GETTING ASSET MANAGEMENT ON TRACK FOR DUTCH RAILWAYS

Nederlandse Spoorwegen (Dutch Railways) needed to advance the application and function of asset management throughout their organisation. To achieve that, a thorough stakeholder analysis comprising workshops, document reviews and advi-sory meetings was conducted resulting in:• development of a generic programme of requirements for railway stations• design and implementation of a practical five-step approach to life cycle management• delivery of a process manual to guide management of all phases of the station life cycle

We also provided the company with a range of supporting solutions for the successful development of cost-effective, high-performance railway stations. And, the results speak for themselves.

With advanced asset management, all stakeholders involved in the planning, (re)development, operation, maintenance and use of the train stations benefit significantly from smooth- running facilities.

Drinking Water Companies are becoming increasingly aware of the importance of operational excellence in delivering high quality drinking water. And, having a comprehensive life cycle approach to key assets, with an emphasis on management, operations and control is an essential part of that.

Additionally, investment in advanced, innovative technologies is required. That´s why, together with a range of leading stakeholders including PWN, Vitens and Oasen, Royal HaskoningDHV is investigating in future requirements for maintaining the high quality of drinking water.

Maasvlakte Oil Terminal (MOT) is one of the world’s largest crude oil terminals and plays an important role in the logistics process between oil producers and the five major Dutch refineries. Safety, reliability and availability of assets are absolutely critical for MOT’s operations.

Recognising it had limitations in the expertise needed to optimise its asset management plan, MOT turned to Royal HaskoningDHV for support. To address the expertise gap, we set up a 10-year maintenance plan with MOT encompassing which incorporates a vast number of their assets. As a result, MOT is now able to identify and itemise forecasted maintenance costs efficiently and transparently.

When The Municipality of Veenendaal had to make drastic spending cuts that included the management of public spaces, they turned to Royal HaskoningDHV to help draw up a 4-year Integrated Management Plan (IMP). The plan itself was designed to cover all public spaces within the municipal boundaries including roads, green areas and structural works, while providing the municipality with clear guidelines for management and maintenance.

The long-term, integrated plan encompasses both budget and invest-ment planning and has led to additional funds being made available for the management and maintenance of public spaces.

calculation of the financial implications, we also developed a range of implementation scenarios to help the water authority in its decision making process.

TRANSFORMING DATA INTO INFORMATION WITH THE MOBILE INSPECTION APP

Royal HaskoningDHV’s Mobile Inspection App helps to compile inspection data, communicate defects to contractors and allow contractors to report repairs. This smart system can also generate reports, track inspections and keep customers informed on the progress of these inspections.

Originally developed as a solution to make inspection-data gathering more efficient, the Mobile Inspection App brings significant benefits and efficiencies to by speeding up the entire inspection work flow. More importantly, supporting work flows can be developed to create general inspection solutions for use in other projects.

MANAGING THE BRAIN DRAIN THROUGH INFORMATION AND PROCESS AUTOMATION AT WATER AUTHORITIES

The water treatment facilities at water boards and authorities need to be constantly updated and renewed to keep up with changing discharge requirements.

In anticipating major changes due to the introduction of Information and Process Automation (iPA), some water authorities like the ‘Rivierenland’ Water Board for example postponed the adaptation and renovation of existing treatment facilities; a decision that was compounded by the impending loss of high-level expertise through retirement.

To address these twin concerns, Royal HaskoningDHV developed a business case for the introduction of iPA while simultaneously capturing existing knowledge and experience. In addition to conducting analyses for implementation, assessment of associated organisational changes and

TRANSFORMATION AND RE-DESIGN FOR LARGE SCALE TRANSPORTATION HUBSROTTERDAM CENTRAL STATION

The goal in constructing the new Rotterdam Central Station was to deliver drastic improvements to passenger mobility and comfort within and throughout the station. But in parallel, the project also presented an opportunity to centralise several of Nederlandse Spoor-wegen’s (Dutch Railways) divisions, including the local headquarters, district office, NS Hispeed, NS Passengers and NS Retail.

To manage this multi-faceted relocation project, Nederlandse Spoor-wegen turned to Royal HaskoningDHV and its cross-disciplinary expertise in the field.

