    (i) Where existing schemes ofMinistries/departments can fill the requirementsof such towns, they have taken necessaryaction. (ICDS, SSA, polytechnics, opening ofbank branches, ITIs (128 covered), NUHM etc.)

    (ii) BSUP 102 projects costing Rs. 5359.36

    crore are for minority concentration townsindicating 20.82 % flow of funds to these towns/cities.

    (iii) IHSDP 120 projects costing Rs. 1671.67crore are for minority concentration town with

    19.47% flow of funds

    (F) The minorities feel that there is discriminationagainst them in matter of employment, housing,bank loans and good schooling.

    (R) An Equal Opportunity Commission beconstituted to look into grievances of the deprivedgroups.

    (D) To set up an expert group to study andrecommend structure and functions of an EqualOpportunity Commission

    Expert group on EOC hassubmitted report. Theproposed Bill forestablishment of EOC isunder consideration and aGroup of Ministers (GOM) has

    been constituted on setting upof EOC.

    (F) Policies to deal with relative deprivation of theMuslims in the country should sharply focus oninclusive development.

    (R) To develop a diversity index to ensure equalopportunity to all SRCs in the areas of education,government and private employment, andhousing.

    (F) Muslims are relatively more vulnerable in terms of

    conditions of work as their concentration in informal sectoremployment is higher.

    (R) Given the precarious conditions of the self-employedpersons in the informal sector, specially the home-basedworkers, it is desirable to have a mandated social securitysystem for such workers.

    (D) A bill will be brought before Parliament for providingsocial security to workers in the unorganised sector.

    (F) Analysis of census of India 2001results has indicated that bankingfacilities are inversely correlated to theproportion of Muslim population in avillage/locality.

    (R) This issue should be addressed on apriority basis by providing incentives tobanks to open more branches in Muslimconcentration areas.

    (D) Public sector banks will be advisedto open more branches in Muslimconcentration areas.

    (F) Lack of credit is a more serious

    problem for the community as asignificant large proportion of workersare engaged in self-employment,specially home- based work.

    (R) The committee, therefore,

    recommends promoting and enhancingaccess to Muslims in priority sectoradvances.

    (D) The RBI has proposed to revise theMaster Circular on lending to priority

    sector for better monitoring of loansgiven to minority communities whichbelong to weaker sections. Loansgranted to these communities would bereported separately by the banks.

    D/o Financial Services: RBI has

    revised the Master Circular on5th July, 2007 lending to prioritysector lending. Public sectorbanks have stepped up lendingto minorities from 9% of totalpriority sector advances to 15%

    over the next three years. In2007-08, Rs.58662.67 crorewas disbursed to minoritiesagainst target of Rs.65558.27crore i.e 9.67% of total PSA. In2008-09, Rs.82864.65 crore was

    disbursed against Rs.86774crore i.e. 12.41%. In 2009-10,Rs. 96,160.49 crore wasdisbursed to minorities against atotal of Rs. 751293.62 crore i.e.12.79%.

    (F) Several complaints about the

    exclusion of Muslims concentratedareas from the activities of the bankshave been reported to the committee

    (R) All banks should be required toprovide information to anyone who

    asks about the localities to which loanshave been disbursed.

    (D) Public sector banks would regularlymonitor disposal of loan applications forminorities and maintain reasons for

    rejection of applications so that theapplicants could exercise full rights toinformation about the status of theirapplication. District-wise and bank-wisedata will be made available on the web-

    site of Reserve Bank of India.

    Circular on credit facilities tominority communities revised byRBI on 5th July, 2007. It providesfor setting up of a special cell toensure smooth flow of credit to

    minorities; increasing lending tominorities and formulate thedistrict credit plan accordingly;processing loan applications in atimely and transparent manner;

    maintaining a register at thebranch to record the date ofreceipt, sanction, disbursement,rejection, with reasons thereof.

    D/o Financial Services: The lead bankshave been advised by the RBI to createawareness among the minoritycommunities regarding credit facilitiesavailable from banks through appropriate

    measures.In 2008-09, 2429 awareness campaignswere held in 2066 districts/ towns/ blocks.4397 branches were covered bycampaign in 121 districts. During 2009-10,

    2805 awareness campaigns in 2366 inDistricts/ Towns/ Blocks having substantialminority population. Besides during 2009-10, 3575 branches were covered bypublicity campaign in areas withsubstantial minority population (121Districts).

    Follow- up action taken

    (F) Muslim women have minimalparticipation in Government micro-finance programmes such as SelfHelp Groups (SHGs), WatershedProgrammes and Panchayati Raj.

