vehicles consisting of 47 LTV, 38 Patrol Cars, 265 Patrol Jeeps, 1 Personnel Carrier, 2 Special Purpose Vehicles, 9 Trucks, 4 Vans and 304 motorcycles.

b. Shoot Capability PRO2 is equipped with 3,243 (2,983 Serviceable; 224 unserviceable; 36 BER) long firearms and 5,043 (4,790 Serviceable; 172 Unserviceable; 81 BER) short firearms or percentage fill-up of 70.53% for short firearms and 61.10% on long firearms based on the directive that only PSF and High Risk Police Stations be issued 100% vis-à-vis total strength, while 50% of personnel from the police stations (non-high risk) will be issued long firearms. Likewise, the office is also equipped with 74 crew served weapons and one (1) sniper rifle.

c. Communicate Capability

On communication, PRO2 has 884 units of communication equipment. These include 86 HF base radios; 479 handheld radios (468 serv, & 11 BER); 28 Mobile Radios installed at the different police units/stations. On the other hand, five (5) repeaters are serviceable and one (1) unserviceable likewise, all satellite phones are serviceable.

3. Research and Development Program

This PRO is continuously monitoring the strict implementation of EO 297 and Article 179 of RPC. The manufacturers, dealers and tailoring establishments were also inspected to check on their compliance with the exact specification/design and whether or not they have the proper document and authority to engage in the business. For CY 2017, more than 114 civilians were apprehended for wearing PNP/Military uniforms wherein they were informed that wearing said uniforms are strictly prohibited. On the other hand, there are no violators arrested on illegal supplier/distributors of PNP uniform and

paraphernalia within our AOR, hence no case was filed. Nonetheless, this Office is continuously conducting inspection to stores or suppliers/distributors within the area who are selling unauthorized PNP uniforms, paraphernalia and accoutrements.

Further, this Office down to lower

units are continuously conducting monthly Rank Inspection to all uniformed personnel to ensure the completeness and the proper wearing of the PNP uniforms including its accoutrements and paraphernalia in accordance with the PNP LOI “Tamang Bihis”. The activity also serves as the venue to disseminate current issuances, directives, policies, and guidelines to all PNP Personnel.

As a result of the consistent dissemination and continuing education of PRO2

personnel relative to LOI Tamang Bihis particularly on the Usage and Proper Wearing of PNP Uniforms and the proper appearance of a police officer, no defects were noted during the conduct of Rank Inspections.

On September 23, 2018, 350 Police Non-Commissioned Officers took the

Written Competitive Examination wherein only 179 passed. The 179 passers took the Neuro-Psychiatric Examination on October 25, 2018 wherein only 156 passed. Currently, the 156 passers are undergoing the Physical Medical Examination.

2. Recruitment Program

For CY 2018 1st Cycle Recruitment Program, this Regional Office was

allocated a quota of 350. We had total of 866 applicants. After having undergone and passed all the phases of the recruitment and procedure/process, such as: pre-assessment; initial screening (face to face interview, measurement of height and weight, inspection of tattoos and physical agility test (PAT) and submission of documentary requirements); and screening proper (Psychological and Psychiatric Examination (PPE), Physical, Medical and Dental Examination (PMDE), Drug Test (DT), Complete Background Investigation (CBI and Committee Deliberation), 285 (223 males and 62 females) were found fit for police training and took their oath of office last October 30, 2018 officiated by the undersigned.

The promotional interviews were conducted on June 18-22, 2018. PRO2 Promotion Board Deliberation was conducted on June 20, 2018 for PCOs and for PNCOs the Final deliberation was on June 25 and July 2, 2018.

The 721 promoted personnel have taken their oath at this Regional Office on

August 20, 2018 officiated by the undersigned and witnessed by the family, relatives and friends of the promotees.

B. Keeping in Stride with the Information Era

1. Information and Communications Technology

The ITMS2 being one of the members of Information Operations Working Group (IOWG) emanates from RPCRD as to the enhancement of IO in the PNP in order to dominate and shape an information environment favorable for the PNP organization and government as a whole, thus, the formulation of Information Operations Working Group (IOWG) Products. As per reference: PRO2 IMPLAN TO CMC No. 49-2017 re Operationalization of PNP Information Operations Working Group (IOWG) dated October 19, 2017.

