Royal HaskoningDHV's creative professionals, over two thirds of which are university graduates, cover the full

range of environmental disciplines. Royal HaskoningDHV integrates their technical and management

perspectives to provide practical and workable solutions to environmental issues. Many of our staff have over

15 years of project experience and come from a diverse range of backgrounds. These range from earth, natural

and social sciences, engineering, planning, economics, law, organisational and management development.

The Environment Team of Royal HaskoningDHV, consisting of approximately 650 staff (of which 150 are water

specialists), brings together a wide range of know-how in order to solve the great diversity of problems related

to the environment. Our expertise covers both the more traditional environmental areas such as soil, water, air,

waste, biodiversity, social and noise, but also more strategic sustainability policy and environmental planning

References Soil Investigation & Remediation

Soil contamination study for a Concentrated Solar Power station in Upington, South Africa Country: South Africa Client: Confidential Location: Upington, Northern Cape Start and Completion Date: 2013 Undertook a soil contamination study for a 120 Ha site set aside for the development of a CSP facility. Study undertaken as a requirement by the client’s lenders as part of a larger risk assessment being undertaken for the site. The study involved the taking of samples, the analysis of these samples and the compilation of a report outlining the findings of both a visual assessment of the site as well as the laboratory analysis undertaken.

Supervision of dismantling and remediation project Douala Cameroon Country: Cameroon Client: Confidential Location: Douala Start and Completion Date: 2009-ongoing Management and supervision of the dismantling and remediation of a former agrochemical blending facility in Douala, Cameroon. Tasks included design of tender documents, tender evaluation, on site HSSE and technical supervision and validation of remedial works. Prior to implementation phase Royal HaskoningDHV has performed various investigation phases to identify and delineate impacted areas.

Supervision of Removal and Disposal Drummed TCP Country: Eritrea Client: Shell Djibouti Location: Assab Start and Completion Date: 2008 Supervision of removal and disposal of drums containing tricresylphosphate and affected soils.

Remediation Free Phase Jet-A1 at Khartoum Airport Country: Sudan Client: Shell Aviation Location: Khartoum Start and Completion Date: 2009 - ongoing Management and supervision of delineation of free phase Jet A-1 impacted groundwater and implementation of remedial actions for removal of this free phase product.

Remediation former agrochemical depot in Addis Ababa Country: Ethiopia Client: Confidential Location: Addis Ababa Start and Completion Date: 2007-2009 Soil remediation in area impacted by agrochemicals. Scope included specification design, on site supervision and validation. The remediation was performed by an Ethiopian contractor under supervision of an experienced environmental supervisor of Royal HaskoningDHV.

Supervision of Maringan Site Remediation Works Country: Sudan Client: Confidential Location: Wad Medina Start and Completion Date: 2007 - 2009 Supervision on behalf of Client for a large site remediation scheme comprising demolition works, groundwater floating product abstraction works, earthworks to remove pesticide and solvent impacted soil for treatment, removal of heavily contaminated material out of well used as soak away and stabilisation and reinstatement works.

Phase II Site Investigation Khartoum Airport Country: Sudan Client: The Shell Company of the Sudan Ltd. Location: Khartoum Start and Completion Date: 2006-2008 The works comprised design of the site investigation, drilling of groundwater monitoring wells, sampling, in-situ and laboratory chemical analyses of groundwater and soil samples, preparation of a hydro-geological model and reporting. A remediation strategy was also developed.

Environmental site assessment Maringan, Sudan Country: Sudan Client: The Shell Company of the Sudan Ltd. Location: Wad Medani Start and Completion Date: 2006 Royal HaskoningDHV has carried out an extensive and intrusive environmental site assessment at a former agrochemical site in Sudan. A Groundwater Risk Assessment was carried out to investigate the behaviour and thus potential spreading of contaminants in groundwater. The main objective of this Risk Assessment was to define a groundwater exclusion zone, and therewith prevent any (future) potential risks to local residents from using groundwater impacted by former site operations. Geology, hydrogeology, climate, topography and existing groundwater data were assessed on a regional scale and site specific scale. Information used included Blue Nile river levels, local geology, regional groundwater levels, major groundwater abstractions, behaviour of solvents and agrochemicals redox conditions, microbial degradation and retardation. Based on the available information on (impacted) groundwater, as well as the spreading in groundwater over the last ten years, model scenarios were calibrated through sensitivity analysis in an initial screening assessment. One scenario was selected for this specific situation and was used for further modelling and calculation. Various modelling sequences were executed. This eventually resulted in determination of exclusion zones for shallow and deep aquifers.

