Welcome to the NECoPA 2019 Conference!
On behalf of the NECoPA Conference Planning Committee, Officers, and Board of Trustees, I warmly welcome you to LIU-Brooklyn for the 2019 NECoPA Conference entitled “NECoPA
2019: Building an Equitable Public Service through Sustainability and Innovation.” A decade ago, the first-ever NECoPA Conference, “Public Service Under Pressure” called for a reimagining of public governance in light of the 21st-century fiscal envi-ronment. Ten years later public governance and democratic values are still under pres-sure, public institutions are being challenged more than ever before and the politics of division has become an unprecedented norm. We are excited that this year’s confer-ence provides topical research, best practices and evidence-based solutions that fashion a public service that is innovative, inclusive and empowers traditionally marginalized communities within the reality of fiscal constraints.
Highlighting the 2019 Conference are our three keynote lectures. The Saturday morn-ing plenary will be given by Council Member Adrienne E. Adams, the first woman to be elected to represent City Council District 28 in Queens, N.Y., the easternmost and largest in area of the five boroughs of New York City; our Saturday luncheon keynote, Carol Aguirre, is the Director of K-12 Special Populations at the NYC Department of Education's Office of Teacher Recruitment and Quality, the largest city school district in the country. She comes to us with over twelve years of experience advocating for public education, underserved populations and gender equity, including an appointment in President Obama’s Administration located at the U.S. Department of Educa-tion. These keynote addresses will take place on campus at The Brooklyn Paramount Theatre. The “Paramount” operated from 1928-1962 as a live performance venue and was the first theater in the world designed to show talking movies. Performances at the Paramount included artists such as Frank Sinatra, Ella Fitzgerald, Miles Davis, Bing Crosby, Buddy Holly, and Chuck Berry. On Sunday, please join us at the University’s Cyber Café (Freshens) where Public Advocate, Jumaane D. Williams will deliver the Sunday luncheon keynote address. Among other accomplishments, Public Advocate Williams sponsored the Community Safety Act aimed to end the abuse of the NYPD’s use of stop, question and frisk. He has been arrested more than any other sitting elected official, fighting for women’s rights, immigration rights, housing rights, police injus-tices and more.

Please also join us for Friday afternoon’s Super Panel, WPS-AWPA Super Panel: Pro-moting Gender Equity in Policing and Prisons, from 3:30 – 4:45 in the Health Science Building (HS) 107. We invite you to Friday evening’s Reception at Fulton Hall locat-ed nearby at 250 Ashland Place, and Saturday evening’s Reception located on the 4th floor of the University’s Wellness Center. NECoPA Founding Institutions NECoPA was founded in October 2010 at the School of Public Affairs and Administration (SPAA) at Rutgers—The State University of New Jersey as an annual, regional conference of the American Society for Public Ad-ministration. As an organization, NECoPA provides support for universities in the northeast region as they work to plan and host the annual conference. This event is intended to provide educational opportunities for scholars, practi-tioners, and students interested in the scholarly exchange of public administration research, best practices, and networking. Participants come from around the country and the world. To date, NECoPA conferences have been held at Rutgers—The State University of New Jersey (2010), John Jay College-CUNY (2011), the University of Massachusetts – Boston (2012), the University of Delaware (2013), the University of New Hampshire in Portsmouth (2014), George Mason University’s Arlington Campus (2015), Penn State Harrisburg (2016), the University of Vermont (2017), and the University of Baltimore (2018). The 2019 conference will mark NECoPA’s 10th anniversary. Adrienne E. Adams
Council Member
District 28
A lifelong resident of Southeast Queens, Council Member Adrienne
E. Adams was elected to the New York City Council in November
2017, becoming the first woman elected to represent City Council
District 28. Ms. Adams was appointed to Governor Andrew
Cuomo’s Local Planning Committee (LPC) for the Jamaica Down-
town Revitalization Initiative, which provided a$10 million dollar
award for neighborhood transformation, helping to support several
projects to advance the community’s vision of vibrancy and eco-
nomic stability. Council Member Adams is also former co-chair of
the Jamaica NOW Leadership Council, a diverse group of stake-
holders who provide oversight of the revitalization and economic
development of the downtown Jamaica core, which encompasses
over $150 million in funding. The Council oversees a plan that out-
lines strategic actions in the areas of workforce and business devel-
opment, education, health and wellness, public safety, youth devel-
opment, housing, transportation, and urban design improvements for
the revitalization and growth of Jamaica, Queens. Council Member
Adams is a long-standing member of several community-based or-
ganizations, including the NAACP and the National Action Net-
work, which champion civil and equal rights and the provision of
academic funding and scholarships to deserving students. Council
Member Adrienne Adams is a proud, active member of Alpha Kap-
pa Alpha Sorority, Incorporated, the first sorority for black college-
educated women. Council Member Adams is also a professional vo-
calist, who considers her spiritually-inspired vocal gift as her “secret
weapon.”

Carol Aguirre Director, K-12 Special Populations Office of Teacher Recruitment and Quality NYC Department of Education
Carol Aguirre is an expert in the field of public education policy and programming. She provides strategic direction to grow non-profit and public organizations, policy initiatives, and educational programs. She has over twelve years of experience advocating for public education, underserved populations and gender equity, including an appointment in President Obama’s Administration at the U.S. Department of Education. Currently, she is the Director of K-12 Special Populations at the NYC Department of Educa-tion's Office of Teacher Recruitment and Quality, the largest city school district in the country. In this role, she oversees all policy and program initiatives impacting teacher recruitment for special education, multilingual learning, career and technical education for NYC’s 1,800 traditional public schools. Passionate about paying it forward, she is an active member of the NYC Mujeres de HACE, a program focused on supporting Latinas succeed pro-fessionally through professional development and education man-agement. She holds a Master’s in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a Bachelor’s in Business Administration from Notre Dame de Namur University. In her free time, she loves to dance salsa, cook and explore her new neighborhoods in NYC.

Sunday Luncheon Speaker │ November 10 Jumaane D. Williams Public Advocate New York City
Jumaane D. Williams is the Public Advocate of the City of New York. Previously, he served on the NYC Council representing the 45th District. Jumaane is a first-generation Brooklynite of Genadian heritage. He gradu-ated from the public school system, overcoming the dif-ficulties of Tourette’s and ADHD to earn a Master’s De-gree from Brooklyn College. He began his career as a community organizer at the Greater Flatbush Beacon School and later served as the Executive Director of NYS Tenants & Neighbors. There, he fought for truly affordable, income-targeted housing across New York City and State. In the NYC Council, Jumaane champi-oned landmark legislation that fundamentally trans-formed policing in NYC. Jumaane sponsored the Com-munity Safety Act, reforming the City’s Police Depart-ment by ending the abuse of Stop, Question & Frisk in communities of color and creating the NYPD’s Office of Inspector General to investigate unlawful & unethical behavior. Jumaane has led the fight for better policing and safer streets, affordable housing, and transparency and accountability in City government. As Public Advo-cate, Jumaane continues to be an activist-elected official who brings the voices of everyday New Yorkers to City government, fighting to make New York a truly progres-sive beacon for all.
