Divan Webster claims he was on leave at the time of the incidents he is accused of and has been framed because of something he witnessed in 2012. In 2014, a former reservist at the Parow po- lice, Lizelle Mouries, was found guilty of confiscating drugs from dealers, taking money in exchange for not arresting them and then reselling the drugs. Mouries entered into a plea agreement with the state in which she spilled the beans about how she collaborated with other po- lice officers in these crimes. Although the office of the Director of Pub- lic Prosecutions (DPP) then led an investiga- tion that apparently uncovered several simi- lar incidents over a period of time, Webster says he was charged for fraud and corrup- tion on two occasions: 29 April and 25 June 2013. TygerBurger is in possession of a certified copy of the attendance register of the Parow police station for these two dates, where it shows Webster was off sick on the one day and on annual leave during the other. Additionally, the charge sheet against him is stamped and signed October 2012, long before the alleged cases even occurred. Webster says during 2012 he once attended a call-out about a suspicious vehicle in Plat- tekloof. “I arrived at the address the caller provided and a woman was waiting outside. She told me to go inside,” he says. The house belonged to the son of Salim Dawjee, who is now being investigated to- gether with his father and former Western Cape police commissioner General Arno Lamoer and Brigadiers Kolindren and Shar- on Govender who face corruption charges. He says this same group of people were gathered around a table inside the house. Webster says he was told to greet Lamoer and the Govenders and he then left to patrol the area. “I still don’t know why I was taken inside, it does not make sense. But it was only a cou- ple of weeks later that it was discovered that Dawjee Sr put R20 000 into Lamoer’s ac- count,” he says. He now believes these high-ranking offi- cials wanted to get him out of the way in case he talked about the gathering. “This office cannot comment on allega- tions made by Constable Webster. He will have an opportunity to present his case in court,” said provincial police spokesperson Captain FC van Wyk. But although the ten accused have ap- peared numerous times in the Bellville court since their arrest, it is not clear when the trial will start. Webster says in the meantime, his life has been falling apart. Despite being redeployed to Milnerton po- lice station, his redeployment papers were not served until a couple of months ago. Once he received them, he presented the Mil- nerton station commander with a letter from his psychiatrist stating that he is not fit to work due to stress. Then his salary was stopped without no- tice in May. Shortly afterwards his wife took their ba- by and left because she could not take the strain the case has had on them any more. With no income, all his policies and medi- cal aid were cancelled and he had to give up his apartment in Milnerton. Through all this his parents and close fam- ily has supported him, attending every court appearance and facing financial ruin by pay- ing an advocate R2 500 per day to represent him. They obtained all the documents relating to the case they possibly could, but say it is still not clear exactly what the charges against Webster are. “The individual charges will be made known when the accused are asked to plead,” said van Wyk this week. “The investigation links ten members to a series of incidents and the decision to charge the accused was made by the office of the Director of Public Prosecution (DPP),” he said. CORRUPTION: COP ACCUSED OF BRIBERY SAYS HE SAW TOP OFFICERS IN DODGY MEETING

‘I’ve been framed’MAGRIET THERON

@magrietron

One of the ten former Parow police offi-cers accused of fraud and corruptionhas blown the whistle on the sinister

circumstances surrounding theirmuchpub-licised arrest in November 2014.

Divan Webster claims he was on leave atthe time of the incidents he is accused of andhas been framed because of something hewitnessed in 2012.

In 2014, a former reservist at the Parowpo-lice, Lizelle Mouries, was found guilty ofconfiscating drugs from dealers, takingmoney in exchange for not arresting themand then reselling the drugs.

Mouries entered into a plea agreementwith the state in which she spilled the beansabout how she collaborated with other po-lice officers in these crimes.

Although the office of the Director of Pub-lic Prosecutions (DPP) then led an investiga-tion that apparently uncovered several simi-lar incidents over a period of time, Webstersays he was charged for fraud and corrup-tion on two occasions: 29 April and 25 June2013.TygerBurger is in possession of a certified

copy of the attendance register of the Parowpolice station for these two dates, where itshows Webster was off sick on the one dayand on annual leave during the other.