Human Health Risk Assessment Country: South Africa Client: Shell International Chemicals BV Location: Johannesburg Start and Completion Date: 2006-2007 Human health risk assessment of an industrial site Wadeville South Africa, with reference to the contamination situation in soil and groundwater.

Management of Soil Investigation Programmes Country: Benin Client: Marlan's Group S.A. Location: Cotonou Start and Completion Date: 2005 A detailed site (soil) investigation programme for the construction of a ro-ro terminal, a fertiliser quay and a fertiliser factory in Cotonou was designed and tender documents were prepared. Royal HaskoningDHV assisted during tendering, and carried out supervision of the surveys.

Environmental Impact Assessment, Feasibility studies, Terminal Development for various projects Country: Benin Client: Marlan's Group S.A. Location: Benin Start and Completion Date: 2005 Marlan’s Group S.A. intended the construction of a RoRo-Jetty Terminal 50 Km east of Cotonou in order to improve efficiency of handling second hand cars compared to the present situation through the main Port of Cotonou. In addition, a fertiliser plant and a car-offloading jetty outside the port of Cotonou was planned. Royal HaskoningDHV prepared designs, soil investigations, environmental reports and feasibility assessments for all of these intended project developments.

Environmental Risk Assessment for a proposed Coal Terminal to be situated at Port Louis, Mauritius. Country: Mauritius Client: Department of Energy Location: Port Louis Start and Completion Date: 2009-2010 The energy department of the Government of Mauritius had commissioned a new thermal power plant. Coal would need to be shipped in to fuel the power station. This meant the increase in coal storage facilities was required at Port Louis. This however posed a risk as the area proposed for coal storage was situated adjacent to a fuel and chemical storage tank yards on site. An environmental risk assessment was undertaken to determine the explosive risks associated with the proposed operations, as well as additional air, noise, visual, marine, coastal, social, and legislative impacts which may result from the proposed development.

Consulting Services for Evaluation / Assessment of Dam Safety and Preparation of Emergency Action Plan and Environmental Management Plan for Akosombo and Kpong Generation Stations Country: Ghana Client: Volta River Authority Location: Volta Basin Start and Completion Date: 2009-2010 The Akosombo Dam is a hydroelectric dam in south-eastern Ghana in the Akosombo gorge on the Volta River. The dam provides electricity to Ghana and its neighbouring West African countries, including Togo and Benin. The Volta River Authority (VRA) has a request to prepare a Dam Safety Assessment and the much smaller Kpong Dam downstream as well as an Emergency Action Plan to minimize damage and fatalities in case of an emergency. Additional task is the preparation of an Environmental Management Plan to manage the environmental challenges in operating the dam and its projects.

Environmental Site Assessment Philips Lighting Facility Maseru, Lesotho Country: Lesotho Client: Philips Environment and Safety Location: Maseru Start and Completion Date: 2008 Royal HaskoningDHV performed an environmental assessment prior to the planned construction of a building in which Philips will establish a manufacturing plant for CFLi (Compact Fluorescent Lamp integrated) lighting products.

Environmental, Safety and Social Audits of the Nigerian ports in Lagos Country: Nigeria Client: Bureau of Public Enterprises Location: Nigeria Start and Completion Date: 2008-2009 Environmental, Safety and Social Audits of the Nigerian ports in Lagos, Calabar, Port Harcort and Warri. The study also involved a separate Resettlement component in accordance with IFC guidelines. .

Due Diligence Khartoum Water Supply Country: Sudan Client: FMO (Dutch Development Bank) Location: Khartoum Start and Completion Date: 2006 Technical, economical, environmental and social due diligence of the Khartoum Water Supply Project (BOOT) in order to assess the risks for lenders.

