A Congolese man who lives in Kensington was kidnapped in Goodwood on 31 Decem- ber last year and after being allegedly tor- tured for four days, commendable work by authorities saw to it that he survived the or- deal. A relentless investigation by Goodwood police members and the Provincial Hostage Negotiation Unit (WCHNU) lead to that the man being saved and two kidnap suspects arrested. Spokesperson for the local police, Const Nokwanda Harmans, is wary of revealing too much about the case since court proceed- ings haven’t begun yet. The kidnapped man’s identity and where- abouts are also at this stage being kept se- cret. Ransom All Harmans is prepared to say about the victim is that he is recovering well from his injuries. The sordid tale started when the victim was kidnapped by two male suspects, who hurried him away to a farm in Malmesbury. The suspects contacted one of the victim’s friends and demanded R30 000 ransom mon- ey, which they apparently claimed was owed to them. Harmans continues: “On 1 January at 13:00 the man was reported kidnapped. A ransom demand was made and the victim’s cellphone was tracked to Malmesbury.” From the moment the case was opened, Consts Landiso Gaya and Bonga Dingane, along with other police and WCHNU mem- bers started their search. They carefully studied CCTV cameras on Voortrekker Road and spotted a vehicle which fitted the description the complainant (victim’s friend) gave them, Harmans ex- plains. Pursuit Information gathered from the vehicle’s registration number also pointed them to a farm in Roordebosch, Malmesbury. After verifying that the owner of the vehi- cle indeed resides on the farm they started their stakeout on 2 January at 18:00. Just after midnight that evening they saw the vehicle and after an intense pursuit they managed to arrest one of the suspects, Har- mans says. Arrested The other one managed to escape, but the victim was, however,found in a building on the farm and taken to hospital.     hile in captivity, his kidnappers

    sawed into his shins, smashed the

    tip of his fingernails with a hammer

    and deprived him of food and water.

    A Congolesemanwho lives in Kensington

    was kidnapped in Goodwood on 31 Decem-

    ber last year and after being allegedly tor-

    tured for four days, commendable work by

    authorities saw to it that he survived the or-

    deal.

    A relentless investigation by Goodwood

    police members and the Provincial Hostage

    Negotiation Unit (WCHNU) lead to that the

    man being saved and two kidnap suspects

    arrested.

    Spokesperson for the local police, Const

    Nokwanda Harmans, is wary of revealing

    toomuch about the case since court proceed-

    ings havent begun yet.

    Running a business from a residen-

    tially zoned premise is becoming

    more common by the year, but few

    people are aware of the process one

    must undertake to get the approval

    from council.

    TygerBurger talked to De Grendel

    Subcouncil chairperson, James Vos,

    for some clarification on the matter.

    It was revealed that the odds of get-

    ting approval is much better if one

    does things the right way around.

    Vos says it happens far too often

    that a residentially zoned business

    owner only applies for permission

    from council after someone com-

    plains and council finds them out.

    Suffices to say that those kind of

    late applications stand a smaller

    chance of being approved than those

    made before the business has opened

    its doors to the public.

    Vos starts by explaining that coun-

    cil does not disapprove of business in

    residential areas as long as these ad-

    here to certain guidelines.

    Generally, the sorts of businesses

    that yourenot going to be able to con-

    duct out of the house are those which

    one would not expect to be an unrea-

    sonable interference with the neigh-

    bours and enjoyment of their resi-

    dences. Things that cause a lot of traf-

    fic, things that bring toomany people

    to the property can violate zoning

    laws. In my opinion for example, you

    cant put up a clothes rack in your

    front yard and regularly sell clothing

    from the front of your house.

    All these guidelines are carefully

    studied during the application proc-

    ess.

