Minutes of 168th Meeting of Northern Regional Committee held on October 05-08, 2010


The 168th meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held on October 05-08, 2010 at Conference hall, NRC, NCTE, Jaipur.

In pursuance of the Gazette Notification No.213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee and being exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, former Member Secretary, NCTE.

The Principal earlier selected has

been replaced by a new Principal, who possess the requisite qualification and experience as per NCTE norms. However, his appointment is yet to be approved by the University.

The three teachers selected earlier have been replaced by three new teachers having requisite qualifications but their appointment has not been approved by the Univeristy as required under section 7(9) and (711) of the NCTE Regulations 2009

Hence the committee decided to direct the institute to obtain the requisite approval of the University and submit the same to NRC within 30 days, as required under clause 7 (9) of the NCTE, Regulations, 2009.

2. UP-3303 Shivlok Shrinet Mahavidyalaya Parari Mirzapur, Vill- Kapsaur, Post- Parari, Tehsil- Sadar, District- Mirzapur, Uttar Pradesh

The appointment of principal is not

as per NCTE norms. Shri Ram Kripal Singh appointed as principal on regular basis has already attained the age of superannuation. Only a retired Professor of Education/HOD

Education can be appointed in the event of non-availability of suitable person upto the age of 65 years. Shri Yadav is not a retired Professor or HOD. The institution be asked to appoint a Principal as per NCTE norms.

The faculty appointment is not as per NCTE norms. Whereas it has appointed one lecturer extra, having a Master degree in Education (MA in Education), out of the remaining 7 lecturers, three possess M.A. (Education). As per NCTE norms only one lecturer can have a MA (Education) qualification and remaining six should possess a M.Ed. qualification. Only four of the faculty appointment in the institution possess a M.Ed. qualification.

The institution has not yet built up its science lab properly, despite its explanation in letter dated 08.07.2010, supported by photographs. The science lab should have proper experimental table with water arrangement and in built sink.

Hence, NRC decided that show-cause notice under section 14(3)(b) of NCTE Act, 1993 be issued to the institution before refusing the recognition on the above grounds.

Classroom furniture comprises of long tables and long benches without back support, which is not appropriate for such senior students.

The multipurpose hall is of inadequate size and not as per NCTE norms. It has plastic chairs and does not have a raised platform, dais and a public address system which are essential. It is merely a four-walled structure with removable chairs.

The VT observed that the psychology and science labs are being run in a single room. The corresponding portion of CD has been edited to reflect that the psychology lab has a distinct entity. Videography for the psychology lab added without VT members in the lab. The science lab has no proper experimental tables. Slabs on the side walls have been provided but number of equipments/apparatus displayed are not adequate. The

only sink provided has no water connection.

Infrastructure in the library is very poor and the seating capacity can accommodate only 20 students at a time. No photocopier and computer with internet facility in the library.


3. UP-3516 SHRI MOHAN DHANSIRA MAHAVIDYALAYA, KHASRA NO-339/3, 343, VILL-JANGAL BELHAR, POST-BELHAR KALA , DISTT.-SANT KABIR NAGAR,, U.P.


The laboratories are ill-equipped and have not been made at all. The equipment/apparatus which are inadequate in numbers have been shown on the table without any fixed lab structure. The science lab has not been built up at all. It lacks experimental tables with water facilities and associated sink.

The classroom furniture is not adequately furnished. The long tables and long benches without back support are not appropriate. There are no proper classroom chairs.

Computer room has computer table but computer chair has not been provided.

Toilet facilities and drinking water facilities are unhygienic.

The play ground has not been developed at all.

The books in the library are not adequate in numbers ( only 1200 book). Library has not subscribed any journal.

Hence, NRC decides that show-cause notice under section 14(3)(b) of NCTE Act, 1993 be issued to the institution before refusing the recognition on the above grounds.

Language lab and ET lab has not been developed properly. Both the labs have no fixed structure as recommended in the Manual for the Teacher Education Institutions and Teacher Educators. The equipment/ apparatus were

The library books are 1502 in nos. but no details of the books has been provided to substantiate whether the required type of books, as specified in the norms are available. The library has not subscribed any journal. All racks in the library are open and there are no almirahs/covered cupboards

The ET lab and language lab has not been built up, only some equipments were displayed on temporary tables covered with table clothes.

The computer lab is not properly done. It lacks computer tables and matching computer chairs. The computers are placed on slabs covered with table clothes while classroom chairs are placed before the slabs making the computers non-functional.

