I. ITP ADVOCACY

A. Transformation Caravan

To sustain the gains of the nationwide PNP Transformation Torch Run

held in all regions of the country last year, a week-long Transformation Caravan is currently being held from one region to the next to promote awareness, involvement, and ownership of the ITP among all PNP personnel and the different stakeholders in the community.

The Transformation Caravan involves a series of advocacy activities

geared towards the genuine transformation of all Regional, District, Provincial, City and Municipal Police Offices. The expanded ITP advocacy campaign includes:

Police Regional and Provincial Office Torch relay run

ITP briefing with police and community stakeholders

Dialogue/Information forum in schools

Leadership and change management talks with police trainees

Scubasurero (Clean up of the seas)

Legal aid clinic for police personnel

Medical and Dental mission

Photo contest, essay writing contest, friendly games

Tree planting

B. Transformation Forum A Transformation Forum was held on March 11, 2009 at the PNP Multi-Purpose Center

with the theme Pulis Mo, Pulis Ko… Sama-Sama Tayo Tungo Sa Tunay Na Pagbabago.

A total of one hundred ninety two (192) participants from the Senate, LGUs, religious and faith-based organizations, business sector, tri-media, student and youth groups, international organizations, the military, academic institutions, sectoral and cause-oriented organizations and non-government and peoples’ organizations attended the event. In addition, 68 high level PNP officers participated in the event.

All Deputy Directors for Administration of Police Regional Offices who are

concurrent Executive Directors of the Police Regional Office – Program Management Office (PRO-PMO) also participated so that they can replicate the activity in their respective Regions.

A high note of the event was a reaction by Atty Alicia Marasigan-De Lima of the the Civil Service Commission where she congratulated the PNP and commited the full support of the CSC to the PNP ITP.

The then-PMO Executive Director PDIR EDGARDO E ACUNA

underscored the need to “actively engage our stakeholders and solicit their support to share in the advocacy for the PNP Transformation Program.” Focus Group Discussions (FGD) of the participants yielded recommended interventions

that have become the bases for amendments to existing policies and formulation of new ones.

C. ITP Comics

The ITP COMICS with initial 5,000 copies distributed nationwide is an informative and creative tool through which the PNP members and the community can be informed of the ongoing transformation in the Philippine National Police.

Specifically, the project aims to inform and educate each PNP personnel, from the top echelon down to the lowest rung, of the ongoing transformation in the PNP; as well as to influence and call for the participation of the community to rally behind the PNP and become an active partner in the transformation of the PNP organization.

The ITP comics presents the past, present and future of the PNP. The past highlights the realities in the PNP that answers the question:

“Why do we need a Transformation?” The present will showcase how the PNP is responding to the challenge for change through the PNP ITP. The future is a vision of what the PNP will be after the Integrated Transformation Program has run its course. STRENGTHENING OF PNP-PMO

A. PRO/NSU- PMO ITP Implementation Handholding Seminar

With the aim to assist and strengthen the PRO/NSU-PMO and help

the PRO/NSU-PMO localize the Integrated Transformation Program. A

Mobile Training Team was created to act as facilitators in the conduct of the PRO/NSU-PMO ITP Implementation Handholding Seminar Workshop in all

Police Regional Offices, National Support Units and select Police Provincial Offices that was commenced on July 15 in PRO 5 and was concluded in November 27, 2009 with the NCRPO.

Participated by Command Group; Directorial Staff; PRO-PMO personnel; DPDAs with their admin, operations and PCR officers; GD, RMG and staff, and chiefs and representatives of NSUs, the seminar-workshop delivered several useful outputs.

First, After which, the PRO PMO under the DRDA and the PPO PMOs

underwent Project Management workshops where they identified their very own critical community issues, operational issues and administrative issues. Each police office then formulated its own local ITP action plan.

Seizing the opportunity to further advocate the ITP, briefings and open forums were also conducted for criminology students, police applicants, recruits undergoing PSBRC and SCOUT, CADET trainees, and senior PNCOs undergoing PSJLC and PSSLC.

The PRO/NSU-PMO ITP Implementation Handholding Seminar-Workshop

was conducted in partnership and with the support of the Public Safety Savings and Loan Association, Inc. and Public Safety Mutual Benefit Fund, Inc.

