DIAMANTHANDELAAR: AGTER STUUR VAN GESTEELDE JEEP IN HEGTENIS GENEEM
Man van beloftes vas
MAGRIET THERON
@magrietron
n
vard voorgekeer.
Die voorste en agterste nommerplate en
die inligting op die lisensieskyfie het van
mekaar verskil.
Die Jeep is in 2012 in Boksburg as gesteel
aangemeld.
Liebenberg het Maandag (25 Januarie) in
die Goodwood-landdroshof op n aanklag
van die besit van gesteelde goedere verskyn,
ondersteun deur sy kollega, Amanda Ter-
blanche, en nog n vrou. Hy is nie gevra om
te pleit nie.
Hy is R2 000 se borg toegestaan en die saak
is na Boksburg se munisipale hof verwys,
waar hy op 1 Februarie moet verskyn.
TygerBurgerhet verledeweek berig hoe n
namens Liebenberg aanVan Zyl terugbetaal
Volgens Liebenberg was Diamond Trade
se kantore blykbaar tot 18 Januarie gesluit,
het Van Zyl nooit enige bankrekeningbeson-
derhede aan hom verskaf nie en verstaan
mensebloot niehoe hierdie soort vanbeleg-
ging werk nie.

The Station Road precinct in Parow is becom
ing a feast for the eye as artists, business
owners and the GTP come together in a
community upliftment project called Art in
Action. This mural by artist Conform is the
newest addition above the family owned
Cobblers Den, a shoe store that has been
serving clients since the 1960s. Story on page.2

VERVOLG VAN BLADSY 1
Dit is nhorisiko- enhoopbrengsbeleg-
ging en moet as sulks gesien word. Daar-
arie enhiermeebeskouekdie aangeleent-
maatskappye, Wealth4U (W4U), in 2010
gelikwideer nadat beleggers nagenoeg
R100 miljoen daarin gestort het.
nOmvattende ondersoekdeurdieAfri-
can Network of Centres for Investigative
Reporting (ANCIR) het verlede jaar aan
die lig gebring dat Liebenberg voor 2010
n sleutelrol gespeel het in die vorming
van nmaatskappy saammet lede van die
Siciliaanse Mafia, wat diamanttransak-
sies met verskeie Afrika-regerings ge-
doen het. Di vennootskap het, volgens
die verslag, n paar jaar later geindig toe
Liebenberg die rol van fluitjieblaser inge-
neem het.
Een van die vennote, Antonino Messi-
cati Vitale, n Siciliaanse Mafia-baas, is
in 2014 gearresteer op aanklagte van
moord, onwettige wapenhandel, mense-
handel, geldwassery en dwelmhandel.
Art in Action a huge success, now for phase 2
The second phase of the Greater Tygerberg
Partnerships (GTP) Art in Action project
has begun.
Themain aim of this project themed Cel-
ebrate diversity, celebrate our people is up-
liftment of the community, says Jonita Pas-
jar of the GTP.
She says the first phase was a great suc-
cess resulting in streetmurals in the Station
Road precinct by Jack Fox, Chris Auret,
Freddy Sam and See Saw Do. These murals
were completed over the course of July and
August last year.
After meeting with building owners,
traders, and pedestrians in the Station Ar-
cade, they painted four very different, very
exciting artworks, she says.
The second phase of the project started on
19 January and the first art work was com-
pleted three days later by street artist Con-
form on 31 Station Road at Cobblers Den.
Conform, born Wayne Beukes, takes his
inspiration from his childhood inMitchells
Plain, where he grew up.

nwoners van Elandstraat in Parowvallei
is raadopmet die hoeveelheid rondlopers
wat op hul sypaadjie bly.
Niemand is meer veilig in hierdie straat
nie. Die mense sit openlik langs die pad tik
en dagga rook. Een vrou het twee kinders
by haar, n baba en n kleuter, en een van
hulle het onlangs vir twee dae aanmekaar
gehuil, s JohanFourie, n inwonervandi
straat.
kerheidsmaatrel is by sy huis aangebring,
hof, n woonstelblok in Elandstraat, gebly.
My ma het een oggend wakker geword
Ons gebou is agter n groot, swaar hek,
Ander woonstelbewoners in Parowvallei
My suster, n huishoudster, woon in so
Onlangs is daar by haar seun
Ek is
seker dit is alles gesteelde goed, beweer
Fourie.
My
28s-bende.
FOTOS: MAGRIET THERON
Inwoners van Elandstraat het genoeg gehad
van die wetteloosheid op hul voorstoepe. Ons
rapporteer alles, maar daar word bitter min
opgetree, s een inwoner.
Die openingsbyeenkoms van die Vredelust-
gemeente se senior groep vind eerskomende