In addition to conducting multiple-stakeholder analyses, our experts consecutively defined a schedule of requirements, designed floor plans and developed implementation plans. This resulted in a final design that incorporated architectural, mechanical and electrical plant details as well as a tender for the interior design.

With project management delegated to Royal HaskoningDHV, we also took on responsibility for the entire relocation project from initiation to completion.

Chemelot is the largest chemical industrial complex in the Netherlands with more than 70 companies and 7,500 employees on site. Professional management of the site is not only essential but dependent on in depth knowledge of all its assets. That’s why Chemelot turned to us at Royal HaskoningDHV when it decided to outsource the park management.

As managing agent, we are charged with the management of all infra-structure at Chemelot including its green areas and the external plant boundaries. By defining the qualitative Key Performance Indicators (KPIs), quantitative Service Levels and additional performance indicators, reports can now be generated for Chemelot on the performance of the assets identified.

This means that performance is not only reviewed at the correct level, but also well-grounded decisions can be made that balance performance and risks in relation to overall costs.

IMPROVING PROCESS KNOWLEDGE FOR BUSINESS CONTINUITY AT HEINEKEN

Royal HaskoningDHV has been actively involved in helping HEINEKEN improve the operation of the waste water treatment plants at four of its breweries in Africa.

Acknowledging our successful work to improve operational performance at a waste water treatment plant in South Africa, HEINEKEN commis-sioned us to extend our support to plants in The Congo, Nigeria and Egypt. In addition to providing a dedicated process engineer to support the plants’ process operators, we are also examining the overall plant operation as well as the online and operational data generated.

By improving process knowledge on-site through our work for HEINEKEN, we can also support in maintaining the continuity of the waste water treatment plants.

CHEMELOT - PERFORMANCE MANAGEMENT FOR THE NETHERLANDS’ LARGEST INDUSTRIAL COMPLEX

DRIVING ENERGY EFFICIENCY FOR THE ABN AMRO BANK PORTFOLIOTo improve the sustainability of its property portfolio, ABN AMRO Bank first needed to assess the energy status of all of its 378 office buildings. Given the extent and complexity of the task, they turned to us at Royal HaskoningDHV for advice and support.

We approached the assessment by attributing energy performance labels and indicative BREEAM scores to each property in the portfolio. We then identified the measures and interventions required to improve the sustainability of the Bank’s property portfolio. And, finally, we assessed the technical and financial feasibility of the measures and interventions proposed.

The resulting analyses enabled ABN AMRO Bank to take the decision to upgrade its 15 most important buildings to the ‘A’-rated energy label achieving a BREEAM ranking of ‘Very Good’ in the process.

When Tata Steel Ijmuiden made a strategic commitment to establish cost-leadership across its business, its Site Facilities recognised that achieving this goal would require a systematic, effective approach.

To help Tata Steel realise these ambitions Royal HaskoningDHV started by developing a strategic policy plan for the Facilities with the aim of increasing professionalism of maintenance and management of its assets in Ijmuiden.

Together with the client, we defined a set of key performance indicators (KPIs) outlining the strategic goals of the organisation. These KPIs were then quantified in service level agreements (SLAs) which resulted in additional indicators for direct use in monitoring operational activity.

For Tata Steel, this marked a significant step on the path to professionalising asset management within the company.

HELPING TATA STEEL MEET ITS COST LEADERSHIP GOALS THROUGH STRATEGIC POLICY PLANS

ENSURING ACCESS TO THE NORTH SEA CANAL - ASSET MANAGEMENT FOR LOCKS

To preserve sea-based access to the dockland area of the North Sea Canal, the IJmuiden Lock Complex in the Netherlands needs to be completely renovated or fully replaced in the near future. To ensure that the project is successful, it is critical to ascertain and understand the require-ments of all the key stakeholders.

To support this essential stage of the project, Royal HaskoningDHV was commissioned to draft a Client’s Schedule of Requirements (CSR). This involved collecting and analysing data related to the economic importance of the North Sea Canal as well as information specific to the shipment of goods from all stakeholders.

This resulting comprehensive CSR, which was subsequently approved by all stakeholders, also delivered an itemised Terms of Reference which the new lock complex will need to meet.
