A. INVESTIGATION AND SUPERVISION CASELOADS: 1. Among the 14 field offices, Ligao City PPO has the highest number of received supervision referrals having a total of 67 and Sorsogon Province PPO has the least number of referrals which is 10.

The total number of Pre-Parole investigation referrals received for 2010 is 157, total dis-posed cases is 158 and the total carry over is 8. Among the 14 field offices, NagaCity PPO has the highest number of received pre-parole investigation referrals having a total of 27. Tabaco City and Legazpi City PPOs have not received any referral for pre-parole.

4. PAROLE/PARDON SUPERVISION: The total number of Parole/Pardon supervision referrals for 2010 is 153, total cases dis-charged is 193 and the total carry over is 693. Among the 14 field offices, Camarines Norte PPO has the highest number of received parole/pardon supervision referrals having a total of 25 while Albay PPO received nothing. GOVERNMENT SAVINGS: A total of Php 28,513,200.00 should have been spent for 1,953 cli-ents in 2010 in terms of prisoners maintenance of Php 40.00 per day as compared to the 2010 actual budget of Php 21,433,000.00. PPA-DOJ Region V generated savings for the govern-ment in the amount of Php 7,080,800.00.

5. REFERRALS FOR VOLUNTARY CONFINEMENT: PPA Region V has 11 deputized Dangerous Drugs Board representatives namely: CPPO Clarissa Cu, CPPO Mercedes De los Santos, CPPO Amy Helconida H. Sarmiento, CPPO Emma Valenciano, CPPO Norma Miraballes, CPPO Edna Osiana, CPPO Luvisminda Codia, CPPO Mario Midel, OIC/SPPO Nelia Rivero, SPPO Arvie Rayos and PPO II Ma. Cindy Huenda. For the year 2010, a total of 47 referrals for Voluntary Confinement at the Malinao Treat-ment and Rehabilitation Center was received. Naga City has received the biggest number of referrals which is 13. OIC/SPPO Nelia Rivero was awarded a Plaque of Commendation by the Malinao Treat-ment and Rehabilitation Center in recognition of her valuable services and support in the treat-ment and rehabilitation of drug dependents in Bicol. She has been very religious and hardwork-ing in the submission of Petitions for Voluntary Confinement and was able to recommend the biggest number of drug dependents for confinement in the Bicol Region since she was depu-tized as a DDB representative. The award was given to her during the Consultative Meeting of the Different Agency Stakeholders in the Treatment and Rehabilitation of Drug Dependents on September 3, 2010 at the MTRC, Malinao, Albay.

B. CORRECTION AND REHABILITATION OF OFFENDERS: Constant monitoring and close supervision of all clients is continuously and consistently undertaken by all supervising officers. During their home visitations updates on the present situations of the clients and their respective families are being gathered, including the observa-tions and comments of their neighbors and other respected people in the community. The com-munity is likewise informed of the present programs and activities of the office so that they will identify their roles specifically on the reformation of clients. Rehabilitation projects are intro-duced to address the needs of the clients specially in augmenting their economic conditions. 1. INDIVIDUAL /GROUP COUNSELING SESSIONS enhance the emotional, behavioral,

moral, social and spiritual aspects of a client’s life. The clients are observed to be fully co-operative and participative with all their officers in the conduct of these sessions. A total of 923 clients attended composed of 837 males and 86 females, in 75 separate group coun-seling session and activities.

2. MORAL AND SPIRITUAL VALUES FORMATION speaks of good moral values, so-cial development and civic consciousness. These are achieved through Lenten recollections, Family Week Celebration and Christmas Fellowships. Resource persons are invited and tapped to facilitate the activities. A total of 724 clients composed of 661 males and 63 females attended the moral and spiritual session. 3. WORK OR JOB PLACEMENT/REFERRAL is an effort of the region to curb unemployment rate. This answers the desire to help augment the economic conditions of the clients and their families where 37 males and 6 females totaling to 43 were referred for job placement. 4. VOCATIONAL/LIVELIHOOD AND SKILLS TRAININGS make the clients productive and useful. They engage in income generating activities such as trainings in basketry; candlemak-ing; lantern and décor making; jewelry, perfume and fabric conditioning making; integrated farming, cooking native delicacies; sassu chicken, hog, goat, and duck raising; food preserva-tion and handicraft making. Through the able coordination with civic organizations and local officials, these activities were completed successfully, where 319 clients composed of 301 males and 18 females availed of the livelihood and skills training.