References HSE Detailed Design HAZOP of Rabi Pumping Station

Country: Gabon Client: Addax Petroleum Maghena Location: Port Gentil Start and Completion Date: 2009 The main task of the Royal HaskoningDHV HAZOP chairman was to guide the review process on the changes on the P&IDs, as a result of the HAZOP performed by Woodhill Frontier in September 2008. Objectives of the HAZOP were to check whether recommendations from the previous HAZOP were carried out and/or implemented on the P&IDs. To identify additional points which need attention, and to solve these if possible, and if not, to define recommendations or actions. To discuss the impact on hazards and operability of the changes in the design, compared with the previous HAZOP, and to implement operational issues on the P&IDs, if considered to be necessary by Addax staff.

Human Health and Ecological Risk Assessment Country: South Africa Client: Shell International Chemicals BV Location: Durban Start and Completion Date: 2007-2008 Human health and ecological risk assessment of a contaminated industrial site (Reunion) in Durban, South Africa. Contamination in soil and groundwater concerned pesticides and aromatics.

Risk assessment and emergency response studies Country: Several: The Netherlands, Gabon, France, Cameroon Client: Total Gabon & Total Cameroon Start and Completion Date: 2004 2007 Total Gabon and Total Cameroon have awarded a contract to Royal HaskoningDHV to perform Safety studies on all oil production installations, according to the French Seveso II legislation and Total company rules. The safety studies were focused on all installations, including oil and gas wells, pipelines, offshore and onshore production installations, oil treatment facilities, tank storage and oil tanker loading facilities. The projects included a visit to all relevant locations, inspection of the systems in place and selection of the accident scenarios. For all scenarios effect and consequence calculations have been prepared, and risk assessment. The scenarios have been prioritized on risk. A selection of the scenarios was used as basis for the internal and external emergency plans. The scenarios were also used to investigate the adequacy of the safety measures installed. The project also included training to Total personnel on emergency response. Furthermore additional heat radiation studies have been performed for the flare stacks on all offshore production platforms under normal and emergency situations, in order to comply with the French legislation and company rules.

Shell Gabon EMS support and Report to Society Country: Shell Gabon Exploration and Production Client: Gabon Location: Gamba Start and Completion Date: 1999-2007 Shell Gabon is a oil exploration and production company operating the Gamba and Rabi fields since the early sixties. In 1999 Shell Gabon attained their ISO 14001 environmental management certification with substantial support from Royal HaskoningDHV. From 2001 onwards Royal HaskoningDHV supports the maintenance of the ISO 14001 system through the conduct of annual EMS / HSE audits, audit training, training of staff, preparation of various materials for Shell Gabon staff (internal publications), operational support (checking and closing audit follow up) and HSE contractor management training. Annually the Report to Society publication (French - English) is drafted, lay out and shipment of 1500-2000 copies. This report presents the performance of Shell Gabon in the field of health, safety, environment and sustainable development. The volume of each of the activities varies annually depending on the topics and needs for support.

The training was given at Heidelberg cement facility in Tema, Ghana.

Environmental and Social Impact Assessment Undertaken for a Bioethanol Facility in Sena, Mozambique. Country: Mozambique Client: Envalor Location: Sena Start and Completion Date: 20011-ongoing Royal HaskoningDHV was appointed by Envalor to obtain environmental authorisation for their bioethanol facility proposed for development north of Sena, in Mozambique. The project involved the establishment of an emerging farmers project, & 12 000 Ha of land set aside for sugarcane and sugar beet production. The aim is to train the local communities on how to farm commercially on 100 Ha as part of the emerging famers project, and then to upscale the project to the full 12 000 Ha of sugarcane/sugar beet production, with the aim of producing ethanol for the export market in Europe. Both IFC & the local MICOA environmental requirements needed to be addressed during the study in order to obtain environmental licenses to initiate the project.

Environmental and Social Impact Assessment for the exploitation of 5 quarries at Rabi field Country: Gabon Client: Shell Gabon Location: Gabon Start and Completion Date: 2008-2010 The project consists of the exploitation of quarries as follows: 3 sand quarries to open and 2 laterite quarries to extend. The site is located in the rain forest of Gabon, is isolated and rich in biodiversity. The ESIA was carried out according to the legislation and procedure of Gabon. Presentations to relevant ministries were held. Impacts of the project were assessed, compensation measures recommended and an Environmental Management Plan (EMP) was set up to allow easier implementation of the measures. The project and the results of the ESIA were presented to the Gabonese Authorities.