heid sal om 09:30 in die kerk-ouditorium be-

The water crisis in the Western Cape is not
over and the City warns that Capetonians
not adhering to restrictions can receive spot
fines or even jail time.
Every household and every business en-
terprise can actively play a part in saving
water during this excessively hot and dry
summer, Clive Justus, chairperson of sub-
council 4, said at the January subcouncil
meeting.
Level two regulations have been effective
since 1 January.
This means the price of water increased
especially for large domestic consumers,
who now pay more for the same amount of
water used before the restrictions a meas-
urement taken to encourage water savings.
Due to the Citys increasing block tariff
for domestic consumers, this will have very
little effect on small consumers andwater ef-
ficient households. On the other hand, large
domestic consumers will pay a significantly
higher marginal price for water, according
to a frequently asked questions (FAQ) fact
sheet published by the City.
One question is how the City will deter-
mine savings and what will be regarded as
normal monthly usage as the average
monthly usage is not constantAccording to
Ernest Sonnenberg, the Citys Mayco mem-
ber for utility services, the City has approxi-
mately 650 000 meters to read, and this can-
not all take place on one day.
Because of this, the City calculates the
daily average between two meter readings,
determines the daily average, and appor-
tions the water consumption across the two
billing periods, he says.
Justus asked residents of subcouncil 4 to
use water wisely.
The restriction notice indicates that
where other sources of water (i.e. not drink-
ing water from municipal supply) are used,
a notice to this effect must be erected in a
position clearly visible from a public thor-
oughfare.
In addition, watering gardens, parks,
open spaces, etc. with alternative water re-
sources such as harvested rain water, grey
water (re-used), treated effluent water, well
points and boreholes, is allowed only before
09:00 or after 16:00 on Tuesdays, Thursdays
and Saturdays, he said.
Failure to adhere to the water restrictions
may lead to spot fines of up to R1 500, issued
by the City of Cape Town in terms of theWa-
ter by-law.
Repeat offenders could be summonsed and
be liable for prosecution resulting in a fine
of up to R10 000, or imprisonment up to six
months, or both.

week by hom begin spook
het en hy amper geskors is.
Sam Pienaar het tot
Maandag 17:00 kans gehad
om aan sy politieke party te
verduidelik hoekom hy nie
ten tydevan sy 2011-aansoek
om as raadslid te dien, sy
destydse pos in die Suid-
Afrikaanse Weermag ver-
klaar het nie, en ook nie sy
deelname aan n weermag-
geleide slagtingwat die lewe
van drie jongmense geis
het nie.
Di inval, bekend as die
Trojaanse Perd-inval, is in
laat beland. Dit was egter sy verswyging
van hierdie inligting wat hom amper sy
pos, wat hom die politieke oorsiener van
dele van Bellville en Parow maak, gekos
het. Pienaar het verlede Donderdag, toe
die eerste keer oor sy betrokkenheid by
di inval berig is, by navraag aan Tyger-
Burger ges dat hy weldra sou reageer.
Baie dankie vir jou vriendelike na-
vraag. Ek sal ter gelegener tyd daarop
antwoord.
Liza Albrecht, DA-woord-
voerder, het Maandag aan
TygerBurger ges di party
wil nie kommentaar lewer
oor die relevansie van die
aantygings nie. Die DA
se provinsiale uitvoerende
komitee (PUK) het n brief
aan hom (Pienaar) Vrydag
oorhandig waarin die voor-
neme om hom te skors, uit-
eengesit word, het Al-
brecht ges. Die rede hier-
voor is die volgende: Daar
word beweer dat jy inligting
weerhou het van die party
ten opsigte van jou aktiwi-
teite as bevelvoerder in die voormalige
Suid-Afrikaanse Weermag, veral met be-
trekking tot 1985 se Trojaanse Perd-slag-
ting. Dit is die gronde waarop die Party
hom voorneem om Pienaar te skors, han-
gende n ondersoek.
Naberig is, het di partyPienaar se ant-
woord teen sy spertyd ontvang en teen
Dinsdag di antwoord oorweeg.