    Vos sums this process up as fol-

    lows: It could take anything from a

    fewmonths to a few years, depending

    on the nature of the application. First

    one should go to the local Planning

    Office and speak to someone who

    could shed some light on what is re-

    quired. Once the applicant has sub-

    mitted the application and paid a

    nominal administrative fee, every

    homeownerwhomight be affected by

    the prospective business will be noti-

    fied by mail and will have a month

    to object.

    Localmunicipalities typically take

    the concerns of residents seriously

    and are reluctant to rezone an area

    forbusiness on the strengthof oneap-

    plication. Every objection will then

    go back to the applicant, who will

    then also have a month to respond.

    Then the ward councillor will have

    a month to respond. So depending on

    the number of objections, the process

    could take some time.

    After this, the decision will go to a

    subcouncil meeting where council-

    lors will give their opinion, and once

    all the guidelines and objections

    have been considered will a decision

    bemade to grant temporary approval

    (either a three-year or a five-year ap-

    proval).

    After this period one will have to

    re-apply.

    He adds that certain kind of busi-

    nesses, such as a creche, will also

    have to be approved by various mu-

    nicipal departments, so this process

    could take even longer.

    Vos concludes by emphasising that

    residentially zoned areasmustmain-

    tain its residential character, so huge

    advertising signs, are illegal.

    of the new FNB 2012 You Can Help, advertis-

    ing campaign, might become a politician

    herself one day.

    So said her principal David Jantjies, at

    Monument Park High School in Kraaifon-

    tein,where she is currently head girl in addi-

    tion to being on the junior council of the City

    of Cape Town.

    Kelly is a fantastic bundle of energy. She

    is a charismatic leader and makes things

    happen. Everything she touches becomes a

    success and from the outset she has always

    wanted to study political sciences and law,

    Jantjies told TygerBurger last week. In this

    advertisement which caused a political up-

    roar over the last two weeks Kelly, al-

    though small of frame, shares her hopes for

    South Africa in a powerful voice.

    In the now controversial, but yet impas-

    sioned speech, which Jantjies assured us

    was written by Kelly herself, she talks about

    the brave young people of Naledi High

    School, who in 1976 took their first steps to

    freedom, when protesting for equal educa-

    tion.

    She then continues to say that, We are not

    here today to talk about revolution, but be-

    lief and what belief can do... There will be

    a day...where the difficulties we see before

    us, the greed, mistrust and anger, will be be-

    hind us. Therewill be a day that the violence

    and indifference to

    it, will be a thing of

    the past...a day when

    we stop blaming

    each other and start

    helping each other...

    The campaign was

    recorded Thursday

    evening a fortnight ago on location at Naledi

    High School and broadcasted live on all

    channels including DSTV.

    According to Jantjies, the producers of

    this advertisement approached the school as

    one of 1 600 others, and invited learners to

    submit their speeches on the topic of what

    our youth hopes for the future.

    Kellys speechwas one of 13 000 others and

    was finally chosen as the one to be used.

    In a YouTube clip one of the producers of

    the campaign describesKelly and the impact

    she had on them.

    She is incredibly charismatic and power-

    ful. We did not chose Kelly, she kinda chose

    us, he said.

    Since then theANChas unleashed a scath-

    ing attack, accusing FNB of intentionally

    targeting them.

    They branded the campaign as a treach-

    erous attack, and a commercial masquer-

    ading as youth views, whereas FNB insists

    that the campaignwasmisinterpreted by the

    ANC.

    This furore continued last week when

    ANC bigwigs and the executive of FNB met

    at Luthuli House on Friday, after which the

    bank apologised to the ANC.

    To this, Western Cape premier Helen Zille

    tweeted on Saturday: Saying that FNB

    caved in order to protect the kids in the ad-

    vert is a more devastating statement on the

    ANC govt than anything the advert said.

    Meanwhile, Kelly continues her matric

    year unabated and filled with enthusiasm,

    says Principal Jantjies.

    The City of Cape Town has strengthe-

    ned its partnership with the Southern

    African Foundation for the Conserva-

    tion of Coastal Birds (Sanccob).