5. HEALTH, MENTAL AND MEDICAL SERVICES are usually conducted in field offices where free consultations and check-up, medicines, vitamins, blood typing, etc are afforded to clients and their families to promote a good and healthy life among them. A total of 260 males and 7 females totaling to 67 availed of these services. 6. LITERACY AND EDUCATION: Alternative Learning System (ALS) Classes in coordination with DepEd are availed of to help clients learn basic writing, reading and arithmetic and provide Accreditation and Equivalency Test to those Out-of-School-Youth who have dreams of finishing elementary, secondary and tertiary education. A total of 299 clients composed of 279 males and 20 females attended such classes. 7. COMMUNITY SERVICES: Clients actively participate in cleaning and greening of the surroundings, tree planting, blood donations, etc. A total of 956 clients, 875 males and 81 females rendered 81 different community activities. 8. CLIENT SELF-HELP ORGANIZATIONS are formed to maintain good solidarity and camaraderie. They form into organized groups and cooperatives and legal personalities by way of registering their organizations with the Securities and Exchange Commission. A to-tal of 214 clients, 208 males and 6 females are members of these organizations.

9. PAYMENT OF CIVIL LIABILITY: Clients with civil liability are persuaded and encouraged to pay their victims either in full or in installment basis. Restorative Justice (RJ) process is applied where the parties at stake which include the offended, victim and community undertake RJ sessions to heal the aftermath of the crime which brought them hurt feelings. A total amount of Php 644,053.00 was collected and paid to the victims. 10. SPORTS AND PHYSICAL FITNESS: Sports activities through games, rest and recreations are usually conducted during anniversary celebrations, Christmas Fellowship and summer outings.

11. TREE PLANTING/ENVIRONMENT AND ECOLOGY: In line with the clean and green pro-gram and in support to MO No. 41 dated 11-14-05 (The Implementing Guideline of Supreme Court Administrative Circular No. 17, s. 2003), clients are required to participate in Tree Plant-ing Activities to make them aware of the importance of environment preservation. A total of 10,120 of different varieties of trees were planted by 436 probationers, 213 parolees, 1 par-donee, 44 VPAs, in 27 separate tree planting activities.

B. PIPELINE PROGRAMS: 1. THERAPEUTIC COMMUNITY SESSIONS: TC is a way of life - a learning and healing environment. TC sessions and activities are well organized and the field offices are religiously and regularly conducting the TC sessions. 4 field offices are now in Phase 4, 8 field offices are undergoing Phase 3, while in 2 offices, some clients are undergoing Phase 1, some in Phase 2 and some are already in Phase 3.

2. VOLUNTEERISM: The VPA program of the agency continues to generate community participation in the supervision of clients and in other rehabilitation programs. VPAs are util-ized as supervisors, resource persons, facilitators, activity coordinators, etc. At present there are 7 VPA Associations and 218 VPAs in PPA Region V.

The TC Program has been introduced with the inmates of the Camarines Norte Provincial Jail and San Isidro District Jail. The staff of the Camarines Norte PPO successfully finished the First Phase (Orientation Phase) of the Therapeutic Community Modality Program. On the other hand, two seminars were conducted in relation to the VPA program. The staff of Camarines Sur PPO 2 initiated the conduct of a joint Basic Training for the VPAs of 3 field offices namely: Camarines Sur PPO 1, Camarines Sur PPO 2 and Iriga City PPO. The seminar was held on February 17, 2010 at the Department of Agriculture Regional Office, San Agustin, Pili, Camarines Sur. The Induction of the new set of VPA officers for the year 2010 was the culminating activity of the VPA Basic Training conducted for the volunteers of the Legazpi City and Albay Parole and Probation Offices. This was held on September 22, 2010 at the Albay PPO, Penaranda Park, Legazpi City

3. RESTORATIVE JUSTICE: Almost all of the field offices conduct Restorative Sessions using the different models such as Family Conferencing, Mediation, Restitution, Circle of Support, Peacemaking Encounter and Community Work Service. The sessions conducted usually bear positive and successful results.