B. Asian Institute of Management (AIM) Masters Degree Program

Three PCOs of this office namely PSUPT SUSAN JALLA, PSUPT

FREDERICK OBAR, and PCINSP JONATHAN P PABLITO graduated from AIM with Master in Development Management (MDM) degrees last August, made possible through a partial scholarship partnership with the prestigious international education institution. These PCOs are now serving as division and section chiefs in PMO, as well as project specialists for the different ITP projects.

Currently, there are four (4) PMO personnel currently enrolled at AIM. PSSUPT DIONARDO CARLOS and PSUPT ERCY NANETTE TOMAS are taking up the Master in Management (MM) degree while PCI SANCHO CELEDIO and Mr. Tristan Arao are pursuing the Master in Development Management (MDM) degree. After graduation, the four will be under contract to serve in PMO for a set number of years.

Meanwhile, PSUPT MARLO MENESES has undergone a one-month

training on Project Planning Development and Management in the same school to further boost the Project Development capability of the PMO.

C. Seminar-workshop on Records Disposition and Administration

PCI RENELL R SABALDICA

and PO1 Rommel Natal completed a three-day seminar-workshop on RA 9470 and Record Disposition Administration on July 28-30, 2009 held by the National Archives of the Philippines at Legend Hotel, Puerto Princesa, further enhancing the capability of the PMO admin section on handling and maintaining records.

D. Project Management Seminar To further hone the skills and better arm the PMO staff, all personnel

underwent a whole day Project Management Seminar Training last July 23, 2009 conducted by Engr. Randy Balauro, a member of the Project Management Association of the Philippines.

E. Recruitment

On November 26, 2009, two (2) project development specialists namely Mr. Adrinell A. Rovillos and Mr. Quintin J. Cepeda, both UP alumni, have been added to PMO to boost the increasing manpower requirement.

F. Procurement

To further enhance the office’s technical capability, PMO acquired a set of graphics PC, five (5) sets of desktop PCs, one (1) HP mini laptop and two (2)

ASUS Eee PC 1000H notebooks. The PSMBFI also donated two (2) HP laptops for the use of the PNP Retirement and and Pension System Project.

G. Social Research

1. ACRE Partnership

To strengthen the Research Capability of the PMO, the Research and Technical Division in partnership with the Asia-Pacific Centre for Research, (Acre), Inc. conducted a nationwide survey from September 21 to October 16, 2009 to complement an earlier survey conducted last year which measured

the public’s perception on the performance of the Philippine National Police and attitudes of the people towards the organization.

The highlight of the survey result is the significant increase of the Overall

Performance Index of the PNP from 59.7% in 2008 to 67.44% this year. The Chief, PNP’s approval rating also rose from 62.94 in 2008 to 68.53 this year. Furthermore, 67% of respondents also believe in the PNP’s sincerity in fighting corruption and 88% agree that the PNP should further strengthen its ongoing Transformation Program.

The use of survey aims to institutionalize a culture of research and

performance measurement in the PNP-PMO and the PNP as a whole. The

partnership with ACRE also includes a training on Statistical Package for the Social Sciences (SPSS) attended by PMO project development specialists with the goal of enhancing the capability of the Research and Technical Division on statistical data analysis.

2. SPSS Discovery Convention 2009 Philippines The PNP PMO Chief of Staff PSSUPT CESAR HR BINAG served as one of the resource speakers in the Statistical Package for the Social Sciences (SPSS) Discovery Convention held on October 22, 2009 at Hotel Sofitel Philippine Plaza Manila, Pasay City.

The convention was organized by the Asia-Pacific Centre for Research (ACRE) which is the PNP’s able partner in the conduct of social research that becomes the bases of new policies.

ACRE President and CEO Dr. Nick Fontanilla invited PSSUPT BINAG to

present the PNP ITP accomplishments to delegates from various national and international companies and schools. PSSUPT BINAG was applauded for his briefing that highlighted the Integrated Transformation Program that resulted to rising approval ratings of the Philippine National Police. LEAD PNP AWARD The Lead PNP Award was launched by the Chief, PNP on January 26, 2009 during the 18th PNP Anniversary celebration. LOI 60/09 was approved last June 9, 2009 to formally start the process.

The “LEAD PNP AWARD” will be the most prestigious award on the 19th PNP Anniversary Celebration. The contenders are Chiefs of Police and Station Commanders who demonstrated transformational leadership at the police station characterized by the following:

Ability to identify critical issues;

Courage to accept the truth about critical issues;

Ability to plan strategic intervention to institute change; and

Ability to mobilize the community and resources to support the strategic intervention.

