE may not be withdrawn in view of their indulgence in the above malpractice, which is in total contravention to the provisions of the NCTE Act, 1993.

Hence, NRC decided that a Show Cause
