The Public Utilities Commission hereby notifies the public that it received the submission by Belize Electricity Limitedrequesting Amendment to Electricity Rates on December 8, 2014 in accordance with section 33 (2) of the Electricity(Tariffs, Fees and Charges) Byelaws, SI 145 of 2005 as amended by SI 116 if 2009.
The amendment requested by BEL is a 3.4% reduction in the Mean Electricity Rate (MER) from 43.47 cents per KWh to 42cents per KWh for the period January 2015 to June 2015.
The PUC will review and submit a final draft recommendation no later than December 23, 2014 in accordance to theElectricity (Tariffs, Fees and Charges) Byelaws, SI 145 of 2005 as amended by SI 116 if 2009, section 33 (2) (C) (b) whichstates: within 15 days of the submission of the new forecast for the cost of power, the Commission shall issue a final draft ofthe amendments to the final decision.
Within 10 days of the date of issuance of the final draft of the amendments, the licensee, Belize Electricity Limited andinterested parties may file with the Commission written comments on the proposed amendments in accordance to the SI145. 33 (2) (C) (d).
Within 5 days of the deadline for the filing of comments, the Commission shall issue the amendments, if any, taking intoconsideration the comments filed under 33 (2) (C) (d) of the said SI 145

either given inulin on its own or thenew ingredient, known as IPE, andthen allowed to eat as much as theyliked from a buffet. Those who had been given IPE ateabout 14% less food. In the next part of the study, 49overweight volunteers were eithergiven IPE or inulin in powder formand asked to add 10g (about aspoonful) to their fod every day. After 24 weeks, six of the 24
volunteers given inulin had gainedmore than 3% of their body weightwhile only one of the 25 given IPEhad done so. Study leader Prof Gary Frost,from Imperial College London, said:"W e know that adults gainbetween 0.3kg and 0.8kg [1lb12oz] a year on average, andthere's a real need for newstrategies that can prevent this. "Molecules like propionatestimulate the release of guthormones that control appetite,but you need to eat huge amountsof fibre to achieve a strong effect." Dr Douglas Morrison, fromthe Scottish UniversitiesEnvironmental Research Centre at theUniversity of Glasgow, said theexperiments had shown thatpropionate may play an importantrole in weight management. One minute I was sitting in a booth,laughing over a cup of coffee with myyoungest son on his college campus(which just so happens to be myalma mater). The next minute, I'mdriving away from my old collegestomping grounds when the mere sightof a corner drugstore triggers apainful reminder of my past. It just so happened to be the samecorner drugstore that one of myroommates and I ducked into late onenight under a cloak of darkness topurchase a pregnancy test. She waslate and had assumed the worst. Itturned out it was negative, but itjust as easily could have been mepurchasing the test. In fact, at age 17 it had been me,which is what triggered my suddenfeelings of shame that day. Backthen, I was the one taking apregnancy test, only my results werepositive. This, in turn, led to mydecision to terminate the pregnancy.I've spoken openly about this partof my past and have been walkingin victory for many years, but everyso often, the feelings of shame stillcome. And that's what shame does. Itshows up uninvited to steal your joyand accuse your soul. Dictionary.com defines shame as" the painful feeling arisingfrom the consciousness ofsomething dishonorable,improper, ridiculous, etc., done byoneself or another." We avoid talking about shamebecause it is messy. We see the earliest account ofshame in the immediate aftermath ofAdam and Eve's sin in the garden(Genesis 3). Prior to their sin,Scripture tells us they were bothnaked and unashamed. One chapterlater they are sewing fig leavestogether and playing a game ofhide-and-seek with God. With that oneforbidden bite came our first bittertaste of shame. Like Adam and Eve, our human
instinct is to hide our shame. Weattempt to cover it with modern-dayfig leaves, ranging from addictions tobreakneck busyness. We bury ourshame beneath perfectionism, gooddeeds, and yes, even ministry service.Been there. Done that. Some people are more prone toexperiencing feelings of shame, whileothers seem better equipped to avoidits sting with a healthy understandingof guilt and grace. Those who grewup in households where shame was amainstay of the family diet will oftenturn around and serve it in theirown families, passing it down fromgeneration to generation. Shame is not the same as guilt. Guiltsays, "What you did was bad."Shame says, "What you did wasbad, so therefore, you are a badperson." Shame is not the same as regret.Regret says, "If I could go back anddo things differently, I'd do this... or that." Shame says, "I'll neverget it right. I'm a failure." Shame is not the same asembarrassment. Embarrassmentsays, "Everyone experiencesembarrassing moments." Shamesays, "Yet another reminder thatI'm a loser, and nothing willchange that fact." Guilt is always connected tobehavior, while shame is alwaysconnected to identity. While guiltdraws us toward God, shame sendsus away from God. We can't completely abolishpainful reminders of shame that showup uninvited on the doorsteps of oursouls, but we can refuse to answerthe door. And that's exactly what I did thatday driving past the drugstore whenthe old shame tapes began to play. Ihit the "eject" button and boldlydeclared out loud today's key verse,"There is therefore now nocondemnation for those who arein Christ Jesus." Over and over, Iproclaimed it until, once again, Ibelieved it. I showed shame the door.And you can, too. Heavenly Father, when feelings ofshame pay me an unexpected visit,help me immediately usher them outby declaring Your unfailing love andforgiveness. In Jesus' Name, Amen.