    This foundation is responsible for

    preserving South Africas vulnerable

    seabird species, including the African

    penguin.

    The past theme for World Environ-

    ment Awareness, where the city parti-

    cipated with various educational

    drives about environmental resource

    management, also focused on the ef-

    fects of pollution and climate change

    on polar ecosystems, and the ensuing

    consequences around the world.

    Chairperson of De Grendel Subcoun-

    cil, James Vos, explains that all types

    of pollution are key factors in the he-

    alth of a city, represent a major health

    risk to our citizens, and also portray

    Cape Town in a negative way to tou-

    rists and residents alike. He adds that

    previousmunicipal legislationwas not

    hitting hard enough at the big factories

    responsible for much of the noxious,

    contaminating emissions that defile

    our air. The existing air pollution con-

    trol bylaw of council was amended be-

    cause it is out of date and insufficiently

    stringent.

    In addition, the city has expanded its

    vehicle emission testing programme,

    targeting not only big fleet owners, but

    also looking at city-owned vehicles

    such as refuse removal trucks.

    It is the responsibility of every per-

    son to protect existing trees and encou-

    rage the planting of new ones to stem

    the negative consequences of carbon

    emissions, says Vos.

    He also points out that judging by the

    available facts on global warming, hu-

    man beings have a poor track record

    in caring and managing our environ-

    ment.

    It is a known fact that trees are es-

    sential in the production of oxygen and

    the reduction of hot house gases. The

    City of Cape Town therefore welcomes

    the contributionby every residentwho

    helps to plant trees, not only duringAr-

    bour Month held annually in Septem-

    ber, but throughout the year.

    Nuwe waardasies vir al 850 000 eiendomme

    in die Stad Kaapstad word van 1 Julie ge-

    bruik vir die berekening van eiendomsbe-

    lasting.

    Eiendomseienaars sal van 14 Februarie

    af kennisgewings ontvang oorwat die nuwe

    waardasie van hul eiendomme is. Diwaar-

    dasies is gebaseer op die waarde van eien-

    domme op 1 Julie 2012. Altesame 600 000 re-

    sidensile eiendomme is gewaardeer. Dit

    sluit nie die sowat 15 000 deeltitel-eiendom-

    me in nie.

    Volgens Leonore van der Walt, stads-

    raadslid vir wyk 2, sal die nuwe eien-

    domswaardasies van 1 Julie vanjaar ge-

    bruik word om eiendomsbelasting vas te

    stel.

    Dit beteken nie dat eiendomsbelasting

    met dieselfde persentasie gaan toeneem as

    wat die onderskeie eiendomme in waarde

    toegeneem het nie, het sy ges. Die stads-

    raad begroot wat die eiendomsbelasting vir

    die nuwe boekjaar van 1 Julie 2013 tot 30 Ju-

    nie 2014 sal wees. Eiendomsbelasting word

    hiervolgens op die nuwe eiendomswaardes

    bereken.

    Eiendomseienaarswat nie saamstemmet

    die nuwe waardasies nie, kry vanjaar twee

    en n half maande tyd om beswaar aan te

    teken. Ingevolge wetgewing moet eiendom-

    eienaars 30 dae tyd vir besware gegee word.

    Die beswaartydperk is van 21 Februarie tot

    30 April. Die nuwe waardasies sal op die

    Stad se webtuiste beskikbaar wees. Geen

    beswarewat na 30 April ontvangword,mag

    ingevolge wetgewing deur die munisipali-

    teit oorweeg word nie, waarsku Leonore.

    Eienaars van eiendomme sal van 14 Fe-

    bruarie deur die munisipaliteit oor die nu-

    we waardasies ingelig word. Daar is alte-

    saam17munisipale puntewaardie besware

    ingedien kan word. Die munisipale geboue

    in Parow en Bellville en die burgersentrum

    in Kaapstad is van hulle.

