SUMMARY MINUTES OF THE

ADVISORY COMMITTEE ON TRANSPORTATIONAL STORMWATER MANAGEMENT

Members Present: David Emme, Administrator of Nevada Division of Environmental Protection- Chairman Kay Scherer, Interim Director, Department of Conservation & Natural Resources David Gaskin, P.E., Deputy Director, Nevada Department of Transportation Craig Madole, CEO, Nevada Associated General Contractors of America, Inc. Gale Fraser, Public - Retired General Mgr., Clark County Regional Flood Control Dist.

1. Call to Order, Roll Call, Establish Quorum (Discussion): Chairman Emme called the meeting to order at 9:00 a.m. and confirmed all members present, therefore they had a quorum.

2. Public Comment (Discussion): Chairman Emme called for public comment. There was none.

3. Approval of Agenda (For Possible Action): Chairman Emme requested comments from the members on

the agenda. Hearing none, Mr. Madole moved to approve the agenda, Ms. Scherer seconded and the motion was approved unanimously.

4. Approval of Meeting Minutes: (For Possible Action) Chairman Emme requested comments from the members on the minutes. Ms. Scherer had found two typo corrections. Mr. Gaskin made a motion to approve the June 14, 2016 with corrections. Mr. Madole seconded and the motion was approved unanimously.

5. Status Report on Settlement of EPA Enforcement Action (For Possible Action): Mr. Gaskin started with the Mission for the program and that it was created to help clarify the program duties and goals. He also informed the members that the Board of Examiners approved the consent decree in July with an effective date of September 14, 2016. Staff from both NDOT Stormwater Program and NDEP attended the first quarterly meeting with EPA November 2, 2016. EPA was very pleased with the progress of the program especially the mapping program.

6. Update on NDOP Stormwater Program Staffing: (For Possible Action): Mr. Alan Tinney, Stormwater Administrator, stated that all of the managers have been hired and that 95% of staff has been filled. The managers would be presenting their programs to the board so that the members can get to know them.

7. Status Report on Development of NDOT Stormwater Management Program: (For Possible Action): Mr. James Murphy, Program Development Manager updated the members on the different aspect to his program. Mr. Murphy stated that his group had completed the annual report for fiscal year 2016. This report is a requirement of the MS4 permit. The first EPA quarterly report has been completed, there wasn’t much to report but the next quarter report will be more extensive. Mr. Murphy has been working with Clark County and NDOT to develop an agreement between the groups to use the facility where the water and solid waste can be disposed. Kim Smith, the PIO has been leading the Public Stormwater education program. Mr. Craig Crick, Training Manager, updated the members on the training programs being established. Mr. Crick stated that they are in the final stages of online awareness training that will be available to all NDOT employees which include the basics of Stormwater and increase awareness. The current 8 hour Stormwater Certification Training Course is the core training program. At this time 93% of required NDOT employees have completed the course. Mr. Tyler Thew, Design and Planning Manager, informed the members of the progress being made in the planning and design section of the program. The Planning section is responsible for evaluating impacts of roadway runoff to surface waters, BMPs and maintenance strategies, and monitoring research program. They’re currently developing real-time monitoring project, prioritizing projects and outfall inspections, as well as stream Assessments. The Design section is responsible for the new and redevelopment program, permanent BMPs, slope erosion control, construction and encroachment permit plan. Some of the projects Design is currently working on are the USA Parkway, evaluating permanent BMP needs for approximately 165 projects in design. Ms. Cricket VonJames, IT Manager, informed the members of projects the IT staff is working on. Ms. VonJames spoke about the development of a mapping application to date all NDOT assets in a GIS format. This will include pipes, drop inlet, manholes, channels and basins. The mobile application allows crews to access this information in the field. Mr. Michael Simmons, Compliance and Enforcement Manager, stated that his section is currently developing district roles and responsibilities, prioritization plan for IDDE and revision to the Standard Specifications for Construction book. Mr. Simmons group is also reviving and developing inspection and investigation procedures. Ms. Kim Yoko Smith, Public Information Officer, updated the members of the public outreach that is being done. Outreach projects include the brand launch designed by journalism students at UNR, “Love NV Waters”. Along with the brand launch, there have been website and social media updates, and a drawing contest for K-12 students.

8. Schedule Next meeting: (Discussion): The next meeting was scheduled for February 6, 2017, 9 am.

9. Public Comment: (Discussion): Chairman Emme asked for public comment, hearing none he moved on to adjournment.

10. Adjournment: Meeting was adjourned at 10:20 am.