The institute has a temporary/ removable boarding on which its name is painted making it susceptible for being used as a school or for any other purpose. Some rooms and labs like psychology lab also suggest that the building is for school purpose having separate Biology lab, Physics lab and Chemistry lab. Some of labs were abandoned at the time of inspection and were used for display items related to psychology lab and ET lab. Unless these labs like ET lab, language lab are properly built with fixed structure, the new building cannot be used for a B.Ed. course.

The computer lab is not having matching computer chairs making it difficult for students to work on the computer.

even VT has reported that it has books not relevant to the teacher education. This makes the library with 2000 books as inadequate as per NCTE norms. The library has no almirahs but only open racks. It has inadequate seating capacity and proper library furniture for this purpose.

The sanitation and toilet facilities are inadequate and unhygienic.

The multipurpose hall has no built up structure like raised platform and public address system. It is simply a bigger room with removable plastic chairs.

The CD submitted has been edited, it gives a front elevation of another adjacent building which may be of a school and on which a temporary board of the college has been placed. This picture has no VT member and as such has been added to the CD for misguiding the committee.

The entire building is still under construction but flooring, painting, furnishing has not been completed yet (till the time of inspection). The board/hoarding of the college name is a temporary board which does not give a confidence that the building will not be used for other purposes/course.

The laboratories have not been properly built up and developed with the required equipments and apparatus for B.Ed. and JBT courses. Appropriate lab furniture has not been provided

The books in the library are not adequate as per NCTE norms. The number of titles on education out of the total 3425 books in the library has not been indicated. The number of journals are available in the library, but there is no indication about no. of journals subscribed

The class room furniture is not

appropriate. It has tables with attached benches, without any back support. The furniture is for school and for children of age group of 10-14 and is not suitable for this institution.

The computer room has proper computer table but matching computer chairs have not been provided. The plastic small sized stools being used instead of computer chairs is not suitable for.

The multipurpose hall has not been built up. It does not have any raised platform, or public address system. The plastic chairs kept in the hall are not suitable.

The Psychology Lab and Language Lab have not been developed at all. Some apparatus/equipment kept on the tables does not constitute a lab. It needs to be properly developed as per the Manual for the Teacher Education Institutions and Teacher Educators brought out by NCTE.

The library has no photocopier or computer with internet faculty as per requirement given in the Manual for the Teacher Education Institutions and Teacher Educators brought as by NCTE.

additional intake for B.Ed. course. As per NCTE regulation, the institution is required to obtain NAAC’s accreditation by April 2010, extended upto April 2011. The institute may furnish the details about the application submitted by them to NAAC for this purpose

Two of the faculty selected for M.Ed. course namely Smt. Munni yadav and Salini have already been shown in the faculty list of B. Ed. Department thus the B.Ed. Course get short of the Faculty. The University needs to submit a separate list of B.Ed. Course and M.Ed. course and supporting documents about their selection as per prescribed procedure.

The Faculty appointed by the Institution does not possess the requisite experience as per NCTE Norms :-i) The HOD namely Smt.

Reva Pazireoo does not have 12 years experience in B.Ed. College as it has not been supported by documents.

The 7 Years’ experience in Gandhi Memorial College, Jammu & Kashmir is on part time basis. Moreover, she does not possess requisite 5 year’s experience of teaching at P.G. Level to qualify a HOD.

ii) Certificate of experience of Dr. Surya, appointed as Associate Professor, has not been submitted. The document does not establish that she possesses experience of teaching at PG Level (M.Ed.) for 3 years.

Hence, NRC decided that show-cause notice under section 17 of NCTE Act, 1993 be issued to the institution before withdrawal of the recognition on the above grounds.

Lingaya’s College of Education, Faridabad


i) The institution is not

submitted Endowment Fund and Rs. 5 lacs in respect of additional unit of B.Ed.

ii) The institution is running B.Ed. and B.Ed. additional intake in the same premises alongwith MBA and B. Tech courses. Earmarking of space for B.Ed./ B.Ed additional course is spread across different floors of a block and also in different block in the same premises. This situation cannot be accepted.

iii) The institution has a faculty of fifteen including one principal. However,

the list includes 10 names which have been appointed without observing the required selection procedure. Only five names in the faculty list have been selected by a selection committee held on 28.03.2009. None of the candidates selected by the University vide selection committee minutes dated 09.02.2008 are included in the list. It is clear that the university has not followed the required procedure for appointment of faculty once additional intake was given to it for another 100 seats. The institution has been violating an important condition of the recognition.

iv) Two faculty members namely Mrs. Munni Yadav & Mrs. Salani, in the B.Ed. department have been selected for M.Ed. course. The university has not shown the replacement and has not even initiated any process of appointing the replacement

Hence, NRC decided that show-cause notice under section 17 of NCTE Act, 1993 be issued to the institution before withdrawal of the recognition on the above grounds.