Soliciting appropriate criticism saysa lot about you, and the response youreceive is generally given in a positiveway, much more palatable thanunsolicited criticism. Instead of acriticism, it becomes a "critique."There's a perceived difference in acriticism and a critique. Criticismshave the feeling of finding fault,pointing fingers, condemnation.Critiques have a much more positivefeeling; they are like a review or
analysis for the purpose of helping. I encourage you, whenappropriate, to ask your boss for acritique of your work. Ask your matefor a critique of your relationship. Askyour children for a critique of yourparenting skills! That may appear alittle scary, but it could produce somevery encouraging and enlighteningconversations. Remember that some people justdon't know how to give criticism well.They may be well-intentioned, but theform it comes in can be difficult tohandle. Don't let that keep you fromaccepting valid criticism. Separate theform from the content. Look behindpoor delivery for good motives, andyou may discover some verymeaningful information to help you. Proverbs 19:20 says "Listen toadvice and accept instructions,and in the end you will be wise."We are the winners when we learnto solicit and accept the right kind ofcriticism, while at the same timerefusing to dwell on the unfair andcondemning ones.

The Principal /President has oversight for the academic and administrative affairs of the College(high school and junior college sections). Thediphtheria–pertussis–tetanus (DPT)vaccine is recommended for allschool-age children in the U.S.,and boosters of the vaccine arerecommended for adults, since thebenefits of the vaccine decrease withage without constant re-exposure;they are particularly recommended forthose traveling to areas where thedisease has not been eradicated.

Mechanism Diphtheria toxin is produced by C.diphtheriae only when infected witha bacteriophage that integrates thetoxin-encoding genetic elements into
the bacteria. Diphtheria toxin is a single, 60kDamolecular weight protein composed
of two peptide chains, fragment Aand fragment B, held together by adisulfide bond. Fragment B is arecognition subunit that gains the toxinentry into the host cell by binding tothe EGF-like domain of heparin-binding EGF-like growth factor (HB-EGF) on the cell surface. Thissignals the cell to internalize thetoxin within an endosome viareceptor-mediated endocytosis.Inside the endosome, the toxin is splitby a trypsin-like protease into itsindividual A and B fragments. Theacidity of the endosome causesfragment B to create pores in theendosome membrane, therebycatalyzing the release of fragment Ainto the cell's cytoplasm. Brazil 'Serial Killer' das GracasAlleges 42 Deaths In A Decade Brazilian police have arrested a manwho has confessed to the killing of 42people over the last decade in the cityof Rio de Janeiro. Police say they arrested SailsonJose das Gracas on Wednesday,shortly after he stabbed a woman todeath in a city suburb. He then confessed to killing another37 women, three men and atwo-year-old girl. The police are searching for allegedvictims and say they have found four. In a police interview broadcast onBrazil's TV Globo, the man said hewould go out hunting, and he killedfor the adrenaline. He told police that if he was everreleased from prison he would killagain.
He said he preferred victims whowere white females, whom hestrangled. His three male victims had been
killed when he was operating for hire,he added. Das Gracas said: " I wouldwait for an opportunity to breakinto the house and kill," addingthat he would watch his victimsfor months before making hismove. Experts said Das Gracas appearedto be a psychopath who enjoyed themedia spotlight and warned that whathe said needed to be carefullychecked. Police said they had beguncross-referencing his confession withpolice reports and had already foundfour of his victims. In October a security guard in theBrazilian city of Goiania confessed tokilling 39 people.

1. The Ministry of Tourism, Culture and Civil Aviation, in conjunction with the Belize Archives and Records Service, willbe renovating and expanding theexisting Archives and Records Service office facilities located at 26/28 Unity Boulevard, Belmopan, Belize.
2. The Ministry of Tourism, Culture and Civil Aviation, and the Belize Archives and Records Service,are inviting proposals to provide constructionservices for the: Renovation andExpansion at the Belize Archives and Records Service Building in Belmopan.
The scope of works will include:
a) Break in of slab and walls to allow for constructionof new staircase at ground floor level.b) New dry wall construction at ground floor for enclosing of the research area.c) Metal support and walls for new lift to be built on ground floor.d) New walls, roofing system, and proposed finishes for the completion of first floor level.e) Provide and install proposed mechanical, electricaland plumbing at first floor level.f) Carry out all other necessary works to complete project as per design.
3. The proposal shall bereviewedand evaluated based oncompletenessandcompliance ofthe quotation with theminimumspecificationsrequired.4. The Ministry of Tourism, Culture and Civil Aviation, and the Belize Archives and Records Service, arenotboundtoacceptanyquotationnor

7. Qualifications requirements include:
a) The contractor should have specialization and experience in supervision of construction projects and provision of related quality assurance andquality control services.
b) The contractor should be registered with Government of Belize and should have at least five (5) years of experience in undertaking work relatedto the requirements (construction/rehabilitation projects).
c) The contractor should have knowledge of international standards for safety and security at the work site.
d) The contractor should have good knowledge of reinforced cement concrete, electrical, mechanical, plumbing, Information CommunicationTechnology, heating / ventilation / air-conditioning for large scale construction projects.
e) The contractor should have demonstrated ability to read, understand and interpret construction documents such as technical drawings, workplan, specification, and generally engineering data in English.
f) The contractor should maintain a high level of confidentiality.
