A
proposal to see vagrants across the
broader Tygerberg area concentrated
into one safe haven,will come into fru-
ition before the onset of winter.
So says local ward councillor Ruan Ben-
eke, who is at the helm of a project called
Safe Spaces, with which he and local social
development partners hope to bring digni-
fied relief to the often unwelcome vagrants
of the northern suburbs.
Having the constitutional right to roam
freely, vagrants are often at the receiving
end from their roofedneighbours, because
of criminals lurking in theirmidst and caus-
ing havoc in their surrounds.
As if to emphasise the need for such an al-
ternative for street people, a group of at least
72 vagrants were evicted from their tempo-
rary safe sleeping space in front of the Bell-
ville police station last Saturday on the or-
ders of a visiting police general. This came
after they were given the right to sleep there
by the local police commander.
The Safe Spaces idea was first introduced
in December of 2014. A Joint Operations
Committee (JOC) comprised of role players
to dealwith the street people issue, has since
been established and mandated to coordi-
nate all joint efforts regarding street people
in the northern suburbs especially Bell-
ville and Parow, but also Goodwood, Dur-
banville, Kenridge and surrounding areas.
Beneke and the social development arm of
the local city improvement district of Bell-
ville andParow, theVRCID, aswell as a local
Bellville charitable organisation, the Metro
Evangelical Services (MES), are steering the
Safe Spaces project. MES officially applied
to create Safe Spaces in July 2015.
Getting the Safe Spaces proposal before
subcouncil has been riddled with delays, in-
cluding a hold-up with advertising, followed
by a rezoning issue, then a problemwith the
fact that the proposal was not tabled in three
official languages.
Beneke is adamant that all these problems
would be ironed out by the winter of 2016.
It is important to note that the first applica-
tion for a safe space was made by MES for
AJ West Street in July 2015.
The Tygerberg PropertyManagement of-
fice which serves the areas of subcouncils
1, 3, 4, 6 and 7 and portions of subcouncils
2, 5 and 15 went throughvery trying times,
he said.
Beneke added the report to be presented
to subcouncil has been drafted and will
serve on the agenda of 14 March.
This leaves us three and a half months
of the financial year to do some upgrades to
the building (proposed to be at the old Scouts
building in AJ West Street, behind Bellville
Library). We should have the building oper-
ating well before the coldest winter
months.

tordiefstalle en voorvalle van diefstal uit
motors glo met tot 90% gedaal.
Dt is die statistieke wat aangehaal is by
n onlangse voorlegging wat deur Derek
Bock, die operasionele hoof van die Bellvil-
lese stadsverbeteringsdistrik (VRCID), aan-
gebied is. Bock het di voorlegging oor die
voordele van omheinde parkeerterreine en
meegaande betaalde parkeerwagte aan n
groep gedoen wat dit oorweeg om n stads-
verbeteringsdistrik inMilnerton enMonta-
gue Gardens op die been te bring.
Bock s die omheinde parkeergebiede, te-
same met die wagte wat dit beman, het tot
die groot misdaadafname gelei.
Die stelsel is egter nie sonder sy groeipy-
ne nie, s Bock. Ons is bewus daarvan dat
mense nie vir parkering wil betaal nie, so
nou parkeer hulle buite ons parkeerterrei-
ne in die systrate waar hulle nie hoef te
betaal nie. Ons kan egter bevestig dat die
misdadigers wat die parkeerterreine getei-
ken het, nou k na di systrate beweeg het
al agter die motors aan, s Bock.
Mensewat vandimetode gebruikmaak
om parkeerfooie te ontduik, moet egter ver-
sigtig wees, want dit is die plan van die
VRCID en die Stad se verkeersafdeling om
binnekort sterk op die onwettige parkering
te konsentreer. Bock s die meeste van die
straatslapers wat eers die parkeerterreine
n tuiste genoemhet, is f opgekommandeer
en opgelei as betaalde, aangestelde parkeer-
wagte, f hulle is deel van een van die
VRCID se maatskaplike programme.
Ons het onderhoude gevoer met elke
straatbewoner en sal binnekort die syfers
bekend maak oor hoeveel aangestel is, hoe-
veel nog uithou en hoeveel uit ons program
is, s Bock. Hulle slaap egter nie meer in
die parkeerterreine nie en party het aanbe-
weeg na ander areas, omdat hulle nie ons
hulp wou aanvaar nie.
Gevra oor die drastiese afname in mis-
daad in di gekonsentreerde gebiede, het
die Bellville-polisie by monde van maj. Fie-
nie Nimb die gegewens bevestig. Dit is wel
n gegewe dat die heinings gehelp het met
die bekamping van misdaad, s sy.
Veral by die parkeerarea in die Bellville-
middestad by Paint City. Daar was n groot
probleem met diefstal van motorvoertuie.

