PREAMBLE

We, the sovereign nursing students of Wesleyan University-Philippines, imploring the aid of Almighty God, in order to establish a self-governing, efficient, honest and transparent Student Council that shall represent our interest, promote general welfare, safeguard academic freedom, inculcate social consciousness and responsibility and embody Wesleyan ideals of scholarship, service and character, to build a community of truth, justice, equality, love, peace and harmony, do so ordain and promulgate this constitution.

ARTICLE I

Name and Address

Section 1. The student council of Wesleyan University- Philippines College of Nursing shall be known as Wesleyan University- Philippines College of Nursing Local Council hereafter referred to as WU-P CNLC

Section 2. The Wesleyan University-Philippines College of Nursing Local Council shall have its address at CNLC office, ground floor Main Library building, Wesleyan University-Philippines, Cushman Campus, Mabini Extension, Cabanatuan City 3100 Nueva Ecija.

ARTICLE II

Declaration of Policies and Principles

Section 1. All officially enrolled nursing students of WU-P shall be ipso facto members of the College of Nursing Student Body.

Section 2. The WU-P CNLC shall governed by the Republican Principles where sovereignty resides in the members and all authority emanates from them.

Section 3. The WU-P CNLC shall promote and protect the rights, dignity, welfare and security of its members.

Section 4. Every recognized Minor Organization referred to as (MO’s) shall be guaranteed the widest participation in the governance of its members to ensure their fullest development.

Section 5. The WU-P CNLC recognized the three-fold mission of the University – Scholarship, Service and Character and will strive to translate these ideals into action.

ARTICLE III

Rights of the Students

Section 1. Every Wesleyan University – Philippines tertiary student shall enjoy all the rights and privileges guaranteed by the 1987 Constitution of the Republic of the Philippines, the Education Act of 1982 and the pertinent laws of the land.

A. Rights under the 1987 Constitution

1. The Right to life, liberty and property under due process of law;2. The Right to equal protection of law;3. The Right against unreasonable search and seizures and illegal arrest;4. The Right to privacy of communication and correspondence;5. The Freedom of speech and expression;6. The Right to peaceably assemble and petition the lawful authorities for redress of

grievances;7. The Liberty of abode and right to travel;8. The Right to public information;9. The Right to form organizations and associations; 10. The Right to academic freedom within the limitations provided for by the law;11. The Right to suffrage;12. The Right to quality education;13. The Right to select a profession or course of study subject to fair, reasonable and equitable

admission and academic requirements; and14. All the Rights guaranteed under the 1987 Constitution of the Republic of the Philippines not

mentioned above.

1. The Right to receive primarily through competent instruction relevant quality education in line with national goals and conducive to the full development as persons with human dignity;

2. The Right to freely choose their field of study to continue therein up to graduation, except in case of academic deficiency or violation of academic regulations;

3. The Right to school guidance and counseling services for making decisions and selecting the alternatives of works, suited to his/her potentialities;

4. The Right to access to his own school records, the confidentiality of which the school must maintain and preserve;

5. The Right to the issuance of official certificates, diploma, transcript of records, grades, transfer credentials and other similar documents within thirty days from request;

6. The Right to publish a student newspaper and similar publication, as well as the right to invite resource persons during symposium or assembly and other activities of similar nature;

7. The Right to free expression of options and suggestions and to effective channels of communication with appropriate academic and administrative bodies of the school institution;

8. The Right to form, establish, join, and participate in organizations and societies recognized by the school to foster their intellectual, cultural, spiritual and physical growth and development, or to form, establish, join and maintain organization and societies of purpose not contrary to law;

9. The Right to participate in the formulation and development of policies affecting the school in relation to the locality/ region and nation through representation in the appropriate body/bodies of the school to be determined by the governing board; and

10. The Right to be free from involuntary contribution except those approved by their own organizations or societies.

ARTICLE IV

The College of Nursing Local Council

1. Common Provision

Section 1. The Wesleyan University – Philippines College of Nursing Local Council shall be the highest governing student body in the College of Nursing.