a. Technical Support to Command Activities

On August 31 to September 1, 2018, IT Project PNCOs, PO3 Alvin M Blancad, PO3 Joseph T Garcia, PO3 Chester A Lopez and PO3 Olivia A Millare thru the guidance of PSUPT JESUS S HULIGANGA, IT Project Officer, PRO2, attended the two (2) days activity at Valley Hotel, Alimannao, Peñablanca, Cagayan during the RAC Summit with the theme: “Strengthening Community Linkages and Enhancing Partnership towards Good Governance and Genuine Transformation” in relation to the PGS Proficiency Stage Conferment and Awarding Ceremonies. Subject PNCOs rendered technical support and as computer operators and further informed that they attended

the dry run and set-up of IT Equipment which was done the day before the said activity. The activity started at exactly 9:30 AM on August 31, 2018 as the above-named personnel ensured the operability of the IT equipment at the Valley Hotel, Alimannao, Peñablanca, Cagayan for the successful conduct of the 1st Regional Advisory Council Summit and concluded at around 12:00 NN on September 1, 2018.

b. Installation and Testing of Video Conferencing at the PPOs

On June 6-7, 2018, PCINSP JESUS S HULIGANGA, IT Project Officer,

PRO2 together with ITMS2 PNCOs namely PO3 Alvin M Blancad and PO3 Olivia A Millare, IT Project PNCOs of Cagayan PPO, PO3 Jayann P Tumbali and PO1 Alberto C Aggarao, IT Project PNCOs of Isabela PPO, PO3 Charlie M Canapi, IT Project PNCO of SCPO, PO3 Joseph T Garcia, IT Project PNCO of Quirino PPO and PO3 Chester A Lopez, IT Project PNCO of Nueva Vizcaya PPO successfully set-up video conferencing among the PPOs of PRO2.

c. Implementation of the Automated RCA System The ITMS PRO2 Team implemented the RCA System Project on

November 5 to 16, 2018. The team established the network connectivity of the four (4) Offices such as the Regional Comptroller Division (RCD), Regional Personnel and Human Resource Development Division (RPHRDD), Disciplinary Law and Order Section (DLOS) and Finance Service (FS) on November 5 to 9, 2018. ITMS personnel, PO3 Joseph T Garcia and representatives from RCD and RPHRDD went to PRO1 on November 8 to 9, 2018 to attend the RCA System workshop. On November 12 to 13, 2018, the RCA System was installed to the four (4) offices and on November 14 to 15, 2018, the network connectivity and transaction testing were done. Final testing was done on November 16, 2018 to ensure that the RCA System was

installed properly and the network connectivity is stable and running. On November 22, 2018, PSUPT CHRISTIAN B TARUN, C, ITPO, PRO13 and PCINSP MARJOE D BONGNGAT of the Directorate for Comptrollership conducted audit on the Automated RCA System in the offices of RCD, RPHRDD, DLOS and Finance Service. During the audit, authorized users from the participating offices demonstrated the use of the RCA System which was operational and was working properly.

d. Computer Preventive Maintenance On July 24, 2018, ITMS2 started the conduct of computer preventive

maintenance among the Offices at the Regional Headquarters, from the RD’s Office to the office of the Command Group down to the office of R1 to R7. The ITMS2 established a Preventive Maintenance Team that will regularly conduct cleaning and preventive measure in all PRO2 IT Equipment. The Team ensures that the PRO2-owned computers and computer peripherals are well-maintained to support optimum performance and to reach their maximum life spans without any trouble.

2. Strengthen Organizational Development

a. Training on NMIS On February 20, 2018, PO3 Alvin M Blancad, PO3 Olivia A Millare and Six (6) PNCOs from RHQ and Cagayan PPO attended the hands-on training course on the use of NDRRMC Information Management System (NIMS) at OCD RO2 Office, Regional Government Center, Carig Sur, Tuguegarao City to be used in monitoring throughout the duration of CAVRAA 2018 held at Cagayan Sports Complex, Tuguegarao City.

On February 23, 2018, the monitoring of CAVRAA 2018 was established and activated at the Regional Operations and Plans Division (ROPD), Cagayan PPO and Tuguegarao City PS by using the NDRRMC Information Management System (NIMS). The monitoring coverage is from February 23 to March 1, 2018 using the NDRRMC Information Management System (NIMS) that resulted in the overall success of CAVRAA 2018.

b. Computer Literary Enhancement Training III

On March 21-23, 2018, PCINSP JESUS S HULIGANGA, IT Project Officer, PRO2, PO3 Olivia A Millare and PO3 Alvin M Blancad, IT Project PNCOs, CPPO attended the Computer Literacy Enhancement Training III, held at Cagayan State University, Carig-Campus, Tuguegarao City sponsored by PSMU Cagayan PPO. This training was being facilitated by the Lecturers/Proctors of CSU CICS, PPSMU, CPPO personnel and monitored and supervised by the ITMS, PRO2.

