Welcome to the 2020 Club, Unit and Leadership Seminar. Thank you so much for taking time out of your busy schedule to attend. I hope you find the information in this book valuable to you this year. It is the intent of your Divan to make this meeting as concise and informative as possible. We desperately need the support of our clubs and units. I know that many of you are willing to help and some have already committed to plan, sponsor and work particular events. This year we will be calling on more of you to support our temple projects and activities. Your Divan will be asking you to make a few changes to better support each other's projects. We can all pull the same direction and truly become one TEAM with one VISION. Fun, Fellowship and Philanthropy. Lou and I are looking forward to a great year and we know that without you it will be difficult to achieve.

POTENTATE’S AMBASSADORS DUTIES OF THE AMBASSADORS

A. B. C. D. E. F. G. H. I. J. K.

A Potentate’s Ambassador should be a leader among men and a respected citizen in his community.

He should keep in touch with Shrine affairs at all times so that he is in a position to know our issues.

He should represent the Potentate in his city or town in all matters concerning the welfare of his Temple.

He should call on the sick, convey the well wishes of the Shrine for their speedy recovery, and notify the Recorder’s office of any serious or lingering illness.

He should call at the homes of the members who have been summoned by the Black Camel and convey the sympathy of the Potentate and the Temple to the bereaved family.

He should notify the Recorder’s office immediately by telephone or email of the death of any member in his territory, so that proper duties on the Recorder’s part may be completed.

He should be the one man to whom all Nobles in that territory, city, or town could go to for advice regarding anything in connection with Temple affairs.

He should be on alert for promising new members as candidates for our Ceremonies, combing the lists of newly made Blue Lodge Masons in his territory for that purpose.

If there are one or more Shrine Clubs in the area, he should cooperate with the Shrine Club Officers

to the fullest extent of his ability in furthering their program and objectives for the general good of

Shrinedom.

He is the Personal Representative of the Potentate in making available to every one – Shriners and Non-Shriners – membership in the Children’s Hospitals – his Noblest duty.

If called upon by the Membership Committee or Potentate, assist in contacting the Nobles in your area about delinquent dues.

SHRINE PROTOCOL

Protocol is important in conducting Shrine functions. The brief outline that follows should be helpful in providing a guide to you should your Club or Unit have a visit by the Potentate or Divan. A. B. C. 1. 2. 3.

The Potentate is the #1 Noble in your Shrine organization and his position should be accorded the protocol and respect due to the person holding this esteemed office. When the Potentate attends an affair at your Club or Unit, someone should be assigned by the President to greet him and introduce him to the Nobility. The Potentate should be made to feel welcome and at home. If the occasion is the official Divan Visitation, then the complete Divan and their ladies should be greeted and introduced.

Should the Potentate or a member of the Divan drop by your Club or Unit meeting unexpectedly, then all Club business will immediately cease, and the presiding officer will introduce the guest and turn the meeting over to him. If the visiting guest chooses, he may direct the Club president to continue with the general course of the meeting.

If the meeting attended by your Potentate (and/or Divan and ladies) is a buffet state dinner, then the following is the proper procedure to follow:

The Club President will call for the invocation and announce that the Potentate and his lady will lead the buffet line followed by the Divan and their ladies. Past Potentates and their ladies (if present), visiting dignitaries and ladies, Club officers and ladies, followed by the Nobility and their ladies.

Most of our Clubs do not have large enough facilities to follow recommended seating. In such situations when there is not sufficient room at the head table, the carry over should be seated at adjoining tables and as near to the Potentate as possible.

On official Divan visitations, the Club President always opens the meeting. After dinner, the President resumes the meeting, introduces the guest, making his announcement (s), and he conducts any business that is necessary. After he introduces the Po tentate, the Club President turns the meeting over to the Potentate who handles the remainder of the meeting and is the last person to speak, after which the President will call for the benediction.

