ARichwood resident was shot in the hiponWednesday evening after three rob-bers surprised him in his garage,

threatened him with a firearm and a knife,and demanded money.

Bothasig police confirmed that the shoot-inghappened just after 20:00 inBuitengrachtStreet.

“The victim tried to flee, shots were firedby the suspects and he was hit on his right

hip,” spokesperson for the local police, CaptNoloyiso Rwexana, said. The suspects thenfled the scene with R1 800 cash.

“The victim’s wife was inside the houseand when she heard a commotion, pressedthe panic button.

The victim is still in hospital, but in a sta-ble condition.

“The suspects are three African males intheir 20s. No arrests have been made at thisstage and we are investigating a case of at-tempted house robbery and attempted mur-der,” Rwexana said.

According to Christine Immelman, chair-person of Bothasig CPF, there have been nu-merous robberies in this area lately.

“The problem is that Richwood bordersthe N7 and people are always running overthat road, so it is an easy escape toDuNoon,”she said.

fied that is responsible for the robberies inour policing precinct.

“As a resident I can say that I am appre-hensive about this spate of armed robberies,but I certainly will not let fear dictate mylife,” saysAnnatjieKruger, head of theRich-wood Neighbourhood Watch (RNW).

Dozens of City of Cape Town traffic copsmerely got slapped on the wrists recently,for scores of speeding violations recorded intraffic vehicles during November and De-cember.The speeding reports generated by the

traffic vehicle fleet’s tracking system weregenerated a few weeks ago.These reports reflect some 40 traffic offic-

ers from all over the city including thenorthern suburbs, excessively breaking thespeed limits on local roads.Hundreds of violations were recorded

where some officers drove at speeds doublethe allowed speed limit.Speeds in excess of 170 km/hwere record-

ed in 60 km/h speed zones, that of 170 km/hin 80 km/h speed zones and that of morethan 190 km/h in 120 km/h speed zones,many of which occurred in and around thenorthern suburbs and on the N1.According to aTygerBurger source, infor-

mal hearings were held earlier this year toinvestigate the violations.“Although some of these officers could

prove that the speedingwas executed in act-ing in the course of their duties, the majori-ty could not account for the speeds theywere travelling,” this source said.

According to the source the times on thereports reflect that many of these officerswere on their way to or fromworkwhen theviolations were recorded.“Guilty members were issued with warn-

Thedesperate shrieks of a six-month-oldbaby boy compelled neighbours tophone Maitland police on Sunday af-

ternoon just before 16:00.It was quickly established that the baby’s

parents left him completely unattended intheir Brooklyn home from 08:00 that day.When the police arrived they launched an

unsuccessful manhunt for the parents, butthe perpetrators were finally arrested onlyat 03:00 on Monday morning when they re-turned home.

AlcoholAccording to spokesperson of the police,

W/O Siyabulela Vukubi, the parents werereeking of alcohol.Vukubi says: “These kind of incidents

will not be tolerated by the police! We willdo everything in our power to ensure thesafety of the children in South Africa.”

The baby was taken under the protectivewings of social workers.The couple, a 23-year-old South African

woman and a 25-year-old Congolese man,were charged with child neglect and ap-peared in theCapeTownMagistrate’s Courtyesterday.Vukubi elaborates on the incident:

“Neighbours became suspicious on Sundayas the baby was crying non-stop. On arrivalat the house in Upper Dilva Street we man-aged to gain entry and found the baby lyingon the parents’ bed alone.Hewas then takento a place of safety.”The reaction of Cape Town Child Welfare

Society’s Ina Vermeulen echoes the generalfeeling.“It is totally unacceptable! A baby that old

cannot be left alone for an hour, nevermind20 hours! Somuch can happen to him in thattime,” she exclaims.“This could have serious repercussions

on the child. Nobody answered his cries forattention. Consciously hemight be fine, but

who knows what damage this has done tohim on a subconscious level?”

“We have to prioritise com-plaints,” says Lt Kevin Wil-liams of Parow police about the

stream of calls that reach the station daily.He says situations where lives are in dangerobviously need response first, but the sta-tion hasminimumdeployment because theyhave only four vehicles available for the dif-ferent sectors of Parow.Williams responded to a general outcry

from the public about Parow police who ap-parently do not react to calls.

UnderstaffedThe Bellville, Parow, Goodwood andBoth-

asig cluster has a total of 24 vehicles.Parow is just one of many police stations

in the Western Cape that is severely under-staffed and in dire need of a better infra-structure.This station has, for instance, only one

computer with internet access.“We need action now,” says Dan Plato,

Minister of Community Safety in the West-ern Cape Government. He has requested theMinister of police, Nathi Mthethwa, to takeimmediate action to address shortages in thepolice force in the Western Cape.According to Plato, the Western Cape has

the highest number of understaffed policestations and the largest personnel shortageoverall. At the same time, the number of re-servists deployed by the South African Po-lice Service in the Western Cape has beendecimated since 2008 to a fraction of itsformer numbers.In November 2013, Mthethwa told the Na-

tional Assembly that the Western Cape hada shortage of 1 012 members which accountsfor 61 % of the national shortage. He also ad-mitted that 128 out of 150 stations in thisprovince are understaffed.“It is clear from the statistics provided by

Mthethwa’s department that the WesternCape is in desperate need of police resourc-es.”