On April 5, 2018, PCINSP JESUS S HULIGANGA, IT Project Officer, PRO2 together with ITMS2 PNCOs PO3 Chester A Lopez and Po3 Jayann P Tumbali facilitated the conduct of seminar on i2 Analyst at RID conference room.

d. Simultaneous launching of PRO2 Clean Rider

On October 9, 2018, PSI ROMMEL C DAVID attended the simultaneous launching of PRO2 Clean Rider at PRO2 Grandstand. The ITMS2 crafted the “Clean Rider” registration form and motorcycle riders’ registration data base system wherein a copy of which was disseminated by the office of ROPD to PPOs down to Police Stations.

3. Local Forum

a. Orientation on Beat Patrol System

On October 5, 2018 at about 9:00 AM, an Orientation on Beat Patrol System was conducted at the PCO Clubhouse attended by the Beat Patrol PNCOs and IT PNCOs of the different PPOs and Santiago City Police Office. The activity started with the opening message by PSSUPT ROMALDO G BAYTING, Acting Regional Chief Directorial Staff and immediately followed by the orientation proper conducted by PSINSP ROMMEL DAVID, Assistant IT Project, PRO2.

The subject person was accompanied by his father Victor Ballinan @ MARTIN, a CNT surrenderee; and Barangay Officials of Balanni, Sto. Nino, Cagayan.

On October 28, 2018 at about 8 o’clock in the evening, Carlito Pescador

y Fernando, 46 years old, married, High School Level, and Manuel Rivera y Gattoc, 28 years old, married, Elementary Graduate, both Chainsaw Operators and residents of Cabaruan, Maddela, Quirino, voluntarily surrendered with firearm to joint personnel of San Manuel PS and PIB, both of Isabela PPO; RID and RIU2. Based on their revelation, they were recruited by AKA BAILON on October 4, 2017 under the AR JUN COMMAND and designated as Intel Sweeper/Courier of the group. Both of them were former members of CAFGU from 2000-2006.

On October 28, 2018 at 8:15 in the morning, four (4) male minors

identified as Jayson Catalangan, 16 years old; Joshua Catalangan, 15 years old; Roberto Catalangan, 14 years old and Joseph Alilam, 12 years old, all residents of Barangay Sumique, Luna, Apayao voluntarily surrendered without firearm to joint personnel of Piat PS and PIB, both of Cagayan PPO; RID and RIU2.

They were recruited by a certain AKA IKKE sometime in 2016; They were trained on how to hold and use short firearm in Marag

Valley; They joined three (3) times in the conduct of ambuscade to PNP

and AFP personnel in Marag Valley; and Prior to their surrender, they were tasked to liquidate the COP of

Piat, PS but they hesitated to pursue the said mission.

The four (4) male minors surrendered due to hardship they experienced in the underground movement and they wanted to continue their studies with the help of the government.

The duo personally surrendered their issued firearms described as Cal. 45 with SN 1761526 with two (2) magazines and 11 live ammunition, and M16 rifle with SN RP 241044, bandolier with six (6) long magazines and 102 live ammunition for same caliber. They were brought to PIB, Isabela, PPO wherein the documentation and interview were jointly conducted with RID and RIU2. Subsequently, they were brought at 502nd Brigade PA, Echague, Isabela for final custodial debriefing.

B. ANTI-CRIMINALITY CAMPAIGN

ARREST AND NEUTRALIZATION OF ROBBERY IN BAND SUSPECTS

On November 20, 2018 at about 9:30 PM, Brgy. Kagawad Nicolas of Brgy.

Logac, Lal-lo, Cagayan reported to Lal-lo PS and Allacapan PS, both in Cagayan PPO that a robbery hold-up transpired along the national highway in Brgy. Bicud, Lallo, Cagayan wherein the victims were: Ronnie Garcia y Tarangco, trailer truck driver and a resident of Nicolas Agatep, Lasam, Cagayan; Agustin Inay, Coco Lumber trader and a resident of Tuquitoc, Sanchez Mira, and his helpers; Ambot Rabago, driver of a trailer truck loaded with rice and corn owned by the trader, Gregory Tallog from Centro 1, Lasam, Cagayan while the suspects were: Reyes Puyao y Bulawit, 34 years old, single, and a resident of Lower Baccong, Panggol Tanudan Kalinga (already identified when arrested in Barangay Magapit); Lito Inga y Daluping, 31 years old, single, and a resident of Tinglayan, of said place; Jessie Abay y Bigot aka Jessie, 32 years old, married; Heraldy Bag-ay y Binnag aka Heraldy, 43 years old, single; Jomel Malnag y Bigot aka Jomel, 31 years old, married; Joel Inga y Alunday aka Joel or Sersim, 26 years old, single, all residents of Lacnog, Tabuk, Kalinga; and Gener Dunag y Liw-agan aka Gener, 24 years old, married, and a resident of Barangay Gattu, Pamplona, Cagayan onboard a White Hyundai Van with Plate Number RCK 364.