    Efforts to increase theirparticipation are necessary

    (R) A policy to enhance theparticipation of minorities in themicro-credit schemes of NABARD

    should be laid down.(D) Micro-finance among womenwould be promoted, specially inclusters.

    D/o Financial Services: Under SHG-bank linkage programme, NABARDhas been encouraging SHG formationand linkage of poor among theminority communities. District officeshave been advised in the minority

    concentration districts to emphasizethis aspect in the micro-financerelated training programmesconducted for banks, NGOs, etc.

    Rs.1789.69 crore provided to minority

    women covering 222962 accounts bybanks.

    During 2009-10, Rs. 2463.09 crorewere provided to minority womenagainst total of Rs. 15418.43 crorei.e. 15.97%.

    (F) Given the substantial presence of Muslimsin traditional occupational groups, specialattention for training for minorities under itsEntrepreneurial Development Programmeshould be given to them.

    (R) SIDBI should set aside a fund for trainingfor minorities under its EntrepreneurialDevelopment Programme.

    (D) The lead banks have also been requestedto organize entrepreneur development

    programmes so that members of the minoritycommunities in these areas could derive thebenefits of various programmes beingfinanced by the banks

    (F) State government remains the biggest hurdle togetting a loan from the NMDFC. Given the tightfinancial position of State governments, they arebecoming increasingly reluctant to guarantee loans.This has lessened the flow of funds to beneficiaries.

    (R) The availability of funds from NMDFC has to beincreased and made more regular to meet targetedneeds.

    (D) National Minorities Development & FinanceCorporation (NMDFC) would be restructured so as

    to make it a more effective instrument ofintervention.

    Multi-pronged strategy for improvingaccess to education Girls only schools

    (R) High quality Government schoolsshould be set up in all areas of Muslimconcentration. - Exclusive schools forgirls should be set up, particularly for the9-12 standards.

    (D) The outreach of upper primaryschools, particularly for Muslim girls, willbe expanded with girls only schools,wherever required, and by openingresidential Kasturba Gandhi Balika

    Vidyalaya (KGBV) schools, on priority, inareas with a substantial Muslimpopulation.

    M/o HRD: Under SSA, States/UTs advised to give primacy toopening of Girls only upper

    primary schools.

    Under KGBV,270 residentialschools at upper primary levelhave been sanctioned in blockswith Muslim population onmore than 20%. Aim tosaturate Girls only schools in

    such blocks with the next twoyears i.e. by 2010. Theprovision of Urdu teachers hasbeen made on demand inthese schools.

    (F) Once the "hurdle" of school education iscrossed, the differences across most SRCs inthe likelihood of completing graduate studiesnarrow down and are at times not verysignificant.

    (R) Therefore, a sharper focus on schooleducation is desirable. Once the "hurdle" ofschool education is crossed, the differencesacross most SRCs in the likelihood ofcompleting graduate studies narrow down and

    are at times not very significant. Therefore, asharper focus on school education is desirable.

    (D) In pursuance of the goal of universalizingsecondary education, priority will be given toopening of secondary/senior secondary schoolsin areas of Muslim concentration, wherever

    there is need for such schools.

    M/o HRD: During the11th plan, a scheme foruniversilization ofaccess to qualityeducation at secondary

    stage (SUCCESS) hasbeen approved.

    Improving access to education Literacy campaign

    (F) The literacy rate of Muslims is 59.1% which isbelow the national average of 65.1%

    (D) A mass mobilization campaign will be carriedout in all districts, having a substantialpopulation of Muslims, to generate awareness

    about the need for improving literacy andpromoting vocational education and skilldevelopment.

    A special literacy drive will be taken up in thesedistricts to improve the overall literacy rate and,especially, the literacy rate of Muslim women.

    New Jan Shikshan Sansthans (JSS) would beset up in all districts, with a substantial populationof Muslims, not covered as yet with suchSansthans

    M/o HRD: Mass mobilizationcampaign, special literacy driveand setting up of new JanShikshan Sansthans (JSSs)are taken up under the revisedscheme. JSSs are imparting

    vocational trainings in 35 out of88 Muslim concentrationdistricts. 1000 new polytechnicswith hostel facilities will be setup and this scheme will cover82 minority concentration

    districts. The scheme forsetting up of 374 ModelColleges in educationallybackward districts includingMCDs has been approved.

    (F) Muslims have the largest percentage share ofchildren in the age group of less than 10 years with 27percent falling in this range as compared to the 23 percent for the country as a whole. However, the currentenrollment and continuation rates at elementary level(though picking up in recent years) are the lowest forthe Muslims.