2. The Local Council

Section 1. The Local Council shall be the implementing body of policies, programs, and services. It shall be composed of the Governor, Vice Governor, Secretary, Treasurer, Auditor, Public Relations Officer, and (2) Business Managers voted at large by all bona fide nursing students of Wesleyan University – Philippines.

Section 2. The Local Council shall have the following powers, functions, and duties:

1. To uphold and implement the provisions of this constitution;2. To implement all policies and resolutions passed by the House of Representatives;

3. To prepare annual calendar of university-wide activities, programs and projects;4. To formulate its house rules and regulations of disciplining its members; and5. To create departments and ad hoc committees as it may deemed necessary in order to

effectively carry out its programs and activities.

Section 3. The Local Council shall have its regular meeting; the frequency and date shall be determined by the incumbent members. Likewise, it shall also adopt its own proceedings consistent with the provisions of this constitution.

Section 4. The Governor may call a special meeting as the necessity arises.

Section 5. The Local Council shall constitute a quorum of at least 2/3 of all its members or a simple majority to validly transact any business.

ARTICLE V

Powers and Duties of the College of Nursing Local Council

Section 1. The WU-P CNLC shall have the following responsibilities:

A. Adopt its own rules of government;B. Organize, coordinate and direct student activities in campus designed to improve students

general welfare;C. Inform and make recommendations to the University President, the Vice – President on

Academic Affairs, Director of Student Affairs and the college dean on student matters, affairs and activities;

D. Represents the studentry in all major policy-making bodies of the University when so provided by the competent authorities;

E. Represent WU-P studentry in external student activities; andF. Have such additional powers as WU-P authorities may from time to time, grant or delegate

to it consistent with its stated powers, responsibilities and objectives.

Section 2. The WU-P CNLC shall have the following duties:

A. Serve as a voice and as an active forum for the expression of the students’ ideas and sentiments.

B. Instill in the minds and hearts of the students the need for national awareness and involvement;

C. Train the students to become responsible citizens and leaders of the country.

Powers and Functions of Local Council Officers

Section 1. The Local Council shall have the following powers and functions:

A. Governor

1. Be its Chief Executive Officer;2. Preside overall meetings of the Local Council;3. Sign all resolutions, communications and papers of the WU-P CNLC; and4. Represent the WU-P CNLC in the official capacity as Governor on occasions and

events where the WU-P studentry needs representation.

B. Vice Governor

1. Assist the Governor in all matters where his/her assistance is required;2. Take over the functions of the Governor whenever the latter is absent or in any case

of incapacity or vacancies; and3. Perform all duties as may be assigned to him/her provided that it does not against

the function to which he/she has been elected.

C. The Secretary

1. Keep all the minutes of meetings and proceedings of the WU-P CNLC;2. Receive and file all papers/correspondence of the WU-P CNLC;3. Prepare and furnish the WU-P CNLC officers with the agenda of the meetings at

least one day prior to the scheduled meetings;4. Make the performance report of the WU-P CNLC officers; and5. Perform all duties as may be assigned to him/her provided that it does not against

the function to which he/she has been elected.

D. The Treasurer

1. Collect and disburse the funds of the WU-P CNLC in accordance with the duly approved procedures;

2. Keep all the financial records of the WU-P CNLC;3. Issue receipts for the collections and sign all vouchers/checks for the disbursement

of WU-P CNLC funds; and4. Perform all duties as may be assigned to him/her provided that it does not against

the function to which he/she has been elected.

E. The Auditor

1. Check and certify the correctness of all financial statements and assess the progress of the financial activities of the Local Councils;

2. Certify the availability of funds;3. Recommend to the WU-P CNLC the necessary measures that will ensure the

sufficient allocation, procurement and utilization of funds/resources including those

for the prevention of irregular, unnecessary, excessive or extravagant uses of the WU-P CNLC funds and properties; and

4. Perform all duties as may be assigned to him/her provided that it does not against the function to which he/she has been elected.

