The 168th meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held on October 05-08, 2010 at Conference hall, NRC, NCTE, Jaipur.

In pursuance of the Gazette Notification No.213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee and being exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, former Member Secretary, NCTE.

The three teachers selected earlier have been replaced by three new teachers having requisite qualifications but their appointment has not been approved by the Univeristy as required under section 7(9) and (711) of the NCTE Regulations 2009

Hence the committee decided to direct the institute to obtain the requisite approval of the University and submit the same to NRC within 30 days, as required under clause 7 (9) of the NCTE, Regulations, 2009.

Education can be appointed in the event of non-availability of suitable person upto the age of 65 years. Shri Yadav is not a retired Professor or HOD. The institution be asked to appoint a Principal as per NCTE norms.

The faculty appointment is not as per NCTE norms. Whereas it has appointed one lecturer extra, having a Master degree in Education (MA in Education), out of the remaining 7 lecturers, three possess M.A. (Education). As per NCTE norms only one lecturer can have a MA (Education) qualification and remaining six should possess a M.Ed. qualification. Only four of the faculty appointment in the institution possess a M.Ed. qualification.

The institution has not yet built up its science lab properly, despite its explanation in letter dated 08.07.2010, supported by photographs. The science lab should have proper experimental table with water arrangement and in built sink.

Classroom furniture comprises of long tables and long benches without back support, which is not appropriate for such senior students.

The multipurpose hall is of inadequate size and not as per NCTE norms. It has plastic chairs and does not have a raised platform, dais and a public address system which are essential. It is merely a four-walled structure with removable chairs.

The VT observed that the psychology and science labs are being run in a single room. The corresponding portion of CD has been edited to reflect that the psychology lab has a distinct entity. Videography for the psychology lab added without VT members in the lab. The science lab has no proper experimental tables. Slabs on the side walls have been provided but number of equipments/apparatus displayed are not adequate. The

B.Ed. The original file of the Institution, VT report, along with all other related documents, Act of NCTE, 1993, Regulations and Guidelines of NCTE published from time to time were considered by the NRC and the committee observes the following:-

The laboratories are ill-equipped and have not been made at all. The equipment/apparatus which are inadequate in numbers have been shown on the table without any fixed lab structure. The science lab has not been built up at all. It lacks experimental tables with water facilities and associated sink.

The classroom furniture is not adequately furnished. The long tables and long benches without back support are not appropriate. There are no proper classroom chairs.

Computer room has computer table but computer chair has not been provided.

Toilet facilities and drinking water facilities are unhygienic.

The play ground has not been developed at all.

The books in the library are not adequate in numbers ( only 1200 book). Library has not subscribed any journal.

Hence, NRC decides that show-cause notice under section 14(3)(b) of NCTE Act, 1993 be issued to the institution before refusing the recognition on the above grounds.

The CD submitted has been edited, it gives a front elevation of another adjacent building which may be of a school and on which a temporary board of the college has been placed. This picture has no VT member and as such has been added to the CD for misguiding the committee.

The entire building is still under construction but flooring, painting, furnishing has not been completed yet (till the time of inspection). The board/hoarding of the college name is a temporary board which does not give a confidence that the building will not be used for other purposes/course.

It is clear that the university has not followed the required procedure for appointment of faculty once additional intake was given to it for another 100 seats. The institution has been violating an important condition of the recognition.

iv) Two faculty members namely Mrs. Munni Yadav & Mrs. Salani, in the B.Ed. department have been selected for M.Ed. course. The university has not shown the replacement and has not even initiated any process of appointing the replacement