Air Quality Impact Assessment for a Copper Mine, Kinsevere, DRC Country: Democratic Republic of the Congo Client: Anvil Mining Location: Kinsevere Start and Completion Date: 2008 An air quality impact assessment was required for EIA purposes to assess the impacts of a copper mining and smelter operation in the Democratic Republic of the Congo. The oil will then be transported by pipe to the export facility. The impact assessment consisted in studying the potential impacts of the development activities, as well as the laying of the pipelines. The OBA field development consisted in: the exploitation of four wells, an Early Production Facility on site, on site piping and a pipeline of 42 Km from the production site to the treatment and exportation facility. Most of the site and pipeline trajectory was in a savannah area and very little population was in the vicinity. Impacts related both to the production site and the pipeline were assessed. Compensation measures were recommended to the client and an Environmental Management Plan (EMP) was set up to allow easier implementation of those measures. The ESIA was presented together with the client to the Gabonese Authorities.

Also safety and security played a major role in this part of the Niger Delta.

Environmental Impact Assessment for Oil & Gas Projects in Gabon Country: Gabon Client: Shell, Total, Perenco, Sinopec, Addax, GGPC, CNR, MPDC and OPHIR Location: Gabon Start and Completion Date: 2004-2009 These EIAs concerned various types of activities in this sector: exploration drilling, seismic survey, appraisal and production drilling, pipeline laying, production and treatment facilities, operation of facilities and associated activities (extension of opening of quarries, embankment, waste disposal and treatment facilities, workers camp, etc.). The main project component is the construction of a 390 km pipeline between the Diga gas field and Libreville. The first part of the pipeline, 110 km between Diga and the Batanga production facility is onshore and follows the RoW of an existing pipeline. The second part of the pipeline is mainly offshore but includes 3 small on-shore sections for which a number of alternative routes were considered. The project also includes the drilling of a number of appraisal, exploration and development wells in Diga and Ombena fields. An EIA was carried out for the majority of the activities associated with the construction and operation of these facilities.

Transnet New Multiproduct Pipeline (Inland Lines) Country: South Africa Client: Transnet Pipelines Location: Gauteng and Mpumalanga Provinces Start and Expected Completion Date: 2005-2007 EIA for the proposed Transnet NMPP from Jameson Park via Alrode to Langlaagte (a distance of approximately 77 km) and Kendal to Waltloo (a distance of approximately 88 km) in Gauteng and Mpumalanga Provinces, South Africa. Calabar Energy City Country: Nigeria Client: Calabar Energy City Development Company Limited Location: Cross River State Start and Expected Completion Date: 2010-2011 The Government of Cross River State is currently implementing various socio-economic policy initiatives. One of these initiatives is the promotion of the establishment of a dedicated energy services facility in Calabar to be known as Calabar Energy City. Royal HaskoningDHV was assigned to undertake project management services for the Calabar Energy City Project in March 2010. Our task was to ensure that the design of the port area and the development of the infrastructure were undertaken on time, within budget and that all design work were done to the highest standards. The initial ten work packages were planned to take approximately six months and to cover a variety of fields of work and activities within different divisions. Royal HaskoningDHV’s main tasks comprised master planning, award of contracts for environmental impact assessment, site clearance and dredging & reclamation, M&E planning, hardware and equipment contracts as well as the preparation of power plant and waste water treatment plant contracts. At a later stage, Royal HaskoningDHV’s scope of work could be extended to cover site supervision during construction of the facility. Ghana Regional Capitals Street Lighting project Country: Ghana Client: Philips Lighting B.V. Location: Accra and Kumasi Start and Completion Date: 2008-2010 In 2005 Royal HaskoningDHV executed on behalf of Philip Lighting BV a PESP Feasibility Study for Street Lighting in the Regional Capitals of Ghana. This study resulted in an ORET application that was granted in 2007. The first phase of the project comprise some 500 km of street lighting in Accra and Kumasi, scheduled to be implemented in 2008, 2009 and 2010. Philips Lighting BV contracted Royal HaskoningDHV for the site supervision, technical assistance and for the implementation of the Maintenance Management System (MMS) including trainings etc. For the MMS implementation Royal HaskoningDHV collaborates with Liandyn, a Dutch developer and operator of similar systems in the Netherlands.