Responding personnel of Allacapan PS was informed by the victims that

the suspects were armed with assorted firearms and before fleeing towards Maharlika Highway, one of the suspects shot the right leg of Ambot Rabago. Upon learning the description of the suspects and identification of the vehicle used, joint personnel of Allacapan and Lal-lo Police Stations pursued the vehicle and spotted the same moving towards Magapit, Lal-lo, Cagayan. Thereafter, the team informed the Company Commander of 203rd Coy RMFB2 who immediately established a strong checkpoint in Brgy. Bangag, Lal-lo, Cagayan for the apprehension of the suspects.

On March 14, 2018 at 9:00 AM, personnel of Villaverde PS, Nueva Vizcaya PPO led by PCINSP JUANCHO S CRISOSTOMO, Acting COP, conducted lecture regarding Drug Prevention Community and Anti-Terrorism Awareness (CATA), Violence Against Women and their Children (VAWC) also known as R.A. No. 9262 held at Brgy. Cabuluan Multi-Purpose Hall, Villaverde, Nueva Vizcaya. Likewise, they discussed the Anti-Criminality Campaign of the Philippine National Police.

a. Campaign Against Dangerous Drugs

On campaign against Dangerous Drugs, 2,543 operations were conducted that resulted in the arrest of 2,467 persons (1,639 Users, 721 Pushers, 167 Pusher/User and 23 Minor) and the confiscation of 76,614.17 grams of MJ leaves and 388.63 grams of shabu. 2,872 cases were filed in court.

On TOKHANG Accomplishments, for the period, a total of 478 drug personalities surrendered, 470 were user and eight (8) pusher. 1,121 operations were conducted which resulted in the arrest of 1,177 drug personalities and 22 died in police operations.

b. Campaign against Illegal Logging

On the campaign against Illegal Logging in coordination with the DENR,

244 successful operations were conducted which resulted in the confiscation and recovery of 173,037.13 board feet of Narra, 29,872.94 board feet of flitches and 577,375.17 board feet of other lumbers worth Php33,149,564.05. 154 persons were arrested and 154 cases were filed in court while 11 other cases were turned over to DENR.

d. Campaign Against Child Abuse/Pedophile

On the campaign against Child Abuse/Pedophile, there were 339 operations conducted that resulted in the arrest of 207 persons and 260 cases were filed in court.

INDEX CRIMES DISTRIBUTION PER PPO

For the period, Isabela PPO has the highest Index Crime with 739 incidents followed by Cagayan PPO with 641, Nueva Vizcaya PPO with 635, Santiago CPO with 243, Quirino PPO with 126, and Batanes PPO recorded the lowest incident with 22.

Out of the total Index Crime, 1,607 or 66.79% are Crimes Against Person and 799 or 33.21% are Crimes Against Property. Further, Index Crimes are subdivided as follows:

Physical Injury registered the highest number of incidents with 1,117 or

46.43%; followed by Theft with 420 or 17.46%; Rape with 226 or 9.39%; Robbery with 215 or 8.94%; Murder with 197 or 8.19%; Carnapping with 155 or 6.44%; Homicide with 67 or 2.78%; and Cattle Rustling with 9 or 0.37%.

All index crimes had decreased for the period in review when compared with

the previous period, except for Rape cases. Physical injury decreased by 316 or 22.05% from 1,433 to 1,117 incidents, theft decreased by 72 or 14.63% from 492 to 420 incidents, Rape increased by 34 or 17.71% from 192 to 226 incidents, Robbery decreased by 84 or 28.09% from 299 to 215 incidents, Murder decreased by 48 or 19.59% from 245 to 197 incidents, Carnapping decreased by 41 or 20.92% from 196 to 155 incidents, Homicide decreased by 71 or 51.45% from 138 to 67 incidents and Cattle Rustling stagnated for the period in review.

E. Average Monthly Crime Rate (AMCR)

The Average Monthly Crime Rate (AMCR) for the period under review is 28.81, which is lower by 4.64 or 13.88% as compared to the 33.45 AMCR in the previous period. Santiago CPO obtained the highest with 92.66 AMCR, while Cagayan PPO obtained the lowest with 18.66 AMCR.

F. Crime Solution Efficiency (CSE)

Out of the 10,363 crime incidents recorded in the PNP Blotter, 7,204 cases

were solved reflecting a Crime Solution Efficiency (CSE) of 69.52%. It increased by 2.06% as compared to the 67.46% CSE of the previous period. Santiago CPO has the highest CSE with 84.47%, while Batanes PPO has the lowest CSE with 36.00%.