F. The Public Relations Officer

1. Be the Official Spokesperson of the College of Nursing Local Council;2. Ensure the information is properly disseminated among the members of the

Wesleyan University-Philippines studentry;3. Responsible for channeling of information between the Local Councils and the

Executive Council; and4. Perform all duties as may be assigned to him/her provided that it does not against

the function to which he/she has been elected.

G. The Business Manager

1. Assist the Treasurer in Budget Preparation;2. Plan, monitor and manage the financial activities of WU-P CNLC;3. Manage income and expenditures;4. Develop income generating activities when necessary in order to augment WU-P

CNLC budget; and5. Perform all duties as may be assigned to him/her provided that it does not against

the function to which he/she has been elected.

ARTICLE VII

Tenure of Office and Qualifications of Officers

Section 1. The tenure of office shall be one year after the election.

Section 2. All bona fide tertiary students of Wesleyan University – Philippines College of Nursing may run for any elective positions provided that he/she has the following qualifications:

A. Possesses Good Moral Character;B. An Active Student of the University; andC. Has the willingness to serve.

Section 3. Qualifications for Governor and Vice Governor:

A. Junior or Senior college student of WU-P College of Nursing and enrolled in at least 15 units load;

B. Should have a residence of five (5) semesters immediately preceding the election;

C. Must have a grade not lower than 2.25 or more than incomplete grade during the immediately preceding semester as certified by the University Registrar;

D. Must be an active student leader of the university; andE. Not holding any key position in any organization within the university.

Section 4. Qualifications for Treasurer:

A. Non-graduating college student of WU-P College of Nursing and Enrolled in at least 15 units load;

B. Should have a residence of five semesters immediately preceding the election;C. Must not have incurred a grade of incomplete, dropped or failed during the previous

semester/s; andD. Must not have a derogatory record during his entire residency in the university.

Section 5. No student may be elected in other positions in CNLC unless he/she has the following qualifications:

A. A college student of WU-P College of Nursing enrolled in at least 15 units load;B. Must have a residency period of three (3) semesters except for freshmen and

transferees who have not yet establish residency in the university;C. Must not have incurred a grade of incomplete, dropped or failed during the previous

semester/s; andD. Must not have a derogatory record during his entire residency in the university.

ARTICLE VIII

Manner of Election and Term of Office

Section 1. Members of the Local Council shall be elected at large by all nursing students of WU-P and shall assume office at the beginning of their term which shall begin at the day of their official sworn in to office by the following academic year.

Section 2. Incumbent officers of the College of Nursing Local Council were given until graduation or the opening of the summer class to perform such functions designated by this constitution to facilitate smooth transition of management of the council.

Section 3. Members of Year Level Representatives shall be elected by students in their respective level for the same term as other Local Council members.

Section 4. The COMSELEC or the student electoral body created as a constitutional body will craft specific electoral code of the Wesleyan University – Philippines College of Nursing Local Council as a basis for future management of elections in the university.

ARTICLE IX

Vacancies

Section 1. In case of temporary absence or disability of the Local Council Governor, the Vice Governor shall act as Governor. However, in case of permanent disability, death, resignation or removal of the Local Council Governor, the VG shall become Governor to serve the unexpired term.

Section 2. Whenever there is vacancy in the office of the Vice Governor and in other offices in the WU-P College of Nursing Local Council, the Governor shall nominate two names from among the members of the council. The nominee who will be elected by majority vote of all Local Council members voting shall serve the unexpired term.

Section 3. Whenever there is vacancy in the members of the Level Year Representatives, it’s the prerogative of the Governor to appoint in consultation with the Office of the Student Affairs and the adviser.

ARTICLE X

The Board of Advisers

Section 1. The College of Nursing Local Council shall have a Board of Advisers which shall be at least one (1) faculty or clinical instructor who will be appointed by the College Dean upon consultation with WU-P CNLC.

ARTICLE XI

Transitory Provisions

Section 1. REPEALING CLAUSE. Any part or provision of this Constitution that are found contrary or inconsistent with the Philippine Constitution, or with other existing laws of the land and of the rules and regulations of Wesleyan University – Philippines are deemed null and void.