The awardee will receive the following: “Lead PNP Award” Trophy, Cash

incentive, post-graduate scholarship grant, educational assistance for two legitimate dependents, laptop computer with printer, and other prizes.

In addition, his station will receive additional patrol vehicle, communication

equipment, investigation kits, and all station personnel will receive medals. The best five out of the sixteen (16) finalists chosen are now undergoing field validation. BEST TRANSFORMATION PROGRAM AWARD In preparation for the upcoming 19th PNP Anniversary Celebration, the PMO was tasked to create a selection board composed of the PMO ED as the chairman and DIPO and D-staff representatives as members of the selection committees of the Model Regional, Provincial and National Support Unit Program Management Office Awards.

Furthermore, the PMO with DIPOs and the Directorial Staff are tasked to create simplified parameters/checklists for field evaluation and validation of the candidates for the unit categories. The parameters/checklists will be anchored on the PNP transformation and Public Governance System initiatives. NATIONAL FIREARMS CONTROL PROGRAM

The recent Maguindanao Massacre brings to the forefront the issue of perpetration of violent and criminal acts through the use of loose firearms. The National Firearms Amnesty that ended on Nov. 30, 2009 endeavoured to address incidents such as this.

The above-mentioned crime that shocked the country and the rest of the

world only affirms the urgency of the implementation of the ongoing National Firearms Control Program of the PNP.

BACKGROUND

During the ISO and

Firearms Control Workshop held in Clark, Pampanga on March 25-27, 2009, it was established that that the control of firearms remains to be the most critical issue that the government and the PNP must address in the fight

against criminality and lawlessness. The PNP and other law enforcement agencies have to deal with

increasingly complex crimes. Organized syndicates and criminals have acquired logistical capabilities and recent incidences of crimes show that most of the bloody and violent of these crimes were committed by the use of firearms.

From CY 2004 to 2008, the statistics show that 97.7% of gun-related

crimes are committed using these loose firearms. The proliferation of loose firearms has also emboldened secessionist and

terrorist forces to engage the government forces in a protracted battle because 20,300 of illicit firearms are distributed among the NPA, MILF, MNLF Renegade Group and Abu Sayyaf Group and another 45,000 are in the hands of organized crime groups (OCGs).

As for election-related violence, statistics from the 2007 national and local elections show that of 178 of the 229 incidents recorded were carried out with the use of firearms.

Clamor for stricter regulation of firearms use among the public is also

reflected in the result of the October 2009 survey conducted by the PNP and the Asia-Pacific Center for Research, Inc. (ACRE, Inc.) wherein 78.2% of the respondents nationwide favor the “prohibition of carrying firearms, whether licensed or not, by civilians.” Objectives and Program Components The project is comprised of four (4) major components namely:

1. Legislative Agenda This program component seeks for the legislation of a new comprehensive Firearms Code which will feature among others, the imposition of stiffer penalties and rigid tax collection for the registration of firearms.

2. Continuing Police And Law Enforcement Action This component focuses on the advocacy and communication plan and operational and administrative guidelines for the National Firearms Control Program.

Continuing information campaign on the Firearms Control Program – An Advocacy and Communication Program will be developed and implemented to generate awareness and enjoin all concerned government agencies and stakeholders in adopting the Firearms Control Program. For the PNP, necessary arrangements with key agencies involved in police education and training such as the NAPOLCOM,

Philippine Public Safety College, the PNP Directorate for Human Resource and Doctrine Development will be made for an integrated advocacy and communication program.

Continuing and intensified police and other law enforcements actions against loose firearms – Police operations against loose firearms, such as Operation Bakal, will be implemented with increased vigor.

3. Prevention Of Election-Related Violent Incidents Inter-agency coordination with the Commission on Elections for the implementation of the following measures will be undertaken to limit the number of firearms on the streets during election period:

Issuance of Gun Ban Resolution During the Election Period – only bonafide members of the AFP, PNP and other law enforcement agencies and Private Detective/Security Agencies in the actual performance of their official duties and in proper uniform shall be allowed to bear firearms. The COMELEC will not issue any exemption to this Resolution.