Crime upHe adds that if one looks at crime statis-

tics, it is clear that under-resourcing is nega-tively affecting crime in this province.“The number of paid reservists used by

the police in the Western Cape has droppedfrom 22 159 in 2008 to 2 759 in 2012. This isan 88 % decline and effectively means thata police service of close to 40 000 men andwomenpatrolling the streets of our province

to make our people safe, has become lessthan half of that. At the same time, there hasbeen tremendous growth in the populationsize of the Western Cape (from 4,5 million toclose to 6 million).Attempted murder has skyrocketed since

2008, from 1 776 to 3 280 last year.Burglary at residential premises, which

was on the decline until 2008, saw an in-crease from 42 000 in 2008 to 49 599 last year.Assault with intent to do grievous bodily

harm has increased from 23 086 in 2008 to24 519 last year.“I have therefore urged Mthethwa to call

up existing police reservists – there are20 000 of them, in order to capacitate theWestern Cape police under the command ofGeneralArnoLamoer.Ourprovincial policecannot do their core duties without suffi-cient resources,” Plato says.

Crumbling vibracrete walls, illegal squat-ting and overgrown bushes are just some ofthe issues those living near and drivingalong the N7 have to deal with.Motorists in particular are affected by the

increasing state of disarray along the road.Pedestrians from Du Noon cross the N7

illegally, squatters are encroaching evercloser to the road and the adjacent thickbushes are becoming the perfect place forcriminals to hide.The lack of sufficient lighting and signage

are increasing the chance of accidents.The situation has reached a point where

De Grendel Subcouncil chairperson, JamesVos, has written to the provincial Depart-ment of Roads and Transport to have it sort-ed out.“I have received feedback from them and

I was told that there will be an imminentstudy of that section of the road. Their studyis looking at pedestrian safety, improvedlighting and improved signage,” he ex-plains.What makes this section of the road even

more challenging, according to Vos, is thefact that multiple spheres of governmentare involved.Where province should see to the above,

the encroaching squatters and the vibra-crete wall are matters for the City of CapeTown’s Department of Housing.Vos has also notified them about these

concerns.He adds that on Friday the province came

back to him and said that a team of workers

will be cleaning overgrown bushes from thestrips next to the N7 in the next few days.The section has been identified as that be-

tween the Bosmansdam and Potsmandaminterchanges.“I am not only concerned for motorists

and pedestrians, but also the residents ofBothasig, Richwood andDuNoon,” he says.Vosadmits that themost difficult obstacle

for authorities will be the removal of thesquatters, which is awell-known legislativelandmine.“I will nonetheless monitor all the rele-

vant departments that we can finally sortthis out. It really had to be addressed yearsago.”

Vos also said it would be ideal in the longterm if there was a pedestrian walkwayover the N7.The day that it becomes even easier for

people to cross the road can wait accordingto some of the people living on the easternside. According to Christine Immelman,chairperson of theBothasigCommunityPo-lice Forum, there have been numerous rob-beries in the greater Richwood this year –seven unconfirmed armed robberies to beprecise.“Richwood borders the N7, which falls

under national jurisdiction, not the city.And people are always running over thatroad, so it is an easy escape,” she concludes.

N7 stretch ‘needs serious attention’

The vibracrete walls that separate Du Noon from the N7 are just one of the issues thatimpacts on the N7.

A warning on the Bothasig NeighbourhoodWatch Facebook page about so-called crow-bar gangs, describes a group of well-dressedrobbers driving in top-end vehicles and tar-geting middle class residences in the north-ern suburbs.A closed circuit security camera at a resi-

dence in Kleinbosch caught a white Ivecobus with a ladder on the roof slowly drivingup and down the street five times aroundmidnight on 4 February.During this time a house in Malmesbury

road, also in Kleinbosch, was broken intowhen suspects forced the front security gateopen with a crowbar.

The homeowner woke up and shouted atthe suspects before they could enter thehouse and they ran away.The neighbourhood watch suspects this

Iveco bus to have transported housebreak-ers. The warning says perpetrators wouldtypically be four to five well-dressed malesand that they prefer houses where the frontdoor isn’t readily visible from the street.They are not put off by high gates and walls.“They will usually ring the doorbell first.