Out of the 10,363 crime incidents recorded in the PNP Blotter, 8,778 cases

were cleared reflecting a Crime Clearance Efficiency (CCE) of 84.71%. It increased by 3.18% as compared to the 81.53% CCE of previous period. Santiago CPO has the highest CCE with 92.27%, while Cagayan PPO has the lowest with 69.94% CCE.

Personnel from the RHRAO headed by PCINSP GENESIS C CABACUNGAN, RPHRO, manned the Human Rights Desk that catered complaints and other services relative to their area of concern. Participation in the PULIS NATIN CARAVAN (Tuguegarao City) On May 28, 2018, Police Human Rights Officers of this Headquarters and Cagayan PPO participated in the PULIS NATIN CARAVAN held at the City Hall of Tuguegarao, Cagayan, graced by City Mayor Jefferson P Soriano, PSSUPT WARREN GASPAR A TOLITO, Provincial Director of Cagayan PPO, members of the Sangguniang Bayan of Tuguegarao City, and the different National and Regional Support Units of the PNP. The activity was attended by the different Non-Government Organizations and Force Multipliers from the different Municipalities in the Province of Cagayan.

This Regional and Provincial Office provided PNP personnel through the Regional Human Rights Affairs Office in coordination of Cagayan PPO to manned the Human Rights Desk to cater to complaints and other services relative to its area of concern.

A total of 300 Information, Education and Communication (IEC) materials/leaflets on Human Rights were distributed to the different Force Multipliers of Cagayan during the said activity.

The activity was attended by the different Non-Government Organizations and Force Multipliers from the different Municipalities in the Province of Cagayan.

A total of 350 Information, Education and Communication (IEC)

materials/leaflets on Human Rights were distributed to the different Force Multipliers of Cagayan during the said activity.

1.d. CELEBRATION OF THE 120TH PHILIPPINES INDEPENDENCE DAYS On June 12, 2018, PCSUPT JOHN CORNELIUS A JAMBORA, DRDA spearheads the Celebration of 120th Anniversary of the Proclamation of the Philippine Independence Day with the theme: “Pagbabagong Ipinaglaban Alay sa Masaganang Kinabukasan”, held infront of administration building, Camp Marcelo A Adduru, Tuguegarao City. Wreath-laying followed right after the hoisting of the evolution of the Philippine Flag at the Gov. Adduru monument. Same activity was also conducted by the different City and Provincial Offices down to lower units/offices in this Regional Office. All PNP personnel deployed during the said activity were reminded on the three Human Rights State Obligations to respect, protect and fulfill human rights of all human being in adherence to the Police Operational Procedures (POP) and Human Rights-based Policing (HRBP).

3. INTERNATIONAL HUMANITARIAN LAW DAY CELEBRATION Participation in the Commemoration of the International Humanitarian Law Day.

This Regional Office through the Regional Human Rights Office together with Provincial/City Offices and Municipal/City Stations participated in and initiated some activities in commemoration of the Month Long Celebration of “International Humanitarian Law” with this year’s theme: “Pagprotekta sa Mamamayan sa Panahon ng Digmaan, Sama-sama nating Pagtulungan (Let’s work together to Protect the People during Armed Conflict)”. a. On August 10, 2018, personnel from this Office led by PCINSP GENESIS C CABACUNGAN hanged the IHL Tarpaulin in front of the PRO2 Headquarters to show support for the month-long celebration of the 2018 International Humanitarian Law Month.

On June 18 to July 4, 2018, PSINSP WILLIAM C ROC, Provincial Police Human Rights Officer, Cagayan PPO attended the 15-day Police Human Rights Officers Course held at PNP Training Service, Camp Crame, Quezon City, aims to institutionalized a comprehensive education and training program for candidate Police Human Rights Officers (PHROs). The course was participated in by Police Human Rights Officers from the 5 Districts of NCRPO, 17 Police Regional Offices and other National Support Units of the PNP with a total of 24 participants nationwide.

b. Operationalization of BPO/BPAT

After the wrath of the Super Typhoon Ompong, personnel of Cauayan City PS, Isabela PPO headed by the, PSUPT NELSON Z VALLEJO, Officer-In-Charge, together with barangay Officials, BPATs and other concerned organizations joined hands in conducting clearing operation on the highways and other major and secondary roads within Cauayan City.

During the implementation of Police Operations, BPATs gives information

that resulted in the apprehension of persons with warrants. They also help during the conduct of buy-bust operations, and implementation of the Anti-Illegal Drugs Campaign Plan: “Project Double Barrel”. Further, they are always active in providing security and traffic assistance during holidays and other special occasions. c. Issues and concerns in the operationalization of BPO/BPAT

The Barangay Peacekeeping Operations is a comprehensive, and catch-

all anti-crime strategy that seeks to empower all stakeholders to share the responsibility in peacekeeping and maintenance of peace and order. This is also an effective tool in addressing some issues in relation to the internal security operations in Region 2.