    Indien beswaar gemaak word teen n

    waardasie, word die belasting op die nuwe

    waardasie gehef totdat die beswaar afge-

    handel is. Daar kan beswaar gemaak word

    teen enigiets waarmee die eienaar nie

    saamstem nie. Selfs huurders kan beswaar

    maak. Iemand kan ook by n munisipale

    kantoor beswaar maak teen die waardasie

    van n eiendom in sy omgewing. Indien n

    eiendom uit die waardasierol weggelaat is,

    word eiendomsbelasting terugwerkend van

    1 Julie 2013 af bereken sodra dit reggestel

    word.

    Besware teen die waardasies van Julie

    2006 het twee jaar geneem om afgehandel te

    word endie besware teenJulie 2009 sewaar-

    The song of the secretive bird, the Bail-

    lons crake, might at first seem as odd as

    people flying all the way from Johannes-

    burg to steal a glimpse of this rare bird,

    ticking it off on their list and then flying

    back again.

    This oddity by birdwatchers is, howev-

    er, absolutely justified when it is driven

    by passion.

    Their need to see that bird, even if it is

    for just 40 seconds, is worth more than

    their time and money.

    On 19 January a Baillons crake was

    spotted at Intaka Island in Century City.

    The news hit Twitter and Facebook,

    went viral, and soon hundreds of infatuat-

    ed bird-lovers descended on to the bird

    sanctuary.

    Thegates openedanhour-and-a-half ear-

    lier everymorning and repeated sightings

    of the bird enticed even more to flock to

    ground zero.

    Alan Liebenberg of Century Citys Envi-

    ronmental Office elaborates: It created a

    stir among tweeters and photographers

    who have been descending in their droves

    in the hope of catching a glimpse of this

    normally very elusive bird. We have one

    previous record of it being spotted at Inta-

    kaback in the late 1990s, but it disappeared

    on the same day it was seen.

    Liebenberg confirms that people came

    all the way from Johannesburg to witness

    the special bird.

    He adds that since the best chance one

    has to see it is early in the morning, they

    opened the gates at 06:00 instead of 07:30.

    It is a very small and solitary creature

    and indeed very rare and is usually found

    near the coastline or inmarshy areas. Peo-

    ple will sit for three hours just to see it for

    half a minute!

    Liebenberg says he isnt an avid birder,

    but admits that he does have an interest

    in the hobby.

    Three years ago fewer than 10 000 people

    went to the sanctuary but last year this fig-

    ure rose to 20 000.

    According to him it is a fantastic place

    to go and take photos and enjoy the avian

    wildlife.

    When asked what the Baillons crake

    sounds like he said it is very difficult to

    explain it.

    So, I will take a pop at it. It sounds some-

    thing like...

    jestically, mind you) while it is slowly be-

    ing squeezed in a vice.

    A woman was robbed of R100 000 last week

    Tuesday, but excellent work by Goodwood

    police ensured that the perpetrators didnt

    have it all going their way.

    Const Nokwanda Harmans, spokesperson

    for the local police elaborates: Two officers

    monitored the radio and heard a report of

    an armed robbery, where a woman was

    robbed on the corner of Hofmeyer and De

    Wet Street by two men.

    The suspects apparently jumped into a

    vehicle and raced away.

    They responded to the call by getting all

    the necessary information such as the de-

    scription of the suspects and the vehicle de-

    tails. Later they found the vehicle in Man-

    nenberg with the driver still sitting behind

    the steering wheel.

    Continues Harmans: The vehicle and the

    drivermatched the description that was giv-

    en by the eyewitnesses, so one officer arrest-

    ed the driver on charges of armed robbery.

    The search is still on for any other sus-

    pects that might have been involved.

    .GoodwoodCrime PreventionUnitmem-

    bers arrested three suspects when tik and

    dagga were found on their premises.

    This success was achieved after amember

    of the public tipped the police off.