His love of reading saved him
Philani Dladla has written a book, The Pavement Bookworm, about how books helped him quit
his drug addiction and move off the streets.
W
hen Philani Dladla cracked open his
first book a heavy political read
he had no idea hed one day become
a published author himself.
As a 12-year-old boy reading The Last
White Parliament by Frederik van Zyl Slab-
bert, he also had no inkling of the journey
he would have to endure to write his own
book.
It was this journey that Dladla recently
shared at the Big Issue breakfast, and his
work to inspire others to start reading.
The regular breakfast event is used to
raise funds in support of the magazine.
Dladla spent years sleeping under the Nel-
son Mandela Bridge in Johannesburg,
trapped in drug addiction. It was his love for
books, inspired when he was 12, which ulti-
mately saved him.
His first book was a gift on his birthday
from his mothers employer. Growing up in
rural KwaZulu Natal, Dladla could hardly
speak English when he was given that book.
But he pored over it, intent on understand-
ing it and unlocking the promise of more
books. The book collection of his mothers
employer was later left to him.
Overwhelmed by the independence
In his early twenties, Dladla worked as a
health caregiver. But the freedom that came
with the pay cheque sawhim experimenting
with drugs.
It was something I didnt have before. I
was overwhelmed by the independence, he
says.
His addiction soon spiralled out of control,
and he started selling his possessions to buy
drugs when he ran out of money.
Drugs changed my life. I depended on
them. I could go days without eating, but I
couldnt go four hours without drugs. I sold
my things and eventually, when I couldnt
pay my rent anymore, I was kicked out.
The only place Dladla felt he could go was
the bridge, where he lived with other drug
users. When he arrived, he was forced to
hand over his clothes as rent.
They told me nothing was for nothing.
Living on the street is dangerous. People
fight over simple things. You see people dy-
ing from drugs. Its every man for himself,
he says.
But he managed to hang onto his books,
and eventually he started to sell them to
make a living.
Dladla would review each book, selling
them to passing motorists with prices deter-
mined by how good each book was.
I had nothing left. All I had were my
books. I had to work with what I had, he
says.
Mobile bookshop
One day, Dladla was spotted by a young
filmmaker,whoproduced a documentary on
his mobile bookshop.
I sharedmy story. By that time Iwas nine
months clean and running a soup kitchen
for my friends living under the bridge with
themoney Iwouldhave spent ondrugs. Iwas
also running a reading club for children in
Joubert Park, near where I lived, he says.
The documentary spurred an influx of do-
nations which allowed him to expand the
reading club and teach children computer
skills.
Working with kids is always a nice expe-
rience. We read and I help them with home-
work, he says.
But he has had to leave some friends be-
hind along the way.
Its hard to help someone who doesnt
want help. I had to leave behind my friends
who do drugs and focus on the reading
clubs, he says.
Dladla has now told this journey in a book,
The Pavement Bookworm.
I always dreamed I would be published.
When Iwas living on the street Iwouldwrite
down everything that happened, hoping one
day someonewould come and publish it, he
says.
But I didnt write it to make money. I
wrote it to tell the story. Ive always loved
telling stories and, even in the hard times,
putting a smile on someones face using
books.