Only AFP, PNP and other law enforcement agencies and Private Detective/Security Agencies shall be deputized by COMELEC for Security Detail. They shall be required to wear complete proper uniform while in the actual performance of their official security duties/functions.

4. Other Firearms-Related Concerns

Amnesty Program – Since 1986, the PNP has already sponsored eight (8) Firearms Amnesty Programs aimed at accounting the estimated 114,000 loose firearms and encouraging unlicensed firearms owners to apply for registration.

The national gun amnesty which ended last November 2008 yielded a total of 20,190 firearms for documenting and licensing. With the implementation of the final gun amnesty, owners who failed to register their guns will be meted stiffer penalties.

Establishment of Gun Free Zones – this program aims to create a virtual “gun free” radius around schools, places of worships and tourist destination areas.

The PNP’s current firearms control strategy is being supported by other projects such as the Integrated Ballistics Information System (IBIS) of the PNP Crime Lab.

Efforts such as the establishment of an Express Renewal System in selected city police stations and strengthening the Firearms Control advocacy are underway to increase the rate of renewal of firearms licenses.

PNP LEGAL ASSISTANCE AND LEGISLATIVE AGENDA

ENACTMENT OF RA 9078 One of the breakthrough accomplishments of the ITP that was actively pursued by the Chief PNP PDG JESUS A VERZOSA is the signing into law of RA 9078 which amends pertinent provisions of Republic Act No. 6875 and Republic Act. 8551.

The new law states that a criminal action or complaint against a police officer due to the performance of duty shall not be a bar to promotion provided that the case remains unresolved after two (2) years from the aforementioned determination of probable cause. This will embolden police officers in enforcing the law without fear of the ramifications of harassment cases.

Furthermore, the reglementary period for complying with the minimum educational qualification for appointment to the Philippine National Police has been extended for five (5) more years.

Lastly, PNP members who have rendered more than 15 years of service

and who have exhibited exemplary performances determined by the commission shall no longer be required to comply with the minimum educational requirement.

LEGAL SERVICE INITIATIVES Under the leadership of PCSUPT HEROLD UBALDE, the PNP Legal

Service is implementing the following transformation projects: 1. 24/7 ALERT Under this project, LS lawyers will be on call 24 hours, 7 days a week via

phone, text, or E-mail to advise PNP personnel on the field who have questions regarding legal matters in operations. The project is being fine-tuned with the technical infrastructure being set up. The program will be launched by the Chief, PNP this December.

2. Free Legal assistance program

The Legal Service is pursuing partnerships with willing partners to provide

free legal assistance to any PNP member facing charges arising from official duties. During the legal aid clinic in Palawan, representatives from PRO 5, Palawan PPO, the Public Attorney’s Office, and the Integrated Bar of the

Philippines signed an MOU regarding free provision of legal aid to PNP personnel facing service-related cases.

3. Legal Aid Clinic LS lawyers are going around different PROs to provide free legal advice to

PNP personnel facing service-related cases. LS piloted this project in two (2) of the provinces with the most number of PNP personnel facing service-related cases. The first clinic was held in Palawan from June 4 to 5, 2009 with 85 police personnel in attendance and in Legazpi City, Albay from November 12-13, 2009 benefitting 150 police personnel. A similar activity was also conducted at the Multi-Purpose Center in the Camp Crame with 55 NHQ personnel availing of the free legal clinic.

4. LOI ALALAY During the elections, LS laywers will be dispatched to all police provincial

offices (PPOs) in the country to provide legal advice to police provincial directors re election-related matters during the election period. The disposition of LS lawyers has already been submitted to the Chief, PNP.

CITIZEN’S CHARTER

The PNP Citizen’s Charter was published on August 17, 2009 with 50 copies distributed in the National Headquarters and 700 copies due for distribution nationwide. The soft copy is also posted on the PNP Website.

The PNP Citizen’s Charter is in

compliance with RA 9485 (Anti-Red Tape Act) to enhance and improve the delivery of PNP services to the public. It also defines accountability and performance commitment of the PNP’s frontline service providers, as stated in its objective: “The charter will contribute to corruption prevention and inform the public of the services they are entitled to.”

Project Milestones

In preparation for the formulation of the Citizen’s Charter of the PNP, DPCR personnel attended a training held at the Development Academy of the Philippines on February 11-13, 2009.