Section 2. All existing policies, memoranda and other pertinent documents of the WU-P CNLC not inconsistent with this constitution shall remain operative until amended, repealed, rescinded or revoked.

Section 3. This Constitution shall take effect immediately upon its ratification by a majority of the votes cast in a plebiscite held for the purpose and shall supersede all previous constitution.

ARTICLE XII

Amendments and Revisions

Section 1. Amendments and revisions to this constitution may be proposed by any officer of College of Nursing Local Council, to be approved by the majority (1/2 + 1) of votes from all the members in a meeting called for the purpose.

Section 2. Any amendment to or revision of, this constitution and by-laws shall be deemed effective upon approval of the Local Council officers.

Section 3. Upon approval, this Constitution and By-Laws is subject for revalidation and/or to revisit the effectively every year during the Annual Strategic Planning of the council.

Date: July 28-30, 2011

Venue: La Carmela De Boracay, Boracay Island, Aklan

Objective:

To inculcate the to the campus advisers and student leaders the value of integrity in order to be role models in the campus setting, to develop their knowledge, discipline, and prudence as leaders, and to enhance their communication skills as molders of informed public opinion.

Narrative Report

The College of Nursing Local Council delegates which includes Marc Ian Crisostomo (Governor), Alona Domingo (Secretary), Juan Rolando Dizon (Public Relations Officer), Shannie Sobrepeña (Level 3 Representative) and Ms. Rizza Abinsay (former council adviser) together with the Supreme Student Council Delegates met at the Cabanatuan City Transport Terminal at Exactly 6am on the 27 th day of July to go to the NAIA Centennial Terminal for the scheduled flight to Kalibo, Aklan. The delegates arrived to Kalibo, Aklan at exactly 2:30p then straight ahead to Boracay Island.

On the 28th day of July, The delegates have their registration and billeting at the reception hall of the La Carmela de Boracay resort and have their Key for their assigned room. The Mid-Year seminar started its opening ceremonies at exactly 4pm with the theme ‘’Strengthening Campus Advising and Student Leadership Amidst Global Challenges’’

Before the first night ends, facilitators conducted socialization and getting-to-know-you activities such as human bingo and many other more. It ended with a jamming session conducted by the USA-PRIMUS band.

Plenary sessions started on the 2nd day of the convention with the 1st speaker, Rev. Fr. Pederito A. Aparece with the topic ‘’Campus Advising and Student Leadership: An Ethical Perspective’’. It was followed by the talk of Dr. Clarence M. Batan about ‘’Empowerment of Global Leaders in the institution’’. The 3rd talk is facilitated by Atty. Jobert Peñaflorida with the topic ‘’Role of Campus Advisers and Student Leaders in Addressing the Pressing Problems in Climate Change’’, followed by Mr. Efren Peñaflorida, CNN Hero of The Year 2009, with the topic ‘’YOUTH Response to Global Challenges’’. The last speaker is a TV personality Eugenio ‘’Boy’’ R. Abunda JR with the topic ‘’Governance in Campus Advising and Student Leadership’’

2nd night of the Mid-Year Convention ended with the Cultural Presentation. The Wesleyan University- Philippines delegates together with the other delegates of Luzon Universities won the 3rd place in the competition. Also, Wesleyan University-Philippines received a plaque of recognition for having its biggest delegation.

Distribution of certificates began on the 3rd day of the convention. The delegates went home afterwards.

Objective:

To enlighten our student volunteer through service. To awaken the spirit of service in the hearts of the students. To touch the lives of people in their simple efforts for their

community.

Narrative report:

The day is fair, and we are all up for doing something that is worthwhile. Mark the date, July 9, 2011, Saturday, the first outreach program of the college of nursing local council, targeting the GK Nuestra Senora dela Soledad Ancop Canada San Isidro Village. Our call time for that day was 6'o clock in the morning, but we have departed around past 7 riding on the WUP bus. The program was in partnership of the WUP SSC, COEDU LC, KNIGHTS AMBASSADORS,TELON GROUP, AND THE GK CIC. It was 8:30 am when we arrived at the said village

The program started with the opening prayer led by CIC Volunteers. The Village President welcomed us with a message. The WU-P VPAA also visited and give a simple message for the resident of the village. After the short program we started our task which is BP Taking and Blood Typing.