CODE OF ETHICS

§ 210.7 Code of Ethics. The officers and directors of Shriners International, an Iowa corporation, and all who may be elected or appointed to positions of authority, in order to discharge the responsibility bestowed upon them by the Representatives, and to maintain the integrity of the Order, and all Shrine temples, their elected divan members, their appointed officers and all Nobility, shall abide by this Code of Ethics. A. B. C. D. E.

F. G. H. I. J.

Obey the law of the land and the articles of incorporation and bylaws of the Order, adhering to the

spirit as well as the letter thereof.

Demonstrate the highest standards of personal integrity, truthfulness and honesty in all their fraternal

activities; administer the Order’s affairs with impartiality, efficiency and effectiveness and in a manner

that enhances its good name and mission.

Be certain that their information is accurate when speaking on behalf of the Order; disclose when they

are stating their personal opinions; and be scrupulous in the representation of their authority and

avoid misleading those with whom they deal.

Approach their organizational and operational duties with a positive attitude and constructively support open communication, creativity, dedication and compassion; bring credit to the Order by their public demeanor; accept as a personal duty the responsibility to remain informed on important and critical issues affecting the Order; and avoid accepting an assignment if they cannot effectively, competently and timely discharge the responsibilities of the assignment.

Exercise their independent judgment in the best interest of the Order, and free of compromising

influences and loyalties; and act responsibly and in good faith, and in a manner not designed or

intended to bring them personal gain from the discharge of their fraternal duties.

Give notice, in a manner consistent with the corporation’s bylaws, of any duality of interest or possible conflict of interest and make it a matter of record; give notice of any direct or indirect interest in an individual or organization which is proposing or is involved in a transaction with the Order; and, thereafter, refrain from voting on the matter or transaction or otherwise attempting to exert influence over the matter or transaction.

Refrain from using funds or assets of the Order for personal gain; refrain from receiving anything of value for influencing their actions; and refrain from granting or accepting favors for personal gain.

Report the unethical or inappropriate behavior of directors or officers to the board of directors, when informal resolution is not effective.

Refrain from using their official positions or influence either for or against any candidate or public office.

Serve with respect, concern, courtesy and responsiveness, recognizing that service to the Order is beyond service to themselves.

13

THE FEZ

Shriners International has adopted the Fez as the exclusive type of head covering to be worn by all Nobles when appearing as such. This means all Nobles must wear their Fezzes at Stated Meetings, ceremonials, Shrine parades, caravans, special Shrine events, and any other Shrine-related activities. It is advisable that Temples adopt a procedure whereby all Fezzes are ordered through the office of the Temple Recorder. This will assure the purchase of proper Fezzes, as many Nobles are unaware of the legal restrictions. § 213.1 Fez. The exclusive head covering of the Order shall be the red Moroccan Fez adorned with a black tassel on the left side thereof. Amend. 1984 (a) Jewel and Name of Temple. The name of the temple of which the Noble is an active member, together with a facsimile of a scimitar and that portion of the jewel of the Order consisting of the crescent, sphinx head and star, may be embroidered on the Fez with gold or silver bullion or silk. (b) Titles. The Imperial Chaplain, Potentates, Past Potentates, Recorders, Grand Masters and Divan members may have their titles embroidered in small letters in gold or silver bullion, silk or rhinestone jewels on one line beneath the emblem on the Fez. Active members of official uniformed units or official clubs of a temple may likewise have the names of their units or clubs on one line beneath the emblem on the Fez. Any official appointee of an Imperial Potentate or Potentate may have his title beneath the emblem as above for the term of his appointment. Amend. 1984 (c) Imperial Officers. The Imperial Potentate shall have a row of 5 gold stars beneath the emblem on his Fez. Each Past Imperial Potentate shall have a row of 5 stars, the 2 outermost of silver and the other 3 of gold. Each of the other Imperial officers, past or current, shall have a row of 3 gold stars beneath the emblem on his Fez. (d) Adornment. The embroidery on the Fez may be adorned with rhinestone jewels of a size no larger than those officially recognized by Shriners International as number 12. Not more than two pins or clasps, without supplemental embellishments, may be used to secure the tassel in place. Amend. 1992 (e) Fez, how and when worn. The Fez shall be worn in its proper shape without crushing, creasing or alteration; and no device, ornament, title, wording or adornment other than that permitted by this section may be used on the Fez. The Fez may be worn only at meetings and gatherings of Nobles held under the authority of some legal body of the Order. It may not be worn when or where prohibited by the Imperial Potentate.