This was followed by a consultative meeting and information coordination

with CSC, DAP and PMO were held on February 24, 2009 at the DPCR Conference Room. Matters discussed were the Indicative Project Schedule, continuation of the CSC-sponsored seminar/workshop on Citizen’s Charter and other important matters pertaining to the implementation of the project.

Next, a one-day seminar/workshop on the formulation of the Citizen’s Charter was held on March 5, 2009 at the DPCR Conference Room, which was attended by 38 PNP personnel from NHQ-based offices providing frontline services. Re-engineering of transaction systems and procedures including time and motion studies was initially started during the said workshop.

Regarding the Client Satisfaction Survey and Review of Business Processes in the PNP, the DPCR has drafted a letter of instructions that will set forth the guidelines in the formulation of the Citizen’s Charter for the PNP in compliance with the provisions of Republic Act 9485. The draft LOI was submitted to OTCDS on March 31, 2009.

Apart from the publication of the Charter, each PNP office offering frontline

office is required to set up its service standards in the form of information billboards which should be posted at the main entrance of offices or at the most conspicuous place, and in the form of published materials written either in English, Filipino, or in the local dialect, which detail the following:

1. Vision and mission of the government or agency; 2. Identification of the frontline services offered, and the clientele; 3. The step-by-step procedure to obtain a particular service; 4. The officer or employee responsible for each step; 5. The maximum time needed to conclude the process; 6. Document/s to be presented by the client, with a clear indication of the

relevancy of said document/s; 7. The amount of fees, if necessary; 8. The procedure for filing complaints in relation to requests and

applications, including the names and contact details of the officials/channels to approach for redress;

9. Allowable period for extension due to unusual circumstances; i.e. unforeseen events beyond the control of concerned government office or agency; and

10. Feedback mechanisms, contact numbers to call and/or persons to approach for recommendations, inquiries, suggestions, as well as complaints.

PNP PERFORMANCE GOVERNANCE SYSTEM (PGS)

On July 9, 2009, the Office of the President identified the PNP as one of only six government agencies to be installed with the Performance Governance System (PGS), a globally-recognized governance model system.

The other five (5) agencies

are the Department of Finance, Department of Health, Department of Education, Department of Public Works and Highways and Department of Transportation and Communication. The Development Academy of the Philippines (DAP) was directed to provide Technical Assistance (TA) during the installation of the PGS in the identified agencies.

The PGS is a governance model system adopted mostly by private corporations around the world in order to achieve breakthrough corporate results through efficient and high standards of governance practices. It is an adaptation of the Balanced Scorecard concept by Robert S. Kaplan and David P. Norton as management tool to measure small-scale initiatives and its alignment with the organization’s aspirations.

The PNP seized this opportunity to reinforce its previously laid out strategic map. Seeing no need to reinvent the wheel, the PNP adopted the ITP framework in formulating the Strategy Map and Balanced Scorecard as required by PGS. According to PNP Chief Police Director General Jesus A. Verzosa, “Aside from being a good management tool to evaluate agency accomplishment, the PGS also complements other reform initiatives in the organization, particularly, the Integrated Transformation Program.”

On August 11 and 12, 2009 the PNP conducted a two-day working session held at Fontana Convention Center, Clark Special Sconomic Zone, Pampanga to revisit the PNP’s charter including the PNP’s vision, philosophy

and core values. The goal of the workshop is the formulation of the Strategic Map and Governance Scorecard with the Technical Assistance of the Development Academy of the Philippines (DAP) and Institute for Solidarity in Asia (ISA). The latter is a public governance reform institute in Asia which collaborates with different sectoral leaders, public officials and institutions to push

reforms in governance. During the said workshop, ISA provided session-facilitators while DAP acted as documenters of the whole proceedings. The Directorate for Plans (DPL) and the Program Management Office (PMO) served as secretariat of the workshop.