Immediately, we started our door to door tasks with the villagers, wearing the smiles on our faces. In every house we've been through, we noticed the people's smile when we arrived and their willingness to be rendered by what we had prepared for them. Prior to our BP monitoring and blood Typing, we as nurses had done our health teaching in terms of their lifestyle and diets in maintaing a normal BP and also a healthy life. Also, we discussed the importance of knowing their blood type, whom they are allowed to donate and from whom they can receive blood. With the different houses we had set our feets on, we are very grateful on being able to mingle with the people on the GK san Isidro, where people are thanking, offering some foods, and sharing some of their stories in life.

Overall, we had taken the blood type of 33 people in the village. After we were done with our tasks we then proceed in the GK hall where we had some socialization with the villagers and the other organizations of the university.During lunch time we had the so called "boodle fight"- eating all together where the food is on the banana leaves, and this tradition for GK programs was really really really fun. Lunch time ended and we proceed for the programs that will bring joy to the villagers. One, is a presentation from

the Telon group, which is about the essence of helping the GK villagers. Telon, is indeed a great pride of our school and villagers of the GK were really laughing all throughout their performance. Games were also in the program, and people especially the children were very active in participating in every game of the program. Also, performance from the villagers are also present.

Objective:

To formally introduce and induct the officers of the CLC and MO’s for this academic year 2011-2012.

To offer avenue for the students to mingle with each other that will promote camaraderie amongst the college populace and Wesleyan Community.

Narrative Report:

On the night of August 5, 2011 wherein the much awaited CONAMS Acquaintance party was held. The registration starts at 6:00 pm and the program formally started at exactly 7:30 pm. The party started with the invocation from SINAG Nightingale then followed by the production number of SINAG Powerdance and SINAG Nightingale. After the production number, an opening message was delivered by the Dean of the CONAMS, Prof. Dolores R. Galang. Officers from the different Student Societies specifically SINAG, Impulse, SFP and RCY together with the officers of the College Local Council and RADTECH and MedTech officers were inducted by the director of Office of Student Affairs, Prof. Henry Cocoy DR. Nacpil. One of the intermission numbers was given by the Pilipinas Got Talent Season 3 contestants namely The Twin Divas and the Blitz Box Crew, both students from the Wesleyan University-Philippines. After the two performances, the face of the night portion comes afterwards wherein several names were called to be on the center of the dance floor. From those names that were called, two contestant caught the attention of the crowd and were given the title Mr. and Ms. Face of the Night which is Mark Llado, 4th year student, and , 3rd year student. Immediately after naming the Face of Night winners, intermission number from SINAG Nightingale and Himig was given. The opening of the dance floor was conducted by the Council Governor which signals the start of a non-stop party. The party stops at exactly 12:00 am. Overall, there were 842 attendees of the party.

Objective:

To give credits to the athletes of the College of Nursing and Allied Medical Sciences.

To give time and place for the athletes wherein they can relax for a while after the hard work they did on the recently held Palarong Wesleyan 2011.

Narrative Report:

After the recently held Palarong Wesleyan 2011 wherein the CONAMS placed 2nd

in the overall, the College decided to organize thanksgiving party that will give the athletes a pleasure after a long week intramurals. The chosen venue for the said activity is the MGL resort at Bitas, Cabanatuan City. The athletes together with their respective coaches were asked to come at exactly 6:00 pm. The mini program started at 7:00 with Prof. Dolores R. Galang delivered his opening message along with the sports coordinator of the CONAMS, Mr. Seis Lyle Cancio. Dinner was served after the opening message has been given. Foods such as Adobong Baboy, Menudo, Barbecue, Fried Chicken, and Mixed Vegetables were served. After dinner, the athletes goes swimming and singing in the videoke machine. The athletes went home at exactly 12:00 am.