Omdat daar streng toegangsbeheer uit-
geoefen word, help dit ook om misdadigers
buite te hou.

would thus be more than willing to engage
the organisation on its objectives and see
how we can create partnerships that will
benefit street people in this area once the
centre is up and running, she told Tyger-

Bellville police also strongly support this
initiative.

relief concerning the street people issue.

In their draft report, the JOC touted the
proposed safe space as a spacewheredigni-
ty is restored, positive values are nurtured,
human potential is developed and hope is

In practical terms, the space will mean
that the insufficient space available at night
shelters and street peoples ability to pay for
these services will be addressed.
Another challenge to be tackled is the
lack of safe ablution services for the chron-
ic homeless person who is not interested in
a shelter accommodation, but who needs
protection from the criminal elements, as
well as daytime job seekers.
The Safe Spaces building will also mean
a central point fromwhichmeals, blankets,
clothing and toiletries canbe distributed re-
sponsibly, and fromwhere street people can
access crisis intervention, primary health
care and developmental services, according
to the JOC statement.
It will also mean a safe haven where day-
time street people can participate in work-
shops and other activities.

he record set by 415kitesurfers inCape
Town on Saturday 30 January has
been approved as an official Guinness
World Record.
According to a statement, the day was
greeted with perfect conditions for a world
record attempt, with just a light breeze in
themorning as hundreds of kitesurfers reg-
istered at the Dolphin Beach Hotel and con-
tinued onto the beach to set up for the start.
The wind picked up in the afternoon and
there was already a buzz as news broke that
the total number of entries surpassed
Spains record, giving early confidence that
the record could indeed be broken.
The record is judged on a one-mile course
that was marked out between Dolphin
Beach and Doodles along the Table View
stretch of coastline.
The wind strengthened at the perfect mo-
ment for the forecasted start time of 13:00,
and Lewis Crathern (UK), professional kite-
surfer and ambassador for the Kitesurfing
Armada, sounded the air horn for the offi-
cial start of the attempt.
The sky was quickly filled with colour as
kites were launched into the air and surfers
made their way onto the course.
After a three-hour period, 415 kitesurfers
had successfully completed the course and
had been counted in by witnesses at the fin-
ish line enough tomake an announcement
that Cape Town had broken the record, sub-
ject to verification by Guinness.
Sir Richard Branson, a keen kitesurfer
and supporter of the event, was one of the
first to congratulate everyone involved,
saying: Huge congratulations to everyone
who took part in the Virgin Kitesurfing Ar-
mada and achieved the Guinness World
Record. I have participated in the event in
previous years and experienced first-hand
the thrill of getting out there. Its a fantastic
result and thousands have been raised for
charity. Theres nothing better than doing
good and having fun at the same time.

Bettie Burger woon reeds 35 jaar lank in
Mosselstraat 54 in Parow en alleswas rustig
tot laat verlede jaar.
Die huis aangrensend aanmyne behoort

het ek wakker geword en besef my selfoon
is langsmy bed gesteel. In Februarie hetmy
manwakker gewordmet iemand wat in ons
kamer staan. As hy nie geraas het nie, weet
ek nie wat die inbreker sou gedoen het nie.
Eks seker dit is van die tikkoppe wat in
die huis slaap wat hier ingebreek het, want
hulle hardloop in die rigting van daai huis
wanneer hulle gejaag word, s Burger.
Een van die tikkoppe het al so ver ge-
gaan om homself aan Burger se agtjarige
kleindogter te ontbloot.
Ons het al die polisie gebel, maar hulle
s net die huis behoort nie aan hulle nie.
Aan die begin het die polisie nog uitgekom
wanneer ons bel, maar die laaste ruk sien
en hoor ons niks meer van hulle nie. Toe ek
die een aand bel, hoor ek die ou aan die an-
der kant s vir sy kollega Dis weer daai
bleddie vrou wat bel, s Burger veront-
waardig.
Lt. Kevin Williams, polisiewoordvoerder

bevestig of die huis steeds vir polisieverblyf
gebruik word nie.