However, there are times when some BPAT members particularly in

remote areas cannot render to their responsibilities during farming season. Thus, it is also important that alternative livelihood support must be considered for those members to support the need of their families during such period so as not to hamper their responsibilities in maintaining peace and order in the community and in supporting the PNP on its fight against criminality and illegal drugs.

On November 23, 2018 at 10:00 AM, personnel of RPCRD led by PSINSP

MIRASOL A MANALO and Santiago CPO, led by PSUPT EFREN T GERABAN, DCDO, conducted Outreach Program at Malini Elementary School, Malvar, Santiago City. Activities conducted includes lecture on RA No. 10627 known as “Anti-Bullying Act” and RA No. 7610 known as “Anti-Child Abuse Law” by PSINSP VILMA D GAOIRAN, Asst. Chief, PCRS, feeding and distribution of school supplies and umbrellas to the kindergarten and Grades I-VI pupils of the said school sponsored by MRS. RORIE C. ESPINO, wife of the undersigned. 2018 Best Practices

1. Police Outpost on the Street for Traffic Direction, Control and Emergencies (POSTE)

The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be property trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.

2. Publication of Valley Cops Magazine

Police Regional Office 2 in its way of reaching out the community where the activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.

3. Talakayan Sa Isyung Pulis (TSIP)

In keeping the public informed and abreast of the latest issues concerning

our police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa Isyung Pulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.

4. POLARIS Program

The Partnership AmOng LocAl Resource InstituteS (POLARIS) Program was conceptualized to provide an avenue for convergence for resource institutes for the operationalization of a highly sustainable, inclusive and participative approach in achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-supported PNP that is highly capable, effective, credible, and pro-active for a better and safer Cagayan.”

This Best Practice was pioneered by the 2nd Regional Public Safety

Battalion, PRO2 and after its adoption by PRO2, all Police Provincial Offices were directed to adopt and implement it by virtue of a resolution passed by the Regional Advisory Council last year.

To adopt and to fully implement this, Cagayan Police Provincial Office has

entered into a Memorandum of Understanding with the Cagayan State University that resulted in the successful accomplishment of various projects that greatly contributed to the Resource Management and Learning and Growth perspectives of the Strategy Roadmap.

5. Patrol Beat System Though Police Regional Office (PRO) 2 recorded a downtrend of crime

volume from the data of CY 2016 compared to CY 2017, it still faces challenges to its mission of establishing peace and order. Among these are street crimes, drug related cases, terrorism, robbery-hold-ups and carnapping incidents. All of these are threats to every individual citizen and the country as a whole.

Street crimes are perpetrated by an individual or group against target/s of

opportunity that undermine the safety of the general public. The common victims of the crimes are those person/s who cannot put up strong resistance to the criminals like students, women, the aged, and visiting tourists. Despite the existence of several strategies to contain this illegal activity, it still persists because of the lackadaisical attitude of some PNP members in implementing religiously the Patrol Beat System (PBS) under the Police Beat Strategy (POBS).

6. Clean Rider Clean Rider was conceptualized to eradicate unroadworthy motorcycles,

to ensure the safety and security of motorcycle riders, to impound stolen motorcycles and to prevent crimes perpetrated by motorcycle-riding suspects.

The recent crimes perpetrated by Motorcycle Riding Suspects (MRS)

targeting high-profile victims such as priests and elected government officials had challenged the policies of the Philippine National Police (PNP) to address these crimes.

Based on the Crime Reporting Analysis System (CRAS), from October

2017 to June 30, 2018, a total of 24 shooting incidents in the region were perpetrated by MRS. 1 of these cases is murder while the other 23 are homicide.

Furthermore, data shows that from October 2017 to June 30, 2018, a total

of 57 motorcycles were stolen/carnapped, which 27 motorcycles were recovered, 25 suspects were arrested while 28 are still at large.

It is for this reason that this CMC is being crafted for a more vigorous,

focused, and effective campaign to totally eliminate crimes perpetrated by MRS.

11. Recruitment Program

For CY 2018, 1st Cycle Recruitment Program, this Regional Office was allocated a quota of 350. We had a total of 866 applicants. After having undergone and passed all the phases of the recruitment and procedure/process, such as: pre-assessment; initial screening (face to face interview, measurement of height and weight, inspection of tattoos and physical agility test (PAT) and submission of documentary requirements); and screening proper (Psychological and Psychiatric Examination (PPE), Physical, Medical and Dental Examination (PMDE), Drug Test (DT), Complete Background Investigation (CBI and Committee Deliberation).