SHRINERS CREED

Shriners believe in God and that He created man to serve His purposes, among which is service to others in His name. We believe that care for the less fortunate, especially children who suffer from burns and crippling diseases, is our institutional calling. We are patriots, each willing to serve his country with fidelity and courage. We cherish independence under law and freedom with responsibility. We honor family. We respect our parents, wives and children. We should instill in our children the tenets of this creed, and the heritage from which it emanates. As individuals, we pledge ourselves to integrity, virtue and nobility of character. Our intentions will be honorable, our relations will be trustworthy and our spirits forgiving of each other. As brothers, we offer each other fraternal affection and respect. Together we will support each other in adherence to this creed, so that we and our communities will be the better because of our fraternity and its principles. As Shriners, we look beyond ourselves to serve the needs of others, especially children who cannot help themselves. We believe Shriners Hospitals to be the world’s greatest philanthropy, and we covenant with each other to support its “temples of mercy” with spirit, time, talent and means.

A Contribution that Lasts a Lifetime

Perpetual Life Membership Program (Temple Dues)

Through the Temple’s Perpetual Life Membership Program, for the year of 2016 purchase a certificate for $1000.

00, relieving you, as a member of Al Sihah, of the annual $80 Temple

Member dues for life. It’s an excellent way for you to support your Temple for life. The mon-ey paid will provide dues income for the Temple for the remainder of your life and beyond. The basic investment will not be used, only the interest can be used. A Noble contributing to the fund will receive a certificate suitable for framing and a dues card bearing a special seal indicating he is a Perpetual Life Member of Al Sihah Temple.

Permanent Contributing Member Program (Hospital Assessment)

Universities, service clubs, and associations all promote lifetime memberships. Did you know that the Shrine offers Nobles a chance to be life members of its hospitals?

Through the Shrine’s Permanent Contributing Membership program, you can purchase a certificate for $150.

00, relieving you, as a Shriner, of the annual $5 hospital assessment for

life. This contribution may be deductible as a charitable deduction. It’s an excellent way for you to support the World’s Greatest Philanthropy. For more than 90 years, the 22 facilities of Shriners Hospitals for Children have transformed the lives of children around the world, providing lifesaving and life-changing medical care – without cost to them or their families. The money to provide these services at 22 hospitals comes from many sources: community donations, fund raising events, investment income, and support from the Shriners of Shriners International. As health care costs increase, Shriners Hospitals needs your help now, more than ever, to provide more specialized care, offer medical education and conduct more research. Too many people believe that if they cannot donate or leave a large sum of money, their gift will not count. Every contribution helps. In order to encourage donors to contribute to Shriners Hospitals for Children, THE HUNDRED MILLION DOLLAR CLUB was established in 1972. The club is named for its goal of adding 100 million dollars to the endowment fund through gifts or bequests of $100 or more.

How to Join

There are (3) three ways to join the 100 Million Dollar Club:

1) By contributing $100 or more to Shriners Hospitals for Children

2) By having your will include a bequest of $100 or more to Shriners Hospitals for Children

3) By adding a provision to an existing will leaving $100 or more to Shriners Hospitals for Children

What You Receive Each donor receives a handsome 100 Million Dollar certificate. By contributing $100, you can feel like a million, knowing that you have helped to ensure that Shriners Hospitals for Children will be able to continue helping children in the years to come.

SHRINE PLEDGE OF ALLEGIANCE

“I PLEDGE ALLEGIANCE TO MY FLAG, AND TO THE COUNTRY

FOR WHICH IT STANDS: ONE NATION UNDER GOD, INDIVISIBLE

WITH LIBERTY AND JUSTICE FOR ALL.”