After commencement of construction of the first rapid rail link in Africa, Royal HaskoningDHV were employed to undertake environmental monitoring and reporting services, this also subsequently extended into the early operational periods of the project. Key components which needed to be addressed during the impact assessment were tunnelling, land restitution, river crossings, extensive public consultation, transects across a landfill site, positioning and access provision to train stations, electrical supply to the rapid rail system, rail yards and provision of various other utilities etc.

Pressure factors include urban development and expansion, a backlog in infrastructure provision, demand for housing, and urbanisation pressures. The Provincial Spatial Development Framework identified Tlokwe as a Priority One investment area due to the location of the Municipal Area and its positive physical attributes. The formulation of the Environmental Management Framework for Tlokwe was therefore necessary to ensure that development and growth is sustainable and does not take place to the detriment of the sustainability of the natural resource base.

Environmental Management Framework for the John Taolo Gaetsewe District Municipality Country: South Africa Client: Northern Cape Department of Environment and Nature Conservation Location: Northern Cape Province Start and Expected Completion Date: 2011-2012 The Environmental Management Framework (EMF) aims to identify areas of natural resource importance, ecological sensitivity, and transformation pressures and to formulate a spatial environmental plan to guide decision making as well as relevant spatial development plans for the area. The EMF is based on the integration of spatially represented information and related parameters, such as ecology, hydrology, infrastructure and services, in order to pro-actively identify areas of potential conflict between development proposals and critical or sensitive environments. Spatial and development planning in the district can therefore draw on the EMF to steer the utilisation and exploitation of natural resources in a sustainable manner. The EMF also accommodates consideration of natural disasters, climate change, deforestation and water supplies.

Environmental Management Framework for the Metsweding District Municipality Country: South Africa Client: Gauteng Department of Agriculture and Rural Development Location: Gauteng Province Start and Expected Completion Date: 2010-2011 The formulation of the Environmental Management Framework for the Metsweding region was necessary to ensure that development and growth is sustainable and does not take place to the detriment of the functionality and integrity of the natural resource base. The main threats to the natural environment in the Metsweding region are related to pressures on natural resource base amidst development and expansion of the urban areas, as well as extra-urban agricultural and mining extensions. An important step to managing these issues is the recognition of the value of wetlands and watercourses, as well as their associated aquatic ecosystems must form part of the development planning of both the urban and rural areas of the Metsweding area.

Development of green servitudes tool for Gauteng Country: South Africa Client: South African National Biodiversity Institute Location: Gauteng Province Start and Expected Completion Date: 2010-2012 Green Servitudes, or conservation servitudes, are one type of tool in the suite of biodiversity conservation policy strategies. Essentially, they are legal mechanisms through which local authorities or conservation agencies can secure development moratoriums on private land in the interest of biodiversity conservation. By drawing on local and international examples the project provides an overview of the business case in support of the application of Green Servitudes; an appraisal of the legal mandates for such servitudes; and outlines a proposed Green Servitudes tool for application by municipalities in Gauteng within the development approval processes.

Environmental Handbook: Requirements for High Pressure Development Areas Country: South Africa Client: City of Johannesburg Location: Gauteng Province Start and Expected Completion Date: 2010 The Environmental Handbook consolidates the environmental management and development planning information within the City of Joburg into both a reference document and guideline for interventions in critical development pressure areas. The Handbook provides a clear framework for the implementation of the recommendations of the various environmental strategies, frameworks and policies throughout the City’s institutional structures. This Environmental Handbook was compiled in order to bridge the divide between environmental management theory and city development practice. Northern eThekwini Urban Development Corridor Local Area Plans: Strategic Environmental Planning Component Country: South Africa Client: eThekweni Metropolitan Municipality Location: Kwa-Zulu Natal Province Start and Expected Completion Date: 2009-2010 Development pressures around the new King Shaka International Airport and associated Dube Tradeport are mounting, and in response the eThekwini Municipality commissioned a study to confirm alignments of the R102 road corridor and compile Local Area Plans for the Phoenix, Verulam and Tongaat areas. Strategic Environment Planning input was provided for each Local Area Plan. The environmental assets within the NUDC are highly pressurised and fragile. The green corridors associated with the river catchments that traverse the area need to be protected, and where possible expanded and enhanced. These corridors provide vital ecological and recreational amenity services for the metropolitan area as a whole and specifically within each Local Area.