Additionally, the charge sheet againsthim is stamped and signed October 2012,long before the alleged cases even occurred.Webster says during 2012 he once attendeda call-out about a suspicious vehicle in Plat-tekloof. “I arrived at the address the callerprovided and a woman was waiting outside. She told me to go inside,” he says.

He says this same group of people weregathered around a table inside the house.

Webster says he was told to greet Lamoerand the Govenders and he then left to patrolthe area.

“I still don’t know why I was taken inside,

it does not make sense. But it was only a cou-ple of weeks later that it was discovered thatDawjee Sr put R20 000 into Lamoer’s ac-count,” he says.

“This office cannot comment on allega-tions made by Constable Webster. He willhave an opportunity to present his case incourt,” said provincial police spokespersonCaptain FC van Wyk.

But although the ten accused have ap-pearednumerous times in theBellville courtsince their arrest, it is not clear when thetrial will start.

been falling apart.Despite being redeployed to Milnerton po-

In an internal disciplinary hearing in Janua-ry, Webster and his co-accused were chargedfor misconduct on the two dates in April andJune 2013. The case was withdrawn becausethe witnesses did not show up to testify. Duethis outcome the officers were not suspendedfrom service, but placed at other stationspending the outcome of the criminal case.

Webster says no matter what the courteventually finds, his life is ruined because ofthe allegations.

“I have been made a bad apple. And I willnever go back to the police,” he says. He quitthe service a week ago.

“The day we were arrested, a squad wea-ring helmets and carrying R5 rifles camerunning down the corridor to our paraderoom. Two men with television cameras we-re running behind them, cameras held abovetheir heads. I thought they were making a do-cumentary or something.

“The photograph of us, cable tied and fa-cing the wall, was published all over, but Ican tell you by the time that picture was ta-ken we have been standing like that for overan hour, with our superiors laughing behindour backs.”

He says their ranks were torn from theirshoulders and when they were eventuallymarched out of the station, his colleagues we-re applauding.

“Upon our arrival at the Bellville policecells, the van was instructed to revese parkso the cameras could catch us as we climbedout,” he says.

He remembers the terrible stench of thecramped and dirty cells where they werekept for three nights.

“I would not send my worst enemy there,”he says.

The ten accused will appear in court againon 20 August.

Key to the case against the ten police officersfrom Parow are two incidents in 2013 for whicha former reservist was found guilty. In her pleaagreement, she implicated her colleagues.

The Parow police attendancy register revealsConstable Divan Webster, was on both occasions not at work at the time of the allegedoffences.

Jetsetters: Gabriella de Gouveia, Kirsty Manuel, Bryn Botha, Daniella Das Neves andSkylah Esterheizen from Panorama Primary School won the recent SA National Fitness andHip Hop Championship. They will be jetting off to compete in the world championships onthe Caribbean island of Martineak in December.

All categories of crime reported in Parowduring June have increased in comparisonto June last year.

This is according to crime statistics relea-sed at the Community Policing Forum(CPF) meeting on 21 July.

Contact crime has gone up from 122 to 145incidents, property related crimes increa-sed from 226 to 256 and police initiated cri-mes have escalated from 57 to 79.

On the other hand, 133 police initiated ar-rests were executed in June. This numberhas gone up from 96 in April and 107 in May.

According to Captain Piet van den Berg

of the Parow police who presented the sta-tistics, the police are seriously looking intoprostitution as they believe it is related tomany robberies and carjackings.

New crime trends include the theft of bat-teries at traffic lights, the removal of entirewindows when breaking in at night (especi-ally in the Plattekloof, Welgelegen and Pa-norama areas) and the theft of car batteries.

Van den Berg said there is still a high inci-dence of people having their cellphones sto-len while using their phone when walkingon the street.