MILITARY SALUTE

PLEDGE OF ALLEGIANCE / NATIONAL ANTHEM

The military salute is used when reciting the Shrine pledge of allegiance and

during the playing of the national anthem of any “State” represented by Shriners

International.

COLORS

A Noble who is wearing his Fez will execute a right hand salute when the colors

are within six paces of him. He will not remove his Fez. After the colors have

passed, he should drop his right hand. A Noble who is not wearing his Fez

places his right hand over his heart instead of the right hand salute.

AUDITORIUM

In an auditorium, he should hold the salute until the colors are posted after the

pledge of allegiance and/or playing of the national anthems.

SHRINE PINS

A Shrine pin should be worn on the left lapel of a suit coat or jacket. Every Noble

is encouraged to wear his Shrine pin when so attired. It proudly identifies him as

a Shriner to other Nobles, to Freemasons, or to the general public. A Shrine pin

may be worn at non-Shrine events as well as Shrine events.

FUNDRAISING ACTIVITIES

It is natural to associate the fez with Shriners Hospitals for Children. Because of this, meticulous attention must be given to all fundraising activities, including circuses, to make certain that such activities comply with the law of the land and that a contributor is not led to believe that his money will be used for the Hospitals when all or a portion thereof will be used otherwise. The integrity of our charity and of our fraternity must remain above reproach. Your specific attention is called to the following fraternal and charitable bylaws: §335.3 Use of Name “Shriners Hospitals For Children.” The use of the name “Shriners Hospitals for Children” or reference to the Hospitals in connection with any fundraising activity by a temple or Noble without the written consent of the Imperial Potentate and the chairman of the board of trustees of the Hospitals is prohibited. §503.11 Commercial Use of Name. The use of the name “Shriners Hospitals for Children” or reference to the hospitals in connection with any commercial product or business enterprise is prohibited unless the written consent of the boards of directors and trustees has been first obtained. Now, therefore, IT IS HEREBY ORDERED:

1) Fundraising for Fraternal Purposes: A) No Noble (in his capacity as a Shriner), club, unit, organization of Nobles or affiliated or appendant corporations shall engage in any fundraising activity without the express written consent of the Potentate of the temple having jurisdiction thereof. B) There can be no representation, express or implied, that the proceeds will be for the benefit of Shriners Hospitals for Children. C) The temple Potentate shall carefully examine all phases of the advertising, promotion and solicitation to determine that it complies with §335.3 and §503.11 of the fraternal and charitable bylaws and that there is no representation, expressed or implied, that would lead a reasonably prudent person to believe that the proceeds will be for the benefit of Shriners Hospitals for Children. If the Potentate is in doubt, he must receive the opinion of the Imperial Potentate who, after consultation with the Director of Temple Accounting, shall make the final determination. D) The temple Potentate must approve the terms and provisions of any contract for a fundraising activity after receiving the advice of the temple attorney, and, additionally, as may be required by the temple bylaws. E) A copy of the temple Potentate’s written consent shall be mailed to the Executive Vice President, Shriners International. Further, such written material pertaining to the fundraising activity, as requested by the Executive Vice President, Shriners International, shall be promptly mailed to him.

2) Fundraising for Charitable Purposes: A) No Noble (in his capacity as a Shriner), Club, unit, organization of Nobles affiliated or appendant corporations shall engage in any charitable fundraising activity other than for Shriners Hospitals for Children. Permission therefor must be first obtained in writing from the temple Potentate. The temple Potentate must then obtain written permission from the chairmen of the boards of directors and trustees. This request for written permission shall be sent to the Executive Vice President, Shriners International, P. O. Box 31356, Tampa, FL 33631-3356. No charitable fundraising activity shall be held in the jurisdiction of another temple without the written permission of the Potentate of that temple. 1) A joint charitable fundraising activity with another 501(c)(3) charity may be authorized, provided that a minimum of 50% of the net proceeds are for the benefit of Shriners Hospitals for Children, and the chairmen of the boards of directors and trustees determine, on a case by case basis, that it is in the best interest of Shriners Hospitals for Children and they grant their written permission for the activity. 2) A charitable fundraising activity conducted by a temple located outside of the U.S.A. may be authorized for other charities, provided that the chairmen of the boards of directors and trustees determine, on a case by case basis, that it is in the best interest of Shriners Hospitals for Children and they grant their written permission for the activity. B) All Shrine temples and their units, Shrine clubs, Shrine Associations and their units and Imperial Sessions of Shriners International are prohibited from engaging telemarketing firms and direct mail firms to assist with fundraising for Shriners Hospitals for Children. Any existing contracts may be completed, but not renewed. No new contracts are permitted without first obtaining written permission from the chairmen of the boards of directors and trustees.