Snake bites rife this summer
The presence of puff adders (pictured) and Cape cobras has seen an increase in the number of
snake bites in pets, says a local veterinary hospital with several branches across the Peninsula.
Snake bite treatment is a very expensive affair, but can save the live of a pet.
MICHELLE LINNERT
@linnertmb
S
nakes soaking up the sun and slither-
ing away from veld fires often end up
in residential backyards,making them
a serious adversary to domestic pets.
Because of this, veterinarians Ryan Nor-
rie andNolanMoss at the TygerbergAnimal
Hospital say their hospital has recently seen
an increase in the number of snake bites in
pets.
We have definitely seen an increase in
snake bites this year, Moss says. There
seems to be an increase across the Cape Pen-
insula.
He sayswhilenoaccuratenumbers areyet
available, the largest chunk of the bites are
taking place close to Table Mountain.
The reasons are simple, Moss says.
Snakes aremore active in hot, dryweather,
which may account for the increased num-
bers recently.
Fires send snakes fleeing to gardens, houses
Norrie agrees: Snakes are cold-blooded
animals that raise their body temperature
by lying in the sun or lower it by crawling
into the shade. So this means snake bites
will be less likely to happen in winter time
as the snakes are hibernating.
Also something to think about is all of the
fires we are experiencing you find that
most wildlife will move to safer areas, and
this could be your back garden or even your
house, Norrie says.
They have seen mostly Cape cobra or puff
adder snake bites over the last two months,
Moss adds.
He explains a bit more about the chemical
reactions causedby the two toxins: Cape co-
bras are neurotoxic and cause paralysis of
the respiratory muscles, leading to death.
Puff adders are cytotoxic and bites cause se-
vere tissue swelling, with fluid, blood and
protein loss.
In both cases anti-venom treatment redu-
ces the severity of clinical signs but must be
given in the early stages, Moss says.
According to him, cobra bite victims need
to be placed on a ventilator, normally for one
to three days, and they require intensive
care, while puff adder victims often develop
shock and multiple organ failure, requiring
intensive care and usually multiple plasma
and blood transfusions.
And treatment is not cheap.
The cost of treatment ... can escalate be-
yond R30 000 in some cases. Many animals
unfortunately die before they are presented
to the clinic.
Moss adds cobra bites that are treated ag-
gressively and early, usually have a more
promising outcome, but not so with puff ad-
der bites.
Evenwith aggressive treatment the prog-
nosis forpuff adderbites is alwaysguarded,
Moss says. I recently treated a staff mem-
bers dog that required four blood transfu-
sions, six plasma transfusions, and took
over one month to fully recover, he says.
Norrie says theyve seen some really sad cas-
es, but its not all doom and gloom.
Most of the time if a pet pulls through
from such an attack there are hardly any aft-
er-effects, but possible scarring or muscle
loss from dead tissue has been seen.
You wont see it very often, but if a pa-
tient was bitten on an extremity and to save
the pets life, amputation can be an option,
he says.
We have seen some heartbreaking cases
where the outcome was death. In one case
we had two rottweilers that were bitten by
the same snake andboth dogswere put down
due to their state, says Norrie.
Owners need to keep clear
He addswhen pets are bitten, owners need
to keep clear of the snakes to avoid being bit-
ten themselves. So how can owners avoid
pets getting bitten?
There is no way of avoiding snake bites
at home short of permanently housing the
pet, says Moss.
Pet owners need to be aware of the risks
when taking their animals on walks, and
adds they need to learn to identify the two
snakes.
Neither snake is particularly aggressive.
Pet owners should never attempt to confront
a snake, Moss says.
Once bitten, time is of the essence, espe-
cially where the Cape cobra is concerned.
Only a few veterinary practices stock an-
ti-venomdue to its high cost, and fewer prac-
tices still have 24-hour care and ventilators,
for the same reason.
Pet owners should acquaint themselves
with practices that are able to treat snake
bites. If a pet is bitten by either snake, they
should immediately be transported to a 24-
hour facility that possesses a ventilator and
stocks anti-venom.
Norrie says their facility is one of few that
stocks the required anti-venom and is open
at all hours. The anti-venom we have on
stock is the same used on humans. Please
note that it is a very expensive medication.

A motor vehicle, if driven
recklessly, inconsiderately or
under the influence of alcohol
or drugs, is a lethal weapon. It
can take lives, both guilty and
innocent (victims), as borne
out by our road traffic collision
data. In most cases, road users
wilfully disobey our adequate
road traffic laws. Offenders
found guilty of contravening
any of the aforementioned
offences seldom, if ever,
receive suitable sentences.
Government does not take
road deaths seriously if they
did, the annual collision/death
rate on our roads should have
decreased ages ago. Govern-
ments stale annual response
has always been zero toler-
ance and the full might of the
law will take place. No, the
carnage continues!
In my view, the following
needs to be implemented:
1. Dedicated traffic courts in
all major centres: Staff (magis-
trates/prosecutors) to receive
specific training with regards
to the road traffic act/regula-
tions etc. Cases must be
speedily dealt with.
2. Law enforcement: Traffic
officers must operate on a
24-hour duty roster as SAPS
do. Currently law enforcement
officers have the latest and
best technology at their
disposal, including vehicles,
but most go off duty at
22:00/23:00, except during road
blocks 24:00. Visibility on
patrol is vital.
3. State laboratories for
testing blood samples: Every
major centre must have such a
centre. Private laboratories
(with the necessary checks and
balances) can also be roped in.
4. Sentencing drunk and
reckless drivers: First time
offenders found guilty six
month imprisonment without
the option of a fine. Harsh?
Yes, but our road carnage
requires this.
We, the citizens, demand
urgent action right now! The
Road carnage:
action needed!
Municipal water tariffs in-
creased on and from 1 January.
I have just received my
December account and the
meter was read on 21 December!
That leaves 10 days usage as
carry-over to the January
accounts higher tariff. Is this
deliberate?
I have a question for the
municipality: What are you
going to do about this?
ACCOUNT NO: 131275974
Amanda Glen
Ernest Sonnenberg, mayoral
committee member for utility
services of the City of Cape
Town, responds: The City
has approximately 650 000
meters to read, and this
cannot all take place on one
day. Because of this, the
City calculates the daily
average between two meter
readings, determines the
daily average, and appor-
tions the water consumption
across the two billing peri-
ods. In the case of this
customer, their daily average
consumption for 10 days will
be calculated according to
level 1 tariffs and the re-
mainder (after 1 January)
will be calculated according
to level 2 tariffs.