Another recurring problem is the theft ofvaluable items from vehicles, although hewarned some claims might be falsified forinsurance purposes.

Familie soek na antwoordeMAGRIET THERON

@magrietron

Hy was nie so ’n mens nie.

Klassifiseer dit hom nou as ’ngangster?”

FOTO: MAGRIET THERON

A new safety kiosk, manned by ten com-munity liaison officers at the Tyger-berg Hospital precinct has helped mo-

re than 600 people within the first twoweeksof its existence. This is according to provincialminister of

safety and security Dan Plato who formallyhanded over the kiosk to the hospital on 27July. It has been operating since the end ofJune.“The size of the hospital and design of the

precinct poses anatural security risk and in-creases the opportunity for crime, as crimi-nals were often found to be walking aroundthe hospital or on the precinct looking foran opportunity to commit crime.“To negate this, the Chrysalis graduates

have been deployed to focus on identifyingthose members of the public who seem to be

unable to find their way around the hospitalprecinct and assist them accordingly,” saidPlato. To ensure the graduates are properly

equipped to performdutieswithin the hospi-tal precinct, an induction programme wasdesigned and presented to the graduates, af-ter which they were issued with a reflectorbib identifying them as community liaisonofficers. The handover of the kiosk forms part of

the larger Safety Partnership launched inApril this year where the department ofcommunity safety’s Security Risk Manage-ment (SRM) division identified additionalWesternCape government sites tohelp redu-ce opportunities for crimeandanti-social be-haviour, to create safer andmore secure ope-rating environments.

“Ek is ooknie skaamomvuur temaaknie. Ek braai ten minste vier keer per week.

Webnerstraat-skoolhoof, JD Aspeling, is toegenader. Aspeling was baie bly oor die inisi-

atief.

So gaan kosbare talent verlore.”

hoe seker hy is.

OnduidelikQuli het 22 jaar by The Ark gewoon nadat

blik toe ek hom gevind het.“Dit was inderdaad my grootste geskenk

Mr Robert Sands, you obviouslydon’t live in Richwood. Wehave been campaigning for awall or fence to close off entryinto our suburb for about 15years, but our pleas have fallenon deaf ears (“Pedestrianbridge on N7 long overdue”,TB, 22 July). Crime has increa-

No need for peopleto be crossing N7

I refer to an recent article(“Verligting vir verkeersdruk,TB, 15 July) with regards tothe Traffic calming policy ofCity of Cape Town Municipali-ty (CCTM).

Regrettably, the CCTM hasno policy to promote trafficflow. All measures taken atsubstantial cost are to curbtraffic flow at the expense ofroad users. I thus supportGerhard Fourie’s view that hewould like to rather spendmoney on other projects ratherthan on speed humps.

I cannot think of any positi-ves arising from introducingspeed humps. They waste fueland time, wear out vehicles’shock absorbers and disturbthe beauty of our roads. Also, adding stop signs at variousspots where they are notneeded creates similar pro-blems. The old story that theyare there to prevent road usersfrom ignoring the speed limitand speeding at night is highlyexaggerated.

Speed humps are awaste of money

I guess many of the com-plaints and requests for speedhumps are from retired people.I assume that the noise madeby passing vehicles at 14:00disturbs their after lunch nap.

I have no problem with oldercitizens – I’m 60, but work dailyto earn a living and use ourroads to make deliveries. I alsosupport the reality of robotsystems and 4-way stops wherenecessary to regulate traffic.

I live in Eversdal and canname several occurrenceswhere the stop or hump simplymakes no contribution to ourenvironment or traffic flow.

So, please, spare a thoughtfor taxpayers like me who usethe roads daily for workpurposes and don’t like beingjuggled around or stopped every100m.

It simply wastes my time andwear out my bakkie.

Wees dus gewaarsku: tel diehout wat by jou afgelaai word.

LEWENSKIEKIE

If having your favourite band perform foryou in the privacy of your own living roomsounds like a dream, then go ahead andpinch yourself – it’s a reality.