The output of the workshop, the PNP PGS Compendium was presented to Her Excellency President Gloria-Macapagal Arroyo on August 27, 2009 at the Malacañang Palace. It was hailed as one of the most viable and comprehensive strategic map and Balanced Scorecard during the occasion. On December 18, 2009 all existing PNP programs and projects will be inputed into the PGS to come up with performance measures that will serve as measurement, monitoring and evaluation tools for the PNP. HIMLAYAN NG MGA BAYANING PULIS The signing of the Memorandum of Understanding (MOU) between the PNP and the Rizal Provincial Government formalized the establishment of a

final resting place for the men and women of the PNP. At the onset, the PMO rallied the support of the Sangguniang Panlalawigan of Rizal. This led to the enactment of resolutions granting authority to the Governor of Rizal Province to donate a parcel of land, specifically LOT B-

2-C-22 encompassing an area of more than 8.4 hectares in Barangay Pinugay, Baras, Rizal to the PNP. Similarly, the Sangguniang Bayan of Baras, Rizal created a resolution reclassifying the area from agricultural to memorial/eco-tourism zone. Since the parcel of lot to be donated to the PNP is under the Comprehensive Agrarian Reform Program (CARP), the PNP-PMO and

Rizal Provincial Government applied for exemption of the lot (8.3969 hectares) from the coverage of CARP, which was approved by the Department of Agrarian Reform (DAR) last July 23, 2009. However, only 7.3 hectares were exempted from CARP since 1 hectare is presently cultivated and planted with fruit trees. The following milestone activities were undertaken:

1. Location survey – This was conducted by Unciano Geodetic Engineers to identify specific boundaries covered by the 8.3936 hectares. Boundary markers were also placed in the entire area. 2. Expansion of the project site – On June 2, 2009 the PNP- PMO together with the Rizal Provincial Planning Office negotiated with several lot owners adjacent to the project site for possible purchase of lot. Three (3) persons were interested to sell their lots near the site. Seven (7) to eight (8) hectares costs around ten to eleven million pesos at 200 to 250 per square meter. 3. Topographic survey – Geodetic Engineers from Quadrant and Associates conducted the topographic survey from June 23 to July 5, 2009 as prerequisite for the preparation of the Master Plan. 4. Establishment of tree seedling beds/nursery at the project site- The PNP-PMO coordinated with the Department of Environment and Natural Resources last July 15 – 21, 2009 as to what specific tree seedlings best suits the project sites. After coordination with DENR Staff, several tree seedlings were identified and transported to the project site.

5. Proposed clearing of access road – The project TWG met with Gov. Ynares on August 4, 2009 to discuss the widening of the access road. As a result, the Governor agreed to lend some of the earth-moving heavy equipment during the activity. 6. Research on land titles and subdivision plans – On August 19 – 22, 2009, the PMO secured several land titles and subdivision plans in coordination with the Rizal Planning Office and the Department of Agrarian Reform. 7. Clearing widening survey and cost estimate– On August 17, 2009 the PMO and PNP Engineering Service conducted a survey on the proposed access road to determine the total cost of the clearing which is amounting to more or less 2 million pesos. Last August 25, 2009 the Rizal Engineering and Planning Departments together with the PNP-PMO surveyed the exact location, the length and width of the road targeted for clearing / widening based on the titlings taken from DAR. The PMO coordinated with the 2nd Engineering Department of DPWH on the possible assistance such as the use of some of their earth-moving heavy equipments as well as donation of gravel for the road access network.

Members of the TWG then met with key officials of Barangay Pinugay and Municipality of Baras last August 24-25, 2009 to inform them of the proposed widening of the access road. To date, the perimeter fencing of the project site with 30 concrete poles is in place to prevent the encroachment of illegal settlers in the area. MODEL POLICE STATION PROJECT

Bagumbayan Model Police and Fire Station Just seven months after the ground breaking ceremony, the Bagumbayan Model Police Station was inaugurated on August 19, 2009, coinciding with the birth anniversary of President Manuel L. Quezon, at E. Rodriguez Jr. Avenue, Brgy Bagumbayan, Quezon City.

The project became a reality with the cooperation of Eastwood City Estate Association, Inc. (ECEA), the Quezon City Local Government, the Philippine National Police and the Bureau of Fire Protection.

The facility aims to service clients and employees of businesses in the area and the residents of four barangays namely Brgys.

Bagumbayan, Libis, Ugong Norte, and White Plains. The station is tourist-oriented; hence, police personnel assigned to the station undergo on-the-job skills training, including English proficiency.

STRENGTHENING THE PNP TRAINING SERVICE

ONLINE LEADERSHIP SCHOOL

The three-month Online Leadership Development and Management Course for PNP Provincial Directors, City Directors and Chiefs of Police was made possible through the generosity of PSMBFI as part of their Corporate Social Responsibility (CSR).