South African Environmental Outlook, 2012 Country: South Africa Client: Department of Environmental Affairs Location: National Start and Expected Completion Date: 2011-2013 In the context of reporting on the management of the environment, the regular reporting function is carried out in the form of ‘State of Environment Reports’. State of Environment Reporting provides snapshot pictures of environmental conditions as found at specific times, thereby informing decision makers and civil society alike on the state of health of the environment, and on how well environmental management has performed between sequential reports. The reports therefore provide a broad based insight into the condition of our living environment at a national scale, and with a view towards guiding strategic interventions. This insight is based on a synthesis of environmental monitoring results which in turn provides for an opportunity to identify trends, causal relationships, danger signs, success stories and the like. The value of State of Environment Reporting therefore resides most clearly in its ability to guide decisions for future policy based on a report on what has been happening in the past. This also creates awareness of environmental issues on a wider and more general level and informs broader planning and strategic decision-making.

They are vulnerable to a variety of pressures as the province attempts to provide needed development and socio-economic infrastructure to meet the demands of society. This has been exacerbated by the previous unsustainable development practices and their impacts including spatial organisation, mining and agricultural activities. The State of the Environment report as per the national guidelines and framework is a glossy publication that provides the current state and responses to aspects of human settlements, biodiversity, water, air quality, waste and land issues amongst others. Thus, the State of the Environment Report is a key instrument for tracking Gauteng’s efforts to protect the province’s environmental assets.

Western Cape State of the Environment Report, 2012 Country: South Africa Client: Western Cape Department of Environmental Affairs and Development Planning Location: Western Cape Province Start and Expected Completion Date: 2012-2013 The Western Cape State of Environment Outlook report is the second report on environmental trends in the province. In 2005 the first baseline report was published and reflected on fourteen themes for natural, social and economic aspects of sustainable development. Amathole State of Environmental Report Country: South Africa Client: Amathole District Municipality Location: Eastern Cape Province Start and Expected Completion Date: 2011-2012 The project aimed to review and update a combined Integrated Environmental Management Plan (IEMP) and Environmental Management System, and identify interventions that can steer the District towards a more sustainable environmental and social state. Method Statement for Encapsulation of Asbestos Contaminated Material (ACM_ Country: Lesotho Client: Trencon Building World Belela Joint Venture (TBWB) JV Location: Lesotho Start and Expected Completion Date: 2012-2013 Royal HaskoningDHV provided technical support to Trencon Building World Belela Joint Venture (TBWB) who are currently constructing and renovating Health Centers in Lesotho. These Health Center upgrades are part of MCA-Lesotho’s Health Infrastructure Project. MCA-L’s Project specifications include the Identification, Safe Removal and Disposal of Asbestos Containing Materials (ACM) at Health Centres in Lesotho. TBWB has employed Specialist consultants Royal Haskoning DHV and Approved Inspection Authorities (AIA) who are experts in asbestos management for the identification, safe removal and handling of ACMs. The specialist input focuses on the strategy to safely contain and dispose unearthed Asbestos Containing Material(ACM), present in the surface bed of various derelict Clinic site, in the best practical, environmental safe and economical manner. The recommended option for final ACM management at the targeted sites shall be via onsite immobilisation using a cement-ACM-aggregate mixture commonly referred to as ‘soilcreting’ to encapsulate the co-mingled ACM debris.

A full social and economic impact assessment was undertaken against the backdrop of international best practice approaches. A robust qualitative and quantitative data gathering process became the focus to the success of the SEIA.