The Greater Tygerberg Partnership (GTP)has teamed up with local creative startup Ci-ty Soirée to bring the living room concertsto the northern suburbs.

Dubbed Secret Soirées, these events by Ci-ty Soirée enable fans to host their favouriteartist or band in their own home. Fans getto connect with their artist of choice, whilethe artist gets more performance opportuni-ties.

AGTP statement explains howCity Soiréeuses their innovative crowdfunding appro-ach to facilitate and help organise these inti-mate concerts – a first of its kind for eventsin South Africa.

“You choose the artist and City Soirée willcontact them, see if they are available andset it up. All that is left for you to do is spreadthe word and get friends and other fans topledge!” states the GTP.

For the event to happen, 30 fans need to“pledge” their interest.

“A pledge is like buying an early bird tic-ket, but with the guarantee of getting yourmoney back should the event not get the re-quired number of pledges to go ahead,” ac-cording to the statement.

This takes the risk out of the process andensures events only go ahead where there is

a perfectly sized audience.According to the statement, once the tar-

get is reached, “general tickets” are madeavailable if there is room to accommodatemore people, and is capped at 60 people to“ensure an intimate and exclusive experien-ce” for everyone.

“The host’s address is kept secret and onlygiven to guests who pledge or buy generaltickets through City Soirée’s website.”

“You get to listen to your favourite bandwith only other fans that love them as muchas you do.”

Some past soirées included artists such asFrancois van Coke, Nakhane Touré, KoosKombuis, Valiant Swart, Derek Gripper, MrCat & The Jackal, Bateleur, Guy Buttery,Bongeziwe Mabandla, Shane Cooper, Boka-niDyer,Albert Frost and even some interna-tional artists such as Stelth Ulvang (The Lu-mineers),WillyMason, LauraBurhenn (TheMynabirds/Bright Eyes), and many others.

As jong man wou Willie ’n klere-ontwer-

Ekkry bestellings van so ver as De Aar,” sê hy.

Ant strength the new super power on screen

LOUISA STEYL@lounotes

His fans know him simply as JoshuaGrierson, but the Brackenfell singerand songwriter has been cooking up

something different with his new project,FOLLOWER (sic).Joshua had been writing a number of

songs using a loop pedal and, known for hismelancholic storytelling, decided hewantedto do something else with his music.“I wanted to make music that makes peo-

ple dance,” and so, FOLLOWER was born.Joshua, who has been a part of the local mu-sic industry for the last 15 years, has experi-mented with almost every genre under thesun, but dance is new territory for him.“I’ve always been fascinated with the et-

hos and everything behind it,” says Joshua. His brand of dance or electronic music is, ashe says: “still typically Josh”. The music isa hybrid of recent Thom Yorke solo music, mixed with a bit Portishead with elements ofFlorence and the Machine, coupled with Jo-shua’s introspective, thought-provoking ly-rics. He’s dubbed his new sound asAlternati-ve/Electro or Altro for short.

Multiplicity“This journey has been interesting for me,

because I didn’t know if I could pull it off.”Joshua confesses to not being able to usemu-sic production software so he decided to em-ploy a DJ/producer to help him create thesounds in his head. Enter Nicolaas van Ree-nen from Bateleur and Fever Trails. While enthusiastic about the project, Nico-

laas is too busy to join Joshua on stage, sothe second member of FOLLOWER is GeanBurrel. They’ve already been booked to playthe Van’s campsite stage at Rocking the Dai-sies this year.Besides wanting to make people dance, Jo-

shua also wanted to create something entire-ly different so that it could be possible to liveand work in Europe where the vocal electro-nic movement is growing. He says he’s beenfeeling slightly stifled in the current SouthAfrican cultural climate and is looking for aplace to spread his wings.Essentially though, Joshua created FOL-