The two hundred eighty five new recruits composed of 223 males and 62

females were found fit for police training and book their oath of office last October 30, 2018 officiated by the undersigned.

a. ANTI-INSURGENCY CAMPAIGN

On December 22, 2018 at about 7 o’clock in the morning, Ruben Omengan Flores a.k.a “Hector,” 20 years old, married, member of AGAY tribe and a resident of Zone 3, Barangay Cataratan, Allacapan, Cagayan, voluntarily surrendered without firearm to the personnel of Intelligence Platoon of 17IB, PA. The surrender of said CNT member was made possible through the negotiation effort made by Agent Handler Cpl Christopher V Luis Jr (MI) PA thru Coplan Tamper Resurgence. Based on his initial revelation, the subject was recruited by a.k.a “Bimbo” also belonging to the AGAY tribe and a.k.a “Rico”.

2. Operations

a. IMPLEMENTATION OF SPECIAL LAWS

1. Campaign against Illegal Drugs

On the campaign against Dangerous Drugs, 47 operations were conducted that resulted in the arrest of 60 persons (45 Users, 24 Pushers, 0 Pusher/User and 4 Minors) and the confiscation of 600.71 grams of MJ leaves and 2.47 grams of shabu. A total of 70 cases were filed in court.

2. Campaign against Loose Firearms For the period, there were 34 operations conducted for Violation of RA No.

8294 that resulted in the arrest of 18 suspects and the confiscation/recovery/surrender of 24 assorted firearms.

3. Campaign against Illegal Logging

On the campaign against Illegal Logging in coordination with the DENR,

8 successful operations were conducted that resulted in the confiscation and recovery of 2,104.72 board feet of Narra, 350 board feet of flitches and 1,947.83 board feet of other lumbers worth Php 138,861.50.14 persons were arrested and four cases were filed in court.

5. Campaign against Child Abuse/Pedophile

On the campaign against Child Abuse/Pedophile, there were 11 operations conducted that resulted in the arrest of six (6) persons and five (5) cases were filed in court.

For the period, a total of 733 crime incidents were recorded. This is lower by 348 incidents or 32.19% as compared to 1,081 incidents of the same period of CY 2017. Out of this figure, 723 were recorded in the PNP blotter and 10 from Other Law Enforcement Agencies (OLEAs). 2. Index Crime Volume

Index crimes registered 147 incidents, which is lower by 106 or 41.90% as compared to the 253 incidents that were recorded in the previous period.

Out of the total Index Crime, 97 or 65.99% are Crimes Against Person and 50 or 34.01% are Crimes Against Property. Further, Index Crimes are subdivided as follows: Physical Injury registered the highest number of incidents with 61 or 41.50%; followed by Theft with 26 or 17.69%; Murder with 20 or 13.61%; Robbery, Rape, and Carnapping with 11 or 7.48%; Homicide with 5 or 3.40% and Cattle Rustling with 2 or 1.36% .

All index crimes had decreased for the period in review when compared with the previous period, except for Murder and Cattle Rustling cases. Physical injury decreased by 62 or 50.41% from 123 to 61 incidents, theft decreased by 31 or 54.39% from 57 to 26 incidents, Murder increased by 3 or 17.65% from 17 to 20 incidents, Robbery decreased by 12 or 52.17% from 23 to 11 incidents, Carnapping decreased by 4 or 26.67% from 15 to 11 incidents, Homicide decreased by 1 or 16.67% from 6 to 5 incidents, and Rape stagnated for the period in review.

Of the 147 Warrants of Arrest received, 81 were served reflecting a 55.10% service of warrant of arrest that resulted in the apprehension of 129 wanted persons who were charged of various offenses.

1. Program Implemented on GAD

Police Regional Office 2 had continuously initiated Gender Awareness

and Development (GAD) advocacy activities to support women and children especially those who were victims of violence by addressing their issues and concerns and with the regular conduct of seminars and lectures about rights-based subjects and its related laws by our PCR team, in collaboration with LGUs, civic action groups and other advocates. It helps to uplift the morale and welfare of these fragile members of the community. With the support of the PNP, these people were enlightened about their rights, became proud for themselves and was able to realize that they are still important members of the society.

c. Strengthening police-community partnership;

Community-Based Program (Pamaskong Handog ng PRO2)

On December 16, 2018 at 9:00 AM, personnel of this Regional Office headed by the undersigned, together with the PRO2 Ladies led by Mrs. Rorie C Espino initiated the Gift Giving activity dubbed as “Pamaskong Handog 2018” to the 600 constituents of Peñablanca and Baggao, both in Cagayan.