    (R) These facts make primary education particularlyimportant for the Community and the need to ensurethat all children in the age group 0-14 have access tofree and high quality education more urgent.

    (D) The mid-day meal scheme will be extended tocover children in upper primary classes. Specialattention would be given to all Muslim concentrationblocks, which are educationally backward.

    M/o HRD: The Mid- daymeal scheme extendedto all areas in the countryfrom the year 2008-09and also covers upperprimary schools. Blockswith a concentration ofMuslim population will becovered under thisscheme. Besides these,a pre-matric scholarship

    scheme meantexclusively for studentsfrom the minoritycommunities launched.

    Improving access to educationStudy centres

    (F) A substantial proportion of households in urbansettlements live in one- room accommodation.

    (R) It is absolutely necessary to create localcommunity study centres for students so that theycan spend a few hours to concentrate on theirstudies.

    (D) Existing school and community buildings couldbe used in the evenings as study centres and

    existing teachers could be engaged on honoraria totutor willing students including girls, who could beaccompanied by guardians.

    M/o HRD: AllStateGovernments/UTadministrationshave beenadvised for usingexisting schooland communitybuildings asstudy centres.

    Improving access to educationTeachers training

    Finding/Recommendation/Decision Follow- up action

    (F) Sensitivity to the issues of different SRCs isvery important to the delivery of services such asprimary education.

    (R) Teacher training should compulsorily includein its curriculum components which introduce theimportance of diversity/ plurality within thecountry and sensitize teachers towards theneeds and aspirations of Muslims and othermarginalized communities.

    (D) Block Institutes of Teacher Education (BITEs)would be established to impart pre-service andin-service training to primary, upper primary andsecondary level teachers in areas with aconcentration of Muslim population.

    M/o HRD: 77 blockswith a highconcentration ofMuslim populationhave been identified

    for establishing BITEsto impart pre-serviceand in service trainingto primary, upperprimary and secondary

    level teachers.Evaluation report ofscheme by NCERT isexpected shortly.

    (F) The availability of hostels would ensure thatmany girls would continue schooling beyondsecondary/college education.

    (R) Providing hostel facilities at reasonablecosts for students from minorities must betaken up on a priority basis.

    (D) The allocation for setting up womens

    hostels in colleges and Universities would bestepped up further during the XIth Plan. TheUniversity Grants Commission (UGC) wouldpay special attention to setting up womens

    hostels in higher education institutions inMuslim concentration areas.

    M/o HRD: Provision ofmore girl hostels incolleges and universitiesin minority concentrationdistricts/ blocks is

    proposed under theexisting UGC scheme.

    Improving access to educationMadarsa modernisation

    Finding/Recommendation/Decision Follow- up action

    (F) The data furnished to the Committee fromthe Ministry of Human Resource Development(Minority Cell) reveals that 4694 Madarsa havebeen provided assistance under this scheme.The total allocation in the four years coveredfrom April 2002 to March 2006 is a paltry Rs.106

    crores of which Rs.79 crores is for InfrastructureDevelopment and Rs.27 crores formodernization of Madarsa.

    (R) This needs to be enhanced considerably.

    (D) The Area Intensive and Madarsa

    Modernization Programme will be augmentedand the scheme revised to enhance thecomponents eligible for assistance under thisprogramme.

    M/o HRD: The programme isbeing revised to make it moreattractive by launching ascheme known as QualityImprovement in MadarsaEducation. In 2008-09,

    Rs.49.50 crore released for14539 teachers in 14 States.Another scheme calledInfrastructure Development ofPrivately ManagedElementary/ secondary/ senior

    secondary schools launched.2008-09, Rs. 25 lakh releasedto UP State.

    Finding/Recommendation/Decision Follow- up action

    (F) Madarsas provide mainstream educationin many cases and several of them are in theprocess of modernising their curriculum.

    (R) Provision of "equivalence" to Madarsacertificates/degrees for subsequent

    admissions into institutions of higher level ofeducation.

    (D) The question of equivalence ofqualifications from Madarsas for access tohigher education has been engaging the

    attention of government. Institutions likeAligarh Muslim University, Jamia MilliaIslamia University and Jamia HamdardUniversity already recognize qualificationsfrom Madarsas.

    M/o HRD: UGC has beenasked to work outmodalities so thatuniversities areencouraged to recognize

    Madarsa qualifications forenrolment on the patternfollowed by the JamiaMillia Islamia, AligarhMulsim University andJamia Hamdard University

    in appropriate course andprogrammes of study.