ie grootste reeksverkragter in die ge-
skiedenis van die Wes-Kaap oor wie
TygerBurger verlede week berig het,
het ni die modus operandi gevolg waaroor

rie.)
Die Bellville-polisie het n misverstand
uitgeklaar rondom die inligting wat gepu-
bliseer is,waarindaar berig is hoe tweevan
die slagoffers afsonderlik in n minibus-
taxi deur die bestuurder en sy wag beroof
sou gewees het en uit die taxi gegooi sou
gewees het.
Maj. Fienie Nimb, woordvoerder van di
polisiekantoor, verduidelik dat die ver-
meende reeksverkragter eintlik nmanvan
Gugulethu is wat sy skrikbewind sedert
Maart 2015 gevoer het en vroue van Bellvil-
le en Parow wat werk gesoek het, geteiken
het.
Di man het op 20 Januarie in die G-hof
van die Bellvillese landdroshof verskyn,

Nimb vertel hoe di man eintlik te werk
gegaan het om sy slagoffers te lok met die
moontlikheid van werk by n fiktiewe be-
grafnisondernemer.

werk soek.Hy soudanvra dat hul saammet
hom moet loop tot by n fiktiewe werkplek

n Monday morning seven robust cy-
clists took to the road in Brackenfell
to end inOudtshoorn nextweek after
a gruelling 470km journey.
Joining the cyclists from the Mountain
ViewCycling Club fromGoodwood Correc-
tional Services is Jody Adams, a young
man with Down Syndrome.
Their mission: to raise money for the
cause and celebrate 40 years of awareness
of this condition in the Western Cape.
The Down Syndrome Association West-
ern Cape (DSAWC) was formed in 1976 to
provide support and services to peoplewith
Down Syndrome (DS) and other similar in-
tellectual disabilities, and their families.
Our programmes are aimed at improv-
ing their quality of life inorder tohelp them
find their purpose in life. We want people
with DS to develop to their full potential to
take their rightful place in society as inde-
pendent and valued citizens, says organi-
sation spokesperson Liza Rossouw.
For the past 16 years DSAWC has been
the beneficiary of the money raised by the
Mountain View Cycling Club on their an-
nual cycle tour to Oudtshoorn.
The group of 10, which includes support
staff, will stop at various towns along the
route to create awareness for DS. An aspir-
ing singer in his own right, Jody will be
singing at some of the schools they visit.
This year is a very special year for
DSAWC as we are celebrating our 40th
birthday. The cycle tour will be the first of
many events during the year. We want to
thank all the schools, businesses and indi-
vidualswhohaveparticipatedover thepast
16 years. Without your support the success
of this annual cycle tourwouldnot be possi-
ble. And of course we also want to thank
the Mountain View Cycle Club for their
commitment and continuous support with
this annual event.

tching for some grape amusement? Kick
off your shoes for some squishing and
splatting at this years Durbanville Wine
Valleys Feast of the Grape.
This weekend of harvest fun, hosted by 12
wine farms in the valley, takes place on 27
and 28 February at DAria wine farm.
The 12 farms coming together areAltydge-
dacht, Bloemendal, DAria, De Grendel, Di-
emersdal, Durbanville Hills, Groot Phesan-
tekraal, Hillcrest, Klein Roosboom, Meeren-
dal, Nitida and Signal Gun.
This years festival will be very special
as it brings all our member farms together
on one wine farm, rather than each hosting
its own separate harvest celebration, says
Angela Fourie, marketing manager of the
DurbanvilleWineValleyAssociation. With
this we salute the regions great harvest tra-
ditions of the past, bringing together the
community to celebrate the seasons boun-
ty, she says.