LOWER to give his listeners a distinctivesound in which to immerse themselves: “Aricher-bodied experience.”Joshua’s plan for the next few months is

to release singles, get them on radio, releasemusic videos and ultimately release a bodyof FOLLOWER work sometime in Septem-ber.Ideally, he wants to eventually turn FOL-

LOWER into at least a quartet with a small

choir of four or five people behind him. “I re-ally want to make this exceptionally beauti-ful in terms of live sound.”Some fans may have seen Joshua promo-

ting a “farewell tour” towards the end of lastyear. Despondent with the local industry, hedecided to stop performing under his ownna-me. It’s not the first time Joshua has been onstage under another name though. He perfor-med as Emo Kid Josh when he was a teen.He also performed as Mercurial for a shorttime.“I killed myself off, in musical terms, but

I realised that I can’t livewithout singingme-lancholic songs about weird characters.” Jo-shua says he needed to resurrect himself andfans can look forward to a new Joshua Grier-son album as well when he releases StrangeHeart: A suburban short story, also in Sep-tember. The album contains six previouslyrecorded songsproducedbyDanRoberts thatJoshua hasn’t been able to release up untilnow.

On stageWhen he isn’t performing under his own

name, as FOLLOWER or as Joshua and theTrouble, Joshua is also a part of BIG EXIT(sic), his rockband. Their single, “Prize Figh-ter”, is available on Soundcloud. His otherproject is Field of Giants, which he describesas instrumental, post rock, experimentalmu-sic.FOLLOWER will be on stage at The House

of Machines in CBD on Wednesday 5 Augustand Joshua will be on stage there everyWed-nesday in August. He’ll also be at AlexanderBar on Friday 7 August.V Visit the Facebook pages for Joshua’s various projects for more information. His music is also availableon Soundcloud and YouTube.

Theatre gets aCape Town twistNorthern suburbs commu-

nity theatre company Le-gend Productions will

add a modern twist to the sta-ging of the gospel musical TheWitness at the Galloway Theatrefrom Friday 7 to Saturday 22 Au-gust.The Witness is a narrated mu-

sical drama written by Grammyaward winners Jimmy and Ca-rol Owens. It’s a story as colour-ful as South Africa itself: A sto-ry of love, laughter, survival, sa-crifice, forgiveness and being awitness to the Truth.

It’s the story of Jesus’s life, told through the eyes of fisher-man-cum-apostle Peter, but thistime round, the production isset in modern-day Cape Town.

Producer and director SeanDryden is working with a castof 20 amateur singers and actors

and his production team hailingfrom Northpine, Durbanville,Parow, Belhar, Brackenfell,Bellville, Welgelegen, Good-wood, Kuils River, Eerste Riverand Kraaifontein.

The Disney musical, Hunch-back of Notre Dame, staged byLegend Productions at the Bell-ville Civic Centre last year, clai-med several awards at the CapeAmateur Theatre Awards (CA-TA), including the Cape TimesCup for Most Adventurous Pro-duction.

The weekday shows start at19:30 and the Saturday shows at18:00.V Tickets cost R110 and R80 for pensioners and students. Visit www.waterfronttheatreschool.co.za/booknow orcall Sharon on 082 772 8867 to book.Visit the Legend Productions Facebook group for more information.

Durbanville singer and song-writer, Vernon Barnard isbringing his new album,Lastman standing, to JamrockTheatre in Brackenfell onFriday.

As a “huge fan” of The BeeGees, Vernon’s album fea-tures his own compositionswhich are heavily influ-enced by the group’s sound.

Vernon is perhaps betterknown for his Bee Gees trib-ute show, Staying Alive, which has played to sold outaudiences across Cape Town.

He says a lot of effort goesinto recreating the popband’s unique sound. “TheBee Gees’ music is mostprobably the most difficult toperform due to their incredi-bly complicated harmonies.”

Having achieved thesound with his band, Vernondecided the time had come topay tribute to the “last manstanding”, Barry Gibb, thelast surviving member ofThe Bee Gees.

