Anyone who studies the politicaltrend in Belize could havepredicted a low voter turnout inWednesday’s municipal elections. Belizean voters are intelligentpeople. They are keen observersand in most cases, they are incontinuous pursuit for improvedconditions of living for themselves, their families and for progress anddevelopment within theircommunities. The People’s United Party(PUP) government of 2003-2008demonstrated how a centralgovernment can usurp this basichuman desire. That era clearlydemonstrated how a centralgovernment can halt progress anddevelopment by victimizingopposition local governments Voters can still recall that it wasnone other than the then PrimeMinister, Said Musa who publiclytold the nation, in the wake of themassive defeat suffered by his partyin the March 2006 municipalelections that “the people havespoken and they have spokenloudly.” Notwithstanding hisparty’s massive defeat at themunicipal polls, he pledged to work

collection company as paymenton a bloated and burdensomearrangement. With the lack of its monthlysubvention the San Ignacio/SantaElena Town Council was left tofend for itself as it struggled eachweek to raise the funds to pay itsemployees. In fact throughout the entirecountry, UDP Mayors were facedwith the weekly challenge to findsalaries for Council employees. By the time employees receivedtheir paychecks on Fridays, thecycle continue as early as thefollowing Monday morning, UDPMayors began scrambling to comeup with salaries for the next Friday. Operating under these harshconditions therefore left very little,if any time for the Mayors toconcentrate on project forthe development of theirmunicipalities. While the current leader of thePeople’s United Party, JohnBriceño continues to find excusesin a feeble attempt to justify thetrashing his party took at thepolls in Wednesday’s municipalelections, the harsh reality is thatthe actions of his party, whilst ingovernment, is now coming back

Elections and Improving thestandard of living for all Belizeans

with the new UDP Town Councils. No sooner had Said Musapledged his support when hebegan unleashing the worst form ofvictimization and political narrowmindedness the likes of which thenation had never seen before. The most notable vindictiveaction of the last Said Musagovernment was the disbursementof September celebration funds tounelected PUP standard bearersacross the nation while totallyignoring all duly elected UDPMayors and Area Representatives. In that repressive era, votersrecall that the Ministry of Worksbegan operating on instructions torefrain from doing any works onroads and streets within townlimits. The municipal streets weredeteriorating at a rapid pace whileTown Councils could hardly findfunds for basic expenditure muchless for costly street maintenance, and so entire communities wereselfishly victimized. Furthermore, in the San Ignacio/Santa Elena scenario, monthlysubventions, payable to theCouncil, were diverted directly intothe account of a private garbage

to haunt him. Generally the residents in anycommunity are seeking ways toimprove their living conditions andso they realize that, this early aftera general election is hardly the timeto elect an opposition party at themunicipal level for, although thePUP are no longer in centralgovernment, they fear a repetitionto the 2006-2008 vindictiveexperience. Almost immediately after theFebruary 7, 2008 general electionvictory of the United DemocraticParty, the people of San Ignacio/Santa Elena experienced somethingthey had not seen in many, manyyears and that was the sight ofMinistry of Works equipment andworkers engaged in therehabilitation of municipal streets. The people are desirous ofseeing a continuation of this levelof cooperation that was missing inprevious years. They don’t want to go back to thedays when opposition Mayorswould have had to be out of theirminds to even think aboutapproaching their local Ministry ofWorks with a request for assistancein the maintenance of municipalstreets. The next round of municipalelections in March 2012 will be adifferent experience as it comeswithin less than a year of the 2013general elections. The outcome of the 2012municipal elections will be apreview of what is to come in 2013,in like fashion as the March 2006municipal election was a directreflection of the 7th February 2008general election results. The United Democratic Partymust therefore remain focused. Itmust steer clear of even theperception of corruption whilstseeking to improve the standard ofliving for all Belizeans.

BELIZE, Wednesday, March4, 2009: Municipal elections country-wide were held today as voters,in seven towns and two cities, took to the polls to electlocal leaders to serve them forthe next three years. There were a total of 67 seatsup for election – seven in eachof the six towns and BelmopanCity and eleven in Belize City. The voter turnout was notsurprisingly low as voterstrickled into the polling stationsacross the country. In comparison to previousyears, the results wereannounced rather early as theElections and BoundariesCommission experimented witha new counting process wherebythe votes were counted at therespective polling stationsinstead of at a central station ineach municipality as waspreviously done. By as early as 10:30 p.m., theresults began coming in and by2:00 am, the counting was overacross the country. The United Democratic

Party recorded yet another bigvictory as it captured 64 of the67 vacant seats. All seats countrywide went tothe United Democratic Partyexcept for three in Orange WalkTown. This is the same amount ofseats that the UDP won in theMarch 2006 election, the onlydifference being that this timearound UDP Mayors wereelected in all nine municipalitiesas opposed to one PUP Mayorin the 2006 elections who waselected in Punta Gorda. In the San Ignacio/Santa Elenaelections, voters from threeconstituencies namely CayoNorth, Cayo Central and CayoNorth East took to the polls. From a total of 10, 109registered voters on the list, only5,475 or 54.15% cast their voteson election day. The following is a break downof voter turnout and the resultsof the San Ignacio/Santa Elenaelection whereby all 7UDP candidates were electedto serve for the next threeyears.