SLICE OF LIFE
Savingwater:
howwise are
you really?
The message over the last few months
has been clear some parts of the
country are facing a drought and dam
levels are low; we need to save water!
In Cape Town the City imposed strict
water restrictions, even going as far as
promising to fine households and busi-
nesses that dont save at least 20%. The
latter has left a bitter taste in many a
household, especially those that have
been living water wise before the water
restrictions were imposed.
If youre already not opening a tap to
water your garden, recycling your bath
water into the flower beds, catching the
first few drops of cold shower water in a
bucket to use for cleaning the dishes
later and keeping the swimming pool just
full enough so the pump can run, then
what more can you do to save?
Water wise or not, we dont realise how
much water we use (and let go to waste)
on a day-to-day basis.
Its only once you start counting the
litres to fill the sink, boil the kettle and
flush the toilet, not to mention use in
your daily hygiene routine and for
drinking water, that reality sinks in and
you realise how much your household
consumes not saving as much as you
thought you did.
The fact is, water is a precious re-
source and if we dont try to save more,
we are in line to suffer more. So next
time, before you open a tap, think ... and
keep living water wise even after the
rains have come and the water restric-
tions have gone.

ste.
Wazliano,wat as babametTBenbreinvlies-
ontsteking gediagnoseer is. Hy is by die
inspuitings. Dalk was dit te veel.
Volgens die ouma het Wazliano vir weke
daarna gereeld onophoudelik gehuil.
Een oggend hoor ek net n doodsroggel.
Sy o was besig om om te dop en daar het
skuim in sy mondhoeke verskyn. Sy lig-
gaam was verlam.
Wazliano is na die Tygerberg-hospitaal
gehaas waar die slegte nuus aan Louise
meegedeel is.
werk.
Ek het geglo my kleinkind sal nie dood-
gaan nie. Hy is n vegter.
Wazliano het daarna n operasie van agt
ure ondergaan. Diedokterhet geshygaan
dit nie maak nie. Hy was in n koma. Ons
is voorberei op die ergste.
Wazliano het bygekom en is n maande
se hospitaalbehandeling ontslaan. Hy sou
by die huis verder versorg word.
Hy was baie maer, net vel en been. Hy
derhoud by sy ouma se huis wou s.

In the high-tech world of the modern neo-
natal ICU there is no substitute for breast
milk. When a vulnerable babys mother is
unable to supply breast milk, donated
breast milk can offer this life-saving gift
from another mother.
Neonatologist Dr Alan Horn of Groote
Schuur Hospital says: I firmly believe
that the practice of milk banking is still
in its infancy globally and especially in
South Africa. I expect it will steadily in-
crease in profile.
Donating breast milk is an act that in-
volves the least pain and the most gain,
compared to anyotherhuman tissue or or-
gan donation. It is potentially life-saving
and is worth more than equipment or
staff. The term milk bank is perfect it
simultaneously describes the safety and
value of donated milk.
MilkMatters is such a breast milk bank
devoted to saving the lives of primarily
prematurebabies inneonatal ICUswhodo
not have access to their own mothers
milk. It has depots in locations around the
city, including Brackenfell, Durbanville,
Milnerton, Panorama and Parow.
The need for donormilk ismainlywhen
a mother is too ill to provide breast milk
or is unable to physically be with or regu-
larly visit her baby in hospital. Donor
milk may also be needed for a short time
in the case of multiple births such as trip-
lets, when the mother may initially not
have enough breast milk for her babies.
MilkMatters, a registered non-profit or-
ganisation, started providing donor
breast milk to the neonatal ICUs of Cape
Towns biggest state hospitals in 2003. To
date 30 hospitals, in both the state and pri-
vate sector, have received donor milk
from Milk Matters and in addition the or-
ganisation has helped five hospitals set up
their own in-house milk banks. Most of
the donor milk goes to babies in state hos-
pitals, where the need is greatest.
Since just 50ml of breast milk can feed
a baby of less than a kilogram for 24 hours,
mothers do not need to donate large quan-
tities to make a significant impact.