    Harmans elaborates: Information on

    drugs was received on Thursday, 17 Janu-

    ary. W/O Terence Nortje reacted on that in-

    formation and a search warrant was ob-

    tained at Goodwood Magistrates Court.

    The drugs were found after the house was

    searched.

    Harmans concludes: We request the com-

    munity to give the information to the police

    on drugs. It will be kept strictly confiden-

    tial.

    Robbery suspect arrested

    The Cape Town Gem and Mineral Club is

    holding its first open day of the year on Sa-

    turday 2 February from 10:00 to 15:00 at the

    Gem club holds an open day

    Listed private school company, Curro

    Holdings, has opened a new school at

    CenturyCitywhich is expected to further

    increase demand for residential and com-

    mercial property in the burgeoning pre-

    cinct.

    Executive Head Sean Friedenthal says

    enrolments at the school for the first year

    are just under 300 much higher than

    they had initially anticipated.

    With classes of around 25 pupils, the

    school currently caters for Grade RR

    through to Grade 5 but will extend to

    Grades 6 and 7 next year.

    With 55 classroomsofwhich only 33 are

    currently being utilised, it has been built

    to accommodate around 800 learners and

    Friedenthal is confident they will be at

    start listening

    to real needs

    Cease fire! one wants to scream. Can

    everyone just put their guns, sticks,

    stones, posters, and yes, pens down, shut

    up and listen to each other? Can we stop

    destroying our surroundings and saddest

    of all, each other?

    Everywhere everyone is yelling for

    this, demanding that. Youll swear every

    single soul is being denied even the most

    basic of rights. Who doesnt want more

    money, a better house, better services,

    better education and more opportunities?

    This need is insatiable the more you

    have, the more you want especially

    political power.

    In a democracy nobody gets what they

    want. Everything is a compromise. We

    strive towards being sort-of satisfied. To

    get to this point, we should listen. Not

    just shut up to reload the word gun, but

    put you in the other partys shoes the

    real party understand their concerns

    and their real needs, and stop focusing

    on your own screwed up urge to get to

    the top.

    What is prevalent everywhere, is people

    trying to wipe each other out, whether by

    weapons or words. Nobody is listening.

    Least of all is anyone listening to the real

    victims of all these egoistic wars and

    struggles for power. Who are listening to

    honest people just trying to get on with

    their lives, doing their jobs, raising their

    children? They are the people who have

    to live with this dodge the bullets,

    bearing the brunt of others greed.

    richly deserves!

    We read daily about bad

    service but seldom about good

    service.

    Here is my story: On 19

    January my husband went to

    buy prepaid electricity at our

    local garage.

    We have been buying R300

    every month and used to get

    315 units plus 50 free units.

    This time he only got 222 units

    and no free ones.

    We thought that the tariff

    had gone up already but when

    we compared the unit price, it

    was the same as in November.

    As it was the weekend I

    phoned the City of Cape Town

    only on Monday afternoon. We

    tried earlier but as they

    experienced high volumes of

    calls I tried later again.

    I spoke to a lovely lady who

    spoke good English and she

    took down all the details and

    told me that I would be

    contacted by the Prepaid

    Department.

    On Wednesday very early I

    received a phone call to ask

    whether I would be home.

    When the two gentlemen

    arrived they went to work on

    the metre.

    After they looked at my

    dockets, the 50 free units were

    entered in the metre.

    They explained that the

    short-calculated units would be

    added on when we buy electric-

    ity for R300 in February.

    I thanked them for the

    excellent service and the

    friendly manner in which my

    claim was handled.

    To my big surprise, this

    morning I received a call from

    the lady who first attended to

    my complaint.

    She said that the short-

    charged units will be available

    next Wednesday!

    If that is not service, I dont

    know!

    I thanked the team, but I

    would like to make other

    readers aware of the fact that

    we do sometimes get awe-

    some service.