    (F) Simple things in the text books can sow theseeds of religious intolerance, create caste biasand/or reduce sensitivity to gender differences, whilethe purpose of the text should be to do just theopposite.

    (R) The Committee recommends that a process ofevaluating the content of the school text booksneeds to be initiated to purge them of explicit andimplicit content that may impart inappropriate socialvalues, especially religious intolerance.

    (D) Text books are being revised in accordance withthe National Curriculum Framework- 2005 whichenvisages strengthening of a national system ofeducation in a pluralistic society

    (NCERT) hasalready preparedtext books for allclasses in thelight of NCF-2005.

    Improving access to educationUrdu

    Finding/Recommendation/Decision Follow-up action

    (F) There are only a few teachers whocan teach in the Urdu medium.

    (R) Given the commitment to provideprimary education in the child's mothertongue, the State is required to run Urdu

    medium schools. This in turn wouldrequire teachers capable of teaching inthe Urdu medium. Preference toteachers who can instruct through Urdumedium is desirable in all teacher

    training departments in states whereUrdu speaking population is substantial.Often Urdu schools have teachers whohave no knowledge of Urdu.

    (D) Provision of more Urdu teachers is

    addressed by the new 15 PP

    M/o HRD: Under the revisedscheme for Appointment of

    Language Teachers , 100%

    central assistance is given toStates / UTs for salary and

    honorium to Urdu teachers.The revised scheme hasbeen circulated on17.4.2009 to all States / UTsrequesting to sendproposals. Instructions havebeen issued for KGBVschools located in areas ofMuslim population to providefor an Urdu teacher and giveinstructions in Urdu.

    (F) The detailed analysis of Muslimparticipation in governmentemployment and other programmeshas shown very limited participation inboth.

    (R) It may be desirable to haveexperts drawn from the Community onrelevant interview panels and Boards.This practice is already in vogue in thecase of SCs/STs.

    (D) The programme also provides forensuring an equitable share forminorities in recruitment to State andCentral Government jobs

    Department of Personnel &Training has already issuedinstructions to allMinistries/Departments & stategovernments on 8th January,2007 for ensuring representationof minority community in selectionCommittee/ Board for makingrecruitment to 10 or morevacancies in group C & D UPSC

    as majority of group

    posts/services. The representationof minorities in Govt., PSU, Publicsector Banks & FIs, Paramilitaryforces, Posts, Railways etc. hasincreased from 8.23% in 2007-08to 9.18% in 2008-09.

    (F) Service providers face a number of difficulties inreaching out to the Muslim community for variousreasons, ranging from a sheer lack of understandingof issues particular to the Community to lack ofMuslim presence in the organization and a sense ofsuspicion which the Community may have towards

    them.(R) A large scale programme for sensitization ofvarious staff members, especially those who come inpublic contact on a regular basis is desirable, with afocus on health personnel, teachers, police and othersecurity personnel.

    programmes.

    Department of Personnel& Training hasdeveloped a trainingmodule for sensitisationof government officialsand the same has been

    forwarded to all CTIs/ATIs for use. LBSNAAhas incorporated amodule in their trainingprogrammes fororganised services.

    Wakfs Wakf Development corporation

    (R) A National Wakf DevelopmentCorporation may be constituted bythe central Government with arevolving corpus fund of Rs. 500

    crores.(D) A suitable agency will be set upfor providing financial assistancefor the development of wakfproperties to enable wakfs togenerate surpluses for the welfareof the poor.

    Proposal for restructuring ofNMDFC has been approved in-principle by the Cabinet. Therestructured corporation has been

    Wakfs Amend Wakf Act

    (F) The Minorities Department of U.P.Government has unauthorisedly passed ordersover-ruling the quasi- judicial orders given bythe Wakf Board a copy of the most recentexample of the UP government over ruling the

    Wakf Board orders is available with thecommunity. Such actions are ultra vires theWakf Act.

    (R) The Wakf Act 1995 may be amended toprevent such interference

    (D) A bill to amend the Wakf Act will beintroduced in Parliament after receiving therecommendations of the Joint ParliamentaryCommittee (JPC) on Wakfs.

    The recommendationsof the JPC on Wakf foramendments to theWakf Act has beenreceived and a Bill to

    amend the Wakf Act isbeing finalised.

    (R) Even after a lapse of eleven years sincethe Wakf Act 1995 was enacted, a largenumber of states have not framed the WakfRules; this is one of the main reasons for non-implementation of the provisions of the Wakf

    (D) Model wakf rules will be framed andforwarded to States/UTs which have notframed such rules.

    The Wakf Act is likelyto be amended soon.The rules will beframed in consonancewith the amended Act.