Thys Louw of Diemersdal is here pouring some

Sauvignon Blanc wine, which was harvested the
week before, for Albert Gerbert, managing

with a ton of grapes from each of 12 wine
farms in the Durbanville valley and will be
launched in September at the Season of

kitsgeld vir dwelmgebruikers, s Willi-
ams. Ompandjieswinkels te ontmoedig om
gesteelde goedere te koop, doen die polisie
gereeld visenterinsoperasies in die sake-
kern. Onsmaak seker dat alles wat in die
winkels is, op die databasis aangeteken is
met die nodige identiteitsnommer van die
persoon wat dit verkoop het.

n avid nature conservationist and
Miss Earth South Africa ambassador
Andrea von Gunten, originally from
Durbanville, is planning to cycle 109km in
the upcoming Cape Town Cycle Tour to col-
lect one tree per kilometre covered.
Andrea, who attended primary and high
school in Durbanville, but now lives in Ke-
nilworth, challenges cyclists and support-
ers to donate or sponsor a tree for this im-
portant cause.
This will be my third Argus that Im
riding and I thought instead of just riding
it, why not ride it for a cause, she says.
All the trees will be planted at schools in
underprivileged communities, community
centres, old age homes or any place in the
Western Cape that needs greening and up-
liftment.
This project is about bringing communi-
ties and people together and I want to be an
example that you can take any ordinary
event and turn it into something extraordi-
nary. Small initiatives like this can turn in-
to something great and thats what I hope
to achieve with this, she says.
She will be cycling with her father, Peter
von Gunten, and her sister, Melanie. My
dad has always been my inspiration as this
is his 15th Cape Town Cycle Tour. He is the
reason my sister and I are cycling today.
Only indigenous trees such asWildOlive,
Grevias, Virgilia Oroboides and fruit trees
will be suitable. Suggestions of schools or
organisations that are in need of greening
are also welcome.

Anyone can learn a thing or two about so-
cial responsibility from the seven-year-old
Hannah Joubert of Eversdal Primary.
Hannahs mother, Angela, says her
daughter was listening to the news on the
way to schoolwhen they heard that animals
and people were dying of thirst.
Hannah turned to look at Angela with a
horrified look on her face and said: We
have to help, Mommy! Angela says.
It was in that moment that Hannahs wa-
ter project, Tear2Water, was born.
Her idea was to start by requesting each
child in her school to bring a sealed bottle
of water on a specific day, and thereafter to
move on to the next school.
Angela says the Pick n Pay supermarket
in the Tyger Valley Shopping Centre was
willing to collect any water at the school.
Eversdal principal Henk Arangies gave
the go-ahead that the learners could leave
sealed bottles of water in front of the school
hall between 07:00 and 11:30 on Tuesday 16
February.
The Petals Express couriers in Parow
sponsored peak caps with Hannahs project
name printed on it, and they offered extra
trucks to remain on standby.
TheTears2Water projectwas truly bless-
ed, Angela adds. On 16 February the five-
litre bottles were stacked up all over in the
front of the school. The kindness of the par-
ents was overwhelming and the excitement
of the children infectious, but when the
Spar truck pulled in and started off-loading
water, the tears piled up, she said.
This was followed by another donation
delivered per truck this time by Barlow
World. Not long after, the Aquilla Water
truck pulled up to also off-load a very gener-
ouswater contribution all for the little sev-
en-year-old with the big heart, the proud
mom says.
As if to top off such awonderful day,Glen-
garry Shopping Centres Pick n Pay deliv-
ered a truck load of Easter eggs one for
each child in the school.
Angela calls this the perfect wrap-up.
Through her efforts, the little girl and all
the people and companies who helped her,
managed to gather 5 200 litres of water.

in need.
What a lovely story of changing a
thought of compassion into a reality and
how a seven-year-old can lead all those
grownups to kindness.

My reason for this insistence
is based on 10 years of utilisa-
tion of the services of the
Loving Care Doggy Parlour
during which time I have
NEVER entertained a wisp of
suspicion of any abuse inflicted
on my pet during her visit.

have detected an unmistakable
tendency in my pet, of an
obvious joy at seeing the
owner, Barbara Rees, and her
staff when she is entrusted to
them for grooming.