By: Wellington C. Ramos On Wednesday, March 4th 2009despite a low turn out throughoutthe country of Belize, the UnitedDemocratic Party (UDP) defeatedthe People’s United Party (PUP)and all the other parties andIndependent candidates whocontested the nationwidemunicipal elections in a landslideby winning 64 out of 67 seats withthe PUP winning three seats inOrange Walk Town. The UDP wonall seats in Corozal Town, BelizeCity, San Ignacio Town, San PedroTown, Belmopan City, BenqueViejo Town, Dangriga Town andPunta Gorda Town. This timearound, they won all the Mayoralseats including the Mayoral seat inPunta Gorda Town which they lostin the last municipal election. InMarch of 2006, the UnitedDemocratic Party (UDP) defeatedthe People’s United Party (PUP)the then governing party in amunicipal election landslide bycapturing all the City Council and

Town Board seats throughout thecountry. They also won all theMayoral seats except the Mayoralseat in Punta Gorda Town. Almostone year after they defeated thePeople’s United Party in thiselection on February the 7th of2008, they followed up bydefeating the PUP and several otherpolitical parties in a GeneralElection landslide by winningtwenty-five seats out of a total ofthirty-one. The issues in those electionswere; corruption, mismanagementof public funds, abuse of power andrunning Belize as if it was thepersonal estate of a few families, friends and cronies. It was such abold and blatant act of abuse, thateven members of the People’sUnited Party became so disgustedwith their own party and votedthem out of power. Since theUnited Democratic Party took overthe reigns of power in Belmopan, they discovered that the previousgovernment abused power because

LANDSLIDE MUNICIPAL ELECTION

of many governmental loopholesthat existed at the time they werein power. Since then the UDPgovernment have introducedseveral legislations, someconstitutional reform measuresand safeguards to prevent some ofthose incidents from occurringagain. The Belize UDP governmentwas so bankrupt at the time theytook office, that there was nomoney left with the government tocarry out programs to benefit theBelizean people and the country’sInternational Credit Rating waslow. Not only was it low but theyhad borrowed from almost everyInternational Lending Institution inthe world and was having problemspaying their debts. In Belize most Civil Servantsworking for the TreasuryDepartment were being pressuredby the Minister of Finance to turnin all their revenues as soon as theywere collected to pay their pastdue bills. The new UDPgovernment had to move quicklyto re-negotiate all the outstandingloans owed by the previousgovernment with several lendingagencies to free up some moneyand improve Belize’s financialcredibility in the internationalcommunity with most internationallenders. In the ten years that the

People’s United Party was inpower, they did so much damageto our country that no reasonableand sane person can expect theUnited Democratic Party (UDP) toremedy all these problems in oneyear. Our country is a long wayfrom getting out of our financialmess. The problem in Belize issimilar to the one the Democratsface here with the Republican Partyand George Bush. There is a global financialproblem that we face today inaddition with the financial prob-lems our government inheritedfrom the People’s United Party. Today most of the IndustrializedNations of the world like; theUnited States, Great Britain,Germany and Japan all areexperiencing problems. Thesecountries are far richer than ourcountry Belize and they arestruggling with remedies to copewith their financial crisis. Thecountries that are better off in theworld lend money to the countriesthat are developing and worst off. With this crisis at their door steps, they cannot leave their countriesproblems to lend money and focuson other countries problem. Belizehave a lot of potential and willsurvive this economic crisis be-cause our population is not that

Cayo Chess Coordinator

The Chess Column by DavidCoombs, the Cayo districtcoordinator for the Belize NationalYouth Chess Foundation.belizechess.org This week we will look at thecheckmate puzzle in the diagram. When we learned about pawns Iwrote that there were two otherthings to learn about pawns, one ofthem will be illustrated by thepuzzle.

When a pawn reaches theopposite end of the board it can bepromoted, this means that you canchange it for another piece, whenthe pawn is moved it is promotedas part of the same move. Usuallyyou change it for a queen but youcan choose a rook, bishop orknight. In the puzzle the solution is tomove the pawn from f7 to f8 and

promote to aknight. This attacks theKing on h7(it puts the kingin check) andthere is no escapefor the King. There is nothingthat can capturethe new Knightand the King istrapped by its ownpieces so itis a ‘checkmate’the game isfinished. This is the way the game ofchess is won, when the king isattacked or put in ‘check’ it mustbe saved, if it cannot be savedit is checkmate, the game isfinished, we do not actuallycapture the king, it shouldnever leave the board. Moreabout the king next week.

New information on pieces, the rook moves left or right, forward and back, any numberof squares without jumping. The queen can move like abishop or a rook and is the mostpowerful piece on the board. Now you know about all piecesapart from the king and twospecial moves.

large and if we stick together as onebig family we can feed, cloth andprovide all the needs of our fellowBelizean brothers and sisters whoare in need. With this problem thatwe are facing, now more than everwe need a government thatdemonstrate that they care about allof the Belizean people and not justsome. Now that the United DemocraticParty have won the municipalelections they can continue withtheir development programs toreconstruct Belize’s villages, townsand cities. They are now in controlof the central and municipalgovernments. The people of Belizeprobably felt that this governmentwas just handed to them about oneyear ago and that is not sufficient

time for them to remedy all thedamages done by the People’sUnited Party (PUP) in the last tenyears. However, the members of theUnited Democratic Party (UDP)should try and analyze why manyBelizeans did not come out andvote. If they fail to deliver in thenext four years while they are incontrol of the two governments, theBelizean people could get angryand vote them out of power in thenext General Election which willbe held in the year 20013. As was mentioned earlier in allmy previous articles, third partiesand independent candidates havefailed again to make a significantdent in the political system inBelize. Belizeans know that a thirdparty and an independent candidate

cannot do anything for thembecause Belize like most countriesin the British Commonwealthhave a centralized system ofgovernment, in which the party thatcontrols the Central Governmentcontrols and distribute the wealth. These third parties need to do somenationwide grassroots organizing,in order to gain the people’ssupport to join their politicalparties and have a chance to winfuture elections. For the next threeyears, the people of Belize can nowforget about elections andbegin to focus on nationwidedevelopmental projects to build ourcountry Belize so that our people’slives can improve.