4. JAIL DECONGESTION: Regular jail visits are conducted by the field offices and intake interviews are undertaken to determine those inmates who are in need of legal assistance, referrals to either the Prosecution Office or the Public Attorneys Office or Pre-Parole Investigations.

SPORTS AND RECREATION: Some personnel of PPA Region V joined the 2010 National Milo Marathon on October 24, 2010 in Naga City. This is the 2nd time that PPA Region V participated and adhered to the advocacy in running for a cause which has been spearheaded by Milo. Another sports activity participated in by personnel was the International Summit Cam. Sur Marathon, a qualifier to the 13th IAFF Track and Field Championship in Korea. The event was hosted by the Provincial Government of Camarines Sur. The sports activity for the whole region was jointly held with the GAD Seminar in Pasacao, Camarines Sur. The Regional Office staff likewise had a rest and recreation activity in Legazpi City.Other offices participated in local sportsfest sponsored by the LGUs.

PERSONNEL ENHANCEMENT ACTIVITIES: GENDER AND DEVELOPMENT: The personnel of PPA Region V completed the modules in the Basic Training for Gender Sensitivity and Mainstreaming in two separate seminars this year. The Basic Training for Gender Sensitivity was held on May 26, 2010 at the Surfer’s Paradise Re-sort in Pasacao, Camarines Sur while the two-day Seminar/Workshop on Gender Main-streaming was held on November 4-5, 2010 at the Philippine Coconut Authority, Albay Research Center in Guinobatan, Albay.

2010 PPOLPI NATIONAL CONVENTION: There were 36 participants from PPA Region V who attended the 2010 PPOLPI National Convention and Training Institute. The delegation was composed of PPA personnel, VPAs, personnel relatives and friends. PPA Region V was housed at the Remari Pension House in Puerto Princesa City.

BPPAECC OWNERSHIP SEMINAR AND LECTURE ON THE IMPLEMENTING RULES AND REGULATIONS ON RA 9520: The officers and members of the Bicol Parole and Probation Administration Employees Credit Cooperative (BPPAECC) gathered on October 26, 2010 to attend an Ownership Seminar and Orientation on the Implementing Rules and Regulations of Republic Act 9520. It was held at the Multi-Purpose Hall, DOJ Building, Naga City.

APPRECIATION COURSE ON RECRUIT-MENT AND SELECTION FOR PSB: The Regional Selection Board of PPA Region V attended an Appreciation Course on Recruitment and Selection for Personnel Selection Board (PSB) on November 10-11, 2010 at the Civil Service Commission Regional Office in Legazpi City.

HOLISTIC APPROACH TO VOLUNTEER RESOURCE DEVELOPMENT: Three personnel from PPA Region V attended the Holistic Approach to Vol-unteer Resource Development on June 6 to 19, 2010 at the University Hotel, UP Diliman, Quezon City.

5th COUNTRY SPECIFIC COURSE ON COMMUNITY BASED TREATMENT OF OF-FENDERS TO THE HOLISTIC APPROACH TO VOLUNTEER RESOURCE DEVELOP-MENT: RD Alcala heads the agency’s delegation to Japan in relation to VPA Pro-gram. With him are PPA personnel and VPAs. This was on June 20 to July 3, 2010 at UNAFEI, Tokyo, Japan.

16 LECTURE ON ETHICAL STANDARDS FOR PUBLIC OFFICIALS: This was conducted on December 16, 2010 at the Avenue Plaza Convention Center and the invited Resource Speaker was Engr. Baloloy from the Civil Service Commission.

REGIONAL ASSEMBLY AND CHRISTMAS PARTY: This was held on December 16, 2010 at the Avenue Plaza Convention Center. The highlight of the occasion was the Regional Awards and the Tribute to Retirees in the persons of AO Teresita Griarte and SPPO/OIC Wellington Soneja of Catanduanes PPO who retired in September and Novem-ber, 2010 respectively.