the press as his/her covert
court of public opinion.
In such cases an accused

predisposed to public display of

ome 52 000 counterfeit DVDs and CDs
were destroyed in Brackenfell on Fri-
day by the Films and Publication
Board (FPB).
The confiscated goods, connected to 46
criminal cases, were accumulated in the
Western Cape over a period of about four
months. Pile and piles of counterfeit goods
were manually fed into a heavy duty shred-
der at an industrial premises in Bracken-
gate Industrial Park.
In an interview with TygerBurger, the
FPB regional coordinator for Cape Town,
Clive Borman, explained the detrimental af-
fect the counterfeit market has on the film
and entertainment industry.
The industry loses millions of rand an-
nually.
The goods being destroyed here today
accounts for a R5 million loss; we do this
quarterly, he said.
Impact on industry
Take for instance the latest Leon Schu-
ster film, Schuks! Pay Back The Money!
Before the movie was released in 2015,
therewas literally hundreds of pirated cop-
ies available on street corners in Cape
Town for between R10 and R20 a copy. Due
to the extent of the big scale piracy, local
producers, actors, artists and employees
involved in the production of this film suf-
fered losses, he says.
Why would consumers pay R200 for the
movie at say Musica or up to R55 to view
the movie only once at the cinema?
And therein lies the problem, according to
Borman.
As long as there is a demand, the unending
supplywill continue, costing the industry bil-
lions.
The same applies to the countless video
shops that have closed down in Cape Town in
recent years.
Consumers wont pay to hire it if they can
own it for half the price.
Effects on economy
Sadly, the economic ramifications on the
country in terms of job losses are devastating.
In recent years, says Borman, the majority
of perpetrators selling pirated material were
foreigners coming into South Africa looking
to make a quick buck.
Although the FPB has its own compliance
unit, they dont have arresting rights, says
Borman, and have to work in joint opera-
tions with the police and Cape Town law en-
forcement units.
Counterfeiters will download the movie
from the internet and go into mass produc-
tion at so-called counterfeit production
houses around the city.
Its during clampdown operations at such
houses where the counterfeit items are con-
fiscated.
In terms of the Counterfeit GoodsAct, per-
petrators are fined up to R5000 per item or
a prison term for three years, or both.
In the event of a second or third convic-
tion, the fine in respect of each item can be
increased to up to R10 000 or five years im-
prisonment.

owners to apply for renewal at least
90 days before the expiry date.
According to a statement from
national police, the purpose of re-
newing a firearm licence or permit
is todetermine if a person still com-
plies with the provisions of the
Firearms Control Act of 2000 and
the Firearms Control Regulations
in order to ensure effective control
and responsible firearm and am-
munition ownership.
All applications for the renewal
of a licence or permit to possess a
firearm are subject to the provi-
sion that the applicant must be in
possession of a valid and relevant
competency certificate. Any per-
son who wishes to renew their li-
cence to possess a firearm, to deal
in firearms, to manufacture fire-
arms or to conduct business as a
gunsmith, must at least 90 days
before the expirydate of the licence
apply for the renewal of the appli-
cable licence as well as a renewal
of the competency certificate.
Whereas some of the require-
ments are that the applicant must
be a South African citizen or a per-
manent resident, be above 21
years, be gainfully employed, and
more, it is advisable for the appli-
cant to get in touch with the desig-
nated firearm officer at their near-
est police station for clarity on any
part of the information or to visit
the SAPS website. All applicants
are required to produce a compe-
tency certificate for that category,

A
n era of Sunday afternoon
teas is coming to an end
this Sunday when the last
ever tea and cake event is pre-
sented at the Durbanville rose
garden.
This tea will quite suitably be
hosted by the Durbanville Gar-
den Club from 14:00 at a cost of
R25 per person.
After so many years of vari-
ous non-profitable organisa-
tions presenting Sunday after-
noon teas at the rose garden, an
internationally acclaimed tour-
ist attraction, it has now come
to an end after more than thirty
years as a result of the Western
CapeRoseSocietys leasenot be-
ing renewed by the City of Cape
Town.
The lease expires in May this
year.
The rose society started the
rose garden more than 33 years
ago in 1979 and rented the club-
house at a nominal fee per year.
The clubhousewas rented out to
several organisations, which
was administrated by the rose
society.
The rose garden one of only
two rose trial sites in the
southern hemisphere was
founded and laid out by the late
Linda Lindner, also known as
the rose queen of Durbanville,
and her husband, Dick, the then
chairperson of the Western
Cape Rose Society for many
years, in a joint venture by the
Western Cape Rose Society and
the Durbanville municipality.
According to Gordon Webb of
the Western Cape Rose Society,
also a member of the Durban-
ville Garden Club, the tradition
of Sunday afternoon teas will
now come to an end.