The course was managed by professors from De La Salle University

Graduate School and training Staff of PNPTS in collaboration with UP Open University (UPOU). The course commenced on August 20 and ended in December, 2009.

The course ran for a period of three (3) months with credits of 160 training

hours for Provincial Directors and City Directors and 140 hours for Chiefs of Police. The course involves self-paced learning and was done online 2 sessions a week and 2 hours per session, similar to UP Open University Courses. The students may go online at their convenient time in a week, provided they shall complete the number of hours required.

The objective of the course is to develop the leadership and management

abilities and attitudes of Provincial Directors, City Directors and Chiefs of Police through the conduct of formal training, without displacing them from their assignment.

The mainframe is provided and maintained by Tech Advantage

Corporation with Office address located at Ortigas, Pasig City, while the infrastructure is stationed at PNPTS, Camp Crame, Quezon City for security reasons.

PNP SHELTER PROGRAM (Housing and Quartering)

A. San Miguel, Bulacan Housing Project Launching

The San Miguel, Bulacan Housing Project groundbreaking ceremonies was held last May 22, 2009 with the C, PNP as the Guest of Honor and Speaker.

As promised by HEPGMA during the 18th PNP Anniversary celebration at Camp Crame, Quezon City, P300M PNP Quartering Fund was allocated for the three (3) Police Districts of NCRPO, P100M each for Manila Police District, Quezon City Police District and the Southern Police District.

1. MPD Quartering Project

Honorable Alfredo S. Lim, Mayor, City of Manila signed the Memorandum of Agreement (MOA) last February 9, 2009 with the Philippine National Police being represented by the Chief, PNP, Police Director General Jesus A Verzosa.

Under the proposed MOA, the PNP will build quarters on a portion of a 2,144.525 square meter lot bounded by San Marcelino St. and U.N. Avenue (at the back of MPD Headquarters) and use it for 25 years, renewable at the option of the City.

The fund was released to DPWH-South Manila Engineering District on

August 2009 and the project was awarded to ALE Builders & Development Corporation the following month.

The project is now 40% accomplished.

a. SPD Quartering Project

Last February 12, 2009, SPD requested a portion of land in Camp Bagong Diwa for the construction of two (2) medium rise buildings intended for the quartering of SPD personnel. As first option, the said quartering project was intended to be built within the SPD compound; however, it was not feasible because the lot is now included in the AFP off-based housing program under the administration of Housing & Urban Development Coordinating Council (HUDCC).

On February 25, 2009, SPD requested the NCRPO Regional Housing Board meeting for the utilization of a portion of land for the construction of two (2) Multi Purpose Medium Rise Quartering Buildings. It was presented to and deliberated by the board. The board unanimously approved the granting of portion of land located in front of the NCRPO Firing Range to give way for the construction of the SPD quartering project.

There are two (2) Sites intended for SPD Quartering which was shown to the C, REO, NCRPO and inspected by Engineer Eulogio V Ydio, Chief, Planning & Design Section of DPWH and Engineer Jose Vito U Sagrado.

First Metro Manila Engineering District headed by District Engineer Roberto S. Nicolas will be in charge of the construction of the Two (2) Multi Purpose Medium Rise Quartering Buildings, which is composed of 96 units. Bidding was conducted on May and the project was awarded to BMK Construction, the lowest bidder. Construction of the project started last June, with the first building expected to be finished within eight (8) months.

b. QCPD Quartering Project

The Master Plan of Camp Karingal, to include the quartering project and future construction of proposed buildings and structures, was drafted by the QC Engineering Office last February 2009. The final copy of the master plan was then submitted to U.P. for approval.

While waiting for approval, QCPD started the construction of the perimeter fence worth P17M. Also, DPWH representative Engineer Arthur Gonzales Jr., DPWH QC 2nd Engineering District coordinated QCPD for the soil testing on the proposed quartering site. On June 4, 2009, QCPD District Director PCSUPT ELMO DG SAN DIEGO got the approval of the project from the U.P. President herself, Dr. Emerlinda R. Roman, during his courtesy call.

UPGRADING OF THE PNP CRIME LABORATORY

2009 is also a banner year for the PNP Crime Lab. The Procurement of the Integrated Ballistics Information System or IBIS worth P137,500,000 is now undergoing the bidding process for direct contracting by DL.