Vernon says Last manstanding is not a copy of TheBee Gees, as that, in his opin-ion, would be impossible.

“This is my humble way ofpaying respect to one of thegreatest songwriters andperformer groups of ourtime.”

The album was recorded athis Kidz Rock Studios and insome way also reflects hisown musical journey.

Vernon used to performwith a group made up of histhree brothers and a friend, and is the only one still per-forming, making Last manstanding an even more ap-propriate title.

His show with the same ti-tle at Jamrock Theatre, willshowcase his new album, butalso include Bee Gees hitslike Staying Alive.V Doors open at 19:00 and theshow starts at 20:00. Tickets costR100. Call 021 981 1313 or email ad[email protected] tobook.

SAREL BURGER

Royal Grammar Armagh, Engeland) enTygerberg-klub (26-15 t Hamlets-klub,Mamre).

POWER SERIES: SPECIAL DAY FOR WOMEN AT KILLARNEY

Ladies first on race dayADRIAN PHEIFFER

Saturday’s round of the exciting PowerSeries sponsored byWingfieldMotorsat Killarney is going to combine a day

of red hot racing with a number of carnivalitems in celebration of the comingWomen’sDay.For a start, every woman attending will

receive a gift voucher with her admissionticket that can be redeemed at the club-house. Once there, the women will be pam-pered. There will be free tea, coffee or hotchocolate for those arriving before 09.00,with other giveaways during the day. There will also be a variety of stalls cater-

ing for them. In addition, two lucky womenwill win a (very) high speed lap around thecircuit in a V8 Masters sports racing car.

Serious businessAs far as themore seriousbusiness is con-

cerned, with Craig Jarvis making his firstappearance in his new V10, 8.4-litre DodgeViper, one of the largest and most powerfulsports cars in the world, his battle withreigning champion Francis Carruthers inhis slick Juno SS3 and the extremely quickLotus Exige of Dawie Joubert in the Cross-ley and Webb Sports and GT events, is ex-pected tobeamong thehighlights of theday. The versatile Jarvis will be in action

again in the one-make V8 Masters eventswhere he is bound to make up for missingthemost recent meeting. His target is goingto be the three current leaders, FrancoDon-adio, Fabio Tafani and Richard Schreuder.Incredibly, this trio is only separated by asingle point at the top of the championshipscoreboard.Another threat is likely to be posed by

multiple former titleholder Marcel Angel, the overall winner of the fourth round lastmonth, who is back at his mercurial best. With the Makita Formula Supercars due

to start on the same grid but behind theV8s,this effective double race will provide a bo-

nus for spectators. And with noentries from leading hotshotsNick Adcock and Dayne Angel, the baton will be handed to driv-ers like Brad Wadeley, GarethEasom, Andrew Moffitt and Ry-anMcCarthy. It should be a closeone.

Classic actionThe closely related Mutlu Bat-

teries Classic Cars and Cars Un-limited Fine Cars will also sharethe track. Classic action seemslikely to be concentrated onChris Carolin in his Mazda rota-ry, back inactionafter a long lay-off. He will be up against DaveKopke (Mazda R100), RichardQuixley (Datsun 240Z) and Trev-or Momberg (Ford Capri 3.4l).While the Fine Car line-up is

dominated by older Porsches, unusual entries like Dave Row-ley’s VW Beetle and Anton Rolli-no’s Rover MG B always add in-terest.The Midas Clubman clash

could develop into a Beemer bat-tle, with the spectacular Danie van Niek-erk’s 325 up against the M3s of Achmat Ach-mat and Ebrahim Levy. On the other hand,Andre and Alex Johnson in their Audi tur-bos and hot Golfer Clint Rennard may dis-pute that statement. The single seater Formula Libre events

see the return of the promising 15-year-oldJoshua Dolinschek in a Formula FordZ-Tech while a determined Paul Simon ishoping to increase his lead in the Bold Ma-rine GTi Challenge.
