Message from the President

Greetings Chesapeakers!

I hope you had an enjoyable summer with family and friends and found plenty of time to soak up the sun. As the new school year is upon us, so is a new year at ASHE Chesapeake.

I’d like to begin by expressing my gratitude to Brian Post for a great job leading ASHE Chesapeake this past year as our president. Over the years, he has dedicated countless hours to the success of our Section, being involved in various committees and serving as our Section’s Secretary, Vice President and President. I would also like to thank the Officers, Board of Directors, and Committee members for their continued involvement in the Section’s activities and their willingness to take time out of their busy schedules to give back to ASHE and promote the high-way profession. I am excited to carry on the traditions of the organization and look forward to a successful year.

Before we look forward to this next year, I’d like to take a look back at all of the great activities we had this past winter, spring and summer. February brought us a packed house for the Water Resources meeting, good times at the Poker Tournament, and the launch of our new website. With March came the Highways meeting and a great dinner presentation by Dave Coyne, SHA Deputy Administrator/Chief Engineer for Operations. In April, we held our Membership Appreciation event at the Engineer’s Club and awarded three scholarships to local University Stu-dents. June saw great turnouts for both the Scholarship Fundraiser Golf Tournament and Orioles game. In July, we held our first Younger Members event at Pratt Street Alehouse – it was hot outside, but the beer was cold. A big “thank you” to all who helped organize and to all who attended these events.

The 2016-2017 program will again be filled with great technical sessions, dinner meetings and social events for engineers, contractors, vendors, and all stakeholders in the highway industry. Please mark your calendar for our upcoming technical meetings:

Space will be limited on the Texas Quarry Technical Tour, so sign up early when you see the meeting announce-ment to take advantage of this unique tour. This year, we are really excited to be partnering with the Maryland Highway Safety Office (MHSO) to bring you a series of 6 lunch-time webinars focused on Highway Safety. The purpose of these webinars is to raise awareness of the behavioral aspects of highway safety and how to incorpo-rate considerations of those aspects in design of highway projects. The webinars will begin in October and be held every other month.

We are also launching a new Younger Members group in the 2016-2017 year. The goals of this group are to boost younger member (and non-member) involvement in the Chesapeake Section, to provide more relaxed net-working opportunities, and, most importantly, to have fun! The first event at the Pratt Street Ale House in down-town Baltimore was a great success. Amanda LaFluer, our Younger Members Committee Chair, has some great ideas for this group for the upcoming year. Stay tuned!

Our society offers a great opportunities for individuals to develop leadership skills, make contacts, stay in-touch with technological advances and local project initiatives, and to enjoy fellowship with colleagues in the transporta-tion industry. FEBRUARY 16, 2016 WATER RESOURCES

The ASHE Chesapeake Section resumed section meetings following

the holiday season with the water resources meeting. The meeting

consisted of 3 technical presentations beginning with a discussion on

bridge scour by William Pines of MDTA which included topics on

bridge scour monitoring using conventional techniques as well as

scour assessment using new technology such as multi-beam sonar.

Next, Margret Martin provided on overview of construction issues

associated with MDSHA’s Total Maximum Daily Load (TMDL) pro-

gram which included topics on constructability, MOT, erosion and

sediment control and water handling alternatives. Hank Gottschalk

concluded the water resources technical presentations with lessons

learned from projects involving concrete pipe and culvert failures

due to pipe loading and pipe deflection. Mr. Gottschalk also empha-

sized proper trench construction for storm drain pipe installation.

The after dinner speaker, Brian Post, P.E., Gannett Fleming Inc. and

2015-2016 ASHE Chesapeake Section President, discussed ASHE Na-

tional, Mid-Atlantic Region, and Chesapeake Section Initiatives. He

detailed the many initiatives that ASHE volunteers are undertaking

for ASHE membership. The activities range from the National level

of planning the annual Conference and Exposure Grants to the Regional Technical Conference to the

local activities of Technical Sessions, Scholarships, and Student Chapters the Chesapeake Section is

supporting. The insight into ASHE was well received by all who attended the February 16, 2106 Din-

ner meeting.

MARCH 15, 2016 TRANSPORTATION

The March Transportation Meeting concluded ASHE Chesapeake

Section’s winter season. The transportation meeting offered fascinat-

ing technical presentation topics beginning with an overview of the

Piscataway Drive project by Prince George’s County DPW&T to repair

a landslide in the Piscataway Hills neighborhood, located in Prince

George’s County, southeast of Washington, D.C. resulting in the road-

way’s immediate closure. This presentation discussed the slope resto-

ration and geotechnical monitoring necessary to restore Piscataway

Drive to service. Technical presentations continued with an explana-

tion of MDSHA’s 3D modeling initiative by Moreshwar Kulkarni. Mr.

Moreshwar who discussed how 3D modeling contributes to commu-

nication and collaboration between the owner, project stakeholders,

design consultants, the contractor, suppliers and the public.