With water savings on every-

den Club is throwing down the
gauntlet to gardeners to do a dis-
play of water wise plants at
their next meeting on Wednes-
day 9 March in the Durbanville
library hall.
To set an example, the com-
mittee members of the Durban-

lection of water wise plants and
foliage from their own gardens
at theirmeeting on 10 February.

all members of the club, as well
as visitors who wish to attend

the challengeandbring cuttings
of water wise plants from their
gardens for display, says
Christine Boswell of the Dur-
banville Garden Club.
Plants do not necessarily
have to be indigenous, but the
criteria is that they must be wa-
ter wise, she said.

roperty owners will now
be able to view the latest
valuation for 2015 of their
property.
The City of Cape Town has
completed the General Valua-
tion Roll (GVR) for 2015 and it
was published on its website
last Friday.
According to a media release
by the City, property owners
will soon receive an official no-
tice in the post or via email, ad-
vising them of the 2015 valua-
tion of their property or proper-
ties.
The City produces a GVR
once every three years.
The percentage increase or
decreaseon thevalueof apartic-
ular property or properties
does, however, not necessarily
equate to the percentage in-
crease or decrease in future
rates payments, IanNeilson, the
Citys executive deputy mayor
said.
The Citys GVR is based en-
tirely on the market value on 1
August 2015. The City Valuer
makes use of a computer model-
ling programme called Comput-
erAssistedMassAppraisal (CA-
MA), which uses sales data, aer-
ial imagery and other property
information such as the proper-
tys location, size, number of
rooms, outbuildings, general
quality and property view to de-
termine the market value of a
property. The results are then
reviewed by professional prop-
erty valuers and adjusted if nec-
essary. There is no involvement
by politicians in the determina-
tion of property values, normay
they be involved in dealingwith
any objection to a valuation,
wrote Neilson.
Market value or not?
As the Citys GVR is based en-
tirely on the market value on
1 August 2015, for the purposes
of any objection to a valuation,
the percentage change from the
last valuation is not relevant,
nor is the impact on the rates
bill. The only consideration is
whether it is the market value
or not, Neilson continued.
The rates adjustment will be
tabled at the end ofMarch at the
start of the public participation
process on the Citys budget.
Property rates based on the
GVR for 2015 will be billed from
1 July.
As soon as the rate-in-the-
rand has been tabled, property
owners will be able to use the
rates calculator on the website
to determine the rates payable
on their property as from 1 July
this year.
Property valuations are car-
ried out regularly to ensure that
property owners pay a fair
share of the total rates income
required to operate the City,
wrote Neilson.
Property rates contribute to
various municipal services
which are for the benefit of all
residents. This includes disas-
ter management services,
roads, traffic and street lights,
and themaintenance of commu-
nity facilities and public spaces.
Economic pressures
Property valuations are not
done to chase a surplus or to
make money out of ratepayers.
The budget needed for thesemu-
nicipal services is carefully cal-
culated and property rates con-
tribute to the budget, he wrote.
We are mindful that we have
to provide top quality services
and manage the City in a finan-
cially sustainable and responsi-
ble manner. We are especially
conscious of the fact that our
ratepayers are not immune to
the macro economic pressures
and uncertainties of our coun-
try, he said.
If a property owner disputes
the valuation of their property,
a well motivated objection in
which the property owner must
prove that themarket valuation
is incorrect, may be submitted
by no later than 29 April to the
City Valuer. Objections may al-
so be lodged via the Citys e-ser-
vices or residents portal.
Property owners can view the
latest GVR for 2015 by visiting
www.capetown.gov.za/proper-
tyvaluations. They are also en-
couraged to visit the Citys pub-
lic inspection venues to view
their property valuation and to
engage with staff on the infor-
mation that the City has at its
disposal, which includes the
sales data for a particular area.
The public inspection venues
in the northern suburbs are the
conference room at the Bellville
municipal building (next to
Northlink College, opposite
Sanlam), the Brackenfell coun-
cil chambers and theminor hall
at the Parow Civic Centre.

Voters participating in the up-
comingmunicipal electionswill
be able to register to vote on the
weekend of 5 and 6 March at
their local voting station be-
tween 08:00 and 17:00. The elec-
tions are set to take place be-
tween May and August, on a
date to be announced.