The undersigned led in the gift-giving activity in Brgy. Agugaddan,

Peñablanca, Cagayan with the OLC Club, while PCSUPT JOHN CORNELIUS A JAMBORA, DRDA, together with PSSUPT DOMINGO R LUCAS, DRDO, headed the activity in Baggao, Cagayan to the four adjacent barangays, namely, Brgys. Ibulu, Caruppian, Bagunut and San Vicente held in Brgy. Ibulu, Baggao, Cagayan.

The highlights of the activity were the giving of grocery items facilitated by the PRO2 Ladies Club, Distribution of IEC materials, a Medical and Dental Mission spearheaded by the RHS2, a Feeding Program by PCR personnel of Cagayan PPO, Lectures on Internal Security Operations and its related topics and free haircut.

The conduct of these outreach activities served as an avenue to help

address the needs of the less fortunate in far flung areas. This also become an opportunity for the men and women of PRO2 to visit the victims heavily devastated by the wrath of typhoons Ompong and Rosita.

d. Community participation to PNP’s various programs in the maintenance of peace and order.

PSSUPT WARREN GASPAR A TOLITO, PD, Cagayan Police Provincial Office, attended the 4th Quarter Meeting of Cagayan Peace and Order Council (CPOC) and Cagayan Anti-Drug Abuse Council (CADAC) held at Crown Pavillion Hotel on December 7, 2018. The activity aims to monitor the prevailing peace and order in its area of responsibility.

Enhancement of the image and credibility of the PNP.

Libreng Kapehan Handog ng Kapulisa

One of the emerging best practices of Police Regional Office 2 is the “Libreng Kapehan handog ng Kapulisan” initiated by Villaverde Police Station, Nueva Vizcaya PPO wherein free coffee is offered to all the walk-in clients who are waiting when transacting business in the station. Through the initiative of personnel of the said Police Station, the Libreng Kapehan to our clients was established.

2. Police Outpost on the Street for Traffic Direction, Control and

Emergencies (POSTE)

The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be properly trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.

2. Publication of Valley Cops Magazine

Police Regional Office 2 in its way of reaching out the community where the activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.

3. Talakayan Sa Isyung Pulis (TSIP)

In keeping the public informed and abreast of the latest issues concerning

our police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa Isyung Pulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio

guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.

4. POLARIS Program

The Partnership AmOng LocAl Resource InstituteS (POLARIS) Program was conceptualized to provide an avenue for convergence for resource institutes for the operationalization of a highly sustainable, inclusive and participative approach in achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-supported PNP that is highly capable, effective, credible, and pro-active for a better and safer Cagayan.”

This Best Practice was pioneered by the 2nd Regional Public Safety Battalion, PRO2 and after its adoption by PRO2, all Police Provincial Offices were directed to adopt and implement it by virtue of a resolution passed by the Regional Advisory Council last year.

To adopt and to fully implement this, Cagayan Police Provincial Office has

entered into a Memorandum of Understanding with the Cagayan State University that resulted in the successful accomplishment of various projects that greatly contributed to the Resource Management and Learning and Growth perspectives of the Strategy Roadmap.

5. Patrol Beat System Though Police Regional Office (PRO) 2 recorded a downtrend of crime

volume from the data of CY 2016 compared to CY 2017, it still faces challenges to its mission of establishing peace and order. Among these are street crimes, drug related cases, terrorism, robbery-hold-ups and carnapping incidents. All of these are threats to every individual citizen and the country as a whole.

Street crimes are perpetrated by an individual or group against target/s of

opportunity that undermine the safety of the general public. The common victims of the crimes are those person/s who cannot put up strong resistance to the criminals like students, women, the aged, and visiting tourists. Despite the existence of several strategies to contain this illegal activity, it still persists because of the lackadaisical attitude of some PNP members in implementing religiously the Patrol Beat System (PBS) under the Police Beat Strategy (POBS).

6. Clean Rider

Clean Rider was conceptualized to eradicate unworthy motorcycles, to

ensure the safety and security of motorcycle riders, to impound stolen motorcycles and to prevent crimes perpetrated by motorcycle-riding suspects.

The recent crimes perpetrated by Motorcycle Riding Suspects (MRS)

targeting high-profile victims such as priests and elected government officials had

challenged the policies of the Philippine National Police (PNP) to address these crimes.

Based on the Crime Reporting Analysis System (CRAS), from October

2017 to June 30, 2018, a total of 24 shooting incidents in the region were perpetrated by MRS. One of these cases is murder while 23 others are homicide.

Furthermore, data shows that from October 2017 to June 30, 2018, a total

of 57 motorcycles were stolen/carnapped, which 27 motorcycles were recovered, 25 suspects were arrested while 28 are still at large.

It is for this reason that this CMC is being crafted for a more vigorous,

focused, and effective campaign to totally eliminate crimes perpetrated by MRS. The PNP- PRO2 Hierarchy