MDSHA’s 3D modeling initiative also aims to improve accuracy in

construction documents, identify and reduce project risks, and im-

prove construction efficiency The final presentation offered a look at

MDTA’s transportation asset management program which consisted

of detailed look at MDTA’s approach to asset inventory, inspection,

remediation as well as asset management documentation using soft-

ware tools such

as their Drainage Management System as an

example. The evening concluded with an after

dinner speech by Mr. David Coyne, SHA Depu-

ty Administrator discussing the Administra-

tion’s near and long term goals.

APRIL 21, 2016—ASHE CHESAPEAKE SECTION MEMBER APPRECIATION NIGHT

Thank you to former ASHE National President, Samir Mody, for attending and

speaking at the ASHE Chesapeake Member Appreciation Night. The event allowed

ASHE members to attend with a guest, mingle, and enjoy themselves as the 2015-

2016 meeting sessions wrapped up. A good time was had by all and thank you to all

the members who help make ASHE Chesapeake a success.

Three $3,000 scholarships were awarded at the Member Appreciation Night to ris-

ing seniors at the University of Maryland, Johns Hopkins University, and Morgan

State University. Congratulations to our scholarship recipients Ben Boegner, Avital

Zenilman, and Phine Ulysse. The $9,000 annual scholarship donations was the

highest amount given by the ASHE Chesapeake Section in the section’s history.



MAY 19-22, 2016—ASHE NATIONAL CONFERENCE IN PITTSBURGH

The ASHE 2016 National Conference was held at the Wyndham Grand Hotel in

Downtown Pittsburgh from May 19th through May 22nd. The location of the con-

ference offered unique views of Pittsburgh’s three rivers (the Allegheny, Monon-

gahela, and Ohio) and Pointe State Park. The theme of the conference was

“Connecting the Next 50 Years”. The Pittsburgh Section also used this occasion to

celebrate their 50th Anniversary.





MAY 19-22, 2016—ASHE NATIONAL CONFERENCE IN PITTSBURGH

Technical sessions started on Thursday, the 19th. These sessions included an historical

perspective on the automobile and its impact on American cities, Pittsburgh’s archeol-

ogy, and the history of Pittsburgh’s bridges; the Pittsburgh area has 1,308 of them. Fri-

day’s sessions evolved to the present industry practices, new technologies and their

impact on technical and business practices, and future technological and societal

changes that may reshape travel demand.

Group events included the Ice Breaker Reception in the Exhibit Hall Thursday Even-

ing; a Pittsburgh Pirates Baseball game event held Friday Evening in the PNC Park

World Series Suites; several guest tours including the National Aviary, Phipps Con-

servatory, the Carnegie Museum of Natural History, and the Monongahela Incline to

Mt. Washington; and the Annual Gala/Banquet event held Saturday Evening. During

the Gala event, the installation of National Officers was performed. Chesapeake’s Rog-

er Carriker (in absentia) and Dave Greenwood were re-installed as the Mid-Atlantic

Region National Directors. Service and membership awards are also given out to indi-

viduals and sections. Chesapeake’s Dave Greenwood received the President’s Award for

services provided to the Society.

Future conferences are scheduled for 2017 in New York City, 2018 in Cleveland, Ohio

and 2019 in Nashville. The conferences provide a unique setting for networking, pro-

fessional development, and social activities shared by all participants. Please plan to

JUNE 2, 2016—ASHE GOLF TOURNAMENT

The 12th Annual ASHE Scholarship Fundraiser and Golf Tournament was held on June 2,

2016. One-hundred golfers took advantage of the beautiful weather to take on Oakmont

Green Golf Course in Hampstead, Maryland. Nike Golf was on-hand this year providing

giveaways to all participants.

This event raised nearly $1,800 for our Scholarship Fund. A special thanks goes to all the

golfers that purchased mulligans and strings to contribute to ASHE Chesapeake’s Schol-

arship Program. In addition, we would like to thank the following hole sponsors for their

generous contributions:



A good time was had by all and we look forward to seeing

you again next year!



JUNE 17, 2016—ASHE NIGHT WITH THE ORIOLES

50 ASHE Chesapeake Section members, friends, and family members

were in attendance as the Orioles battled the Blue Jays for the division

lead on June 17th. Members gathered before the game at Dempsey’s Brew

Pub and Restaurant in the Warehouse and enjoyed some beverages and

appetizers before the game started. The game quickly got out of hand as

the Blue Jays scored early and often and won in a blowout. Despite the

loss, fun was had by all as it was a beautiful night at Camden Yards. The

game was followed by postgame fireworks which capped the night off

nicely. A special thanks to the Healing Hands Foundation http://

www.thhfoundation.org/ as they were able to get our members discount-

ed tickets from the Baltimore Orioles. The Orioles also donated $5 per

ticket to the Healing Hands Foundation.