Dennis Botha of Wiener Street, Good-wood, says the report about work inWagenaar street, Monte Vista,

(“Mense raadop oor ‘knoeiwerk’,” Tyger-Burger 5 Februarie), could just as well havebeenwritten about his street, where the oldwater pipe has been replaced by a new PVCpipe.Botha sayshehasbeen living inhishouse

for over 40 years and this is the first timethe pipes have had to be replaced. It wasabout time, also, because in the past sixmonths there had been nine leaks in hisstreet alone.But now, the 22 mm cement feeder pipe

has been replaced by a 15 mm PVC pipe,which has a significant effect on the waterpressure. He says the manager of theproject told him the pressure has been cutby 50 %.

Sloppy“I have done 25 years of civil engineering

training, I could see that these guys did nothave a clue what theywere doing. And theywere not responding to problems.” Bothasays he phoned the municipality to raisetheir awareness of the sloppy work, but hedid not get any reaction.“What we needed here was an on-site vis-

it. There was a lot of sloppiness: The frontloader used in digging, drove over a retain-er wall and this was demolished. No grout-ing was done. Water does not run into thecatchment areaanymore.Curb stoneswereput in upside down. In the process theybroke a lot of the stones and just left it like

The Greater Tygerberg Partnership (GTP)officially announced on Thursday that itsacting head will be relieved of his dutieswhen the new lady in charge steps into herurban renewal shoes.

The South African National Dance Trust(SANDT) will be hosting auditions for pro-fessional dancers for a brand new produc-tion of Spartacus (Spartacus of Africa), dueto grace South African stages next year.

The legend of Spartacus is based on anuprising of Roman slaves and was firstwritten as a ballet in 1956. The artistic di-rector and choreographer for SANDT, Ve-ronica Paeper’s original version was stagedin Cape Town in 1984.

This year’s big cycle for people with DownSyndromewill see its 15th year spinning thespokes between Bellville and George.The affiliate of The Department of Correc-

tional Services’ (DCS) Goodwood CycleClub, the Mountain View Cycle Club, willonce again take on this daunting task of rid-ing their bicycles for charity.The riders will leave the Downs offices in

Bellville at 08:00 onMonday 24 February andend the tour in George on 28 February at13:00 – about 480 km later.The group will travel back to Cape Town

on 1 March 2014.

The cycle club, which consists of seven cy-clists and two non-cyclists with Down Syn-drome, say their main aim is fundraisingand awareness. All funds raised will go tothe Down Syndrome Association.On their route, the cyclists will stop at

Gordons Bay, Caledon, Riviersonderend,Swellendam, Heidelberg, Riversdal, MosselBay and then end in George. There will bethree sleepover points along the way.Darlow said a tax receipt can be issued if

The 99er Cycle Tour and MTB Chal-lenge had a record 4 676 entries onSaturday.

TheMTBevents inparticular sawa tre-mendous growth in competitors. Thiswas the 16th time that the 99erCycle Tourhas been held.

This year’s new MTB routes were wellenjoyed and the 35 km route proved to bevery challenging. The 99 km race had astrong field of competitors.

Local winnerLocal cyclists from the Durbanville ar-

ea can be proud of Craig Boys, who wonthe men’s 99 km event. Jenny Stenerhag,top international cyclist from Swedenwon thewomen’s event. Jennyhasmovedher way up the winner’s podium fromthird place in 2012, to second place in 2013and now top position in 2014.

The ladies’ 35 kmMTBracewaswonbyMatie student Mariska Straus, who is atop national and international MTB com-petitor. The men’s 35 km MTB event was

won by Jurgens Uys, a top competitor inthe South African Downhill MTB Cham-pionships.

MedicalThere were some cyclists who sus-

tained injuries on the day, the more seri-ous of these occurring on the R44 stretchof the race. Medical services en routewere top class with fivemedical points intotal and four roaming ambulances.

The total value of performance prizeswas R42 000, 45 % up from 2013. Luckydraw prizes, which totalled R100 000 invalue, included two swimming pools.4 000 goodie bags and medals.

There were 190 enthusiastic partici-pants in the 5 km Fun Walk, introducedthis year, and each walker received amedal and Sterrie Stumpie.

Over 350 volunteers in the form of par-ents, staff and pupils from El ShaddaiChristian School in Durbanville onceagain ensured that this was a well organ-ised and well run event.

staan en die Hoërskool D.F. Malan se aan-slag afweer.Tydens die byeenkoms, geborg deur Die

Burger, het D.F. Malan uiteindelik tweedegeëindig in ’n titaniese stryd teendie Stellieswat tot op die einde in die weegskaal was.Die Hoërskool Bellville het verras deur diederde plek in te neem, met die HoërskoolTygerberg vierde.

Die leerders en atlete het hul plekke reedsvroeg begin inneem en teen 06:45 was daarnie meer plek vir ’n muis nie. Op die pawil-joen het dit woes gegaan soos die onderskeieskolemet sang en ritmiese bewegings die be-oordelaars probeer beïndruk het.In die o.14-afdeling,waarDFM in beide die