As for the One Crime Lab per Province Plan, the Antique Crime Lab was

inaugurated on February 23, 2009. Moreover, Crime Laboratories in Priority Provinces have been activated specifically in PROs 8, 10 and 13, with ongoing monitoring of the project in the remaining 14 PROs.

Furthermore, there has been continuous competency training for constant development of the competencies of the Crime Laboratory Personnel. So far, seven (7) seminars have been conducted on crime scene investigation and criminal illustration.

PNP SCHOLARSHIP AND EDUCATIONAL ASSISTANCE PROGRAM For this year, 209 PNP dependents were granted educational assistance. Herender are the milestones of the PNP Scholarship and Educational Assistance Program:

On January 21, 2009, the PNP Educational Assistance Committee (PEAC) approved four (4) applicants as grantees under the Reward Educational Assistance Program.

During the traditional Monday Flag Raising Ceremony on February 2, 2009, six (6) and fifteen (15) grantees under the Reward Educational Assistance Program whose sponsors were assigned in the NHQ received their certificates of eligibility and educational benefits of Five Thousand Pesos (P5, 000.00) each for the 2nd semester SY 2008-2009, respectively. On May 21, 2009, the PNP Educational Assistance Committee chaired by PDDG EDGARDO E ACUÑA, TCDS approved thirteen (13) applicants to be the grantees of the Reward Educational Assistance Program.

On June 8, 2009, the PLDT-SMART Foundation, Inc., donated the amount of Five Hundred Thousand Pesos (P500,000.00) to support the PNP-PLDT-SMART College Educational Assistance Program and on June 29, 2009, the C, PNP awarded the checks and certificates to the grantees under the Reward Educational Assistance Program.

On July 7, 2009, the PNP-Kaagapay sa Pangarap Foundation Scholarship Board approved forty-two (42) applicants as grantees under the PNP-Kaagapay sa Pangarap Foundation Inc. (KPFI) High School Educational Assistance Program. There are thirty-two (32) grantees under the Kaagapay sa Pangarap Foundation Inc. (KPFI) High School Educational Assistance Program graduated last March 2009.

On August 3, 2009, eight (8) grantees under the Reward Educational Assistance Program and fifteen (15) grantees under the PNP-Kaagapay sa Pangarap Foundation Inc. (KPFI) High School Educational Assistance Program whose sponsors reside in NCR received their checks.

On August 7, 2009, Personnel and Records Management (DPRM) personnel led by PSUPT JOSEPH P SEMILLANO and the staff of De La Salle-College of Saint Benilde (DLS-CSB) discussed the mechanics of the scholarship being offered by the educational institution.

On August 28, 2009, the PNP-PLDT-SMART Foundation Scholarship Board approved the sixty (60) dependents of PNP uniformed personnel as

grantees under the PNP-PLDT-SMART College Educational Assistance Program.

On September 15, 2009, the PNP educational Assistance Committee approved fourteen (14) applicants to be the grantees under the Reward Educational Assistance Program.

PNP RETIREMENT AND PENSION SYSTEM In line with the overall strategic reforms of the ITP, the PNP Retirement and Pension System was conceptualized to address the issues of the present PNP pension system.

Specifically, the PNP Retirement and Pension System endeavours to:

Establish the PNP Retirement and Pension System Project

Provide sufficient funds for retirement and pension benefits

Ensure prompt release of retirement and pension benefits

Decrease the number of complaints from retirees

Decrease the PNP personnel assigned with PNP BPAD

Increase the personnel assigned to field duties

Decrease the annual budget allocation for police pension

Increase funds channelled for PNP operations and other priority programs

The activities being conducted by the Technical Working Group of the

project include:

Drafting of Bill on Retirement and Pension System;

Conduct of actuarial valuation on retirees and active PNP personnel;

Creation of Police Retirement and Benefits Administration Service (PRBAS);

The PNP Retirement and Pension System Project is supported by the

Public Safety Mutual Benefit Fund, Incorporated.

PNP LIVELIHOOD PROJECT

On November 12, 2009, DPRM personnel led by the Chief of the Morale and Welfare Division PSSUPT NEMENZO visited the Philippine Marines Project at Fort Bonifacio regarding the demonstration farm of the Integrated Organic Farming Livelihood Program Package promoted by the MANNALIG Agri-Industrial Supply & Support Enterprises which can be adapted as an alternative source of livelihood for the PNP personnel and their dependents.