Page 21: Shriners International

21

C) 100% of net proceeds (as defined in the Charitable Fundraising—Approval And Reporting provisions of this General Order) from charitable fundraising must be given to Shriners Hospitals for Children except for such portion thereof as may be permitted to be retained for the temple Shrine Hospital Patient Transportation Fund, pursuant to the Special Purpose Funds provisions of any General Order. Provided, however, if the chairmen of the boards of directors and trustees determine for good cause shown, that the law of the land requires that a portion of the net proceeds must be distributed locally, then they may, if they determine it to be in the best interest of Shriners Hospitals for Children, grant their written permission for such distribution. The remaining net proceeds from charitable fundraising must be given to Shriners Hospitals for Children and may not be designated or restricted in any way other than for research at one or all of our hospitals. D) The temple shall report the result of each charitable fundraising activity within sixty days of the activity, pursuant to the Charitable Fundraising—Approval And Reporting provisions of any General Order. This section shall not apply to activities exempt under §335.4(b) of the bylaws of Shriners International. Each independent corporation or entity that receives the permission of the chairmen of the boards of directors and trustees to raise moneys for Shriners Hospitals for Children, and which does not have its financial statements reviewed pursuant to §§334.6 & 337.8 of the bylaws of Shriners International, shall have its financial statements audited by a certified, chartered or licensed public accountant and shall submit such audit report to Shriners International within 120 days of the activity.

3) Statement of Purpose and Disclosure: A) Every fundraising activity must contain factual information on its solicitation material, tickets, programs and documents, including all electronically transmitted material, regarding the use of the proceeds. Examples: “Proceeds are for the benefit of (Shriners) (Shrine club) activities.” “Proceeds are for the benefit of Shriners Hospitals for Children.” B) Every fundraising activity which is not entirely for the benefit of Shriners Hospitals for Children shall prominently state on all solicitation material, including tickets, programs, documents and electronically transmitted material, that “payments are not deductible as charitable contributions.” C) There must be compliance with the Revenue Act of 1987 provision of any general order by U.S. temples.

4) Compliance with Applicable Laws: It is the responsibility of the temple Potentate, after receiving the advice of the temple attorney, to determine that there is compliance with all applicable laws in its jurisdiction for the temple’s fundraising activities.

5) Financial Records: A) The temple shall maintain detailed financial records pertaining to all fundraising activities involving Nobles, clubs, units, organizations of Nobles and affiliated and appendant corporations. Details of all revenues and expenditures shall be maintained in such financial records. B) The temple must retain such detailed financial records for a period of seven (7) years. C) There must be compliance with Financial Reporting on Charitable Funds and Activities provision of any General Order.

6) Notification to Nobility: A copy of the Fundraising Activities provisions of this General Order shall be printed in the temple publication at least once every calendar year. If there is no temple publication, then a copy shall be mailed to each Noble in the temple not later than the last day in March of each calendar year.

7) Prior Permission: Every Noble (in his capacity as a Shriner), club, unit, temple, organization of Nobles or affiliated or appendant corporations is prohibited from entering into any telemarketing agreement or contract to raise money for the benefit of Shriners Hospitals for Children without first obtaining written permission from the chairmen of the boards of directors and trustees.