    (Cyclists should start thinking

    about the motorists on roads,

    TygerBurger, 23 January).

    Your statement that cyclists

    should take responsibility for

    their own safety is correct, but

    I have a few concerns.

    I am a cyclist myself and use

    the Bottelary Road regularly. I

    always ride as far left on the

    shoulder of the road as possible.

    At stop streets and robots I go

    to the front, but always ensure

    that I stay out of the way of

    cars not to delay or obstruct

    them when they pull away.

    Even though I am a very

    considerate cyclist, I have an

    unpleasant incident every single

    time I go riding and not once

    has it been my fault.

    What your article does not

    mention is the motorists total

    disregard of road rules, the

    impatience, intolerance and

    general lawlessness on our

    roads.

    This is the cause of death and

    serious accidents on our roads.

    New laws that cyclists should

    register their bicycles and have

    registration numbers? In my

    opinion, not the solution. Our

    existing law enforcement

    officers are not able to enforce

    the rules of the road for moto-

    rists, how are they going to

    keep tabs on bicycles?

    The solution is, we all need to

    obey the rules of the road, to

    have respect for other road

    users, to be more patient and

    tolerant towards one another.

    To the motorists and cyclists

    out there who do their best to

    keep our roads safe, a big thank

    you. Keep being an example to

    others.

    Remember that few seconds of

    madness is not worth it.

    In response to the letter

    I am both a cyclist and

    motorist and have travelled the

    Bottelary Road many times on

    both of these forms of trans-

    port.

    I do agree that there are

    large groups of cyclists that use

    this very popular cycling route

    from time to time, and also

    agree that some are misbehav-

    ing by riding three or four

    abreast. The various Western

    Cape cycling clubs and regional

    bodies are working hard to

    address these problems.

    If there is a real emergency,

    then a blast of the hooter will

    remind most cyclists that they

    are pushing their luck and they

    should move over.

    Cyclists, like all other

    vehicles, are not supposed to

    ride inside the yellow lines.

    The Argus Cycle Tour is

    coming up soon and the roads

    are going to be flooded with

    cyclists, so perhaps, if only for

    a trial period of two months,

    motorists can accept them with

    some grace, then perhaps some

    lives can be saved and stress

    levels wont go out of control.

    partement van korrektiewe dienste in Good-

    wood se fietsryklub (Mountain View) pak

    sen Bellville en Mosselbaai aan.

    Di rit is van uiterse belang vir die vereni-

    ging, wat geldelik swaarkry. Die vereniging

    bevind hom in geldelike hood n sy grootste

    donateur hulle vanjaar nie ondersteun het

    nie.

    Buiten die uiters noodsaaklike geldinsa-

    meling, sal die toer ook sterk fokus op die

    bewusmaking van Downsindroom.

    Dit behels die bemagtiging en ondersteu-

    ning aan personemet Downsindroom en hul

    gesinne, bewusmaking deur verspreiding

    van inligting, sosiale interaksie-geleenthe-

    de, inklusiewe onderwys en werkskepping.

    die DSVWK, waarvan twee met Downsin-

    droom.

    Gert is fisiek gestrem en ry met n aange-

    paste fiets.

    Geldword langs die pad ingesamelmet be-

    hulp van skole en veral nie-winsgewende or-

    ganisasies, soos die Lions.

    Beulah Matthee, vrywillige werker van

    die DSVWK, wat reeds die afgelope vier jaar

    die relings vir die fietstoer behartig, s

    voor die groep vertrekword soveelmoontlik

    skole gekontak vir ondersteuning.

    Skole langs die pad hou muntleggings en

    op van die dorpe loop vroue vooraf met kol-

    lektelyste deur die dorp, s sy.

    Fietsryers sal op die toer aandoen by Gor-

    donsbaai,RiviersonderendenHeidelberg en

    slaapoor inCaledon, Swellendam,Riversdal

    en Mosselbaai.
